This research aims to know how the role of village government in community empowerment in agriculture in the village of Bulo Wattang PancaRijang District Sidenreng Rappang and what factors influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang. The data collection techniques that are done in this study are observations, interviews, Koesioner, and library studies. The Data is then analyzed using the frequency and percentage table. The population in this study was the farmers in the village of Bulo Wattang as much as 260, while a sample of a population of 72 farmers. Results of this research shows that the role of village government in the community empowerment in agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang with a cumulative result of 64% categorized as "good". The factors that influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang (68%), education system (65%), open System (65), orientation to progress (66%), good synergy (66%), interest groups (66%) and quality of human resources (68%) With accumulated results of 65.5% or categorized as "good".

The Village Archives Program (Arsip Masuk Desa/AMD) is a program launched by ANRI since 2009. The objective of AMD Program is to increase the role of archives in administering village government administration in order to improve services to the village community. AMD Program targets are the increasing quality of archival management in village government in accordance with archival rules and legislation.Archival courses presented in the AMD Program includes the Making of Official Scripts, Letters Management, Arrangement and Use of Archives, and Disposal of Archives. The scope that became the object of AMD is the archive created in the Village Government, Village Consultative Board (Badan Permusyawaratan Desa/BPD), and Kelurahan. The obstacles faced in the implementation of the AMD Program stem from the inequalities of potential, conditions, and resources, including village-to-village gaps in the areas of budget and human resources, and socio-cultural differences. Alternative solutions that can be implemented in the implementation of the AMD Program include the formulation of a clear concept, mapping the condition and resources of the village, as well as the preparation of human resources and budget.

This study aims to determine how the performance of the Hamlet Government apparatus in serving and building the economy through an optimization process. the people of Balai Rajo Hamlet, VII Koto Ilir District, Tebo Regency, Furthermore, what affects the performance of the Hamlet Government apparatus in serving and building the village economy and the community in realizing a safe and prosperous independent village for the people of Balai Rajo Hamlet, VII Koto Ilir District, Tebo Regency. The ability of human resources (HR) is a factor that affects the performance of the apparatus. The problem of the quality of human resources of the Dusun government is an important issue in the implementation of Autoda. Therefore, increasing the Human Resources (HR) of the Dusun government is an urgent matter that must be done, so that the implementation of Autoda can run as expected, but this is also influenced by two important factors. Level of education In carrying out its duties and responsibilities as a Dusun apparatus, especially in providing services and development of general village economic growth to Balai Rajo Hamlet, it is largely determined by the level of education possessed by the apparatus itself, because the heavier or wider the responsibility of the Dusun apparatus must be carried out. It takes an apparatus that has quality human resources as well. Work experience In carrying out their duties and responsibilities as community servants, the ability of the apparatus is also greatly influenced by the length of work or in terms of work experience, therefore the village government, which has been working for a long time, is demanded to be more effective and recognize what can give satisfaction to visitors and visitors. community Service facilities and infrastructure are all types of equipment, work equipment, and other facilities that function as the main or auxiliary tools in the implementation of work. The role of service facilities is very important in addition to the role of the human element itself. Land and building tax is local tax that has been transferred from the central to the regions since the issuance of PDRD Regulation No. 28/2009. Village is one of the institutions authorized as a collecting officer of PBB is required to carry out duties in the execution of the collection of PBB in accordance with Law No. 12 of 1994 on Land and Building Tax in order to support the original revenue areas used for regional development. This research is to explain how the process of implementation of land tax collection and building in Mrandung village of Klampis district of Bangkalan regency. The type of research used is descriptive qualitative with data collection techniques in the form of interviews, document review and analyzed using Van Meter model and Carl Varn Horn. The results of this research indicate that there is no a process of collecting land and building taxes in Mrandung village because the village government of Mrandung replaces the obligation of its citizens in paying off all the indebted taxes owned by the people of Mrandung village. It makes the village government as the management apparatus of PBB at the village level is not Following the procedures in accordance with the laws and regulations of the Building Land Tax Law No. 12 of 1994 on Land and Building Tax and does not obey the regulations in Bangkalan regency namely Bangkalan Regent Regulation No. 60 of 2013 on the Management of Land and Urban Building Tax and Rural. The analysis using Model Van Meter and Carl Van Horn it could be seen that the absence of the process of collection of Land and Building Tax in Mrandung village due to attitude / tendency owned by Mrandung village government which underlies the implementors remain in their own thinking in response to the policy of collection land and building in Mrandung village of Klampis district of Bangkalan regency. Suggestion from this research is that PBB officers in the village should be more active in delivering information to the community, the quality of human resources and understanding of the content of PBB policy should be improved so that in running the PBB in accordance with established procedures.

This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

Realizing prosperity in the community needs to be supported by a good development management. In the governance system, it is necessary to have governance behaviour that is honest, open, responsible and democratic. In the community structure, a mechanism providing opportunities for the community in the decision-making process for public interests needs to be developed. This study discusses the role of the village head in empowering village communities. This study used a community-based approach so that the community knows in detail concerning the role of the village head in the Framework for the Implementation of Village Autonomy based on Law No. 6 of 2014 concerning Village. The results showed that village head must have a fair and wise attitude in carrying out his duties and obligations. Besides, the village head must give an easy access to the community in providing assistances. Yet, the most important thing is that, as a leader, the village head must be able to provide a good example for their subordinates so as to create maximum results and good community environment.�Mewujudkan kesejahteraan di masyarakat, perlu didukung oleh manajemen pembangunan yang baik. Dalam tatanan tata pemerintahan, perlu untuk memiliki perilaku tata kelola yang jujur, terbuka, bertanggung jawab dan demokratis, sementara dalam tatanan masyarakat suatu mekanisme perlu dikembangkan yang memberikan peluang bagi masyarakat dalam proses pengambilan keputusan untuk kepentingan bersama. studi ini membahas bagaimana peran kepala desa dalam memberdayakan masyarakat pedesaan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang Peran Kepala Desa dalam Kerangka Pelaksanaan Otonomi Desa Menurut Undang-Undang Nomor 6 tahun 2014 tentang Desa. Hasil penelitian ini yaitu dalam melaksanakan tugas dan kewajiban Kepala Desa mereka harus mempunyai tingkah laku yang adil, bijaksana dan tidak mempersulit dalam memberikan layanan kepada semua masyarakat. Namun yang lebih penting lagi bahwa sebagai seorang pemimpin harus bisa memberikan contoh untuk bawahan sehingga mendapatkan hasil yang maksimal dan terciptanya persatuan komunitas yang baik.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.
