In the presented article I am trying to describe the role of education and especially the role of career counselling in pursuing sustainable development education on the local labor market. Education is an extremely important factor in the lives of local societies, especially in preparing the youth to carry out their future careers. The unlimited availability of knowledge regarding the real career paths and the needs of labor market has nowadays become necessary. The consistency of vocational education with economic life and its role in management processes performed by self-government bodies justifies undertaking research on it at the local level. Researching these relations will allow me to formulate conclusions about the effectiveness of career counseling and its impact on the local labor market. The article was based on the literature on the subject, the analysis of the UN and EU legal regulations, strategic government and local government programs and statistical data.

تهدف الدراسة الحالية إلى التعرف على دور الإرشاد الوظيفي في دمج خريجي الجامعات الفلسطينية في سوق العمل، من خلال دراسة حالة مركز الإرشاد الوظيفي التابع للكلية الجامعية للعلوم التطبيقية بغزة، وتمثل مجتمع الدراسة في المستفيدين من خدمات المركز والمشاركين في(البرامج التدريبية، وورش العمل الإرشادية، وأيام التوظيف، ومعارض مشاريع الخريجين الإبداعية(، والبالغ عددهم (4423) مستفيد، وتم استخدام طريقة العينة العشوائية حيث بلغ عدد الاستبانات الموزعة (400) استبانة على مجتمع الدراسة، وكان عدد الاستبانات المستردة (356) استبانة بنسبة (89%)، واستخدم الباحثان المنهج الوصفي التحليلي والاستبانة كأداة للدراسة، وكذلك برنامج (SPSS) الإحصائي لتحليل البيانات واختبار صحة الفرضيات وللإجابة عن تساؤلات الدراسة. أظهرت نتائج الدراسة وجود علاقة بين الإرشاد الوظيفي والمتمثل بالخدمات المقدمة للخريجين من حيث (البرامج التدريبية، وورش العمل الإرشادية، وأيام التوظيف، ومعارض مشاريع الخريجين الإبداعية) وبين دمج خريجي الجامعات الفلسطينية في سوق العمل، بالإضافة لوجود أثر للإرشاد الوظيفي في دمج خريجي الجامعات الفلسطينية في سوق العمل، وقد بينت نتائج الدراسة أن خدمات الإرشاد الوظيفي المؤثرة على المتغير التابع “دمج خريجي الجامعات الفلسطينية في سوق العمل” هي (البرامج التدريبية، وأيام التوظيف، ومعارض مشاريع الخريجين الإبداعية)، أما ورش العمل الإرشادية فقد تبين أنّ تأثيرها ضعيف. وفي ضوء تلك النتائج خلصت الدراسة إلى عدة توصيات أهمها ضرورة تطوير مركز الإرشاد الوظيفي للخدمات المقدمة للخريجين بما يراعي الاحتياجات الفعلية لهم، ويساهم في رفع كفاءتهم وتعزيز فرص منافستهم في سوق العمل، وخاصة البرامج التدريبية بمجال المهارات الحاسوبية ومهارات اللغة الإنجليزية، وورش العمل الإرشادية المختصة بمجال رسم المسار المهني للخريجين. This study aimed at identifying the role of career counseling in the integration of Palestinian university graduates in the labor market. The Job Advisory Center at University College of Applied Sciences in Gaza has been taken as a case study. The study population included the beneficiaries of the services offered by the Center, and participants in its training programs, counseling workshops, recruitment days, and graduation projects exhibits. Those were 4423 participants. The study used the random sample method. The number of questionnaires distributed was 400 questionnaire forms. The number of questionnaires retrieved was356, with a return rate of 89%. The study adopted the descriptive analytical approach, and the questionnaire as a tool. The study used SPSS program for statistical data analysis and hypotheses testing, and to answer the questions of the study. The results of the study showed that there is a relationship between career counseling through the services offered to graduates in terms of training programs, counseling workshops, recruitment days, and creative graduation projects exhibits, and the integration of graduates of Palestinian universities into the labor market. There is also an impact of career counseling and the integration of graduates of Palestinian universities into the labor market. Results of the study also showed that the career counseling services that influence the dependent variable of “integration of graduates of Palestinian universities in the labor market” are training programs, recruitment days and exhibitions of creative graduates’ projects. The study found that there is an insignificant role of the counseling workshops in this regard. In light of these results, the study reached a set of recommendations. Most importantly, the study recommends the development of the services offered by the Job Advisory center to take into consideration the actual needs of graduates, and contribute to raising their competency and improving their chances of competition in the labor market. Development of training programs in computer skills and English language skills and counseling workshops in the field of career track construction are more essential in this regard.


The article is devoted to the goals of sustainable development aimed at achieving economic growth in the world, creating conditions for stimulating the economy in order to expand the boundaries of business activity of young people, achieve the principles of competitiveness and the demand for specialists in the labor market. It is proved that the favorable criteria for economic achievements are the level of education of the population, its mobile susceptibility to critical thinking and self-motivation. Attention is focused on the key importance of education necessary for sustainable development, ensuring the formation of citizens' knowledge, skills, attitudes and values for their active participation in social and economic life.

Professional counseling for students plays an important role and support for students in the transition process from education to the labor market. However, in order to be effective, the content of consultancy services should be adapted to the real needs of students (often resulting from transformations in the education and work market). This study indicates selected challenges faced by contemporary students (future graduates) in the context of the dynamics of the labor market development but also adaptation to permanent changes in this market.

Objective: The process by which students decide to stay in college has been primarily based on models that are independent of geographic context. This article describes the local labor market in which community college students are situated and discusses the multiple and complex ways these labor markets impact student decisions to persist and graduate. Method: Using institutional data and U.S. Census Data for 2010, this article argues that the process students use to decide to enroll and persist in community college needs to account for geographic context. Applying ArcGIS mapping, we layout students’ location, local labor market data, and the educational attainment data of a Houston area community college to map the geography of opportunity for these students. Results: The geography of opportunity signifies the educational or occupational opportunities afforded to individuals that are influenced by geography. Conclusion: Our findings suggest that research addressing persistence would benefit from acknowledging the geographic context of the higher education institution.

Abstract This article studies the role of employer behavior in generating “negative duration dependence”—the adverse effect of a longer unemployment spell—by sending fictitious résumés to real job postings in 100 U.S. cities. Our results indicate that the likelihood of receiving a callback for an interview significantly decreases with the length of a worker’s unemployment spell, with the majority of this decline occurring during the first eight months. We explore how this effect varies with local labor market conditions and find that duration dependence is stronger when the local labor market is tighter. This result is consistent with the prediction of a broad class of screening models in which employers use the unemployment spell length as a signal of unobserved productivity and recognize that this signal is less informative in weak labor markets.

South Africa has very high unemployment, yet few adults work informally in small firms. This paper tests whether centralized bargaining, by which unionized large firms extend arbitration agreements to nonunionized smaller firms, contributes to this problem. While local labor market characteristics influence the location of these agreements, their coverage is spatially discontinuous, allowing identification by spatial regression discontinuity. Centralized bargaining agreements are found to decrease employment in an industry by 8–13 percent, with losses concentrated among small firms. These effects are not explained by resettlement to uncovered areas, and are robust to a wide variety of controls for unobserved heterogeneity. (JEL J52, K31, L25, O14, O15)

Creativity can be considered a key resource in human development, education and adaptation. It is often defined as the ability to generate novel productions (ideas or work) that are valuable in their context and are also frequently surprising. In the context of the 21st century skills movement, creativity is systematically cited as a life skill, together with critical thinking, collaboration and communication skills. In this article, we explore the role of creativity in vocational guidance and suggest how it may be further integrated into discussions of career counselling. The article first offers a collection of perspectives from the French guidance counselling literature, educational guidance and training perspectives. This material illustrates the pivotally important modern expansion of the field’s mission from helping students making career choices to that of providing individuals of all kinds with the skills and perspective necessary to begin the lifelong process of building their own ‘life project’. In this expanded vision of career counselling, we argue that the understanding and development of an individuals’ creativity becomes even more centrally important.

The article presents counselling as an activity that supports socialisation processes. Lifelong career counselling helps young people prepare for vocational and life-related roles and aims to assist an individual in developing competencies one needs to function effectively on the labor market. One of such competencies is professional mobility, which is a typical marker of contemporary biographies called boundaryless career.

Improving gender equality in decision-making is a very important issue in a country's economic development. The main purpose of the research is to analyze the level of central level decision making and the alignment of the labor market at Kosovo level on gender basis. Also, this paper presents a theoretical focus on the role of decision making for a better service and the possible management of gender equality counseling programs in the economic, political and social spheres. Kosovo continues to face challenges as well as a marked disparity in women's disadvantage in regards to managing the gender-based decision-making process at both the central and the local level. Although there are laws that stimulate gender equality, the position of women in decision-making in public life in terms of contributing to economic, political and social development endeavors are lacking their increase in participation and decision-making at both central and local levels.
