Consideration of the composition of employment Indonesia today and face the challenges of free trade to meet the global competition we will analyze regional government policy in improving the Competitiveness of Human Resources (HR) in the international community, which is a case study in Kediri. This research is qualitative descriptive with case study technique. The data collection was done by using in-depth interviews, field observation and documentation. The informations processed by data condensation and analized by readiness factor of IMD Worid Talent Ranking.The results show government policies in improving Competitiveness Human Resources (HR) Kediri relatively plentiful, varied and implemented by many Local Government Unit (LGU) owned both the Provincial Government and the City Government. In the mean as well as those policies will have a positive impact relative to the increase of Competitiveness human resources in the international world.

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

In Act No. 23 of 2014 on Regional Government, where there mention of the obligatory functions and affairs of choice, where one obligatory This is an investment, then in Government Regulation No. 38 Year 2007 on the dealings between the central government, provincial government and district / city government, a local government authority is in the field of investment, government Bandung, capital investment is obligatory and one local government authority is placed in the structure organization Bappeda Bandung is in the Investment Sector, is of course contrary to the Law No. 23 Year 2014 and Government Regulation No. 38 of 2007. This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

This study aims to determine the readiness of the government of Bitung in implementing accrual-based government accounting standards. Data was collected by observation at every SKPD in Bitung City Government followed in-depth interviews with key informants. The data collected was analyzed by qualitative methods. Then based on interviews (Focus Group Discussion) drawn conclusions indicate that Bitung City Government was ready to apply Accrual Based Government Accounting Standards. This is supported by the Government regulations which require to all local governments, including the city of Bitung in applying Accrual Based Government Accounting Standards, as well as Bitung City Government has issued the relevant mayor Accounting Policies in Bitung. Other things that support the readiness of the implementation of Accrual Based Accounting Standards, namely; development of human resources employee, committed leader who supports the changes later infromasi facilities and infrastructure systems are adequate and can accommodate Accrual Based Accounting Standards.

  Literacy is still a problem in various regions. The times’ development has also changed the spectrum of literacy, so literacy is not just the ability to read, write, and count. The results of the measurement of various international institutions prove how the condition of literacy has deteriorated. How is the management of literacy carried out by the Government, Regional Government and the community? What should literacy stakeholders do in an effort to develop a cultural literacy? This study aims to describe the condition of literacy in the region, encourage the presence of the Government and Regional Governments to initiate extraordinary agenda of literacy implementation, and provide understanding to the public regarding the availability of public participation space to actualize literacy culture. This study used a descriptive qualitative approach to describe literacy in the area with a case study method in Baubau City. The study concluded the importance of rearranging literacy management in an integrated manner - Central and regional by involving stakeholders in literacy. It is recommended that the Baubau City Government initiate the Literacy Hub (L-Hub) which will be an accelerator of the development of cultural literacy by prioritizing the active role and collaboration between community elements. In addition, it is necessary to create a conducive climate that supports ecosystem literacy and literacy as a lifestyle for the sake of the creation of literate generations that will accelerate the realization of the city of literacy. Abstrak Literasi masih menjadi problematika di berbagai daerah. Perkembangan zaman turut merubah spektrum literasi, sehingga literasi tidak sekedar kemampuan membaca, menulis, dan berhitung. Hasil pengukuran berbagai institusi internasional membuktikan betapa terpuruknya kondisi literasi. Bagaimana pengelolaan literasi yang dilakukan Pemerintah, Pemerintah Daerah, dan masyarakat? Apa yang harus dilakukan para pemangku kepentingan literasi dalam upaya mengembangkan budaya literasi? Kajian ini bertujuan mendeskripsikan kondisi literasi di daerah, mendorong kehadiran Pemerintah dan Pemerintah Daerah untuk menginisiasi extraordinary agendapenyelenggaraan literasi, dan memberi pemahaman kepada masyarakat terkait ketersediaan ruang partisipasi publik untuk mengaktualisasikan budaya literasi. Kajian ini menggunakan pendekatan kualitatif deskriptif untuk mendeskripsikan literasi di daerah dengan metode studi kasus di Kota Baubau. Kajian menyimpulkan pentingnya menata kembali manajemen literasi secara terintegrasi - Pusat dan daerah dengan melibatkan para pemangku kepentingan literasi. Direkomendasikan agar Pemerintah Kota Baubau menginisiasi Literacy Hub(L-Hub) yang akan menjadi akselerator pengembangan budaya literasi dengan mengedepankan peran aktif dan kolaborasi antarelemen masyarakat. Selain itu, diperlukan penciptaan iklim kondusif yang mendukung ekosistem literasi dan pembiasaan berliterasi sebagai gaya hidup demi terciptanya generasi literat yang akan memercepat terwujudnya kota literasi.

AbstractNorth Sulawesi is one of the provinces in Indonesia which have large fisheries potential. The province has made the results of operations and marine fisheries as one of the featured products to spur increase revenue. Then formulated some questions that become problems in this study 1). How is the post-moratorium fishing company in Bitung 2). Is this moratorium policy implementation can enhance the progress of the fishing company in Bitung 3). How do enterprise solutions to meet the needs of the company, when applied moratorium on fishing in Bitung.This study aims to 1) .To obtain scientific data about the condition of the fishing company Post moratorium on fishing in Bitung 2) .To determine the effect of the implementation of the moratorium policy of the condition of the fishing company in Bitung. The method used in this research case study approach. Retrieval of data taken in two fishing companies, namely PT. Sari Tuna Makmur and PT. Blue Ocean Grace International in Bitung City District of Aertembaga, data collection is done by observation and in-depth interviews. 1.Conditions fishing company in Bitung post-moratorium by the Minister of Marine and Fisheries in November 2014 are as follows: a) The number of vessels decreased from 3,213 in 2014 to 2,222 in 2015 and then rose to 3,165 in 2016. b) Production of fish reduced from 111,315.53 in 2014 to 45208.52 in 2015 then production rises, namely 46522.77 2016. c) The increase in the market price of skipjack Winenet, Girian and TPI of the normal price 12500-14000, in 2014 rose to 17000-20000 in 2015 and 2016. As for the Tuna from the standard price of 32000-35000 in 2014 and rose to 50000-55000 in 2015 and 2016. Then for the fish Deho from 5000-8000 at the normal price in 2014, rose to 9000-12000 in 2015, and rose to 12,000-15,000 in 2016. d) Increased export of fishery company PT. STM of 196,034.50 in 2014 to 294,911.4 in 2015 and falling back to 200,403.95 in 2016. e) The increase in exports of fishery company PT. Bogi of 116,196.20 in 2015 to 285,797.3 in 2016. 2. Moratorium Policy turn out to be a positive impact on the company's progress fishery indicated by the decline in the economic sector in Bitung. 3. It was not able to improve the progress of the fishing company in the city of Bitung in general and in particular. 1. moratorium greatly affect the fishing company therefore Policy Minister about the moratorium should be revoked. 2. This study still needs further research is therefore suggested that interested readers can conduct advanced research.Keywords: fisheries, companies, moratorium, conditions

This study aims to analyze the management of change in the licensing service reforms undertaken by the Government of the city of Yogyakarta. Urgency of the study was conducted because of the constraints faced in the process of reform of the licensing service in the city of Yogyakarta and potential resistance from the aspect of human resources (HR) to respond to changes. This study used a qualitative approach. Reform of licensing services at the Licensing Agency of Yogyakarta directed to the arrangement of three aspects: First, reforming the institutional and human resources; Secondly, the implementation aspects of licensing services; and Third, aspects of organizational innovation with the development of the use of information technology. The impacts of the implementation of information technology-based licensing service at Licensing Agency of Yogyakarta, has had a positive impact in terms of efficiency, effectiveness and permits the achievement of performance targets Licensing Agency of Yogyakarta and have public accountability. Management changes in the reform of the licensing service in the city of Yogyakarta to do with the model of planned change through three stages, namely unfreezing, changing and moving, and refreezing. Kebijakan yang diterapkan oleh Pemerintah Kota Cilegon terhadap Plastik berbayar dengan UU Pemda No. 18 Tahun 2008 yang berkaitan dengan Pengelolaan Sampah pada pasal 5 Pemerintah dan Pemerintah Daerah berwenang dalam menjaga, mengontrol sampah dengan tindakan dan wawasan lingkungan agar sesuai dengan maksud dan tujuan undang-undang tersebut. Sampah yang menumpuk dan hanya dibiarkan di tanah lapang dekat pekarangan rumah warga yang hanya diselesaikan dengan pembakaran sampahnya, atau dengan cara dekomposi. Penelitian ini akan melihat bagaimana efektifitas dan efesiensi suatu kebijakan yang diterapkan oleh pemerintah Kota Cilegon dalam meminalisir menumpuknya sampah plastik di Kota Cilegon dengan di terapkan sampah berbayar. Dengan menggunakan metode kualitatif deskriptif, penelitian ini menemukan bahwa Kebijakan plastik berbayar memiliki dampak baik bagi pengelolaan sampah dan berdampak positif bagi lingkungan.  Kata Kunci: Sampah Plastik, Kebijakan Plastik Berbayar, Kota Cilegon.   ABSTRACT The policy implemented by the City Government of Cilegon on Plastic is paid by the Regional Government Law No. 18 of 2008 relating to Waste Management in article 5, the Government and Regional Governments have the authority to maintain, control waste with environmental actions and insights to be in accordance with the aims and objectives of the law. The rubbish that has accumulated and is only left in the field near the yard of the residents' houses is only resolved by burning the trash, or by decomposition. This research will look at how the effectiveness and efficiency of a policy implemented by the City Government of Cilegon in finalizing the accumulation of plastic waste in the City of Cilegon by applying paid waste. By using descriptive qualitative methods, this study found that the pay plastic policy has a good impact on waste management and a positive impact on the environment. Every parent worldwide wants their children to make decisions in dealing with problems and determine their future career; however, various things can influence them in making decisions during their growing up process. This study aims to find out how to train children aged 3-7 years to make decisions based on parents educational level in the City of Pangkalan Bun, Central Kalimantan, Indonesia, that is because teaching children in making decisions at a young age is an effort to teach kids to think ahead for the great choices in their lifetime. A qualitative descriptive design with a case study method was used to obtain information. Some eight families were chosen as the subject in this study based on the purposive sampling technique. The collection of the data is through observation and in-depth interviews. The researcher employed the triangulation technique to validate data by involving multiple sources such as interviewing the informant parents, teacher, and friends and observation to data gained from the interview. Data analysis is carried out by collecting data, reducing data, presenting data, and drawing conclusions. Parents with a low educational level tend to impose their children on decision making. Furthermore, parents with a middle educational level generally provide limited decisions and choices to their children—meanwhile, parents with higher educational levels training their children by promoting two-way communication.

East Java Provincial Government in 2013 to implement the program Other Way toward Welfare Society (JALINKESRA) in the Village Bunulrejo, Blimbing district, Malang form of support productive enterprises, and to facilitate Very Poor Households (RTSM) with the hope of increasing the motivation to strive (need for achievement ) of the RTSM. So it is necessary to identify the role of program implementation and JALINKESRA in improving the quality of Human Resources in Household Very Poor (RTSM) in the research area. This research is qualitative descriptive with case study technique. Data collection was done by using in-depth interviews, field observation and documentation. JALINKESRA program implementation can be grouped into 4 sectors, where the program is implemented and the Department of Fisheries Department of farms actually a failure, whereas the Department of Cooperatives and SMEs implemented and the Department of Industry and Trade is good enough achieve the objectives of this program. Program JALINKESRA role in improving the quality of human resources in the village RTSM Bunulrejo, Blimbing district, Malang pretty good.
