Abstract. This special issue (SI) shows that environmental justice perspectives are especially useful for analysing current socio-ecological conflicts. These perspectives help to bridge epistemological and ontological gaps in inter- and transdisciplinary settings and promote normative and justice-oriented discussions on environmental struggles within and beyond the academy. Currently, the following two interrelated environmental crises and their impacts regularly make headlines: climate change and the impacts of the unsustainable use of the oceans. Still, for a large part of the global population – not only but especially in the Global North – both crises remain abstract, mainly becoming visible through news coverage of plastic waste in the oceans, storm surges and droughts, and through documentaries on sea-level rise and the destruction of ecosystems. However, the destruction of marine and coastal habitats and the effects of climate change are increasingly affecting people's daily lives. The effects of climate change, pollution, and marine resource overuse are creating serious disruption to livelihoods and leading to new socio-ecological conflicts and new claims. This SI aims to reflect and explore climate and marine narratives, environmental knowledge claims, multiple ontologies, climate change adaptation, and the spatial and temporal shaping of socio-ecological struggles for climate and marine justice in more detail. Furthermore, it takes up current strands of climate and marine justice scholarship and explores avenues for further research.

The ongoing COVID-19 outbreak pandemic is now a global crisis. It has caused 1.6+ million confirmed cases and 100 000+ deaths at the time of writing and triggered unprecedented preventative measures that have put a substantial portion of the global population under confinement, imposed isolation, and established ‘social distancing’ as a new global behavioral norm. The COVID-19 crisis has affected all aspects of everyday life and work, while also threatening the health of the global economy. This crisis offers also an unprecedented view of what the global climate crisis may look like. In fact, some of the parallels between the COVID-19 crisis and what we expect from the looming global climate emergency are remarkable. Reflecting upon the most challenging aspects of today’s crisis and how they compare with those expected from the climate change emergency may help us better prepare for the future.

Much of Buster Keaton’s slapstick comedy revolves around his elaborate outdoor sets and the crafty weather design that destroys them. In contrast to D. W. Griffith, who insisted on filming in naturally occurring weather, and the Hollywood norm of fabricating weather in the controlled space of the studio, Keaton opted to simulate weather on location. His elaborately choreographed gags with their storm surges and collapsing buildings required precise control of manufactured rain and wind, along with detailed knowledge of the weather conditions and climatological norms on site. Steamboat Bill, Jr. (1928) is one of many examples of Keaton’s weather design in which characters find themselves victims of elements that are clearly produced by the off-screen director. Keaton’s weather design finds parallels in World War I strategies of creating microclimates of death (using poison gas) as theorized by Peter Sloterdijk.

This chapter explores the relationship between international development and global health. Contrary to the view that development implies ‘good change’, this chapter argues that the discourse of development masks the destructive and exploitative practices of wealthy countries at the expense of poorer ones. These practices, and the unregulated capitalist economic system that they are part of, have created massive inequalities between and within countries, and potentially catastrophic climate change. Both of these outcomes are detrimental to global health and the millennium development goals and sustainable development goals do not challenge these dynamics. While the Sustainable Development Goals acknowledge that inequality and climate change are serious threats to the future of humanity, they fail to address the economic system that created them. Notwithstanding, it is possible that the enormity and proximity of the threat posed by inequality and global warming will energise a counter movement to create what Kate Raworth terms ‘an ecologically safe and socially just space’ for the global population while there is still time.

How do weather shocks influence human mobility and poverty, and how will long-term climate change affect future migration over the course of the 21st century? These questions have gained unprecedented attention in public debates as global warming is already having severe impacts around the world, and prospects for the coming decades get worse. Low-latitude countries in general, and their agricultural areas in particular, have contributed the least to climate change but are the most adversely affected. The effect on people's voluntary and forced displacements is of major concern for both developed and developing countries. On 18 October 2019, Agence Française de Développement (AFD) and Luxembourg Institute of Socio-Economic Research (LISER) organized a workshop on Climate Migration with the aim of uncovering the mechanisms through which fast-onset variables (such as weather anomalies, storms, hurricanes, torrential rains, floods, landslides, etc.) and slow-onset variables (such as temperature trends, desertification, rising sea level, coastal erosion, etc.) influence both people's incentives to move and mobility constraints. This special issue gathers five papers prepared for this workshop, which shed light on (or predict) the effect of extreme weather shocks and long-term climate change on human mobility, and stress the implications for the development community.

Ports constitute a significant influence in the economic activity in coastal areas through operations and infrastructures to facilitate land and maritime transport of cargo. Ports are located in a multi-dimensional environment facing ocean and river hazards. Higher warming scenarios indicate Europe’s ports will be exposed to higher risk due to the increase in extreme sea levels (ESL), a combination of the mean sea level, tide, and storm surge. Located on the west Iberia Peninsula, the Aveiro Port is located in a coastal lagoon exposed to ocean and river flows, contributing to higher flood risk. This study aims to assess the flood extent for Aveiro Port for historical (1979–2005), near future (2026–2045), and far future (2081–2099) periods scenarios considering different return periods (10, 25, and 100-year) for the flood drivers, through numerical simulations of the ESL, wave regime, and riverine flows simultaneously. Spatial maps considering the flood extent and calculated area show that most of the port infrastructures' resilience to flooding is found under the historical period, with some marginal floods. Under climate change impacts, the port flood extent gradually increases for higher return periods, where most of the terminals are at high risk of being flooded for the far-future period, whose contribution is primarily due to mean sea-level rise and storm surges.

AbstractThe present article describes the main insights deriving from the papers collected in this special issue which jointly provide a ‘room with a view’ on some of the most relevant issues in climate policy such as: the role of uncertainty, the distributional implications of climate change, the drivers and applications of decarbonizing innovation, the role of emissions trading and its interactions with companion policies. While looking at different issues and from different angles, all papers share a similar attention to policy aspects and implications, especially in developing countries. This is particularly important to evaluate whether and to what extent the climate policies adopted thus far in developed countries can be replicated in emerging economies.

Abstract Communication, an apparently intangible practice, does in fact affect the way people engage with their social worlds in very material ways. Inspired by both ethnographic and archival-driven research, this special issue aims to fill the gap in studies of language materiality by addressing entanglements with other-than-human agencies. The contributions of this special issue on verbal and non-verbal communicative practices among Indigenous peoples and ethnic minorities in the Global North and the South interpret language materiality as practice- and process-oriented, performative, and embodied relations between humans and other-than-human actors. The articles cover three major sub-themes, which ostensibly intertwine to a greater or lesser degree in all the works: (in-)visible actors and elements-related language; language materiality narrating and producing sociality; and the emotions and affect of language. The topic of this special issue, the materiality of languages, manifested in multiple engagements with the environment, proves particularly critical at the moment, given the current environmental crisis and the need to comprehend in more depth social relations with numerous other-than-human agencies.

AbstractImportant aspects for understanding the effects of climate change on tropical cyclones (TCs) are the frequency of TCs and their tracking patterns. Coastal areas are increasingly threatened by rising sea levels and associated storm surges brought on by TCs. Rice production in Myanmar relies strongly on low-lying coastal areas. This study aims to provide insights into the effects of global warming on TCs and the implications for sustainable development in vulnerable coastal areas in Myanmar. Using TC records from the International Best Track Archive for Climate Stewardship dataset during the 30-year period from 1983 to 2012, a hot spot analysis based on Getis-Ord (Gi*) statistics was conducted to identify the spatiotemporal patterns of TC tracks along the coast of Myanmar. The results revealed notable changes in some areas along the central to southern coasts during the study period. These included a considerable increase in TC tracks (p value < 0.01) near the Ayeyarwady Delta coast, otherwise known as “the rice bowl” of the nation. This finding aligns with trends in published studies and reinforced the observed trends with spatial statistics. With the intensification of TCs due to global warming, such a significant increase in TC experiences near the major rice-producing coastal region raises concerns about future agricultural sustainability.
