Abstract: The research on the tire industry cluster based on life cycle theory can be carried out by a four stages period namely as Initial Period, Growth Period, Maturity Period and Recession Period. This paper analyzes on the possible risks taken in each life cycle period as well as proposing corresponding suggestions to strengthens the research by looking into the conditions and factors of the continuous sustainable development process in a tire industry.

Abstract. This paper characterizes the main elements of «sustainable development» (SD) based on the current literature. On the premise of population growth and human environmental impact as central problems of development policy the multisectoral and multidimensional approach to sustainable development is discussed. According to this, –Environmental protection has to be an integral part of the development process –Technology will play a major role in the implementa¬ tion of SD –SD may be compatible with the free market economy –SD seeks «inter-» and «intra-» generational equit –SD requires changes in awareness and ethic –Achieving SD means the involvement of private and public sectors at all levels. It is shown that these characteristics currently are subject to interpretations that go beyond the scope of SD.

Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

The level of security of the enterprise is ensured by high economic potential, financial independence, sustainable development, personnel responsibility. The loss of at least one of the listed elements of a universal system of economic security is characterized by unforeseen consequences for the enterprise. The untimely modernization of the economic security system, its obsolete form, will not ensure the proper level of the company's confident working.

The article contains some comments on the project of the National Program for the Development of the Far East until 2025 and for the future till 2035. It is noted that the project does not meet the formal requirements of the program document, has a number of unreasonable proposals and measures, the implementation of which may threaten the sustainable development of the region. The authors believe that in the development process it is necessary to take into account the principles of environmental and economic balance. The conclusion is made about the feasibility of developing a methodological framework for evaluating such documents as a tool for achieving sustainable development goals.
