Abstract. The potentiality of crowds, in terms of possibilities for achieving a livelihood in the big and dense cities, gains centre stage in contemporary urban studies dealing with the global South. These emergent effects of crowds act as dissociation of further work in urban theory from the global North that often displays a universalistic claim. However, contemporary urban theory both from the global South and North has astonishing less to say about internal processes of crowds that could be interpreted as emerging effects. The paper analyses the work on crowds by Peter Sloterdijk and the performative theory of assembly by Judith Butler in terms of theoretical possibilities to enrich contemporary thinking on urbanity in the South. The paper accentuates two important arguments for urban theory that could be fit into existing work in the field. Sloterdijk emphasises the “affective synthesis” of crowds and the build environment as an important mechanism of interaction between crowds and urbanity, whereas Butler elaborates the performative effect of crowds to articulate the right of owning attested rights.

This chapter examines the urban studies literatures on urban politics and policy mobilities, from postcolonial southern perspectives. Analysis of urban politics is in flux within global urban studies. For years, the predominant focus of global North urban studies in analyzing urban politics resided with understanding growth machines and urban. Recently, there has been a general change in focus from discreet units at scale (i.e. a city government) to a ‘relational’ approach. What does this work look like, viewed from the global South? How do urbanists from the global South or those focused on its cities approach these arenas of scholarship? The chapter seeks answers to these questions with specific policies in mind. specific policies examined include participatory budgeting, bus rapid transit, enclave urbanization (new towns or satellite cities), sister city relationships, and climate change mitigation and adaptation strategies. Case study material from Hartford, San Juan, Zanzibar and Dongguan helps to show different ways in which South-South connectivities shape politics, governance and urban cultures at both ends.

The Global South–North divide has been conceptualized in political, cultural, economic, and developmental terms. When conceptualizing this divide, issues of economic growth/progress, technology, political and press freedom, and industrialization have all been used as indicators to delineate between the “North” and the “South.” The North has traditionally been seen as more economically, technologically, politically, and socially developed, as well as more industrialized and having more press freedom, for example; the South has been linked with poverty, disease, political tyranny, and overall lack of development. This conceptualization privileges development efforts in the Global South based on democratic government, capitalist economic structures with their attendant neoliberal agenda and processes of globalization. This negative view of the South is a site of contest with people of the South offering alternative and more positive views of the situation in the South and alternatives to globalization strategies. While there may be some identifiable difference between some of the countries in the identified Global South and Global North, globalization (economic, political, technological, etc.) is changing how the very Global South–North divide is understood. To best understand the implications of this divide, and the inequalities that it perpetuates, we scrutinize the Global South, detailing the background of the term “Global South,” and examine the effect of globalization upon subaltern groups in the Global South. We also discuss how academic research using frameworks of the Global North can exacerbate the problems faced by subaltern groups rather than offer them alternative development trajectories by empowering such groups to represent themselves and their own development needs. The culture-centred approach to such research is offered as alternative to overcome such problems. The terms usage in the communication discipline is also explained and the complexity of the term and its future is explored.

One of the essential aspects which have been perpetually constituting and reconstituting the tumultuous geopolitical space of South Asia is its interface with the Global North. An inherent element of this interface materializes in terms of the rapidly escalating proportion of the displaced population from the Islamic South Asian and Central Asian countries afflicted with intense political tensions seeking shelter in the Global North regenerating the ground for the imperialist exclusionary politics in a newer manifestation. Considering the tensional position of the Islamic communities in global politics, British-Pakistani writer Moshin Hamid’s novel Exit West (2017) provides a platform for exploring the plight of the refugees from Islamic states of South Asia in the fortress regime of Global North who are denied being assimilated either in their home state in Global South or in the host countries of the Global North thus problematizing their political status. Corroborating Giorgio Agamben’s dismissal of national borders, Hamid deploys the trope of magical doors in his novel that instantaneously delivers the protagonists to different nations rendering the geopolitical borders meaningless. As the concerned conference aspires to obviate the thick smog of western critical theories which fail to address the local issues and local cultural experience, the present paper in this context examines the novel as an aesthetic and poetical account of the hostility and resentment of the indigenous population and assimilated citizenry towards the refugees, the primal loss of their psychic experience of ‘home’ challenging the ‘ethnonationalism’ and the right-wing populism of the western nations invoking the readers to acknowledge the truth of ‘Postnationalism’. This paper thus attempts to diagnose the methods of negotiating the tensional correspondence between Global North and Global South on account of these refugees with contested political and social identities imploring the readers to reexamine the gaps in the complacent, coherent identity of South Asia as a geopolitical unit.

Scholarship engaging with (northern) urban theory from the south has troubled the core of urban studies. At this critical juncture, we argue that it is important to clarify core propositions and call attention to points of convergence and dissonance amongst advocates of ‘the southern urban critique’. We briefly review foundational arguments for this scholarly community, then outline three distinct iterations of the source of this critique: the south is empirically different; EuroAmerican hegemony works to displace a diversity of intellectual traditions; and the postcolonial encounter requires the critical interrogation of research practices. We then consider whether the southern urban critique is an argument for the study of a distinct southern urbanism, an ontological position about the socio-spatial contingency of all theorisation or a tactical strategy for calling attention to marginalised places and ideas to be superseded by an urban studies of a world of cities. We hope our efforts contribute to further conversation and greater analytical clarity, enabling more rigorous and robust articulations of the precise objects and objectives of the southern urban critique in particular, and urban studies more generally.

This book asks two broad central questions: what has shaped contemporary urbanism and urbanization on the planet, and what are the shapes that urbanism and urbanization take? It tackles these questions in six content chapters. The first two chapters after the introduction address these central questions by analyzing discussions of processes and patterns of urbanism and urbanization. The other four chapters explore aspects of grand shaping forces: colonialism and imperialism; human migration and movement; trade and economic relationships; and policies and politics. It concentrates on Hartford, Zanzibar Port of Spain, San Juan, Cape Coast, Dakar, and three cities in China’s Pearl River Delta (Shenzhen, Dongguan and Guangzhou). These urban areas are used as starting places for conceptualizations built from postcolonial and southern thinking. The goal lies in providing practical, empirical illustrations and thick descriptions of the applicability of postcolonial and southern thought for addressing this new era, which the contemporary literature that sprang from the French urbanist Henri Lefebvre’s (1970: 113) hypothesis of ‘the planetary nature of the urban phenomenon’ terms the era of ‘planetary urbanization’. This book builds on the many recent works of postcolonial and southern urban studies contesting the universalizing and reductive tendencies of global North urban theory.

It will not be incorrect to refer to “Global South” as a blanket term rather than an umbrella term that has both an enormous and complex structure. Innumerable nations of this world have been tagged as the nations belonging to the Global South. This demarcation between the Global South and the Global North is an ever-deepening abyss that has serious consequences in terms of global citizenship and harmony. The binary opposition between the Global North and the Global South cannot be blurred unless the privileged populations of the economically sound nations begin to realize that a majority of the people living in the Global South are competent, modern, rational, urban and civilized. A clichéd image of the South as wild, uncivilized and inferior must be abandoned to obtain an authentic outlook.

The paper traces the evolution of conceptual approaches to South-South economic cooperation. It is shown that with the collapse of the bipolar system and the rise of globalization the interest in South-South cooperation have risen again, and compared to the 1950–1970-ies focuses more on economic relations of developing countries. At the same time, the article shows that the deepening differentiation of the countries of the global South allows us to consider the South-South dialogue as ambiguous process. According to the author, this is a set of relations of very different level of interaction between developing countries, which are part of a more fundamental process of transformation of the existing “Westcentric” world order. The paper identifies four such levels, characterized by very different opportunities for participating in economic ties between developing countries: relations of major countries of the South with each other (especially in BRICS and IBSA groups); the interaction of the largest countries with other developing countries (most known for the cooperation in the framework of “One belt, one road” Chinese initiative); intensive contacts of countries of the global South due to the objectively existing neighborhood effect (the most famous integration groupings are ASEAN in Southeast Asia and MERCOSUR in Latin America); and cross-border ties of small developing countries geographically distant from each other. The paper concludes that South-South cooperation cannot be a full-fledged alternative to other global economic ties. Indeed, countries of the global North dominate in many areas and more often still offer mutually beneficial cooperation to developing countries, so that isolation from the global North is akin to autarky. South-South cooperation should be viewed primarily as a way to develop additional forms of interaction different from that dominant in the contemporary world, prescribed mainly taking into account the views of several leading economic powers. Thus, it is correct to speak of South- non-West cooperation, referring to rather developed countries that are not able to build relations with the US and key EU countries (e.g. Russia).

People as infrastructure politics, a fruitful new analytic in urban political studies, has mysteriously been minimally studied in global north cities and their most punished places, America’s rust belt environments. I chronicle a flourishing people as infrastructure politics in one American rust belt city setting, Chicago’s neglected South Side. Here hundreds of subalterns participate in this resistance politics to reverse what I focus on: a commodifying blues club. Subalterns extract life-giving stuff from this space as they toil in Chicago’s and the South Side’s low-wage economies and marginalized communities. I show that this group’s political acts and practices, guided by their ordinary space’s interwovenness with taut political alliances and alternative ways to see, prove more sly and proactive than we have recognized. This slyness, first, entails an active use of a “back-path politics” as actions confront less club practices than the discursive content of practices. This slyness, second, leads with what I term resistive fragments: momentary, political charged interventions that powerfully resound across the club. The results suggest that this distinctive resistance politics is alive in America’s rust belt cities, closely mirrors realities in global south cities, and is far more complex that we had previously known.

In 2014, Boaventura de Sousa Santos awoke the global sociological community to the need to privilege ‘humanization’ in the exploration of transnational solidarities. This article presents the cultural consumption of a football club – Liverpool FC – to understand the common ‘love’, ‘suffering’, ‘care’ and ‘knowledge’ that fans who are part of the ‘Brazil Reds’ or ‘Switzerland Reds’ (although not all fans engaged in such communities are ‘from’ Brazil or Switzerland) experience. The argument is that the global North lexicon of social class, ethnicity, gender and, especially, nationality is less significant as starting points for analysis than humanization through shared love, which consolidates Liverpool FC fans’ transnational solidarities. Accordingly, the article calls for the epistemologies of the global South to be used to understand the practices of cultural consumption that constitute activities in the sphere of everyday life, such as those involved in ‘love’ for a football club.

Neoliberal globalization has deepened the impoverishment and marginalization of many women. This system is maintained by the debt supposedly owed by many poor nations in the global South to a few rich nations in the global North, because the obligation to service the debt traps the people of the South within an economic order that severely disadvantages them. I offer several reasons for thinking that many of these alleged debt obligations are not morally binding, especially on Southern women.
