Abstract The administration of government requires a way of maximizing government management to achieve good governance to realize the welfare of the people and constitute demands of the constitution at the Preamble of the fourth Alenia 1945 Constitution. Article 31 of the 1945 Constitution states that Education is the right of every citizen, and the government and regional government guarantees the implementation of the national education system by Law Number 20 of 2003. This research aims to examine and analyze the effect of the implementation of supervisory policies, apparatus competencies, and culture organization of supervision performance in the field of primary education. The method used in this research is quantitative with open and closed questionnaires. The results of this study indicate that the causality relationship partially or simultaneously between the Implementation of Supervision Policy, Apparatus Competency, and Bureaucratic Culture to the Supervision Performance of the Basic Education Sector is entirely "positive and significant." Thus, the four hypotheses of this research are "accepted." Then, the results of the distribution of scores indicate that all dimensions of the variable values ​​are higher than 90% and can be categorized as "Good." Based on the two analyzes, it can be stated that the Supervision Performance of the Basic Education Field held by the City of Depok, West Java Province is "Good." Conclusion This study shows that the Performance of Oversight in Basic Education goes well. This is evidenced by all four accepted hypotheses, and a positive and significant causality relationship. This was obtained by models and concepts in the field of education supervision. With the findings of the Actual Oversight Model, it is recommended for the government that this model can be used as input for the supervision policy formulation, Work Standards Criteria (KSK), and Education Supervision Performance Indicators (IKPP). Pasal 31 Undang-Undang Dasar 1945 mengamatkan bahwa Pendidikan merupakan hak setiap warganegara dan pemerintah dan pemerintah daerah menjamin terselenggaranya sistem pendidikan nasional sesuai Undang-Undang Nomor 20 Tahun 2003. Penelitian ini bertujuan untuk menguji dan menganalis pengaruh implementasi kebijakan pengawasan, kompetensi aparatur, dan budaya organisasi terhadap kinerja pengawasan bidang pendidikan dasar. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan kuesioner terbuka dan tertutup. Hasil penelitian ini menunjukkan bahwa ada hubungan yang positif dan signifikan antara implementasi kebijakan pengawasan, kompetensi aparatur dan budaya birokrasi terhadap kinerja pengawasan bidang pendidikan dasar baik secara parsial maupun secara simultan. Indonesia is the biggest archipelago country in the world, the government has tried to prosper the people by issuing policies on regional autonomy. Regional autonomy in its development is widespread in all fields, one of them in education. Autonomy Education gained much support among the people, thus giving birth to Decentralization of Education, namely to give up government responsibility according to the needs and capabilities of each region. The effort has been regulated in Law Number 20 Year 2003 on National Education System supported by Government Regulation no. 55 of 2007. However, these efforts have not been fully realized, so that sometimes cause gap and prolonged criticism. Therefore we as a policy-bearer must prioritize the principle good governance in Decentralization of Education. The religious and religious education policies contained in Government Regulation No. 55 of 2007 are intended to help realize the goals of education in Indonesia, giving the right of autonomy in the form of decentralization of education to each school in each region to manage the institution. If the school is religious based, it is given the freedom to manage according to the teachings of the religion. But to realize this policy requires strong observers and willing to act, the principle of autonomy, flexibility, participatory and initiative can be used as a basis in realizing these goals as a whole.

<p>Abstract<br />Government has the legal responsibilities in the implementation of national education system to carry out the mandate set out in Section 31 of the Constitution of the Republic of Indonesia 1945 related to the intellectual life of the nation. This is confirmed and applied by The Indonesian Government Regulation 47/2008 regarding compulsory education and Indonesian Government Regulations 48/2008 related to the funding education of elementary school (SD) to high school (SMP) free made by the government through the School Operational Assistance (BOS) to make the education system based on the national human values and justice according to Pancasila ad realize the human rights set out in the Constitution Indonesian 1945 Article28 c paragraph(1) and Article 28d paragraph (3) stated that every citizen has the right to obtain equal opportunities in government. The free primary education can not be realized in a fair and equitable for the presence of education autonomy, every area is not the same policies and management education in many schools that are not transparent even still many schools to collect funds for the reason given by the government budget for operational costs is not enough.In addition, the9-year basic education which should be free up to secondary education (high school) born by either the state of infrastructure, teachers’ salaries, electricity, telephone, computer, books, stationery without distinguishing between public and private schools.<br /><em>Keywords: national education, justice, humanity,Indonesian contitution 1945</em></p><p>Abstrak<br />Pemerintah memiliki tanggung jawab hukum dalam implementasi sistem pendidikan nasional sebagai amanah (mandat) dari Pasal 31 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 yakni hak mendapatkan pendidikan yang layak. Abstrak Keberadaan Virus Corona memaksa Pemerintah mengubah segala kebijakan sistem pendidikan Nasional menggunakan metode Pembelajaran jarak jauh (PJJ). Kepala Sekolah berperan dalam memastikan proses pembelajaran sekolah berjalan dengan baik. Penelitian ini bertujuan untuk mengetahui persepsi Kepalas Sekolah dalam merespon kebijakan pembelajaran jarak jauh. Penelitian ini merupakan penelitian deskriptif kuantitatif. Teknik pengumpulan data berupa sebuah kuisioner uang dibagikan langsung melalui google from. Responden dalam penelitian ini mengambil kepala sekolah tingkat SD sebanyaj 28 dan kepala sekolah tingkat SMP sebanyak 27 yang diambil secara acak sederhana di Provinsi Daerah Istimewa Yogyakarta. Hasil penilitian Kepala sekolah berhak untuk melakukan monitoring dan evaluasi terhadap pelaksanaan PJJ seperti memastikan materi yang diberikan guru telah diterima siswa. Masalah lain yang ditemui dalam PJJ adalah kesiapan sumber daya manusia meliputi tenaga pendidik, orang tua, dan siswa itu sendiri belum sepenuhnya siap menghadapi kegiatan PJJ ini. Maka untuk tetap melaksanakan imbauan pemerintah, Kepala sekolah bertanggung jawab pada kepastian pemberian materi oleh guru yang diterima siswa berjalan baik meskipun terdapat beberapa kendala yang terjadi Oleh karena itu, penulis tertarik untuk membuat tulisan yang bertujuan untuk mengetahui persepsi kepala sekolah dalam merespon kebijakan pembelajaran jarak jauh di DIY dengan Tujuan penelitian ini yaitu untuk mendeskripsikan masalah-masalah yang ditemui dalam kebijakan pembelajaran jarak jauh di DIY Abstract The existence of the Corona Virus forces the Government to change all policies of the National education system using the Distance Learning method (PJJ). The principal plays a role in ensuring the school learning process runs well. This study aims to determine the perception of school principals in responding to distance learning policies. This research is quantitative descriptive. The data collection technique is in the form of a money questionnaire distributed directly via google from. Respondents in this study took 28 principals of SD level and 27 junior high school principals who were randomly selected in the Province of Yogyakarta Special Region. The results of the research The principal has the right to monitor and evaluate the implementation of PJJ such as ensuring that the material provided by the teacher has been received by students. Another problem encountered in PJJ is the readiness of human resources including educators, parents, and students themselves who are not fully ready to face PJJ activities. So to continue implementing the government's appeal, the principal is responsible for ensuring that the provision of material by the teacher that the student receives goes well even though there are some obstacles that occur.Therefore, the authors are interested in writing that aims to determine the perceptions of the principal in responding to distance learning policies in DIY with the aim of this research is to describe the problems encountered in the distance learning policy in DIY

Accountability is one of the principle of good governance, thus it can be assumed that goodaccountability can improve good governance. The important things to create public accountability, especially in government agencies, are with budget planning and internal control. Budgetplanning includes the general policy formulation of Regional Development Budget (APBD) untilthe arrangement of APBD with the purpose of using government funds can be on the right target,thus that funds are used effectively and efficiently. Budget planning and internal control are themost strategic activity in state finances management because it relates with public accountability. This research aims to know the effect of budget planning and internal control towardpublic accountability in regional government of Banten province. This research used descriptiveexplanatory method by using non probability sampling method at 6 (six) Regional Work Unit(SKPD) in regional government of Banten province. Data analysis which used wasmultiple linear regression. The result of this research shows that budget planning and internal control havethe positive and significant effect toward public accountability in regional government of Bantenprovince. ABSTRAKSistem pendidikan sesuai dengan UU Nomor 32 Tahun 2004 tentang Pemerintah Daerah kebijakan tentang desentralisasi diserahkan pada Pemerintah Daerah masing-masing. Khususnya dalam kebijakan jalur zonasi berpengaruh terhadap mutu penyelenggaraan pendidikan khususnya dalam perolehan jumlah siswa. Contohnya ada satu siswa di SMAN Kota Magelang terpaksa tidak dapat sekolah favorit, selain itu protes dari pihak orang tua murid. Penelitian secara normatif empiris yang dianalisis secara diskriptif kualitatif. Pemerintah wajib melaksanakan perbaikan secara berkesinambungan mengenai sistem nasional pendidikan di era desentralisasi melalui: Evaluasi kesiapan pemerintah daerah dalam sistem zonasi untuk mendata kecukupan sekolah; Pemerataan pendidikan dengan sarana dan prasarana yang memadai; Guru yang memadai untuk setiap zona; Ketersediaan informasi secara online maupun melalui pamflet dan papan pengumuman; Perlunya dipetakan dampak sistem zonasi. Jika memperhatikan hal tersebut, maka pelaksanaan kebijakan desentralisasi pendidikan dapat dikatakan lebih efektif dan efisien untuk dunia pendidikan di masa yang akan datang.Kata Kunci: Kebijakan, Zonasi, PPDB, Desentralisasi  ABSTRACTThe education system is in accordance with Law Number 32 of 2004 concerning Regional Government. Indonesia's education system is still not able to fully answer the needs and global challenges for the future. The program of equity and improvement of education quality is a prominent problem in Indonesia. Meanwhile, the number of people at the age of primary education not included in the national education system is still very high. The education environment in Indonesia is still faced with a variety of internal problems that are fundamental and complex. In addition, the Indonesian people still face a number of problems from the basic education to higher education. The quality of education in Indonesia is still far from being expected. It is different from Finland. The government and people realize that a strong commitment to build and develop a national education system is a key determinant of the success of the state to maintain its survival as a small, resource-limited nation living in extreme and less friendly conditions. The development of the nation and nation stands on the pillars of innovation-based education and research and is fully supported by all components of the nation. This paper is expected to be an inspiration for readers to improve the quality of education in Indonesia.The method used is to use a comparative method with a literature review in which the literature related to the topics of the problem is collected, grouped, analyzed and formulated to obtain the differences that are then selected for development into the education curriculum in Indonesia. From the comparative methodology, there are several findings and can be applied in the curriculum of primary schools in Indonesia such as the education system, the implemented curriculum, and the teaching innovation and teachers.

El sector educativo mexicano ha recibido grandes aportaciones delerario público y ha merecido destacadas menciones en los planes nacionales dedesarrollo elaborados por las administraciones federales en turno. Sus resultados,sin embargo, siguen siendo cuestionados no sólo porque no se ha podido garantizarel derecho de todos los mexicanos a la educación, sino también porque la calidadde los servicios que ofrece ha sido deficiente. Se parte del análisis de lasgrandes inequidades educativas que prevalecen en el país y éstas se contrastan conel alto valor que la población sigue atribuyendo a la educación. Además de presentarla complejidad de la evaluación de la calidad educativa y de reconocer que sonmúltiples los factores asociados a la exclusión, llama la atención que la percepcióngeneral de la población sobre la educación sea tan positiva, aunque se reconozcanalgunas fallas en el funcionamiento del Sistema Educativo Nacional. Ante laproximidad de un cambio de gobierno federal, el texto propone algunas consideracionespara el diseño de nuevas políticas educativas.The Mexican educational sector has received large contributionsfrom the public purse and has earned prominent mentions in national developmentplans drawn up by federal authorities. Its results are nonetheless being contestednot only because it has not been able to guarantee the right of all Mexicans to education,but also because the quality of the services offered is questionable. Thispaper contrasts major educational inequities prevailing in the country with thehigh value that the population still attributes to education. While recognizing thatthere are multiple factors associated to educational exclusion and the quality ofeducation, it is striking that the general perception of the population regardingeducation is positive, even though some faults are acknowledged in the operationof the National Education System. Due to the proximity of a change in the Government,the paper elaborates some considerations for the design of new educationalpolicies.

Despite the recent enactment of the Zimbabwean Constitution which provides for the right to basic education, complaints, reminiscent of a failed basic education system, have marred the education system in Zimbabwe. Notwithstanding glaring violations of the right to basic education by the government, no person has taken the government to court for failure to comply with its section 75(1)(a) constitutional obligations, and neither has the government conceded any failures or wrongdoings. Two ultimate questions arise: Does the state know what compliance with section 75(1)(a) entails? And do the citizens know the scope and content of their rights as provided for by section 75(1)(a) of the Constitution of Zimbabwe? Whilst it is progressive that the Education Act of Zimbabwe as amended in 2020 has addressed some aspects relating to section 75(1)(a) of the Constitution, it has still not provided an international law compliant scope and content of the right to basic education neither have any clarifications been provided by the courts. Using an international law approach, this article suggests what the scope and content of section 75(1)(a) might be.
