From various aspects, the role of MSMEs in the national economy involves the government in formulating the Development Program in the National Medium Term Development Plan (RPJMN). The 2004-2009 RPJMN emphasizes a program to develop a business support system for MSMEs and a program for developing entrepreneurship and competitiveness. This concerns the formation of business behavior to achieve a more successful or successful performance and structure of micro, small and medium enterprises.According to Widayatun "Creativity is the ability to solve problems, which gives individuals creating original / adaptive ideas their full usefulness function to develop".Keywords: Creativity; UMKM; RPJMN.

The rate of underage marriage in Gorontalo is very high, even though religion, customs and state laws prohibit it. The results of the direct interviews conducted and the observations made indicate that poverty, low levels of education and matchmaking myths may have caused this increase. Furthermore, the increasingly high level of promiscuity and weakened socio-cultural ties have led to an increase in the number of extramarital pregnancies, and forced marriage is unavoidable to maintain the dignity of the community. It was discovered that most married couples do not wed legally until they have problems in their marriage and seek a divorce. Moreover, women must also be responsible for their life choices because this paper shows that poor service practices have caused underage women to be objectified by physical, social and symbolic violence. The unavailability of a support system from the government and society makes a partner rely on the kindness of his or her parents. Therefore, it was suggested that government intervention, in the form of prevention and support systems for underage married women, must be integrated with the role of the community and religious leaders.

<strong>English</strong><br />For market oriented of agricultural development, agribusiness scheme is the most appropriate option. Partnership pattern in agribusiness scheme is one of the alternatives to achieve successful performance. This article aims to introduce the application of partnership pattern on horticultural crops in North Sumatera Province. The current partnership pattern in horticultural production centers is generally developed locally, applying nucleus-plasma pattern, and pattern introduced by the intervention of the government. The locally established partnership pattern was developed based on the common needs and, therefore, this pattern has been institutionalized due to the increasing trustworthy and honesty among the members.  Meanwhile the nucleus-plasma pattern is carried out and controlled by formal rules and regulations which are agreed and approved by the members.  On the other hand, the partnership pattern introduced by the government is designed to support rural development programs.  However, the pattern faces various constraints in internalizing the concept.  There is an assumption that the government aid and support is treated as grant with no obligation to repay.  In this regard, the role of the government and coordination among the related institutions should be intensified and improved.<br /><br /><br /><strong>Indonesian</strong><br />Pada usaha pertanian berorientasi pasar, pendekatan yang sesuai adalah agribisnis. Kemitraan di antara pelaku usaha di bidang agribisnis merupakan salah satu cara untuk memperbesar peluang keberhasilan. Tulisan ini menggambarkan kemitraan hortikultura yang ada di Provinsi Sumatera Utara dalam upaya menyempurnakan serta merevitalisasi kemitraan yang pernah dikembangkan. Pola kemitraan yang ada di sentra produksi hortikultura umumnya bersifat lokal, pola inti-plasma, dan bentukan pemerintah. Kemitraan usaha yang bersifat lokal terbentuk karena adanya kebutuhan bersama dari pelaku kemitraaan usaha, sehingga relatif melembaga karena adanya nilai-nilai kepercayaan dan kejujuran. Kemitraan usaha dengan pola inti plasma diatur dan dikontrol oleh aturan-aturan yang bersifat formal, yang telah disetujui dan ditandatangani bersama. Pola kemitraan yang dibentuk oleh pemerintah terutama bertujuan sesuai dengan program pembangunan pedesaan, dan sampai saat ini tampaknya relatif sulit melembaga. Hal ini antara lain disebabkan adanya anggapan bahwa setiap bantuan yang diberikan oleh pemerintah merupakan hibah, sehingga tidak perlu dikembalikan. Oleh karena itu peran pemerintah harus ditingkatkan dan koordinasi antar lembaga terkait lebih diintensifkan.

<span>Potential</span><span lang="EN-US"> food resources can be utilized through food diversification as a part of the government's efforts to minimize socio-economic inequality with sustainable food security development program. The purpose of this study was to observe the role of food diversification in reducing social inequality through sustainable food security development. This study uses descriptive qualitative methods with secondary data collection techniques which include data references as well as documentation related to food security development. The results showed that in Indonesia, food diversification program has an impact on increasing income, household resilience and welfare with a decrease in the number of the rural poor population of 4.7% (from 16.31 people to 15.54 people). It was positively correlated with the increase in farmers' income by (IDR) 30.37 million per capita increase (4.47%). Then, followed by the level of food security in the district area reached 80.53% (335 regions) and for urban areas amounted to 92.85% (91 regions). National food security can be achieved through maximizing the potential use of food resources at the regional level, by diversifying food based on local wisdom and optimally local resources. It can be concluded that food diversification is a policy that can be used by the government to increase community economic income and reduce poverty and social inequality.</span>

The Special Purpose of this study is expected to form a Program for the Development of local potential based SMEs to improve the skills of entrepreneurs by being motivated to try, be creative and innovate in carrying out their business activities. With increased skills will be able to improve the quality and quantity of the results of his business so that it will bring increased income and their welfare in order to alleviate poverty. The research was conducted by field survey method in the coastal area of ??Sekotong Tengah Village, West Lombok Regency. This activity is to identify opportunities and business feasibility of micro small entrepreneurs. Furthermore, the formation of SME Development Program can be formed in order to solve the problems it faces. From this activity, it is expected that UKM entrepreneurs can improve the quality and quantity of their business results so that it will encourage increased income. Increase the income of target entrepreneurs through increased production, quality of production and selling prices on the market. From the results of the study showed that of the four businesses analyzed, economically beneficial and also superior / developed temporarily in the coastal area of ??Sekotong Tengah Village, namely shrimp paste, goat, fish trade and crab business. The SME coaching program can be realized, showing: a). the role of the government in capital assistance other than banking institutions and skills assistance, b). SME entrepreneurs need to form groups / institutions as a medium for SMEs, c). the existence of a business partner to assist in the marketing and processing of production

Unemployment and poverty are problems experienced especially by developing countries. The higher level of unemployment and poverty will lead the higher level of crime. The unemployment rate in Indonesia in August 2014 is 5.94% or 7,244,905 people, and 4% of Indonesian people living on less than $1.25 a day. One of the things that can reduce the unemployment rate and the percentage of poor people is entrepreneurship. This chapter wants to explain that the level of unemployment and poverty can be minimized by the spirit of entrepreneurship of housewives and youths, who has a micro, small, and medium business. From six women and youth entrepreneurs who start their micro and small business that described in this book chapter, it can be seen that their effort could empower themselves and make themselves and their family exit from poverty. But, they are facing barriers to starting up. The government must push and encourage Indonesian people to become an entrepreneur by designing entrepreneurship development program, which includes government, educational institution, and family.

But it also a character which inspires confidence.” These are the words uttered by Bernard Montgomery, a British Field Marshal, when asked what leadership meant to him. From his quote, he reveals the importance of the role of a leader in any organization. A leader will direct and at the same time emit confidence to his followers. In life, human beings are the main catalyst for the world’s living history. The same applies to any organization. Human is the most important agent that creates, develops and keeps the whole institution running smoothly. However not everyone is capable of leadership. One needs a competent characteristic and various qualifications to execute the role. The organization must first make an effort and sizeable attention to attract such personnel who can make a valuable contribution to the organization. One of the effort may be to establish a leadership development program. With the specific objective of producing more competent leaders, it needs special leader who can guide, influence, and develop people within the organization. Leadership development becomes a serious task for any organization because its fate and future lies on the capability of its new leaders. Leadership development in every organization is both personal and communal. Personal because there is an individual effort to progress and improve himself so that he will finally be trusted to lead in the organization. However this personal progression needs a support system and a structure that supports and facilitate every type of personality to become a dependable leader. This macro support system is communal in characteristic.

Peatlands, with their important role, are in need of great attention, both from the government and also environmentalists. The role of corporations is really needed and is expected to be able to accelerate the improvement of the quality of peatlands, so that the benefits are maintained. Issuance of Green Bond is expected to be able to encourage the achievement of this goal. It is hoped that companies operating in and around the Peatland area will be able to create sustainable Peatland development efforts. The synergy between companies and green investors is expected to be an aspect of improving the economy, both for companies, investors and the public. Companies as publishers have an increasingly large role in maintaining the balance of peatlands. Benefits in the form of incentives from the Financial Services Authority (OJK) will also be obtained by companies that issue green bonds. Investors, especially green investors who are interested in environmental issues will have new investment alternatives. The emergence of a development program initiated by the company, of course, will also have an impact on society, in the form of the withdrawal of a number of workers, as well as the increase in other economic activities as a result of the increase in the standard of living of the community. The agricultural sector is still experiencing structural changes that are not balanced. To overcome this, the Government through the Department of Agriculture issued a policy in an effort to empower the community in the form of PUAP's Direct Community Assistance (BLM) facilitation program. The purpose of the study was to analyze the role of the Rural Agribusiness Development Program (PUAP) on the welfare of farmers in Polagan Village, Galis District, Pamekasan Regency. The research method used is descriptive qualitative. Data collection methods using interviews, observation, and documentation. Descriptive analysis model analysis technique with data validity test is done by using triangulation of data sources. The results showed that the implementation of the Agribusiness Business Development program in Polagan Village, Galis Subdistrict, Pamekasan Regency was good because the distribution process to farmers was in accordance with procedures so that farmers could be used for capital to develop farming. The level of welfare of farmers in Polagan Village, Galis District, Pamekasan Regency as a whole is still low. the role of the Rural Agribusiness Development Program (PUAP) on the welfare of farmers in Polagan Village, Galis District, Pamekasan Regency has not been maximized in terms of targets, techniques, and objectives. Recommendations are that the PUAP program should not only be in the form of agricultural capital loans but through other new innovations. Like the provision of subsidized fertilizer.

The empowered community is a strong capital in developing the national economy; the government, as the manager of the State, should maximize the village-owned enterprises (called Bumdes), especially the farming community in the villages. This paper aims to find out the role of the Bumdes in empowering the farming community. The results showed that the role of Bumdes was not good enough and had a direct influence on the weakness of community empowerment activities in the village
