The Politics of Pension Reform in Latin America

Latin America has been a world pioneer of neoliberal, structural reform of social security pensions (‘privatisation’). This article focuses on the diverse political economy circumstances that enabled such reform, analysing why policy makers have chosen such a costly strategy and how they have managed to implement it. First, in nine countries with diverse regimes (authoritarian and democratic) it examines the internal political process that led to the adoption of reform. There tends to be an inverse relationship between the degree of democratisation and that of privatisation, but the political regime alone cannot fully explain the reform outcomes in all cases. To expand the search for explanatory variables, other key factors that might have influenced the reform design are studied, among them relevant political actors (driving and opposing forces), existing institutional arrangements, legal constraints, internal and external economics and policy legacy.

The purpose of the article is to clarify the place and role of the decree in the general course of the political process and highlight its direct consequences for the fate of the CPSU and the USSR. The scientific literature on the topic is analyzed. It is concluded that scientists draw a direct connection between the final events of the history of the USSR – Yeltsin's decree about departisation, degradation of the CPSU, resistance to the Emergency Committee and the liquidation of the CPSU / USSR. The author describes the stages of the personnel actions of Gorbachev and Yeltsin. In his opinion, the nomenclature system was expected: «construction» of the elite (1985–1987), elections in the party (1988–1990), elections in the state (1989–1990), decree about departisation (1991). The decree is seen as the final stage in the denationalization of the party. The CPSU, having lost power and property, ceased to be a state. The content of the decree, the behavior of political actors in connection with its adoption and the political consequences of the decree are considered. In conclusion, it is concluded that the decree was a domino effect, a provocation to the instant collapse of the USSR.

This paper focuses on the making of communications policy in Lithuania, specifically regarding net neutrality. The study employs a multiple stream model to analyze the conditions of the political process and the activity of political actors. The paper claims that the Lithuanian communications policy has become essentially denationalized since the country’s accession to the European Union. The issue of net neutrality policy has been framed in the context of EU policy, while the national agenda of net neutrality policy lost its significance. The denationalization of the net neutrality policy-making was harmonized with the agencification of policy formulation stage.

The construction of the concepts of diplomacy and health diplomacy must consider their conceptions and practices, at both the global and regional levels. Health diplomacy is vitally important in a global context, where health problems cross national borders and more new stakeholders appear every day, both within and outside the health sector. On the other hand, regional integration processes provide excellent opportunities for collective actions and solutions to many of the health challenges at the global level. In the current global context, the best conditions for dealing with many health challenges are found at the global level, but the regional and subregional spheres also play essential roles. The region of Latin America and the Caribbean (LAC) consists of 26 countries or territories that occupy a territory of 7,412,000 square miles—almost 13% of the Earth’s land surface area; it extends from Mexico to Patagonia, where about 621 million people live (as of 2015), distributed among different ethnic groups. Geographically, it is divided into Mexico and Central America, the Caribbean, and South America, but it presents subregions with populations and cultures that are a little more homogenous, like the subregions of the Andes and the English Caribbean. By its characteristics, LAC has acquired increasing global political and economic importance. In the 1960s, integration processes began in the region, including the creation of the Union of South American Nations (UNASUR), Mercosur, the Andean Community, the Caribbean Community (CARICOM), the Central American System, the Bolivarian Alliance for the Peoples of Our America (ALBA), the Amazon Cooperation Treaty Organization (ACTO), the Sistema Económico Latinoamericano y del Caribe (SELA), the Asociación Latinoamericana de Integración (ALADI), and finally, since 2010, the Community of Latin American and Caribbean States (Comunidad de Estados Latinoamericanos y Caribeños, or CELAC), which is the most comprehensive integrative organization. While originally a mechanism for political and economic integration, health is now an important component of all the abovementioned integration processes, with growing social, political, and economic importance in each country and in the region, currently integrating the most important regional and global negotiations. Joint protection against endemic diseases and epidemics, as well as noncommunicable diseases, coordination of border health care, joint action on the international scene (particularly in multilateral organizations such as the United Nations and its main agencies), and the sectoral economic importance of health are among the main situations and initiatives related to health diplomacy in these integration processes. The effectiveness of integration actions—and health within those actions—varies according to the political orientations of the national governments in each conjuncture, amplifying or reducing the spectrum of activities performed. The complexity of both the present and future of this rich political process of regional health diplomacy is also very important for global health governance (GHG).

In its broadest conception, a political system is a means through which the wants of the members of a society are converted into binding decisions. To sustain a conversion process of this sort a society must provide a relatively stable context for political interaction, a set of ground rules for participating in all parts of the political process. We may describe this context variously as a constitutional order, a set of fundamental rules, or customary procedures for settling differences. But however this context is defined, it usually includes three elements: some minimal constraints on the general goals of its members, rules or norms governing behavior, and structures of authority through which the members of the system act in making and implementing political outputs. To these goals, norms and structures we may give the traditional name “political regime” or constitutional order in the broadest, nonlegal sense of the phrase.We may hypothesize that if a political system is to persist, one of its major tasks is to provide for the input of at least a minimal level of support for a regime of some kind. A political system that proved unable to sustain a regime, that is, some relatively ordered and stable way of converting inputs into outputs, could not avoid collapsing. Each time a dispute arose it would have to seek to agree on means for settling differences at the same time as it sought to bring about a settlement of the substance of the issue, a virtually impossible combination of tasks for a society to engage in continuously.

Resumen: En el trabajo se analizan las intervenciones de los militares que gobernaron la Argentina  durante la dictadura cá­vico-militar en Argentina en el perá­odo 1976-1983, destinadas a lograr una  tarea central de todo régimen polá­tico: la justificación del poder. A partir de la exclusión de la  polá­tica, declamada pero no practicada, se apropiaron de distintos escenarios para construir maneras  de definir el orden polá­tico, nombrado como democracia sustancial, democracia de los mejores en  oposición a la demagogia, causa de su nueva irrupción en la historia polá­tica argentina el 24 de  marzo de 1976. La imperiosa necesidad de concluir con esta democracia desvirtuada era presentada  como eje de su tarea central: reorganizar la nación, tarea que originó su autodenominación como  ”Proceso de Reorganización Nacional”. Esta reconstrucción de los esfuerzos de los militares en el  poder para legitimar su accionar pretende aportar a la comprensión y explicación de las rupturas  institucionales en América Latina, seguidas de la instauración de gobiernos autoritarios.Palabras clave: Dictadura cá­vico-militar, Justificación del poder, Orden polá­tico.  THE POLITICAL ORDER ACCORDING TO THE ARGENTINE CIVIC-MILITARY DICTATORSHIP 1976-1983Abstract: The paper discusses the interventions by the military which ruled the Argentina during  the military dictatorship in Argentina during the 1976-1983, aimed at achieving a central task of any  political regime: the justification of power. From the exclusion of the policy, recited but not  practiced, they appropriated various scenarios to build ways to define the political order, named as  substantial democracy, democracy of the best as opposed to demagoguery, cause of the new  outbreak in Argentine political history on March 24, 1976. The urgent need to conclude with this  democracy undermined was presented as the core of its central task: reorganizing the nation, task  which originated its self-designation as "Proceso de Reorganización Nacional". This reconstruction  of the efforts of the military power to legitimize their actions intended to contribute to the  understanding and explanation of institutional ruptures in Latin America, followed by the  establishment of authoritarian governments.Keyswords: Civic-military dictatorship, Justification of the power, Political order.

In this article, the authors argue that where institutions are strong, actors are more likely to participate in the political process through institutionalized arenas, while where they are weak, protests and other unconventional means of participation become more appealing. The authors explore this relationship empirically by combining country-level measures of institutional strength with individual-level information on protest participation in seventeen Latin American countries. The authors find evidence that weaker political institutions are associated with a higher propensity to use alternative means for expressing preferences, that is, to protest.

The recent experiences of transition to democracy in Latin America have taken place in circumstances which suggest a need to rethink the political and social dimensions of inflation. The experience of the 1980s reveals that the once familiar road which led from an inflationary spiral and a rising foreign debt to the collapse of democracy can also be travelled by other types of regime. The crisis of the bureaucratic-authoritarian regimes, Chile apart, reflected an inability to deal with those same focal points of political and economic uncertainty. The sequence which runs from high (or hyper) inflation to political regime change may be neutral, in the sense that it is indifferent to whether the regimes affected are democratic or authoritarian.

Abstract Previous studies have shown that experts appearing in the media are increasingly speculating about trends and developments rather than presenting their own research. With respect to political journalism, this raises the question of whether increased use of expert sources has also led to an increased focus on process relative to substance in election news coverage. The study, conducted in 1998 and 2007, surveys what types of experts are referred to in the election coverage, what topics the experts comment on (in particular whether they focus on substance or process), and whether the number and types of experts as well as topics have changed over time. As expected, there is an increase in newspapers’ references to experts in their election campaign coverage. However, contrary to our expectations, in both 1998 and 2007, there is an equal number of articles referring to the election campaign’s political content (i.e., they mentioned the topics promoted by the political actors during the campaign) and to the political process. And extremely few articles included meta-discussions.
