There is a strong need to study sustainability and depletion accounting of oil in the Libyan economy because oil production and export is the single largest source of national income in the country. This study covers the time period from 1990 to 2009. Throughout this period, the Libyan national economy used its oil and petroleum industries to increase national income. Development sustainability can be defined as investment divided by GDP. This measure provides an indication of the low level of sustainable development in Libya over the period of analysis, which is 0.38 on average. It is important that the Libyan government develop and implement plans and strategies for achieving sustainability and the maintenance of oil resources.Carbon dioxide emissions provide another indication of the presence or absence of sustainability. The ratio of carbon dioxide ranged from a minimum of 8.50 metric tons per capita in 1990 to 10.00 metric tons per capita in 2009 and average 9.07 metric tons per capita over the course of the study period. CO2 emissions were also much higher than other countries in the Middle East and North Africa. This suggests there was relatively little interest in the sustainable development of the Libyan economy during this period. The Environment Domestic Product (EDP) increased sharply from the beginning of the study at $24.23 billion in 1991 to $45.87 billion in 2009 in constant dollars. Again, one can infer that policy makers did not consider the depletion of oil resources and the environment in their planning process, or at least did not place a high level of concern on this issue.

As countries pursue sustainable development across sectors as diverse as health, agriculture, and infrastructure, sectoral policies interact, generating synergies that alter their effectiveness. Identifying those synergies ex ante facilitates the harmonization of policies and provides an important lever to achieve the sustainable development goals (SDGs) of the United Nations 2030 Agenda. However, identifying and quantifying these synergetic interactions are infeasible with traditional approaches to policy analysis. In this paper, we present a method for identifying synergies and assessing them quantitatively. We also introduce a typology of 5 classes of synergies that enables an understanding of their causal structures. We operationalize the typology in pilot studies of SDG strategies undertaken in Senegal, Côte d’Ivoire, and Malawi. In the pilots, the integrated SDG (iSDG) model was used to simulate the effects of policies over the SDG time horizon and to assess the contributions of synergies. Synergy contributions to overall SDG performance were 7% for Côte d’Ivoire, 0.7% for Malawi, and 2% for Senegal. We estimate the value of these contributions to be 3% of gross domestic product (GDP) for Côte d’Ivoire, 0.4% for Malawi, and 0.7% for Senegal. We conclude that enhanced understanding of synergies in sustainable development planning can contribute to progress on the SDGs—and free substantial amounts of resources.

Due to the complexity and diversity of the issue of sustainable island development, no widely accepted and applicable evaluation system model regarding the issue currently exists. In this paper, we discuss and establish the sustainable development indicator system and the model approach from the perspective of resources, the island environment, the island development status, the island social development, and the island intelligence development. We reference the sustainable development theory and the sustainable development indicator system method concerning land region, combine the character of the sustainable island development, analyze and evaluate the extent of the sustainable island development, orient development, and identify the key and limited factors of sustainable island development capability. This research adopts the entropy method and the nonstructural decision fuzzy set theory model to determine the weight of the evaluating indicators. Changhai County was selected as the subject of the research, which consisted of a quantitative study of its sustainable development status from 2001 to 2008 to identify the key factors influencing its sustainability development, existing problems, and limited factors and to provide basic technical support for ocean development planning and economic development planning.

In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.

The social component of the environment associated mostly with human activities has significantly imposed a threat to the only life-support systems of the earth. Uganda made adjustments in its planning process to prioritize environment conservation. However, in the recent past years, mostly between 2013 and 2017, the country stretched its resources to increase agricultural production, both livestock and crops. The objective of this study was to establish and document the development and the environment conservation strategies at global and regional levels with an overview on the development planning process in agricultural sector, in Uganda. The results showed that the sustainable development plans with participatory approach at international, regional, national and local or community levels are the best methods to cope with and reduce the negative impacts of man’s activities on the environment. The understanding of the complexes of the environment is very important to ensure the relationship between the social, economic and environmental protection for a sustainable development. The results also indicated that in Uganda, the agriculture industry made consistent efforts to increase agricultural production by 431,161 hectares and livestock heads by 7,878,000 (cattle, sheep, goats, pigs, and poultry) between 2013 and 2017. This increased agricultural greenhouse gas emission due to the use of synthetic fertilizers, burning of the cleared grasses, and use of manures applied to boost soil fertility and the reduction in the trees that sequester CO2. This study recommended that the agricultural sector should opt for sustainable agriculture by adopting practices like use of multipurpose crops that can offer environmental services like binding soil particles together to control erosion as well as yielding more food products. Dual-purpose livestock breeds should be adopted to avoid immense numbers that serve different purposes that will probably lead to increased GHG emissions.

The Sustainable Development Goals (SDGs) are a tough challenge for developing countries, including Indonesia. At the regional level, the integration of SDGs into development planning faces many challenges, because some indicators are not yet in accordance with regional conditions, as well as very limited data. The purpose of this study is to analyze the integration of SDGs indicators into development planning carried out by local governments in Central Java. This research is a qualitative descriptive study. The research location is in Central Java, taking the case in the Central Java Provincial Government, as well as the Pekalongan District Government, Pemalang District, Wonosobo Regency, and Grobogan Regency. Research informants are those who have the authority to develop development plans, as well as non-government actors. The data analysis technique uses the interactive model as developed by Miles and Huberman. The conclusion of this study is that the implementation of SDGs in Central Java, both at the provincial and district / city levels is still not optimal, because SDGs are only interpreted as BAPPEDA activities, and in the preparation of action plans there are still very few government and non-government programs integrated. Another obstacle is the lack of commitment among stakeholders, both in sharing data and resources, formulating programs and preparing action plans.
