Since January 2017 the Lithuanian-Polish-Ukrainian brigade (LITPOLUKRBRIG) is fully operational to influence and shape not only regional security but also international peace out of Europe. Its development potential can contribute to support Ukraine in its current military reform as well as in an accession process to NATO. It can positively impact military competencies, capabilities, and capacities of all founding nations and contribute to a stronger regional identity based on common values, interests, experiences and threats perceptions either. Now is the time for the founding nations to decide whether to keep a status quo of the brigade or to further build its “trademark” upon its strengths and competencies. If they choose the second option, the Brigade has to become more visible and active in the security sphere which leads to the necessity to demonstrate its effectiveness and utility in practice. The purpose of this article is to answer the questions: where is the development potential of the Lithuanian-Polish-Ukrainian Brigade and how it can be used in the context of strengthening both tripartite cooperation and security in the region. In the introduction, the author collides different perspectives on the future of LITPOLUKRBRIG. In the first part, he argues that the brigade can help Ukraine to join the Euro-Atlantic family. In the second part, he justifies that the brigade can have a positive impact on military capabilities development and the interoperability of the armed forces of all founding states. In the third part, he justifies that the brigade has the potential to shape regional security. In the fourth part, he argues that LITPOLUKRBRIG can contribute to building a stronger regional identity and tripartite cooperation based on common values, interests, experiences and common threat’s perception.

ABSTRACT Background Medication-assisted treatment has been shown to be effective in treating opioid use disorder among both older adults and veterans of U.S. Armed Forces. However, limited evidence exists on MAT’s differential effect on treatment completion across age groups. This study aims to ascertain the role of MAT and age in treatment completion among veterans seeking treatment in non–Department of Veterans Affairs healthcare facilities for opioid use disorder. Methods We used the Treatment Episode Data Set—Discharges (TEDS-D; 2006-2017) to examine trends in treatment and MAT usage over time and TEDS-2017 to determine the role of age and MAT in treatment completion. We examined a subset of those who self-identified as veterans and who sought treatment for an opioid use disorder. Results Veterans presented in treatment more often as heroin users than prescription opioid users, and older veterans were more likely to get MAT than younger veterans. We found that before propensity score matching, MAT initially appeared to be associated with a lower likelihood of treatment completion in inpatient ($\beta $ = −1.47, 95% CI −1.56 to −1.39) and outpatient ($\beta $ = −1.40, 95% CI −2.21 to −0.58) settings, and age (50+ years) appeared to mediate the effect of MAT on treatment completion ($\beta $ = −0.54, 95% CI −0.87 to −0.21). After matching, older veterans were more likely to complete substance use disorder treatment ($\beta $ = 0.21, 95% CI 0.01-0.42), while age no longer mediated the effect of MAT, and MAT had a significant positive impact on treatment completion in detox settings ($\beta $ = 1.36, 95% CI 1.15-1.50) and inpatient settings ($\beta $ = 1.54, 95% CI 1.37 -1.71). Conclusion The results show that age plays an important role in outpatient treatment completion, while MAT plays an important role in inpatient treatment completion. Implications for veterans are discussed.

European Union towards Western Balkans in the Context of Migration Crisis 2015‑2019 The aim of the article is to analyse the actions taken by the European Union towards the Western Balkans in the context of the migration crisis. The study assumes that the migration crisis was an important factor accelerating the accession process of the Western Balkan countries to the European Union. In order to fulfil the research goal, an analysis of sources (European Union documents) was conducted. The paper uses elements of the theory of the regional security complex as a theoretical framework. Firstly, the activities of the European Union before the migration crisis are discussed. Next, the paper focuses on presenting the course of the crisis on the Western Balkan route. The further part of the study discusses the actions taken by the EU towards the countries of the Western Balkans in response to the migration crisis.

With its advantages of low cost and high efficiency, e-commerce is not only favored by ordinary consumers, but also effectively promotes SMEs to find business opportunities and win the market. This article starts with the development scale of China’s e-commerce industry and the status quo of export trade, and measures the overall index of China’s e-commerce industry development level from 2008 to 2018 through empirical methods to analyze its impact on China’s export trade. The results show that the development level of the e-commerce industry has a significant positive impact on China’s export trade. Finally, it analyzes the existing problems in the development of China’s e-commerce industry.

It is critically important to synthesize the life-cycle assessment (LCA) and construction waste content, especially in term in recycling of construction waste resources[1] and optimizing critria in the lifecycle evaluation. That is, the development of construction waste resources is entitled to be boosted, as same as criteria and elements in periodic evaluation concentrating on the module of construction waste. This paper analyzes the disadvantages of construction waste and potential promotion in each stage, which is of great significance for improving the evaluation system and management of construction waste.

Subject Moldova's armed forces. Significance Russia's military build-up in Crimea and other parts of the continent, combined with its intervention in Syria, continue to alarm nations in Eastern Europe. With Moscow maintaining a military contingent in Transnistria and its growing military presence regionally, Moldova's armed forces and their relations with NATO will come under greater focus. However, Moldova's financial plight will make military reform and boosting defence spending difficult. Impacts The banking scandal that has rocked the political scene will push defence reform lower down the political agenda. A more militarily capable Moldova would be a useful partner for Ukraine in the future. Moldova may be invited to participate in more NATO exercises to enhance capacity-building measures.

Maintenance of armaments and military equipment, implementation of a set of measures to maintain armaments and military equipment in working order are related to the need to solve the problem of ensuring the specified indicators of their efficiency, especially samples with long service life. Given the current state of the domestic armaments and military equipment park, it is important to study the experience of NATO member states in implementing adaptive maintenance and repair strategies, including maintenance and repair strategies. The aim of the article is to analyze the current state of use of adaptive strategies for maintenance and repair of weapons and military equipment in the world's leading countries with further substantiation based on its recommendations for their practical implementation during the organization of their operation in the Air Force of Ukraine. According to the results of research, a positive impact of the application of maintenance and repair strategy, including by solving the problem of minimizing the cost of operation of weapons and military equipment. As a result, substantiated and proposed the necessary conditions for the application of the strategy of their maintenance and repair, which are in service with the Armed Forces of Ukraine in technical condition, the implementation of which as an alternative to the use of service life (resource) of relevant samples control of the limit condition or the need for maintenance and repair of the product, which are accepted as a result of continuous (periodic) control of the parameters that determine the technical condition.

Abstract The Republic of Slovenia has been a NATO member for 15 years. Its NATO membership has significantly contributed to the quality development of the Slovenian Armed Forces (SAF), which has made a contribution to international security by taking part in international operations and missions. Before and after joining NATO, the SAF has adapted and transformed in view of the newly created settings and security challenges in a way to respond to them effectively. It has participated in and organized multinational military exercises, and has been operating within NATO representations, commands and units. NATO's deterrence posture strengthens the Alliance and requires an effective response to new sources of threat. The security environment is changing rapidly with hybrid and cyber threats becoming increasingly dangerous. NATO's long-term adaptation process requires members to respond to all potential sources of threat with a 360-degree approach. The Republic of Slovenia is also actively involved in the Smart Defence project, the Connected Forces Initiative and the Framework Nations Concept. The years-long decline in the defence budget has been reversed, which can, in the upcoming years, have a positive impact on the development of military capabilities for national needs and for the needs of the Alliance. For the Republic of Slovenia, NATO membership is still the most effective and rational solution to ensure its national security; however, the nation should lend solidarity by taking its share of the burden. A recente constituição do Conselho de Defesa Sul-Americano (CDS) proporcionou novos temas de estudo para pesquisadores da área de Segurança e Defesa. Tornou-se mister apreender de que forma os países da região buscam constituir-se como região e quais as implicações de uma identidade regional em Defesa, como propõem os documentos de fundação do CDS. Dessa forma, buscaremos analisar os documentos oficiais emitidos pelo CDS e, com o auxílio de instrumental teórico construtivista das Relações Internacionais, compará-los à narrativa proposta pelo ministro de Estado da Defesa brasileiro, Celso Amorim. A narrativa a a ser compreendida leva em conta os três principais documentos sobre Defesa no Brasil, tais quais a Política Nacional de Defesa (2005), a Estratégia Nacional de Defesa (2008) e o Livro Branco de Defesa Nacional (2012), além de discursos relacionados à temática e disponíveis no sítio eletrônico do Ministério da Defesa brasileiro. Inicialmente, faremos uma apreciação teórica acerca dos estudos de Segurança e Defesa, apresentando conceitos e definições – em especial no que diz respeito à construção de ameaças no nível regional. Abordaremos, sinteticamente, ideias de autores como Karl Deutsch (1957), Adler e Barnett (1998), e Alex Bellamy (2004). Além disso, será importante resgatar o que propõe Robert Walker (1993) quanto às construções identitárias serem baseadas nos limites entre o interno/externo, em alusão não apenas à noção de fronteira mas ainda às separações identitárias construídas nesse ínterim.Palavras-chave: América do Sul; Conselho de Defesa Sul-Americano; Identidade. Abstract: We seek to understand how the discourse of security and regional defense is employed by the former Brazilian Minister of Defense, Celso Amorim, is his official speeches, and the main documents published by the Ministry. It is our objective to establish the connections, similarities and diferences regarding the narratives about what seeks to constructo itself as a regional identity and the threats to this entity phisically and simbolically speaking. In this sense, we first theorically conceptualize the most importante terms and discussions to be presented afterwards – especially what regards to the ontological and epistemological positioning of the theories. We briefly discuss about the security communitiees and the role of the regionalization in the construction of identities and threats, and, with all that set, seek to understand how Brazil constructs itself as an actor to what the state understand that is inside and outside.Key-words: South America; Ministry of Defense; Regional Security; Identity.DOI: 10.20424/2237-7743/bjir.v4n1p92-110
