Abstract. Road transport is an important infrastructure system that has a vital role in economic progress, sustainable development, and urban prosperity of societies. Thus, geospatial fundamentals of transport systems need to be adequately considered by the organizations that manage such infrastructures. Furthermore, the adoption of methodologies for monitoring, control and optimisation of transportation networks, from a geographical perspective is crucial to deploy or utilize resources efficiently and cost-effectively. This paper aims to describe the implementation of a complete Geographical Information (GI) based system as developed for the needs of the Cyprus road transport infrastructure. The paper focuses on the system architecture and the presentation of the desktop and mobile application interfaces and utilities. The GI-based system provides a good example of how different tools and open-source components can be integrated to provide a complete solution for collecting, storing, managing, analysing and disseminating geographical information data related to road network infrastructure. The use of the platform within the organization has resulted in a noticeable increase in productivity and accountability. The errors in data collection, analysis and storage were minimized and thus the quality of available data been significantly improved. This is a step towards the achievement of the goals of the European Digital Strategy by using Geographical Information System technologies to take reliable and accurate decisions related to road network monitoring, maintenance and management.

<p>River flooding is among the most profound climate hazards in Europe and poses a threat to its road transport infrastructure. Traditional continental-scale flood risk studies do not accurately capture these disruptions because they are typically grid-based, whereas roads are relatively narrow line elements which are therefore omitted. Moreover, these grid-approaches disregard the network properties of roads, whereas the costs of reduced mobility could largely exceed the costs of the physical damage to the infrastructure.</p><p>We address these issues by proposing and applying an improved physical damage assessment coupled with the assessment of mobility disruption for a comprehensive risk assessment at a continental level.</p><p>In this study, we introduce an object-based, continental scale flood risk assessment of the European road network. We improve the estimates of direct, physical damage, by drawing road network data from OpenStreetMap, while making optimal use of the available metadata. We also introduce a set of road-specific flood damage functions, which are validated for an observed flood event in Germany. The results of this approach are compared to the traditional, grid-based approach to modelling road transport damage.</p><p>Next, we showcase how the object-based approach can be used to study potential mobility disruptions. In this study we present how the network data from OpenStreetMap and available metadata can be used to assess the flood impacts in terms of decreased connectivity, that is, increased distance, time and/or costs. The approach is flexible in physical scope, able to address national and continental resilience assessments and provide advice on tipping points of service performance. Furthermore, flexibility is also incorporated in terms of different resilience perspectives including decision-making by the asset owner or the national or trans-national supply chain disruption to a particular economic sector or company.</p><p>Finally, the risk assessment is discussed based on applications for the impacts of floods on European roads and the potential to extend to multi-hazard assessments (landslides, earthquakes, pluvial flooding) and other types of critical networks is discussed.  </p><p> </p><p>This paper has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 776479 for the project CO-designing the Assessment of Climate CHange costs. https://www.coacch.eu/</p><p> </p>

Problem. Due to the constant information development of society and its industrial component, new transport systems and machines have reached a high level of information excellence. Accordingly, there is a new contradiction between the rapid development of tools and methods of informatization of complex objects and systems, the development of transport telematics (internal for cars and other vehicles and external internal transport control systems) and the heterogeneous nature of existing subsystems and components of the transport complex. Of Ukraine. The problem of resolving this contradiction will allow at all levels of transport infrastructure to improve services to residents of cities and regions, improve transport processes, avoid existing negative consequences: traffic disruptions, unsatisfactory condition of roads, irrational use of funds for repair, operation and equipment of highways. This will help improve traffic safety, improve the quality of transport services, ensure people’s comfort and save cargo. Goal. The goal of the study is to create software and hardware for virtual management, its intellectualization based on the use of virtual logistics of transportation processes, providing road users, tools of virtual management, a kind of virtual logistics of the transport system of the transport portal KhNADU (ICT KhNADU). The purpose of this article is to study the problem of expressing and proving new rules and concepts for providing knowledge and skills to people who want to work in the IT field of transport applications. The sequence of acquiring knowledge and skills of people who have improved their personal professional level in road transport is determined. Methodology. The idea of computer science as system engineering of successful consecutive creation of computer equipment and software of complex systems by combining their computer and software engineering in the field of motor transport is offered. Practical value. The scope of use of the obtained results is road transport road organizations of Ukraine, residents of cities and regions as individuals or legal entities of users of transport services.

The author describes the performed GIS-analysis of the Central Asian transportation systems. The road transportation infrastructure of the whole region and its individual countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) has been studied. The overview of the factors, influencing the formation of regional transportation systems, including historical, political and natural, has been done. The road network of Central Asian countries has been modeled using GIS network analysis toolset, with spatial data provided by OpenStreetMap. The so-called topological tiers of the network have been identified, showing the uneven provision of the studied area with road transport infrastructure. The proposed research method makes it possible to note a high degree of the road network integration between the countries. The areas with low transport accessibility, as well as autonomous parts of road network have been visualized. The research categorizes the countries’ transport networks configurations types formed under the influence of economic, social, agricultural, climatic and topographical factors.

Abstract Extension of European Union causes increase of free transfer of people and goods. At the same time they raised the problems associated with the transport, e.g. congestion and related accidents on roads, air traffic delays and more. To increase the efficiency and safety of transport, the European Commission supports the introduction of intelligent transport systems and services in all transport sectors. Implementation of intelligent transport systems and services in the road transport reduces accident frequency, increases the capacity of existing infrastructure and reduces congestions. Use of toll systems provides resources needed for the construction and operation of a new road network, improves public transport, cycling transport and walking transport, and also their multimodal integration with individual car transport.

Purpose A road network provides arterial arrangement to facilitate business, transport, social integration and economic progress of any nation. During the last seven decades after independence, road transport infrastructure in India has expanded manifold, both in terms of spread (total length and density of road) and capacity (number of on-road registered vehicles, and volume of passenger and freight traffic handled). But, with the enrichment of road transport network in India, the number of traffic accidents and total cost for maintaining the road infrastructure also keeps on increasing. It becomes necessary to evaluate state-wise performance of the Indian roads using some mathematical tools. The paper aims to discuss this issue. Design/methodology/approach In this paper, using preference ranking organization method for enrichment of evaluations (PROMETHEE) and geometrical analysis for interactive aid (GAIA) approaches, an attempt is made to appraise the state-wise performance of Indian roads based on 12 critically important criteria. A geographic information system method and a hue-saturation-value color coding scheme are also employed to identify the influence of individual criterion on the overall rank of 29 Indian states. Findings It is observed that amongst all the considered states, the road conditions in the states of Mizoram and Arunachal Pradesh are really satisfactory, whereas Bihar and Uttar Pradesh are the lagging states requiring governmental intervention and support to enhance their road network infrastructure. Practical implications This analysis would help the decision makers to identify the strengths and deficiencies of each Indian state with respect to its road conditions so that proper promotional and growth actions can be implemented. Originality/value From the review of the existing literature, it is quite evident that till date, no research work has been conducted in order to evaluate the performance of roads, and their conditions and characteristic features in the Indian context. In this paper, the state-wise performance of the Indian roads is appraised based on several identified parameters using a combined PROMETHEE-GAIA approach.

Transport telematics systems integrate information technology with telecommunications for the purposes of transport systems. This helps to improve the safety of vehicles and facilities involved in transport tasks. At the same time, the efficiency of using transport infrastructure and means of transport increases. The development and use of specialised IT applications that use data from transport telematics systems helped to create Intelligent Transport Systems (ITS). Currently, in Poland (in Europe and in the world), more and more advanced services offered by Intelligent Transport Systems are being developed and implemented. It is particularly relevant in road transport, especially because Poland’s road safety is insufficient compared to other European countries. The article presents the authors’ proposed indicators and criteria that can be used for assessing ITS services in the context of road safety. The authors conducted analyses to study the application of AHP (Analytic Hierarchy Process), if ITS services were to be used to improve road safety. Then, it will be possible to choose one solution from all the assessed ones.

The paper analyzes the current guidelines of the European Union on deployment of Intelligent Transport System, as well as their importance for the development of the Croatian transportation system. The crucial problems of modern transport and traffic are indicated as: congestions and congestion costs, harmful emissions in road transport, fatalities, etc. The current state of Intelligent Transport System development in Croatia is presented based on the transport infrastructure, modern road telematic industry, and other supporting activities (including scientific research, educational activities, standardization system, etc.). The final part of the paper deals with the need and potentials for the development of South East European regional ITS architecture.

The article considers the description of the internal sustainability of regional road transport systems through parameters that reflect potential and realised opportunities in regional freight transport operations. There is the author’s vision of the regional road transport system for the transport of goods by road as a target-oriented set of elements, including vehicles, transport infrastructure, technical devices, equipment, and employees, organisational structures that ensure the achievement of management objectives in the transport sector of the region. They conclude that an important element in the management of the functioning and developing road transport in the region is considering the factors that determine the internal sustainability of the system. The paper provides the author’s definition of the internal sustainability potential of the regional road transport system. It proposes an approach to assess the internal sustainability of regional road transport systems based on the elements of regional transport system capacity, such as infrastructure capacity, operational capacity and freight demand capacity in the region. Researchers developed a system of indicators to assess each capacity element from the perspective of the internal sustainability of the system. The article focuses on the study of system stability based on the assessment of deviations from equilibrium states that ensure the stability of the system within its baseline parameters and characteristics, and its adaptability to deviations from the baseline values. It uses regional statistics to assess the internal sustainability of regional road transport systems and describes their internal instability factors. The authors present a visualisation of a model for assessing the internal sustainability of a regional transport system.
