In mid-2017, the International Institute of Innovation "Science - Education - Development" in Warsaw published a book entitled "Legal and social aspects of cyber security", written by Sylwia Gwoździewicz and Krzysztof Tomaszycki. This book describes the key issues of cyber security in the context of the aspects of the adjusted legal norms and social determinants of this issue. In this book, the authors indicate that innovations in information technologies permanently determine the tendencies to provide and create various cyber security frameworks. The content of the book shows that with the development of technology, national legal norms should be gradually adapted to international regulations, and in particular to EU law in the area of combating cybercrime and ensuring an adequate level of cyber security. The process of providing information via the Internet and the development of electronic banking generates many threats related to the crime of theft of secret data, interception of confidential information by cybercriminals and impersonation of funds in online banking systems. Therefore, individual entities, including institutions of the financial, public and business sectors, should constantly improve the security systems for remote access to information and transactions carried out via the Internet.

The article is devoted to the study of cyber security problems in the Smart Cities system. The development of the IT industry has led to the introduction of new technologies into our lives. One of these technologies is the Internet of Things technology. The application of IoT technology has increased in recent years. One of the most important areas in which Internet of Things technology is applied is the Smart Cities system. The main difference between smart cities and other cities is that their components are connected to each other via the Internet. All these smart devices create a smart city system in general. One of the biggest and most important problems in many areas where the Internet is used is security. The article looks at possible security problems in the system of smart cities and solutions to ensure cyber security. The relevance of the article lies in the fact that it contains answers to the most pressing issues related to ensuring users’ safety in the Internet space. The article contains an analysis of the problems of legal regulation of relations in the digital environment, measures to counter modern threats to cyber security. Purpose: to analyze the main theoretical positions on the specifics of legal regulation of Internet relations, development of doctrinal approaches to the legal impact on the Internet space. Methods: the author uses the method of formal legal analysis, the method of interpreting legal norms, describing and interpreting scientific doctrines. General scientific methods such as methods of dialectics, comparison, and formal logic are used. Results: based on the results of the study, it is concluded that the potential of the current legal regulation is clearly insufficient to counter cyber security threats. On the ground of a synergistic approach, the interdisciplinary aspects of the stated problems are considered. It is concluded that digitalization processes in some sense «control» the legal matter, motivating the law enforcement officer to a more flexible interpretation of legal norms in order to ensure their operation in the digital environment. One of the ways to overcome methodological problems of law in the digital age is the implementation of an interdisciplinary approach, which, due to the synergy of cognitive potentials of scientific disciplines, is able to enhance the effect of the impact of law, and will allow overcoming negative processes in the digital environment.

В данной работе обсуждаются фундаментальные вопросы разработки программ магистратуры в области Интернета вещей (Internet of Things — IoT). Мы кратко сравниваем предложения Сколтеха и Стэнфорда и утверждаем, что наиболее гибкое решение достигается посредством вводного блока и четырех параллельных потоков учебных курсов: обработка сигналов и управление, обучение машин и искусственный интеллект (ИИ), программирование и схемотехника платформ с применением микроконтроллеров, и, наконец, сети и кибербезопасность. Вводный блок предполагается оснастить достаточным количеством предметов по выбору, чтобы поступающие выпускники бакалавриата из областей прикладной математики, информационных технологий и электроники/телекоммуникаций могли приобрести необходимые знания для освоения потоковых курсов. Мы утверждаем, что еще одним необходимым отличием программы IoT должен явиться междисциплинарный групповой дипломный проект значительного объема, также основанный на потоковых курсах. This paper discusses the fundamentals of postgraduate curriculum development for the area of the Internet of Things (IoT). We provide a brief contrasting analysis of Skoltech and Stanford Masters programs and argue that the most flexible way forward is via the introduction of a leveling-off, elective introductory stage, and four parallel course streams: signal processing and control; Artificial Intelligence (AI), and machine learning; microcontroller systems design; and networks and cyber security. The leveling-off stage is meant to provide sufficient electives for graduates of applied math, Information Technologies (IT), or electronics/telecom degrees to learn the necessary fundamentals for the stream modules. We argue that another distinguishing feature of an IoT masters program is a large project drawing on the stream modules and requiring a multidisciplinary, team development effort.

Ensuring openness and publicity of legal proceedings is one of the most important tasks facing the judicial system. At the same time, the development of modern information technologies requires improving mechanisms for informing about the results of the consideration of cases, including through the publication of texts of judicial acts on the Internet. As part of the study, the effectiveness of existing legislation in this area was analyzed. The author concluded that it is necessary to reduce the time for the placement of texts of judicial acts adopted by the courts in civil and administrative court proceedings. In addition, this article proposes changes to existing legal norms in terms of reducing and specifying cases in which a judicial act cannot be posted on the Internet or is not fully posted.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

The article substantiates the need to use Internet monitoring as a priority source of information in countering extremism. Various approaches to understanding the defi nition of the category of «operational search», «law enforcement» monitoring of the Internet are analysed, the theoretical development of the implementation of this category in the science of operational search is investigated. The goals and subjects of law enforcement monitoring are identifi ed. The main attention is paid to the legal basis for the use of Internet monitoring in the detection and investigation of extremist crimes. In the course of the study hermeneutic, formal-logical, logical-legal and comparative-legal methods were employed, which were used both individually and collectively in the analysis of legal norms, achievements of science and practice, and development of proposals to refi ne the conduct of operational-search measures on the Internet when solving extremist crimes. The author’s defi nition of «operational-search monitoring» of the Internet is provided. Proposals have been made to improve the activities of police units when conducting monitoring of the Internet in the context of the search for relevant information to the disclosure and investigation of crimes of that category.

The paper considers computer piracy as a global problem. One of the significant phenomena that gave way to piracy was the development of information technologies. If earlier the result of piracy could be observed only in printed publications, now it is gaining momentum in information networks, namely the Internet.

Internet jurisdiction has emerged as one of the greatest and most urgent challenges online, severely affecting areas as diverse as e-commerce, data privacy, law enforcement, content take-downs, cloud computing, e-health, Cyber security, intellectual property, freedom of speech, and Cyberwar. In this innovative book, Professor Svantesson presents a vision for a new approach to Internet jurisdiction––for both private international law and public international law––based on sixteen years of research dedicated specifically to the topic. The book demonstrates that our current paradigm remains attached to a territorial thinking that is out of sync with our modern world, especially, but not only, online. Having made the claim that our adherence to the territoriality principle is based more on habit than on any clear and universally accepted legal principles, Professor Svantesson advances a new jurisprudential framework for how we approach jurisdiction. He also proposes several other reform initiatives such as the concept of ‘investigative jurisdiction’ and an approach to geo-blocking, aimed at equipping us to solve the Internet jurisdiction puzzle.
