Natural gas vehicles (NGV) have attracted more and more attention from policy makers since natural gas is a clean substitute for traditional fossil fuel that is also readily accessible. In some areas such as the state of Texas, vehicles that do not use traditional fossil fuel (e.g., NGVs) are exempt from paying fuel taxes. Government financial incentives have motivated substantial adoption of NGVs. This paper studies NGV adoption behavior in both U.S. and Texas markets to estimate the dynamics of NGV diffusion. This research employs well-known Bass diffusion models applied to NGV adoption, using data from both the U.S. and Texas. Among several interesting results, we find that NGV adoption through an imitation effect appears to be significant for the U.S. NGV market.

AbstractThis paper traces the economic impact of the costs of foodborne illness on the U.S. economy using a Social Accounting Matrix (SAM) framework. Previous estimates of the costs of seven foodborne pathogens are disaggregated by type, and distributed across the population using data from the National Health Interview Survey. Initial income losses resulting from premature death cause a decrease in economic activity. Medical costs, in contrast, result in economic growth, though this growth does not outweigh the total costs of premature death. A SAM accounting of how the costs of illness are diffused through the economy provides useful information for policy makers.

Abstract Background The present study aims to observe how societal indicators of workers’ values at the state-level are related to health and safety outcomes, particularly major injuries and fatalities in the U.S. Underscoring workforce flexibility and workability over workforce stability and safety might be indicative of the worth of workers which can be associated with occupational safety and health concerns. Methods Linear regression analysis with a log-transformed dependent variable was adopted to examine how the state-level indicators of worker value in terms of 1) minimum wage, using data from 2015; 2) average of workers’ compensations for the loss of an arm, hand, leg, or foot in 2015 were concurrently and prospectively associated with occupational fatality rates averaged across 2015, 2016 and 2017. Socioeconomic contextual variables such as education level, GDP per capita, and population at the state-level were controlled for. Results The present study showed that state-level quantitative indicators of how workers are valued at work, namely minimum wage and workers’ compensation benefits, were significantly and negatively associated with fatality rates in the following year. Conclusions The present study illustrates the gap in how workers are valued across the U.S. The study speaks to the importance of contextual factors regarding worker value, as they can affect outcomes of health and safety culminating at a state-level.

Policies to encourage socio-political participation of Latinx immigrants in the United States heavily rely on the primacy of assimilation processes resulting from immigrants’ exposure to the American political system alone. However, this approach overlooks the potential layers of complexity fostered by pre-immigration factors and how these interact with immigrants’ experiences in the U.S. We conduct a multinomial logit analysis using data from the 2006 Latino National Survey and emergent research on the impact of pre-immigration experiences to determine what factors can both activate participation and be influenced by institutions and policy makers in the U.S. Though we find that low levels of socio-political participation among Latinx immigrants strongly correlate with low levels of pre-immigration participation, for the outlier cases we analyze what factors contribute to increase participation once in the U.S. Results demonstrate the need for political parties and organizations to increase the long-term investment in young Latinx immigrants.

There is widespread concern among scholars, court actors, and policy makers that the number of pro se litigants is increasing. However, we have little empirical evidence of the scope of pro se litigation, especially in the federal court system. Using data from the Administrative Office of the U.S. Courts on all civil case filings since 1999, we investigate the prevalence and rate of pro se litigation in federal district courts. We find no evidence of a dramatic rise in pro se litigation, but we document substantial variation in rates of pro se litigation by type of case and circuit of filing. The results have implications for our understanding of self-representation and for the development of policies addressing access to civil justice.

The northwest region of British Columbia, Canada has been at the center of multiple fossil fuel projects over the past decade as corporations have sought access to the coastline in order to export their products. Analyzing the dynamics of how and why groups and communities responded to two specific fossil fuel projects, we address the question: why did the "unlikely alliance" formed at the local level in northwest B.C. to resist the Enbridge oil pipeline project fracture just a few years later in the case of the LNG Canada/Coastal GasLink Liquefied Natural Gas project and pipeline project? We argue that the fracturing arose in part because of historic vulnerabilities of the resource periphery, and the legacy of settler colonial governance but also because state and corporate actors used their powers to increase the financial incentives for communities to support LNG projects, to change the discourse on fossil fuels by promoting the concept of LNG as "clean"energy, deflecting attention from the fracking of natural gas, and to isolate environmental organizations by casting them as "outsiders." The findings contribute to the literature by analyzing the reasons not only for the formation but also for the fragility and fracturing of alliances in contemporary energy politics.

Abstract The encounter between a migrant and the state is almost always fraught. The power of the state to approve or deny immigration status produces a power imbalance whereby the migrant is subject to the whim of the state. This research extracts encounters between migrants, police, immigration officers, and interpreters in the UK to conceptualise how the minutia of these encounters, and the standardised practices they involve, might impact the ability of migrants to express themselves and exercise their own voice in interactions. Adopting a reflexive ethnographic methodology, and using data gathered with police workers as a pilot case, I consider how the varied objectives of agencies and actors in the migration sector intersect with migrant experiences in practice. Ultimately, implications for migrant security lie in the recognition that migrant voice can be obscured as a result of mundane and everyday procedures. Banal bordering processes can go unnoticed and unaddressed by policy makers, but are often loaded with meaning for migrants subject to them. The vulnerability of migrants and the unbalanced nature of encounters between migrants and the state highlights how state power manifests at an everyday level, suggesting that insecurity is not unique to migrants without documents, but is present in all encounters between migrants and the state. Nevertheless, the professionals who are interacting with migrants are often in a position whereby they have the experiential expertise to offer workable, though limited, solutions, although they do not always have access to the channels or the resources necessary to implement them.

The two main reasons cited by the U.S. tech industry for hiring foreign workers--remedying labour shortages and hiring "the best and the brightest"--are investigated, using data on wages, patents, and R&D work, as well as previous research and industry statements. The analysis shows that the claims of shortage and outstanding talent are not supported by the data, even after excluding the Indian IT service firms. Instead, it is shown that the primary goals of employers in hiring  foreign workers are to reduce labour costs and to obtain "indentured" employees. Current immigration policy is causing an ‘Internal Brain Drain’ in STEM.
