The article is dedicated to the problem related to the process of the formation of the political elite of Ivano-Frankivsk region. The main political actors of the regional political elite were specified by the formal features (their influence on the strategic political decisions) and its main groups were investigated (national deputies of Ukraine, heads of local governments and state authorities, heads of regional organizations of leading political parties, business elite, ideological and communicative elite, etc.). The main focus of the study was on the formation through elections and appointments of deputies (Verkhovna Rada of Ukraine, regional council), as well as public authorities (regional state administration and its structures), which allowed to identify and analyze the main procedures and mechanisms of elite formation in the region, reflecting the complex processes of its change/reproduction on its own basis, renewal through the involvement of new members of society. Based on the analysis of a broad empirical base, the correlation of the process of elite formation of IvanoFrankivsk region with the general tendencies of transformation of the political system of Ukraine, the influence of the center-peripheral paradigm is confirmed. Thus, in the conditions of formation of a hybrid political regime, despite the significant dynamics of renewal of the main institutions of power in the region, this process at the turn of the XX−XXI centuries took place mostly in the form of circulation or reproductive circulation − a limited, formal process of renewal of the political elite, which was under the influence of leading political and economic groups. There was a gradual narrowing of institutional channels for recruiting political elites in the region, which turned it into a social group with incomplete social representation. Significant weight in the process of forming the political elite of Ivano-Frankivsk region „closed” procedures and nomenclature mechanisms, frequent changes during the elections and appointments of leading political actors, which did not always happen with heredity, significantly reduced the overall potential of the regional political elite, which is still not realized in the full measure. An examination of the speeches of modern Canada’s “founding fathers” reveals that they were openly antidemocratic. How did a regime founded on anti-democratic ideas come to be positively identified with democracy? Drawing on similar studies of the United States and France, this analysis of the history of the term democracy in Canada shows that the country’s association with democracy was not due to constitutional or institutional changes that might have justified re-labelling the country’s political regime. Rather, it was the result of discursive strategies employed by the political elite to strengthen its ability to mobilize the masses during the World Wars.

This article investigates whether local governments are able to act in a unified manner when responding to reputational threats posed by negative media coverage. Based on an argument that local governments facing political instability are less able to perform in unison, the article investigates a number of expectations, including various types of political instability (council, agenda and policy area instability) and their relation to different types of responses to negative media coverage from the political and administrative actors (communication behaviour, responsibility and blame-avoidant behaviour, and sanctioning behaviour). The article finds such relationships for some of these aspects. The analysis also indicates that the reputational history of a local government is related to the degree of unified behaviour. The empirical analysis is primarily based on a survey sent to all Danish public managers in the three upper levels of the local government hierarchy. Point for practitioners Reputation management has become an area for strategic management in the public sector, not least in local governments. This article demonstrates that public managers need to pay attention to the degree of political instability characterizing their local governments when dealing with reputational threats. If the local government is characterized by political instability, the need to address potential disagreements between administrative and political actors becomes vital. Furthermore, public managers need to take into account the reputational history of their organization as it may challenge the ability to coordinate a unified response across the political and administrative leadership during reputational threats.

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.

- According to the standard thesis, the political crisis in Italy between 1992 and 1994 and the collapse of the Christian Democrat regime are related to the revelation of corruption of the political elite by the judiciary. However, judicial revelations and corruption scandals have regularly occurred in Italy, before and after this crisis, without provoking a drastic political change and the reject of the political system by the electorate. Considering this paradox, the article suggests an alternate account of the 1992-1994 events that underline the way in which the political competition had been affected by the scandals: the moral crusades against corruption had in this period a political impact because they had been relayed and supported by emerging political actors in order to challenge the established elites and to claim a leading role in reshaping the political system.


Subject The weakness of state and local level institutions is encouraging more intervention from Mexico City. Significance With twelve Mexican states set to go to the polls on June 5, and a thirteenth holding elections on July 3, longstanding concerns regarding the risk of criminal infiltration in local governments have returned to the fore. Beyond the political manipulation of alleged political-criminal links, political actors appear increasingly aware of their vulnerability to threats, intimidation and physical attack. Impacts How federal and local authorities manage criminal threats will be central to the outcome of the forthcoming elections. Candidate screening will be ineffective as long as federal authorities and political parties are both reluctant to lead the process. Politically motivated intervention will worsen, with all parties using criminal accusations to smear or disqualify other candidates.

Relationships between the public and the political elite in Britain are generally thought to be explicable in terms of a ‘strong leadership’ hypothesis, according to which the public responds to initiatives put forward by leading political actors. Reflecting the popular will is not thought to be a highly prized activity among British politicians, who supposedly share the general cultural expectation that the public defers to the wisdom of those more knowledgeable than themselves, the public being content with the opportunity to pronounce electorally on the fitness of the Government at least once every five years. Occasionally voices are heard demanding that more attention be paid to the wishes of the general public, as in recent years in regard to the Common Market and capital punishment, but these demands have so far gone unheeded.

Latin America has been a world pioneer of neoliberal, structural reform of social security pensions (‘privatisation’). This article focuses on the diverse political economy circumstances that enabled such reform, analysing why policy makers have chosen such a costly strategy and how they have managed to implement it. First, in nine countries with diverse regimes (authoritarian and democratic) it examines the internal political process that led to the adoption of reform. There tends to be an inverse relationship between the degree of democratisation and that of privatisation, but the political regime alone cannot fully explain the reform outcomes in all cases. To expand the search for explanatory variables, other key factors that might have influenced the reform design are studied, among them relevant political actors (driving and opposing forces), existing institutional arrangements, legal constraints, internal and external economics and policy legacy.

This article aims at critically analysing the hegemony of Egypt’s business elite and the private press they own following Mubarak’s fall. Hegemony requires the exercise of power to maintain consent under changing conditions such as the 2011 uprising and the 2013 military coup. This study answers the question of “why and how Egypt’s business elite controls the post-Mubarak press?”. Situated within the interdisciplinary domain of “critical political economy of communication”, this article focuses on the two most popular privately-owned newspapers al-Masry al-Youm and al-Watan. Interviews with high-profile sources have been conducted and embedded into the research. Findings show that the Egyptian private press, particularly in the post-Mubarak era, is closely controlled by the business elite in favour of their interests, and indirectly in favour of the political elite – whether civilian or military. The sector’s hegemonic position was briefly shaken by the 2011 uprising, then quickly maintained and reinforced before the 2013 coup.

This article investigates how citizens speak about representative democracy and questions their perceptions of representation and of the democratic regime they live in, by mobilizing the distinction between diffuse and specific support, in a context of personalized politics. It shows that political actors and their performances are at the core of citizens' perceptions. I investigate citizens' representations of the political field through an original qualitative fieldwork, composed of couple interviews with French citizens, under the Sarkozy presidency. Studies about the political support of citizens often mobilize quantitative surveys to measure the degree of support and satisfaction. I rather choose the qualitative approach to grasp perceptions of political field through discussions about political and societal issues. Couple interviews offer an adequate framework to observe political opinions that are built in daily life. Representations of the political field are mainly dominated by the role of political actors. Political parties and institutions are rarely mentioned. Politicians are systematically held accountable, and are often criticized in citizens' discussions. The existing literature has often distinguished specific and diffuse support. My analysis tends to show that the weakness of the former through personalization can undermine the support for the regime. However, alternatives to representative democracy remain underexplored and even not considered. Overall, these representations depend on sociopolitical factors, such as political convictions or social backgrounds.

This paper is concerned with the distribution and foundations of public support for the political regime in Canada. Support for the regime historically has been a matter of concern to Canadian elites. The recent provincial electoral victory of the Parti Québécois, a party dedicated to making Quebec an independent nation, has made regime support and maintenance matters of concern to average citizens as well. The analyses that follow are based upon data gathered in a nation-wide survey of the Canadian electorate in 1974. We focus on the following areas: the extent to which socio-demographic and attitudinal variables conventionally employed in studies of political behavior are related to levels of regime support; the relationships between the direction and strength of partisanship and support for the political regime; the relationships between attitudes toward key political institutions and political actors and the level of regime support; and finally, the effects of major structural and cultural factors (i.e. federalism and regionalism) on support for the regime. From the perspective of comparative political analysis, research in these areas allows us an opportunity to comment on and expand the base of the existing empirical research on regime support. From the more particular perspective of Canadian politics, our analysis may help to clarify the impact on regime support of ethnicity, regionalism, federalism and a British-model parliamentary system.
