This article presents the socio-psychological aspects of personnel management at the university. Effective personnel policy is a tool for improving the competitiveness of universities. It is necessary to form a set of requirements for employees in correlation with the university development program. Human resource management is an important link in the university's management system. The main characteristics, prospects and significance of this innovation in organizations are considered. The author notes that in HR management, business processes can be distinguished: personnel planning and marketing, evaluation of its effectiveness based on KPI, employee potential management, professional development, employee motivation. In the personnel policy, it is necessary to use modern digital technologies that provide a system for monitoring key and operational indicators of the university. It explains the need to create an electronic educational service that will contribute to changing the corporate culture and optimizing processes, including such services as digital marketing, research project management, a digital portfolio of teachers, a system for evaluating the activities of teaching staff based on KPI, etc.

The monograph contains a detailed analysis of theoretical and methodological approaches to the concept of emotional intelligence (EI), relevant foreign and domestic fundamental and applied research in this area. The authors describe in detail the original scientific model (model of abilities) of the founders of the concept of emotional intelligence, professors of Yale University and the University of new Hampshire-p. Saloway, D. Caruso and J. Mayer presented comparative characteristics of models of ability and mixed models of EI; study of the possibility of targeted development of EI, as well as proven, proven ei development program; method of objective evaluation of EI. The presented typification of business processes within the adaptive management system allows to identify the types of business processes for which EI is a critical factor of monitoring and impact in order to improve their efficiency and management decisions in situations of risk and uncertainty. The publication will be useful for applicants for scientific degrees and undergraduates of psychological, economic and related areas, teachers, as well as for professional managers and heads of organizations, business structures, state and municipal employees of management.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture). The present study is concerned with determining the effect of organizational reputation on employee engagement in the University of Warth Al-Anbiya. The study is conducted on (50) teaching staff at University of Warith Al-Anbiya. A questionnaire has been designed to collect the required data to measure the sub-dimensions of organizational reputation with the sub-dimensions of organizational immersion and to determine the level of impact between the variables. A set of statistical methods has been used to measure the relevant variables (mean, standard deviation, correlation coefficient "Pearson"). The study indicates a strong direct correlation between the components of organizational reputation with its dimensions (social responsibility, organization image, creativity, quality of service, Attracting the talented) and between employee engagement with its dimensions (enthusiasm, dedication, assimilation). The study has reached a set of conclusions. A set of proposals and recommendations was put forward, the most important of which is the assess of the capabilities of workers and working to identify their needs for continuous training and qualification to enable them to meet new work requirements as well as attract talents and improve the reputation of an organization.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The article presents the authors ‘view on the activities of the scientific journal” Bulletin of the North Ossetian State University named after K. L. Khetagurov”. The relevance of the article is due to a significant increase in the role of research work of teachers and students of universities and the requirements for their publication activity; the importance for the university of having highly rated scientific journals and the increasing importance of the scientific publication of the university for improving the training of students. At the scientific and theoretical level, the changes that were determined by the modernization of education in the country and the need to improve the quality of scientific publications in accordance with the vector of development of international high-ranking publications and the desire of the university management and the editorial board to keep the journal in the trend of modern science are understood. Attention is paid to the problem of evaluating and reviewing scientific articles, the idea of the impact of reviews on the development of scientific knowledge is justified; the systematic work of the editorial board on the introduction of scientific research into the educational process of the university is shown. The new tasks of the editorial board are considered, the solution of which will contribute to improving the quality of the publication and the research activities of the teaching staff and students of the university. The purpose of the work is to substantiate the author’s approach to the current state, functioning and perspective view of the development of the university scientific publication and to determine its place in the modern scientific and educational space. The research methodology is based on systematic, activity-based and culturological approaches using such methods as systematization, generalization, analysis, description and comparison.

Obesity is a significant contributing factor in the development of various chronic diseases such as cardiovascular disease, hypertension, type 2 diabetes mellitus, stroke, osteoarthritis and certain cancer accounting for 2.8 million worldwide deaths annually. Recent global figures indicate that the prevalence of obesity is not just a problem of the developed countries but is also on the increase in the developing world, with over 115 million people suffering from obesity-related problems (WHO). In Africa, 8% of adults above 20 years are obese and 27% overweight (Steyn & Mchiza, 2014), Lack of empirical data remains an obstacle in monitoring the magnitude of current and future trends of overweight and obesity in sub Saharan Africa including South Sudan. This study investigated the prevalence of obesity and associated risk factors among teaching staff; a case at University of Juba in South Sudan (Rep). A cross-sectional study design was used. A total of 196 study participants drawn from various Colleges and faculties of Juba University using multi-stage systematic random sampling of 1st selecting the College, department and 2nd stage was the selection of participants using the exiting staff list obtained from the University administration. Key variables collected includes weight/kg, height, age, sex, physical activities, feeding habits and income of the study participants, which was used to determine the prevalence of obesity and associated risk factors. STATA version 12 was used to data analyze. Chi-square statistics were used to compare equality of distribution of obesity. Out of the 196 participants, 18.4% were males (160/196) and 81.6% were females (36/196). The mean age of the participant was estimated at 37 ± 8.5 years. Prevalence of Obesity (BMI> or=30) and Overweight (BMI >25 to <=30) among teaching staff was 4.1% and 10.2%, respectively. Of those found overweight/or obese, 20% were females (4/20) and  80% were males (16/20). While the age specific prevalence indicates obesity is highest among 35-44yrs (50%), followed by 45-55 yrs+ (37.5%) and 12.5% among 25-34yrs age groups. Age was found to be associated with obesity (P-value=0.0337, p<0.05)).Meal frequency was noted to be twice a day. Walking is the main physical activities for both males and females (97.5%) and nearly half of the participants (44.9%) had incomes 7500 South Sudan Pounds (SSP) an equivalent of $1000. Income levels was associated with BMI levels (P-value=0.0222; p<0.05). However, low prevalence of obesity among teaching staff at the University of Juba is not yet of an immediate public health concern, however, earlier preventive and control measures is required as most of the staff leads sedentary lifestyle. This study recommends public awareness intervention on dietary intake and physical exercises among others in schools and institutions at all levels to curtail an otherwise gradual rise in obesity and overweight in the near future.

The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

Academic Gymnasium was found in October 1784 at the University of Lviv. This is a state secondary educational institution of the humanitarian direction. The graduates-maturists had the opportunity to continue their studies at the university after its completion. The Academic Gymnasium was the oldest gymnasium with the Ukrainian language of instruction. The information concerning the gymnasium's organization's functioning and principles till 1848 was lost due to revolutionary events. We can find the data about the organization of the institution's functioning, the number of teachers and students, and their social origin from 1849. At the same time, this date coincides with the secondary school's reform in 1849 based on the «Organizational Essay of High Schools and Actual Schools of Austria» and the «Normative Plan of Education for Gymnasia», which functioned until 1910 with minor changes. Exactly these normative documents regulated the functioning of the gymnasium - the organization of the educational process, the language of teaching, the priority of disciplines, the number and load of teachers, the organization of extra-curricular activities of high school students. Since 1907, the gymnasium is reorganized into the Main Gymnasium due to the number of students' growth and moving into a newly built building on L. Sapieha street and the Branch in the premises of the Narodnyi dim (People's Hall). The educational process in the gymnasium was carried out based on ministerial plans. By the end of the 20th century, more than 60% of the educational time was spent on learning languages, and the natural and mathematical cycle reached 25%, which indicates the humanitarian direction of gymnasium preparation. The situation was changed by the curriculum for classical gymnasiums in 1909, according to which the disciplines of the natural-mathematical cycle were synchronized with the requirements of universities. The article's main thesis is that during the 1849-1914 years, the Tsissar-Royal Academic Gymnasium in Lviv developed into a leading secondary educational institution. Mostly Ukrainian Greek Catholics, natives from Halychyna, studied here. The headmasters of the gymnasium were experienced teachers, skilled administrators. During the second half of the 19th century - at the beginning of the 20th century, the gymnasium was headed by Franz Brugger (1848-1858), Ivan Piontkovskyi (1858-1868), Vasyl Ilnytskyi (1868-1892 ), Edvard Kharkevych (1892-1911) and Illia Kokorudz (1911-1927). The teaching staff was increasing quantitatively and qualitatively. Careful selection, education requirements, and teaching methods provided the gymnasium with qualified specialists and responsible officials. The institution's educational process was provided by about 23-25 ​teachers, 70% of whom were gymnasium professors. Teachers of gymnasium conducted classes on a high professional level with students and created original textbooks in their native language, literature, history, and geography. Many teachers of the gymnasium and later graduates became well-known socio-political figures, scientists, and artists.So, Academic Gymnasium in Lviv is a secondary educational institution of the second half of the 19th and early 20th centuries. It functioned following Austrian secondary school legislation. The Academic Gymnasium, being in the structure of the Lviv University, provided it with well-prepared entrants. Students received a profound knowledge of normative disciplines in the gymnasium and a good national and religious education. The heads of the educational institution were experienced teachers and organizers who took care of the proper provision of the educational institution with teaching staff. The educational and methodological literature was supported, developed, and implemented in the educational process, together with teachers and public figures. Teachers of the gymnasium constantly worked on self-education and were active socio-political leaders.
