The article outlines the psychological and pedagogical features of the physical education of children with disabilities. It is noted that over the past 5 years in Kazakhstan the number of disabled people has increased by 7.5% and currently amounts to 674200. 86956 are people under the age of 18 years, of which 90% are children under the age of 16. The authors describe the features of the motor-mental development of children with visual, hearing, speech, musculoskeletal and nervous system disorders. Information is presented on the methods of adaptive physical education of children with various developmental and health disorders. The requirements to the professional competence of the teacher-trainer of educational organizations in the field of adaptive physical education for working with children with special educational needs are proposed.

The formation of a new ideology, legislation and practice in the field of inclusive professional education of disabled people is developed in Tambov Region under the Ministry of Education and Science of the Russian Federation, the Federal Educational and Methodical Center. The center of this model is the basic professional educational organization (Tambov Regional State Autonomous Professional Educational Institution “Training College of Field Technologies”), which provides support for the functioning of the system of inclusive professional education of people with disabilities. In the regional state professional organizations there are 169 students of the disabled people and 134 people with disabilities. The socio-demographic characteristics of persons with disabilities who study in the conditions of the Center of Inclusive Education (structural subdivision of the Training College of Field Technologies) are considered. The studied characteristics will allow to use them for events to develop adaptive physical education in secondary professional education.

The research problem is a contradiction between the importance and necessity of implementing the ideas of inclusive education on the territory of the Russian Federation and the creation of favorable conditions for the development and education of children with special educational needs, as well as the insufficient level of readiness of the teachers themselves (one of the main subjects of education) to work in this system. The authors of the article propose a new organizational and personal approach to studying the teachers’ readiness for inclusive education of children with disabilities. The authors’ structure of the teacher’s readiness for the development and implementation of inclusive education in children with disabilities is presented. The practical value of this article is the developed diagnostic methods: “Psychological readiness for inclusive education” and “Assessing the formation of an inclusive culture in educational organizations” and a description of the content components of teachers’ readiness for inclusive education.

Авторы раскрывают основные проблемы и этапы становления инклюзивного образования, в которых возможность приобретения знаний доступна всем и особенно детям с ограниченными возможностями здоровья (ОВЗ), в Кыргызстане. Понятие «инклюзивное образование» определено как обеспечение равного доступа к образованию для всех обучающихся с учетом разнообразия особых образовательных потребностей и индивидуальных возможностей. Дети с ОВЗ в обычной общеобразовательной школе могут не только получить качественное образование, но и успешно адаптироваться к жизни. Отражены принципы и факторы инклюзивного образования, которые включают в себя доступность школьного образования для всех детей. Для реализации инклюзивного образования нужно обратить внимание на создание соответствующих условий в обществе и образовательном процессе, подготовку педагогов, способных создавать и внедрять инклюзивную образовательную среду в образовательных организациях. The article reveals the main problems and stages of formation of inclusive education in which the opportunity to acquire knowledge is available to everyone, especially children with disabilities. The concept of «inclusive education» is defined as ensuring equal access to education for all students, taking into account the diversity of special educational needs and individual opportunities. Children with disabilities can not only get a high-quality education in a regular comprehensive school, but also successfully adapt to life. The principles and factors of inclusive education are reflected, with accessibility to school education for all children included. To implement inclusive education, attention should be paid to creating appropriate conditions both in society and educational process, as well as training teachers who are able to create and implement inclusive educational environment in educational organizations.

The article provides statistical data on the number of SibFU students with disabilities (in 2013, 2014 and 2020), as well as the number of the 1st-year students enrolled in the Special Educational Department of the Department of Physical Education based on the results of a medical examination. The main conditions that ensure access to higher education for students with disabilities are reflected. As a practical experience of educational activities in the educational programs “Physical Education and Sport”, “Applied Physical Education and Sport” with students with disabilities, temporarily exempted from physical education, as well as during the period of restrictive measures during the pandemic, the structure of the electronic course is described and the methodological and practical material posted on the e.sfu-kras.ru platform is presented. The organization of educational activities for students of the Special Educational Department in the subjects under consideration with the use of an electronic course over the past 3 years has proved its effectiveness. This material will be of interest to teachers of physical education of various specializations, special educational departments, as well as specialists in the field of physical education and adaptive physical education

The relevance of the study is associated with the prospect of using diagnostic and correctional techniques in the system of comprehensive rehabilitation and socialization of children with disabilities. Objective: to explicate predictors of maladjustment of children with mental pathology during adaptive physical education classes. Materials and methods of research. 52 people with disabilities aged 6-12 (29 boys and 23 girls) took part in the study. We used pedagogical technologies based on traditional (trampolines, benches, gymnastic logs of small height) and non-traditional means of influence (BOSU simulators, balancing boards, hammocks for yoga). A special author's questionnaire was developed to explicate the components of the health status of children with disabilities. Research results and discussion. During the screening, a statistically significant decrease in the frequency of occurrence of the negative adaptation component in the second half of the monitoring was revealed, in comparison with the primary one. The results will provide an opportunity to choose a rehabilitation program that meets the needs of a particular child, and therefore to maximize individualization of the correction process. Conclusion. The author's method of sociological research is an auxiliary controller of the effectiveness of the process of adaptive physical education, which allows making timely adjustments to the content of remedial activities.

The regulation of inclusive education in the Republic of Bulgaria places new requirements on the professional competence of teachers. Physical education is an integral part of the educational process of children with special educational needs. In this context, the report analyzes trends in the teacher's professional competence for adapted physical education in different countries.
