The article describes the current state of distance education in Kazakhstan and the world, as well as analyzes the difficulties of the modern period of development of the distance education system. The purpose of the article is to develop recommendations for the development of didactic means of distance education and digital educational resources. The authors identify financial, technical, legal, methodological problems of the development of distance education, the problems of training teachers for the development of electronic didactic tools. Based on an analysis of the scientific and pedagogical literature and a generalization of experience with electronic textbooks, digital educational resources, and MOOCs, a three-part structure for the development of didactic units - classes in digital format: video, a short text of the training material, and practical tasks is proposed. The design of digital educational resources is based on eutagogical foundations, the theory of programmed learning, connectivity, actor-network theory, rhizomatic pedagogy and other latest achievements of digital didactics. The requirements for electronic and multimedia textbooks and manuals are outlined.

The article considers an issue of information security of the distance education systems. It analyzes the functions and architecture of the typical distance education system. With considering the requirements of information security it also discusses the university information system for solving the distance learning problems. The author defines valuable assets and information resources and describes the existing security threats. The subjects of interaction in the distance learning mode are presented. There is a consideration of the principal directions of the university’s activity in the distance learning system, requiring constant monitoring of information security. A threat model is worked out and the main security vulnerabilities are highlighted. The analysis of the causes and consequences of information security violation in the distance learning system is carried out and most vulnerable and critical nodes were identified. The hardware and software requirements for the remote mode work are regarded. A recommended list of hardware and software tools that ensure compliance with safety requirements is presented. The major lines of protection for distance learning systems are highlighted. The article proves the necessity of conducting a regular security assessment as a means for monitoring an effectiveness of the protection system.

Abstract In many countries, open and distance education is perceived as a way to meet the growing need for higher education. This paper explores the development of online and distance education in three countries that are still a white spot on the landscape of international distance education research although they have implemented elaborated distance education systems: Turkey, Russia and Saudi-Arabia. In order to understand the current state of distance education systems in the three countries, their respective systems are described from a historical perspective, compared in regard to their organization, important institutions for open and distance education and current developments. This comparative analysis directs the focus on little investigated education systems and contributes to an enhanced understanding of their past, present, and future.

This article is dedicated to examination of the role of guilt and shame, namely to prevalence one of these emotions in a particular culture as the leading mechanism of social control. The prevalence of guilt or shame as a cultural “dimension” has become one of the first criteria for the division of cultures into Western and Eastern, and was used by the researchers as a basic postulate for cross-cultural r. Over time, the perception of emotions as the criterion for the division of cultures has been revised. The article traces the history of research on emotions in general, namely the emotions of guilt and shame as social emotions, as well as describes guilt and shame as collective and individual experiences. Analysis is conducted on the role of guilt and shame in methodology of research on social emotions, cross-cultural studies. The author outlines certain methodological problems and contradictions, and assesses the current state of scientific research dedicated to social emotions. The conclusion is made that the research on collective sense of guilt and shame is more advanced from the perspective of cross-cultural psychology and philosophy, as well as the overall methodology of science; it allows shifting from the study of the role of individual emotions in interpersonal (conditioned by collective ties), intergroup and intragroup communication towards the integrated study of emotions associated with interaction of the individual and society, i.e. social experiences.

The article discusses some theoretical and methodological problems of using the digital educational resources of a future teacher. The study determines that the integrated use of the capabilities of information and telecommunication technologies in education can be achieved through the development and use of multifunctional digital educational resources that meet the current needs of the educational process, the features of the content, teaching methods and forms. The authors in the article, analyzing the scientific and pedagogical literature, the authors strive to show the direction of the introduction of digital educational resources in the educational process and the psychological principles of development necessary for their description and use, as well as the basic requirements of the educational system in digital educational resources.

In 2020, the coronavirus pandemic affected the whole world, including Russia. The Russian government had to introduce emergency measures to combat the pandemic, including the transfer to distance learning of schoolchildren and students. In the context of a pandemic, it became necessary to urgently consider issues and problems of distance learning in educational organizations, primarily in secondary education organizations. Previously, none of the concepts of informatization of education even considered the massive transition to distance learning for schoolchildren and students.The article examines the readiness of educational organizations, parents and children for the massive use of distance learning, analyzes the problems that arise in the implementation of this form of education, including: the problem of choosing software and platforms for distance learning; problems associated with underdeveloped infrastructure; problems of the availability of electronic educational resources corresponding to the new learning conditions; problems of lack of online work experience for both teachers and schoolchildren; as well as other issues related to distance learning.The need is noted: switching the attention of researchers and developers of software and online platforms to research in the field of mass transition to distance learning at all age levels; the development of new distance online platforms and the processing of many electronic educational resources for new platforms; linking multimedia educational content to exemplary basic educational programs of primary, basic and secondary general education.

Abstract The transmission of Indian scientific and, notably, medical texts to the Arabs during the heyday of the Abbasid caliphate in Baghdad (ca 158/775-205/820) is still largely shrouded in myth; its investigation continues to be hampered not only by serious methodological problems but also by a lack of philological groundwork and a shortage of trained researchers. This article, which in essence is meant to serve as a rough guide into one prospective field of “Indo-Arabic” studies, focuses on a badly neglected though highly promising cluster of texts, namely those that relate to the translation and adaptation of certain Ayurvedic key works from Sanskrit into Arabic. A general assessment of the current state of research, of the factors that condition our knowledge and of the obstacles and limitations posed by the very nature of the subject, is followed by a bio-bibliographical survey of Ayurvedic texts which were subject to transmission; the article is rounded off by six Sanskrit-into-Arabic text samples, with English translations for both.

Given the growing application of open-source intelligence (OSINT), which has facilitated fast decision-making, this study aims to explore how research and educational material production in OSINT has evolved. For this analysis, two OSINT material sources are examined: the research dissemination databases and educational resources repositories. Considering that web information may or may not be publicly available, web Scraping and querying web interface strategies are used to metadata extraction. Finally, we suggest a findings hierarchical classification for the metadata retrieval results. Our main results: (1) Google Scholar and NewsBank are the centralizing axes of OSINT publications; (2) OSINT presents a broad development in the areas of defense and security; thus, presenting itself a promising future; (3) it is necessary both to generate educational resources that complement OSINT training processes and documenting existing resources with a metadata structure defined for this purpose; (4) pay increased attention to the last stages of the OSINT process, to use this knowledge in more assertive ways. This study allows guiding the researchers to the current state of research and education in OSINT and promotes a useful metadata description to make resources accessible and reusable in the educational environment.

Improving the quality of training military specialists at the command level is undoubtedly an urgent problem for law enforcement agencies and the state as a whole. This fact is directly related to the maintenance in a combat-ready state of military units deployed both in the territory of the Russian Federation and abroad. The article analyzes the views of domestic and foreign scientists on the problem of digitalization of education. Its goals, objectives, current state and prospects for further development are revealed. The ways of improving the quality of the organization of the educational process in terms of learning in a distance (digital) format are presented. The current state of integration of immersion technologies in higher education, including military education, is analyzed. A method of giving military education a practical orientation is presented, which consists in the use of immersive technologies. The main provisions of the immersive approach in military education are analyzed. Within the framework of this article, the ways of further development of immersive technologies in the military education system are presented. The parallel development directions of immersion technologies are highlighted: virtual reality (VR) and augmented reality (AR). The possibilities of using these technologies in the perspective of the development of military education are revealed. The necessity of re-profiling the role of the teaching staff of military educational institutions of higher education due to the further integration of immersion technologies into the training system of officers of the Russian army is proved.
