Abstract. Natural hazards affect many types of tangible assets, the most valuable of which are often residential assets, comprising buildings and household contents. Yet, information necessary to derive exposure in terms of monetary value at the level of individual houses is often not available. This includes building type, size, quality or age. In this study, we provide a universal method for estimating exposure of residential assets using only publicly-available or open data. Using building footprints (polygons) from OpenStreetMap as a starting point, we utilized high-resolution elevation models of 30 European capitals and a set of pan-European raster dataset to construct a Bayesian Network-based model that is able to predict building height. The model was then validated with a dataset of: (1) buildings in Poland endangered by sea level rise, for which the number of floors is known, and (2) a sample of Dutch and German houses affected in the past by fluvial and pluvial floods, for which usable floor space area is known. Floor space of buildings is an important basis for approximating their economic value, including household contents. Here, we provide average national-level gross replacement costs of the stock of residential assets in 30 European countries, in nominal and real prices, covering years 2000–2017. We relied either on existing estimates of the total stock of assets or made new calculations using the Perpetual Inventory Method, which were then translated into exposure per m2 of floor space using data on countries' dwelling stocks. The study shows that the resulting standardized residential exposure values provide much better coverage and consistency compared to previous studies.

AbstractQuality education is a key factor to improve people’s lives and to achieve sustainable development. Using data from PISA 2009, 2012 and 2015, in this paper the level of educational poverty of the Spanish regions is calculated by applying the Adjusted Bourguignon Chakravarty index, $$B{C}^{a}$$ B C a (Sánchez-García et al. in Soc Indicat Res 145(2): 479–501). A descriptive analysis of the differences in educational poverty by gender and the contribution of each region and subject to the national level of educational poverty is also provided. This information could certainly be considered a starting point to tackle educational poverty in Spain.

The main purpose of this research was to evaluate and analyze the economic value of the meteorological information services (MIS) provided by the Central Weather Bureau (CWB) when applied to aquaculture in Taiwan. In this research, a contingent valuation method (CVM) was used to inquire about the subjective rating given to the CWB’s meteorological information services based on the responses to a national level questionnaire distributed among aquaculture farmers. The subjective rating revealed how the aquaculture farmers rated the accuracy of the MIS provided by the CWB and how they recognized the impact of the MIS on their aquaculture output. On this basis, this research determined the economic value brought about by the application of the meteorological information services. In order to understand the main factors affecting the respondents’ willingness-to-pay (WTP) for the MIS, this research also conducted an empirical estimation of the bid function. The results indicated that the main factors affecting the WTP were found to include the respondents’ subjective rating of the meteorological information services (including the accuracy rating and the effect rating), traditional social and economic background variables such as income and education level, as well as fish species. In addition, through testing the estimation of the bid function, it was also found that the survey sample used in this research had a significant starting point bias effect, which needed to be corrected using econometric methods. According to the empirical results, the median willingness-to-pay (WTP) of aquaculture farmers in Taiwan was 3544 New Taiwan Dollars (NTD)/person/year and the total economic value at the national level ranged from 157 million to 209 million NTD per year. Since the MIS service users have often lacked sufficient knowledge and ability to interpret the weather forecasts, how to strengthen the capabilities of service users in using MIS through the promotion of training programs and improve the value of the MIS may be an important policy insight.

This paper aims at describing the experience of the Cities for Entrepreneurs Program (Ciudades para Emprender or CPE) of the National Directorate of Community and Human Capital (which belongs to the SEPYME), National Ministry of Production. This paper starts from the premise that entrepreneurship takes place at the most micro level of the offer and, therefore, is a concept associated with the characteristics of the environment closest to that offer: the local territory. However, there is little history in the country of public policies relating the issue of entrepreneurship with the local management. That is why we take as a starting point the conceptualization of the chosen framework: local governments and the development issue, seen from the perspective of entrepreneurships. Moreover, an overview is given on the structural characteristics of municipalities in Argentina. In addition, some international experiences and attempts to promote entrepreneurship at a national level are analyzed. Finally, the Cities for Entrepreneurs Program (CPE) is outlined, based on a summary of the diagnoses of the Entrepreneurial Ecosystems of the selected cities and the tools used and their execution status at the time of publication of this paper.

Nowadays, governments launch open government data (OGD) portals that provide data that can be accessed and used by everyone for their own needs. Although the potential economic value of open (government) data is assessed in millions and billions, not all open data are reused. Moreover, the open (government) data initiative as well as users’ intent for open (government) data are changing continuously and today, in line with IoT and smart city trends, real-time data and sensor-generated data have higher interest for users. These “smarter” open (government) data are also considered to be one of the crucial drivers for the sustainable economy, and might have an impact on information and communication technology (ICT) innovation and become a creativity bridge in developing a new ecosystem in Industry 4.0 and Society 5.0. The paper inspects OGD portals of 60 countries in order to understand the correspondence of their content to the Society 5.0 expectations. The paper provides a report on how much countries provide these data, focusing on some open (government) data success facilitating factors for both the portal in general and data sets of interest in particular. The presence of “smarter” data, their level of accessibility, availability, currency and timeliness, as well as support for users, are analyzed. The list of most competitive countries by data category are provided. This makes it possible to understand which OGD portals react to users’ needs, Industry 4.0 and Society 5.0 request the opening and updating of data for their further potential reuse, which is essential in the digital data-driven world.

Abstract While studies show a consistent negative relationship between the level of corruption and range indicators of national-level economic performance, including sovereign credit ratings, we know less about the relationship between corruption and subnational credit ratings. This study suggests that federal transfers allow states with higher levels of corruption to retain good credit ratings, despite the negative economic implications of corruption more broadly, which also allows them to continue to borrow at low costs. Using data on corruption conviction in US states and credit ratings between 2001 and 2015, we show that corruption does not directly reduce credit ratings on average. We find, however, heterogeneous effects, in that there is a negative effect of corruption on credit ratings only in states that have a comparatively low level of fiscal dependence on federal transfers. This suggest that while less dependent states are punished by international assessors when seen as more corrupt, corruption does not affect the ratings of states with higher levels of fiscal dependence on federal revenue.

Purpose With the ongoing drives towards Open Government Data (OGD) initiatives across the globe, governments have been keen on pursuing their OGD policies to ensure transparency, collaboration and efficiency in administration. As a developing country, India has recently adopted the OGD policy (www.data.gov.in); however, the percolation of this policy in the States has remained slow. This paper aims to underpin the “asymmetry” in OGD framework as far as the Indian States are concerned. Besides, the study also assesses the contribution of “Open Citizens” in furthering the OGD initiatives of the country. Design/methodology/approach An exploratory qualitative following a case study approach informs the present study using documentary analysis where evidentiary support from five Indian States (Uttar Pradesh, Telangana, West Bengal, Sikkim and Gujarat) is being drawn to assess the nature and scope of the OGD framework. Further, conceptualization for “Open Citizen” framework is provided to emphasize upon the need to have aware, informed and pro-active citizens to spearhead the OGD initiatives in the country. Findings While the National OGD portal has a substantial number of data sets across different sectors, the States are lagging behind in the adoption and implementation of OGD policies, and while Telangana and Sikkim have been the frontrunners in adoption of OGD policies in a rudimentary manner, others are yet to catch up with them. Further, there is “asymmetry” in terms of the individual contribution of the government bodies to the open data sets where some government bodies are more reluctant to share their datasets than the others. Practical implications It is the conclusion of the study that governments need to institutionalize the OGD framework in the country, and all the States should appreciate the requirement of adopting a robust OGD policy for furthering transparency, collaboration and efficiency in administration. Social implications As an “Open Citizen”, it behooves upon the citizens to be pro-active and contribute towards the open data sets which would go a long way in deriving social and economic value out of these data sets. Originality/value While there are many studies on OGD in the West, studies focused upon the developing countries are starkly lacking. This study plugs this gap by attempting a comparative analysis of the OGD frameworks across Indian States. Besides, the study has provided a conceptualization of “Open Citizen” (OGD) which may be tapped for further research in developing and developed countries to ascertain the linkage between OGD and OC.

Abstract Background Health indicators are used to monitor the health status and determinants of health of the population and population sub-groups, identify existing or emerging health problems which would require prevention and health promotion activities, help to target health care resources in the most adequate way as well as for evaluation of the success of public health actions both at the national and international level. The quality and validity of the health indicator depends both on available data and used indicator definition. In this study we will evaluate existing knowledge about comparability of different data sources for definition of health indicators, compare how selected health indicators presented in different international databases possibly differ, and finally, present the results from a case study from Finland on comparability of health indicators derived from different data sources at national level. Methods For comparisons, four health indicators were selected that were commonly available in international databases and available for the Finnish case study. These were prevalence of obesity, hypertension, diabetes, and asthma in the adult populations. Our evaluation has three parts: 1) a scoping review of the latest literature, 2) comparison of the prevalences presented in different international databases, and 3) a case study using data from Finland. Results Literature shows that comparability of estimated outcomes for health indicators using different data sources such as self-reported questionnaire data from surveys, measured data from surveys or data from administrative health registers, varies between indicators. Also, the case study from Finland showed that diseases which require regular health care visits such as diabetes, comparability is high while for health outcomes which can remain asymptomatic for a long time such as hypertension, comparability is lower. In different international health related databases, country specific results differ due to variations in the used data sources but also due to differences in indicator definitions. Conclusions Reliable comparison of the health indicators over time and between regions within a country or across the countries requires common indicator definitions, similar data sources and standardized data collection methods.

<p><span>This paper attempts to highlight and examine the Romanian perspective regarding inclusive education by presenting some statistical data and the steps that have been made in order to make the switch from a school system lead by the segregation principle to a school system based on inclusive principles. Moreover, the attention focuses on schools` key actors, the teacher, more specifically on the initial teachers training programmes available in Romania. The starting point when it come to the initial teacher training programmes is based on the assumption that there is an acute need for training when it comes to the implementation of an inclusive educational system in Romania. The increasing adoption of open science practices in the last decade has been changing the scientific landscape across fields. However, developmental science has been relatively slow in adopting open science practices. To address this issue, we followed the format of Crüwell et al., (2019) and created summaries and an annotated list of informative and actionable resources discussing ten topics in developmental science: Open science; Reproducibility and replication; Open data, materials and code; Open access; Preregistration; Registered reports; Replication; Incentives; Collaborative developmental science.This article offers researchers and students in developmental science a starting point for understanding how open science intersects with developmental science. After getting familiarized with this article, the developmental scientist should understand the core tenets of open and reproducible developmental science, and feel motivated to start applying open science practices in their workflow.
