The City

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

The Community-Based Participatory Development Program (P3BK) is the Bekasi City Government Program for the implementation of development through community participation and self-help. This paper wants to describe the implementation of the P3BK policy in Pondok Melati District, Bekasi City. This research is qualitative in nature where data is collected through interviews with self-managed P3BK implementers, then the data is analyzed by Miles and Huberman Models. Overall the program went well, which was based on several factors, namely: (1) communication, which included the distribution of effective communication, sufficient clarity on the P3BK policy by the implementers of the activities, as well as consistency in providing good direction; (2) resources, including competent and capable enough human resources; (3) the disposition/attitude of P3BK implementers: sufficient capacity and capability and high dedication of P3BK implementers; (4) organizational structure/bureaucracy, including the availability of Standard Operating Procedure (SOP) for P3BK implementation and each program implementer has understood and implemented the SOP, as well as effective bureaucratic fragmentation.AbtrakProgram Pembangunan Partisipatif Berbasis Komunitas (P3BK) merupakan Program Pemerintah Kota Bekasi untuk pelaksanaan pembangunan lewat partisipasi dan swadaya masyarakat. Tulisan ini ingin mendeskripsikan implementasi kebijakan P3BK di Kecamatan Pondok Melati Kota Bekasi. Penelitian ini bersifat kualitatif di mana data dikumpulkan melalui wawancara pada pelaksana swakelola P3BK, kemudian data dianalisis dengan Model Miles dan Huberman. Secara keseluruhan program berjalan baik, yang didorong beberapa faktor yaitu: (1) komunikasi yang meliputi penyaluran komunikasi yang cukup efektif, kejelasan yang cukup baik atas kebijakan P3BK oleh para pelaksana kegiatan, serta konsistensi dalam memberikan arahan yang cukup baik; (2) sumber daya yang meliputi SDM pelaksana program yang dinilai cukup kompeten dan kapabel; (3) disposisi/sikap pelaksana P3BK yang meliputi kapasitas dan kapabilitas pelaksana P3BK yang cukup memadai, dedikasi yang tinggi. (4) struktur organisasi/birokrasi yang meliputi telah tersedianya Standar Operasional Prosedur (SOP) pelaksanaan P3BK dan masing-masing pelaksana program telah memahami dan melaksanakan SOP tersebut, serta fragmentasi birokrasi yang telah berjalan efektif.

The regional government of the West Pasaman Regency has implemented the nagari arrangement using the expansion of nagari. However, there are problems regarding the policy of nagari expansion in the Nagari Preparation of Koto Gadang Jaya. Therefore, this study aims to determine the strategies and problems of expanding the preparatory nagari in Koto Gadang Jaya, West Pasaman Regency. This research is qualitative research using a descriptive approach. Data collection techniques used interviews and documentation. This study used Edward III theory with communication variables, resources, dispositions, and bureaucratic structures. The research findings showed several problems related to implementing the expansion policy of the Nagari Preparation Koto Gadang Jaya; first, on communication variables in the indicators of transmission, clarity, and consistency; second, on the resource variable in human resources, financial resources, and infrastructure facilities indicators; third, the bureaucratic structure variable in the standard operating procedure indicators and fragmentation. Meanwhile, the excellent variable is disposition. This research concluded that the implementation of the policy of expanding the Nagari Preparation Koto Gadang Jaya has not been going well; several problems must be resolved by the party responsible for the policy.

Consideration of the composition of employment Indonesia today and face the challenges of free trade to meet the global competition we will analyze regional government policy in improving the Competitiveness of Human Resources (HR) in the international community, which is a case study in Kediri. This research is qualitative descriptive with case study technique. The data collection was done by using in-depth interviews, field observation and documentation. The informations processed by data condensation and analized by readiness factor of IMD Worid Talent Ranking.The results show government policies in improving Competitiveness Human Resources (HR) Kediri relatively plentiful, varied and implemented by many Local Government Unit (LGU) owned both the Provincial Government and the City Government. In the mean as well as those policies will have a positive impact relative to the increase of Competitiveness human resources in the international world.

The Tangerang Live application is a communication hub in helping the government achieve organizational goals and communicate with the community. With the existence of e-government can provide public services more effectively and efficiently. In its implementation, there is a need for a combination of institutions, humans and technology. This research focuses on institutional factors in managing the Tangerang Live application and aims to be able to see the capabilities of the city of Tangerang and make it easier for the public to obtain information. This research method uses descriptive qualitative. The data were processed from the results of interviews and observations and then analyzed. The results show that there are several things that are of concern, such as human resources who are not yet competent, services handling is yet optimal and there is no standard operating procedure (SOP) related to the application used. The application is not as expected, it has been socialized but it depends on the level of awareness of the community.

ABSTRAKPenelitian ini bertujuan untuk mengetahui sistem pengendalian internal, kualitas sumber daya manusia, dan kualitas laporan keuangan pemerintah daerah di Pemerintah Kota Cimahi, serta untuk mengetahui apakah variabel sistem pengendalian internal dan kualitas sumber daya manusia memiliki pengaruh terhadap variabel kualitas laporan keuangan pemerintah daerah pada Pemerintah Kota Cimahi baik secara parsial maupun simultan. Metode penelitian yang digunakan adalah metode deskriptif dan asosiatif. Data yang digunakan adalah data primer dengan pengumpulan data menggunakan kuesioner, kemudian dianalisis menggunakan metode SEM yaitu Partial Least Squares SEM (PLS-SEM). Alat analisis yang digunakan adalah SmartPLS 3. Hasil penelitian menunjukkan bahwa sistem pengendalian internal dan kualitas sumber daya manusia berpengaruh positif signifikan terhadap kualitas laporan keuangan pemerintah daerah baik secara parsial maupun simultan pada Pemerintah Kota Cimahi. Kata kunci: Kualitas LKPD, Kualitas SDM, SPIABSTRACTThis research aims to determine the intern control system, quality of human resources, and quality of local government financial reports at the City Government of Cimahi, and whether there is or not an influence of the intern control system and quality of human resources on the quality of local government financial reports at the City Government of Cimahi both partially and simultaneously. The research method used was a descriptive and associative methods. Data used was primer data collected by using a questionnaire, then analyzed using the SEM method that is Partial Least Squares SEM (PLS-SEM). The analytical tool used was SmartPLS 3. The result of this research shows that the intern control system and quality of human resources both partially and simultaneously have a positive and significant effect on the quality of local government financial reports at the City Government of Cimahi.Keywords: Quality of LKPD, Quality of SDM, SPI

This study aims to explain how Human Resources Competencies, Utilization of Information Technology and The Application of Internal Control System determine of the Quality of Financial Reports of Pekanbaru City. This study uses a quantitative method. The population in this study were 33 OPD in Pekanbaru City Government. The sample determination technique uses a purposive sampling method, where questionnaires distributed to 99 respondents were determined to the Head of Department, Head of Division/Sub-Division/Financial Staff and PPTK of each OPD. The hypothesis test used in this study uses t-Test. The statistical test aids used in this study were the SPSS program ver. 20 for Windows and Ms. Excel 2013. The results show that the Competencies of Human Resources, Utilization of Information Technology and the Application of Internal Control System partially affected the Quality of Local Government Financial Reports

Abstract - Currently, every organization seeks to maintain performance in order to win the competition, and find out the progress of the organization can be seen by paying attention to financial performance, this study tries to examine and assess the financial performance of the Jakarta City Government for the 2015-2019 budget period by utilizing the results of the review of the Original Income ratio. Regions (PAD), as well as the effectiveness ratio of PAD in the report regarding the realization contained in the Regional Budget (APBD) of the Regional Government of the City of Jakarta. By utilizing a data source in the form of a Budget Realization Report for the 2015-2019 budget period which is based on the Regional Government Financial Report (LKPD) of the Jakarta City Government. This study uses a mixed-method approach technique, namely the researcher tries to analyze financial data to further attempt to describe the existing findings. From the research results, it is known that the calculation of the effectiveness ratio is by dividing the amount of realization of PAD compared to the target PAD set based on the real potential in the region, or in other words, the effectiveness ratio of PAD is obtained by making a comparison between real revenue in PAD to achieve PAD ). From data processing, it is known that the percentage of effectiveness of PAD in the City of Jakarta for the 2015-2019 budget year has reached an average level of achievement of 95.4% of the determined amount or it can be said that it has reached the category of effective criteria.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. This research is motivated by the number of companies in Batam that closed and left Batam which caused many unemployment, so the role of MSMEs in Batam is now very much needed. The focus of this study is to determine the application of accounting information systems and the quality of MSME financial reports on business development in Batam City. This research was conducted at Micro, Small and Medium Enterprises (SMEs) in Batam City, Riau Islands Province. The subjects of this study are business people or MSME businesses that utilize revolving funds from the City Government (Pemko) of Batam, which are recorded at the Batam City Cooperative and MSME Office. The population in this study are business or MSME businesses that utilize revolving funds from the City Government (Pemko) of Batam as many as 2,105 businesses and by using the Slovin formula so that the sample becomes 96 MSMEs. All samples come from SMEs who run businesses in Batam City. Research shows that the application of accounting information systems has a significant effect on business development in Batam City, the quality of MSME financial reports has a significant effect on business development in Batam City, the application of accounting information systems and the quality of MSME financial reports simultaneously has a significant effect on business development in Batam City
