Drinking under the Influence (DUI) remains to be a public health issue as there has still been a significant number of traffic deaths and injuries due to DUI. Despite the laws enacted and the impacts of DUI highly publicized, the high percentage of people still perceiving DUI as a major personal safety threat furthers the need to review the status of DUIs in this country. There are various agencies in this country that has gathered DUI data in one way or the other. However, making sense of these available information for policy planning purposes on a comprehensive manner remains to be a challenge. It is to this purpose that this study endeavors to review the trends on DUI utilizing existing data gathered by various agencies. Specifically, the objective is to determine whether there has been a statistically significant decrease in the number of DUI arrests from 1995 to 2013. Data on Driving under the Influence (DUI) arrests were drawn from information provided to the Federal Bureau of Investigations’ (FBI) Uniform Crime Reporting Program (UCR) from 1995 to 2013. The FBI’s UCR Program is a nationwide, cooperative statistical effort of more than 16,000 in 1995 and in 2013, 18,415 city, university and college, county, state, tribal, and federal law enforcement agencies voluntarily reporting data on crimes brought to their attention (Federal Bureau of Investigation, Uniform Crime Reporting Program (UCR), 1995). From 1995 to 2013, the average number of individuals arrested for DUI accounted for 10 percent (14,107,840) of the total arrests in the US. Results revealed during this period; the number of DUI arrests has decreased by 9 percent with an average yearly rate change of 1 percent. The highest increase of the DUI arrests during this period was observed in 1999 with 8 percent, while the highest decrease was observed in 2011 with 14 percent. The year that had the highest number of DUI arrests was in 1999 while the lowest was in 2013. The analysis also revealed that there was a decrease in the total number of DUI arrests from 1995 to 2013 as pointed out by the negative value of the computed Z (Z (S > 0) = -1.77, p = .076). However, there was no statistically significant trend as the normalized test statistic (Z) was less than the critical value (Zα/2 = 1.96) at the level of significance (0.05). The paper concludes that in order to gauge the effectiveness of prevention measures, there is a need to regularly monitor trends in alcohol-impaired driving. There are several approaches adopted by previous studies to examine these trends, which includes onsite surveys of drivers, examination of crash reports and driver’s records. However, developing an approach that utilizes existing sources of data would be the most efficient and effective in terms of time and monetary resources.

In this paper, I propose a new theory that ascribes the increasing female crime share to unequal emancipatory advancement between women’s ideological aspirations and institutional means in modern times. Accordingly, it is proposed that an incommensurate pace in progression inflicts gender-specific deprivation on women, which increases their share of crime. The theory is tested with Uniform Crime Reporting data from 1980 to 2017 across offense types. The findings indicate that mismatched liberation increases the female share of violent and property crimes, especially for adult cohorts and among samples after 1988 when women’s ends-means gap was found to be enlarged.

The most widely used source of nationwide data on homicide in the United States is the Supplementary Homicide Report (SHR) data compiled by the FBI as part of its Uniform Crime Reporting System. This paper describes a study of the reliability of robbery-murder classifications by the SHR for Baltimore, Maryland during 1983. The research is exploratory, but indicates a high level of inconsistency in the data. Of the 42 cases that were classified as robbery murders by the SHR or the replication study, only 20 were classified that way in both studies. The high level of unreliability can be attributed to three major problems: (1) the SHR codes are mutually exclusive, but many homicides could be placed in several of the categories; (2) there are few systematic rules for classifying ambiguously motivated homicides; and (3) the SHR placed too many cases in the “unknown” category. It appears that the reliability of the coding could be increased substantially with relatively minor changes in the procedures currently used.

Counterintelligence is the business of identifying and dealing with foreign intelligence threats to a nation, such as the United States. Its main concern is the intelligence services of foreign states and similar organizations of non-state actors, such as transnational terrorist groups. Counterintelligence functions both as a defensive measure that protects the nation's secrets and assets against foreign intelligence penetration and as an offensive measure to find out what foreign intelligence organizations are planning to defeat better their aim. This article addresses the Federal Bureau of Investigation's (FBI) foreign counterintelligence function. It briefly traces its evolution by examining the key events and the issues that effected its growth as the principle civilian counterintelligence service of the U.S. government.

Abstract Background At the global level and in the Arab world, particularly in low-income countries, COVID-19 remains a major public health issue. As demonstrated by an incredible number of COVID-19-related publications, the research science community responded rapidly. Therefore, this study was intended to assess the growing contribution of the Arab world to global research on COVID-19. Methods For the period between December 2019 and March 2021, the search for publications was conducted via the Scopus database using terms linked to COVID-19. VOSviewer 1.6.16 software was applied to generate a network map to assess hot topics in this area and determine the collaboration patterns between different countries. Furthermore, the research output of Arab countries was adjusted in relation to population size and gross domestic product (GDP). Results A total of 143,975 publications reflecting the global overall COVID-19 research output were retrieved. By restricting analysis to the publications published by the Arab countries, the research production was 6131 documents, representing 4.26% of the global research output regarding COVID-19. Of all these publications, 3990 (65.08%) were original journal articles, 980 (15.98%) were review articles, 514 (8.38%) were letters and 647 (10.55%) were others, such as editorials or notes. The highest number of COVID-19 publications was published by Saudi Arabia (n = 2186, 35.65%), followed by Egypt (n = 1281, 20.78%) and the United Arab Emirates (UAE), (n = 719, 11.73%). After standardization by population size and GDP, Saudi Arabia, UAE and Lebanon had the highest publication productivity. The collaborations were mostly with researchers from the United States (n = 968), followed by the United Kingdom (n = 661). The main research lines identified in COVID-19 from the Arab world are related to: public health and epidemiology; immunological and pharmaceutical research; signs, symptoms and clinical diagnosis; and virus detection. Conclusions A novel analysis of the latest Arab COVID-19-related studies is discussed in the current study and how these findings are connected to global production. Continuing and improving future collaboration between developing and developed countries will also help to facilitate the sharing of responsibilities for COVID-19 in research results and the implementation of policies for COVID-19.

Sanctuary jurisdictions have existed in the United States since the 1980s. They have recently reentered U.S. politics and engendered contentious debates regarding their legality and influence on public safety. Critics argue that sanctuary jurisdictions create conditions that threaten local communities by impeding federal immigration enforcement efforts. Proponents maintain that the policies improve public safety by fostering institutional trust among immigrant communities and by increasing the willingness of immigrant community members to notify the police after they are victimized. In this study, we situate expectations from the immigrant sanctuary literature within a multilevel, contextualized help-seeking framework to assess how crime-reporting behavior varies across immigrant sanctuary contexts. We find that Latinos are more likely to report violent crime victimization to law enforcement after sanctuary policies have been adopted within their metropolitan areas of residence. We argue that social policy contexts can shift the nature of help-seeking experiences and eliminate barriers that undermine crime victims’ willingness to mobilize the law. Overall, this study highlights the unique role social policy contexts can serve in structuring victims’ help-seeking decisions.

The United States Centers for Disease Control and Prevention considers saliva contact the lead transmission mean of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), which causes the coronavirus disease 2019 (COVID-19). Saliva droplets or aerosols expelled by sneezing, coughing, breathing, and talking may carry this virus. People in close distance may be exposed directly to these droplets or indirectly when touching the droplets that fall on surrounding surfaces and ending up contracting COVID-19 after touching the mucosa tissue of their faces. It is of great interest to quickly and effectively detect the presence of SARS-CoV-2 in an environment, but the existing methods only work in laboratory settings, to the best of our knowledge. However, it may be possible to detect the presence of saliva in the environment and proceed with prevention measures. However, detecting saliva itself has not been documented in the literature. On the other hand, many sensors that detect different organic components in saliva to monitor a person’s health and diagnose different diseases, ranging from diabetes to dental health, have been proposed and they may be used to detect the presence of saliva. This paper surveys sensors that detect organic and inorganic components of human saliva. Humidity sensors are also considered in the detection of saliva because a large portion of saliva is water. Moreover, sensors that detect infectious viruses are also included as they may also be embedded into saliva sensors for a confirmation of the presence of the virus. A classification of sensors by their working principles and the substances they detect is presented, including the sensors’ specifications, sample size, and sensitivity. Indications of which sensors are portable and suitable for field application are presented. This paper also discusses future research and challenges that must be resolved to realize practical saliva sensors. Such sensors may help minimize the spread of not only COVID-19 but also other infectious diseases.

Abstract Background Drowning is a significant public health issue, with females accounting for one third of global drowning deaths. The rate of female drowning has not decreased within high-income countries and presentations to hospital have increased. This scoping review aimed to explore adult female unintentional drowning, including risk factors, clinical treatment and outcomes of females hospitalised for drowning. Methods A systematic search of the literature following the PRISMA-ScR framework was undertaken. The databases OVID MEDLINE, Embase, CINAHL, OVID Emcare, Web of Science, Informit and Scopus were accessed. Study locations of focus were Australia, Canada, New Zealand, the United Kingdom, and the United States. Studies from January 2003 to April 2019 were included. The quality of evidence of included studies was assessed using GRADE guidelines. Results The final search results included 14 studies from Australia (n = 4), Canada (n = 1), New Zealand (n = 1), United States (n = 6), United Kingdom (n = 1), and one study reporting data from both Australia and United States. Nine studies reported risk factors for female drowning including age, with the proportion of female drowning incidence increasing with age. Although females are now engaging in risk-taking behaviours associated with drowning that are similar to males, such as consuming alcohol and swimming in unsafe locations, their exposure to risky situations and ways they assess risk, differ. Females are more likely to drown from accidental entry into water, such as in a vehicle during a flood or fall into water. This review found no evidence on the clinical treatment provided to females in hospital after a drowning incident, and only a small number of studies reported the clinical outcomes of females, with inconsistent results (some studies reported better and some no difference in clinical outcomes among females). Conclusion Adult females are a group vulnerable to drowning, that have lacked attention. There was no single study found which focused solely on female drowning. There is a need for further research to explore female risk factors, the clinical treatment and outcomes of females hospitalised for drowning. This will not only save the lives of females, but also contribute to an overall reduction in drowning.

Tinnitus is a pervasive public health issue that affects approximately 15% of the United States population. Similar estimates have also been shown on a global scale, with similar prevalence found in Europe, Asia, and Africa. The severity of tinnitus is heterogeneous, ranging from mildly bothersome to extremely disruptive. In the United States, approximately 10-20% of individuals who experience tinnitus report symptoms that severely reduce their quality of life. Due to the huge personal and societal burden, in the last twenty years a concerted effort on basic and clinical research has significantly advanced our understanding and treatment of this disorder. Yet, neither full understanding, nor cure exists. We know that tinnitus is the persistent involuntary phantom percept of internally-generated non-verbal noises and tones, which in most cases is initiated, by acquired hearing loss and maintained only when this loss is coupled with distinct neuronal changes in auditory and extra-auditory brain networks. Yet, the exact mechanisms and patterns of neural activity that are necessary and sufficient for the perceptual generation and maintenance of tinnitus remain incompletely understood. Combinations of animal model and human research will be essential in filling these gaps. Nevertheless, the existing progress in investigating the neurophysiological mechanisms has improved current treatment and highlighted novel targets for drug development and clinical trials. The aim of this review is to thoroughly discuss the current state of human and animal tinnitus research, outline current challenges, and highlight new and exciting research opportunities.
