The socio-ecologic aspects of nature-based solutions for coastal flooding mitigation

<p>Coastal flooding has been historically mitigated through engineered artificial (grey) infrastructures such as breakwaters, dikes, and sea walls. However, these structures have a pervasive long-term impact on coastal ecosystems (e.g. sediment transport disruption), and require constant maintenance, and have little resilience to climate change (e.g. hurricanes, sea-level rise) related events.  Grey infrastructures failed to mitigate the effects of coastal floods, and the damages were significantly less in areas where healthy coastal ecosystems were present. This highlighted the role and contribution of coastal habitats to mitigate coastal floods and adapt to new conditions. The inefficiency of grey infrastructure to mitigate the impact of extreme events and following ecosystem-based management led to the development of the Nature-Based Solutions (NBS) concept. In the context of coastal flooding mitigation, to reduce the effects of storm surges, wave action, and erosion, NSB can be designed using (1) natural solutions (e.g., the creation of marine protected areas), (2) soft engineering and ecological restoration practices (e.g., mangrove plantation), and (3) hybrid solutions, which integrates natural and grey infrastructures (e.g. artificial reefs). NBS integrate multiple international environmental agendas, for their capacity to provide multiple co-benefits (e.g. recreation, fisheries). <p>With coastlines becoming increasingly urbanised worldwide, the economic risk posed by storm surges to coastal communities has never been greater. Given the financial and ecological costs of manmade coastal defences, the past few years have seen growing interest in the effectiveness of natural coastal “defences” in reducing the risk of flooding to coastal properties, but estimating their actual economic value in reducing storm surge risk remains a challenging subject.</p><p>In this study, we estimate the value of mangroves in reducing annual losses to property from storm surges along a large stretch of coastline in Florida (USA), by employing a catastrophe modelling approach widely used in the insurance industry. We use a hydrodynamic coastal flood model coupled to a property loss model and a large property exposure dataset to estimate annual economic losses from hurricane-driven storm surges in Collier County, a hurricane-prone part of Florida. We then estimate the impact that removing mangroves in the region would have on average annual losses (AAL) caused by coastal flooding. We find that mangroves reduce AAL to properties behind them by over 25%, and that these benefits are distributed very heterogeneously along the coastline. Mangrove presence can also act to enhance the storm surge risk in areas where development has occurred seaward of mangroves.</p><p>In addition to looking at annual losses, we also focus on the storm surge caused by a specific severe event in Florida, based on Hurricane Irma (2017), and we estimate that existing mangroves reduced economic property damage by hundreds of millions of USD, and reduced coastal flooding for hundreds of thousands of people.</p><p>Together these studies aim to financially quantify some of the risk reduction services provided by natural defences in terms of reducing the cost of coastal flooding, and show that these services can be included in a catastrophe modelling framework commonly used in the insurance industry.</p>

Abstract More than 1 billion children are exposed to violence every year. The devastating immediate and long-term impact of violence on the mental health of children is well established. Despite commitments made by the international community to end violence against children and support their mental health, there has been a serious lack of investment and capacity to provide quality, rights-based, culturally appropriate mental health care globally. The arrival of the COVID-19 pandemic has magnified these challenges. This article outlines how the risk of children experiencing violence has increased and how the pandemic has weakened the capacity of child protection and mental health services to respond. The article argues for child protection, mental health and other core services to be prioritized during and after the pandemic. A failure to do so will undermine the international community’s ability to achieve the Sustainable Development Goals by 2030 and to fulfil its obligations under the UN Convention on the Rights of the Child.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

The article considers topical issues of economic support for the development of the regional security system of the population against various risks. The dependence of the impact of the scale of crisis situations on economic activities in the constituent entities of the Russian Federation, which become a serious barrier to the sustainable development of the regions of the country, was investigated. The increasing importance of risks of economic losses from accidents and disasters at potentially dangerous facilities as a result of the complex influence of natural, manmade and fire factors has been established. An analysis was carried out and proposals were developed to implement the key tasks of the state in the field of ensuring the protection of the population and territories of the country from disasters in order to ensure the stability of the economy. The organizational structure, division of tasks and functions between officials, crisis management structures and responding units were analyzed, taking into account the reduction in current financial costs. On the basis of a study of the peculiarities of the regions of the country, recommendations were formed to fulfill the necessary tasks by the anti-crisis management bodies in the field of reducing economic damage on the basis of preventing crisis situations and ensuring fire safety. It is proposed to organize the practical application of a complex automated security system based on modern developments with the application of improving the qualities and efficiency of anti-crisis management processes in order to increase economic efficiency. Initial data were formed to reduce potential threats of a natural, man-made, fire and other nature in the regions using financial and economic mechanisms. It is proposed to implement a set of priority measures to further improve and increase the potential of economic support for the anti-crisis management system. The materials of the article can be used in planning the main directions of the development of the regional population security system and the implementation of socio-economic development programs.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

Container yards tend to be located along waterfronts that are exposed to high risk of storm surges. However, risk assessment tools such as vulnerability functions and risk maps for containers have not been sufficiently developed. In addition, damage due to storm surges is expected to increase owing to global warming. This paper aims to assess storm surge impact due to global warming for containers located at three major bays in Japan. First, we developed vulnerability functions for containers against storm surges using an engineering approach. Second, we simulated storm surges at three major bays using the SuWAT model and taking global warming into account. Finally, we developed storm surge risk maps for containers based on current and future situations using the vulnerability function and simulated inundation depth. As a result, we revealed the impact of global warming on storm surge risks for containers quantitatively.

Background: The sustainable development of the building industry has drawn increasing attention around the world. Nanomaterials and nanotechnology play an important role in the processes of energy saving and reducing consumption in the building industry. Nanotechnology patents provide key technological support for the green development of the building industry. Based on patent data in China, this paper quantitatively analyzed the application of nanotechnology patents in the building industry and the time trend, regional differences, and evolution of China's nano-patent applications in the building field. Methods: In this study, the environmental total factor productivity of the building industry considering carbon constraints was determined and then used as the dependent variable to measure the green development of the building industry. On this basis, a panel data regression model was constructed to determine the impact of nano-patents on the green development of the building industry. Results: Nanotechnology patents in the building industry can significantly improve total factor productivity. From the perspective of patent composition, technology-based patents that focus on substantial innovation can significantly promote the green development of the building industry, whereas strategic patents show a significant inhibitory effect. Regionally, the western region of China has the advantage of being less developed and thus more efficient than the central and eastern regions in the application of new nano-products. Finally, the research also showed a significant lag in the application of China's nanotechnology patents and low implementation efficiency. Conclusion: Nano patents can promote green development in the building industry, but there is room for improvement in the speed with which laboratory inventions are transformed into building engineering applications.
