Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

The paper considers modern information technologies, which are the basis of the process of informatization of education. The process of improving the quality of training specialists in the context of developing a system of general and vocational education is researched. The author analyzes the definition of informational educational environment. It is substantiated that online education is a factor in increasing the level of access to education and has certain advantages over traditional types of knowledge, providing flexibility through remote access to resources. Modern European educational initiatives are analyzed, informatization of education envisages development of informational and educational environment, essential role in creation of which is educational television. It is determined that today in the field of development of the information and telecommunication environment the main channels of data transmission, owned both by the state and non - state structures, which provide high - speed exchange of large flows of information between regions, are developing.

The article describes specific features of the organization of training at the Academy of the FPS of Russia in the interaction of a teacher and cadets in the context of restrictions on contact work associated with countering the spread of the new corona-virus infection. The aim of the work was to substantiate the effectiveness of using the algorithmic method for the formation of sustainable skills in the implementation of the educational process through the use of distance technologies. The methodological framework of the study was made up of analysis, synthesis, induction, systematization and generalization. The study was carried out throughout a year at refresher courses and classes conducted by employees of the Department of Mathematics and Information Technologies of Management of the Academy of the FPS of Russia. As a result, it was found that to maintain the quality of education at a proper level, it is necessary to develop the computer literacy of teachers, familiarize them with modern innovative pedagogical technologies and features of their application; expand the variety of methods, forms and means of teaching used in the interaction of a teacher and students through information and communication networks. Conclusions are made about the importance of combining organizational, information-technical and methodological measures to improve the professional competence of the teaching staff and ensure the proper quality of education when switching to e-learning. The fact of maintaining the quality of education at the Academy of the FPS of Russia at a proper level was confirmed by the commission of experts, which in 2021 conducted an accreditation examination in relation to the educational programs implemented. The described experience will be useful to the teaching staff of educational organizations of the Federal Penitentiary Service of Russia. Digital transformation in modern society incessantly increases the growth rate of investment in the cutting-edge information technologies, which greatly affects the quality of products and services provided. The Russian education system, with the priority goal of modernizing it being to update the teaching staff and reconstruct the system of advanced professional training of educators, is also undergoing radical changes. The process of integrating distance technologies into the structure of pedagogical activity makes significant adjustments to the strategy of teaching students, which leads to re-evaluation of professionally and socially meaningful qualities of a teacher for building effective business relations with consumers of educational services and improving self-competitiveness in the labor market. This requires a fundamentally new approach to selecting an individual educational trajectory that will contribute to the successful development of professional competence of a teacher, which, according to the author, can be achieved by implementing self-marketing. The article considers the author’s scheme of self-marketing of a foreign language teacher developed to assess self-effectiveness – competitive advantages (professionally and socially meaningful qualities) – and provide useful guidelines to fight off competition in the [international] educational industry.

The actuality of the problem stated in the article is due to the fact that the level of professional competence of future teachers of the natural-science subjects largely depends on the quality of mathematical training, which is largely provided by the use of computer technologies in higher mathematics classes. Information technologies are indispensable for the effective organization of the educational process in the modern conditions of teaching the course of mathematical disciplines. As a result of the study of this problem, the authors used methods that allowed defining the definition of mathematical competences of teachers of natural-science disciplines (theoretical analysis of pedagogical literature) and confirming the effectiveness of using information technologies in higher mathematics classes (pedagogical experiment). The main results of the research consist in the allocation of four levels of mathematical competences (low, medium, high, very high), and in the definition of the system of basic mathematical competencies. The obtained results allow to answer the question how on the basis of computer technologies to develop the mathematical competencies of future teachers of the natural-science disciplines more effectively, and, supplementing the existing theory of higher education, contribute to solving the issues of motivation for teaching higher mathematics.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

The modern development of society determines the forms and content of the process of teaching foreign languages. The quantity and quality of information in the field of mastering a foreign language is constantly growing as a means of sociocultural, linguistic and cultural and professional development of an individual. A foreign language is currently considered as an integral part of intercultural communication in various fields of objective reality and the development of a culture of interethnic communication. In the process of teaching a foreign language, technologies are becoming increasingly important which makes it possible to achieve the required level of communicative competence in speaking and writing in a shorter time frame and to recreate a virtual spatial temporal communication environment with native speakers. In this regard, the form of distance learning can be more and more prospective, being psychologically more comfortable for students and teachers; many of its elements can be integrated into other forms of training. The article exposes certain information technologies, the use of which increases the effectiveness of teaching a foreign language in distance, part-time and full-time courses. On the example of specific interactive multimedia Internet resources in the field of learning the German language, the urgent importance of using computerized teaching methods for acquiring and enhancing pronunciation, lexical and grammatical skills and knowledge with the aim of forming linguistic and cultural and professional competence of students is emphasized. At the same time, the article highlights importance of non-verbal forms of communication for achieving the desired effect of verbal communication, while relying on relevant audiovisual Internet resources.

The article discusses the possibilities of automation of legal activities. Special attention is paid to the new branch of the business LegalTech, which allows providing legal services using information technology. Some projects in this area are briefly described: FreshDoc document designer, VideoContract app, and electronic trading platforms such as Legal Space and Pravoved.Ru. Although the legal community is not quite ready to work in such conditions, higher education institutions are already reforming their curricula, developing disciplines that allow gaining professional competence in introducing technologies that automate legal work, and so on. The author, in turn, offers using chat bots in legal clinics, gives examples of new disciplines for master’s degree programs, considers the idea of passing final examinations outside universities in certification centers, etc. It is emphasized that in jurisprudence there are a lot of typical situations in which typical decisions need to be made, and here artificial intelligence will be a good helper, and scientists will have more time to undertake a comprehensive analysis of law. Thus, even with the advent of new technologies, the creative work of lawyers will always be in demand.

Preschool teachers and caregivers have a close working relationship as part of a working team to benefit the children in Swedish preschools. In 2011, a new educational reform was introduced according to which preschools became a school form in their own right within the overall educational system in Sweden. The objective of the policy was to strengthen the profession of preschool teachers by affording them clearer responsibility over the quality of educational practices and curriculum work. It also entailed a division of labour between the preschool teachers and caregivers in the working team. The current study explored how Swedish preschool teachers and caregivers positioned themselves in response to these changes in responsibility. In this qualitative study, data were collected from 17 preschool teachers and caregivers via an open-ended questionnaire. Preschool teachers and caregivers viewed themselves as having equal responsibility in the working team. Specifically, preschool teachers upgraded the competence and position of caregivers while downgrading their own professional competence and position. Caregivers downgraded the profession and position of preschool teachers and upgraded their own competence and position to be equal to that of preschool teachers.

The quality of teaching and teacher plays a significant role in enhancing students’ cognitive and motivational development. The purpose of this study was to identify longitudinal trajectories of student perceptions of mathematics teachers’ professional competence, and to examine how these trajectories were related to students’ engagement and achievement in mathematics and their choice of college major. The data used for analysis were obtained from the Seoul Education Longitudinal Study, a study of 2714 secondary students who were followed up for five successive years. Results showed four heterogeneous trajectories of students’ perceptions of teacher competence, and these trajectories were associated with students’ engagement and achievement in mathematics. In addition, those who consistently perceived their mathematics teachers to be highly competent and whose perceptions of their teachers’ competence became more positive over time were more likely than other students to choose math-intensive majors. These findings imply longitudinal links between mathematics teachers’ professional competence as perceived by their students and students’ choice of college major as well as their engagement and achievement in mathematics.
