Strategy for solving social problems as a tool for managing the development of the social assistance system in a county. Theoretical and methodological aspects

The obligation to develop a county (powiat) strategy for solving social problems results from the provisions of the Act of March 12, 2004 on social assistance. This article presents the role of this strategy in the process of reducing social problems: unemployment, poverty, homelessness, addictions, problems of the elderly and disabled, orphans, etc. It indicates the role of social participation in the process of developing the strategy and implementing its objectives. The cooperation of local authorities, social assistance units, NGOs and many other institutions remains a basic condition for the effective implementation of the strategy.

The article is the result of a complex research activity. The starting point was to make a diagnosis of the Iasi community on the needs of social assistance. The interest of local authorities is to ensure optimal conditions for the provision of quality social services, leading to an improvement in the quality of life of people at social risk. This article makes a complex assessment of the social problems faced by the local community in Iasi, using the analysis of documents, questionnaires and focus groups. The special contribution is given by the development strategy of the resulting local social assistance system, with emphasis on the category of elderly beneficiaries.

One of the goals of modern states is to strive for continuous economic development and ensure a high standard of living for their citizens. Social problems of too high intensity, existing in individual countries, may constitute a barrier to achieving this goal. One of the acute social problems in every country in the world is the phenomenon of poverty. The European Union and its member states undertake many measures to reduce poverty. One such activity was the creation of the Fund for European Aid to the Most Deprived (FEAD), which aims to help the poorest by providing food. The program aimed to complement the policy of public authorities in the Member States and to supplement the existing forms of support in the social welfare system. In Poland, the implementation of FEAD has been planned for the years 2014-2020, and this program was a visible manifestation of European solidarity and significant support for the social assistance system. The article aims to identify the level of support that Poland received in 2014-2019 from the European Union under the Fund for European Aid to the Most Deprived (FEAD) and to identify trends and problems in the distribution of food products to the poorest people. The analyzes show that in 2014-2019 Poland received support from EU-FEAD of EUR 416.9 million, which allowed for the provision of almost 299 thousand. tons of food for the poorest. In 2019, as much as 76% of the total food provided to the poor was financed from European funds. In the period 2014-2019, there is a noticeable trend in Poland consisting in increasing the share of food aid from the EU for Poland for the purchase of food for the poorest. This is worrying as the end of the EU-funded FEAD program may result in a significant decrease in the number of poor people receiving support in the form of food aid in Poland. One of the main problems in the distribution of food was the insufficiently developed network of food distribution organizations and the presence of municipalities not covered by the food aid program.

The article deals with methodological aspects of the development of ecological culture of schoolchildren in a multicultural educational environment. The authors identify two acute problems in modern society – multiculturalism and ecology. The Russian Federation is a multicultural country. Multicultural education is aimed at preserving the diversity of Russian society, carries the potential and tool for protecting ethnic and national communities in a multi-ethnic Russia, promotes the integration of all territorial-economic, political and national-cultural communities into a single Russian nation, allows a person to adapt to a multicultural world, helps a person understand himself and the people around him and promote the social role of a cultural person in society. The authors consider the relationship between multiculturalism and ethnopedagogy, identify the main pedagogical approaches and principles of development of multicultural education. The article notes the importance of integration of two significant areas in education and in the world - ethnology and ecology. Together they make an ethno-cultural module and an eco-cultural module which form the values for the society sustainable development. The possibility of using the technology of project activity through the implementation of ethno-ecological projects of students is considered. The authors note that ethnoecological projects on the dominant activity of students can be of different directions: research, educational, creative or practical ones. The most effective way to work on projects is through the implementation of a system of eco-oriented multicultural project weeks. Authors pay an important attention to the projects aimed at studying the ethnoecological traditions of the native land, the peculiarities of its geography, climate, natural landscape, flora and fauna, reflected in folklore, folk crafts, cults, rituals, holidays, legends, myths, etc.

This article explores migrant young people’s engagement, participation and involvement in socially meaningful activities, events and experiences. This type of social participation is approached in the social inclusion literature using the notions of social capital and active citizenship (Bourdieu, 1986; Coleman, 1988; Putnam, 1993; Putnam, 2000). A key objective, therefore, is to explore the attitudes, values and perceptions associated with social participation for young people. They include the meanings that social engagement has for migrant young people, along with drivers and inhibitions to active participation. The article focuses on both the motives for being actively engaged as well as perceived barriers to social engagement. It is based on a large study conducted among migrant young people of African, Arabic-speaking and Pacific Islander backgrounds in Melbourne and Brisbane, and presents both quantitative and qualitative (discursive) snapshots from the overall findings, based on interviews and focus groups. While many studies have centred on the management of migration and migrants, this article draws attention to the individuals’ active position in negotiating, interpreting and appropriating the conditions of social inclusion. Accounting for the multidimensional and multilayered nature of social inclusion, the paper highlights the heuristic role of social engagement in fostering the feelings of belonging and personal growth for migrant youth.

Increasingly, policymakers assume that informal networks will provide care for frail older people. While the literature has mainly discussed the role of the family, broader social networks are also considered to be important. However, these social networks can diminish in later life. This systematic review investigates whether the social environment increases the risk of frailty or helps to prevent it. Findings from 15 original studies were classified using five different factors, which denoted five dimensions of the social environment: (a) social networks, (b) social support, (c) social participation, (d) subjective neighborhood experience, and (e) socioeconomic neighborhood characteristics. The discussion highlights that the social environment and frailty are indeed related, and how the neighborhood dimensions and social participation had more consistent results than social support and social networks. Conclusively, recommendations are formulated to contemplate all dimensions of the social environment for further research examining frailty and community care.

the article presents the results of the author’s research carried out within the framework of the scientific project “Transforming the social well-being of war veterans in the context of Russian transformations at the regional level”, analyzing the social well-being of older people during the period of the introduction of the forced self-isolation regime due to the danger of the spread of coronavirus infection. The role of state and public social organizations in mitigating the consequences of forced self-isolation of older people is revealed.

This chapter argues that local authorities can and should use their purchasing power strategically to address the social determinants of health that affect their local area. It examines commissioning and procurement as local authority functions, defining these concepts and exploring the conceptual confusion between the two. The chapter then looks at the evidence of current practice of local authorities (with a particular focus on local authorities in the UK) in strategic use of their purchasing power. Core to the argument is the role of local voluntary organisations and small and medium-sized enterprises (SMEs), so there is a particular focus on the commissioning experience of these types of organisations. Finally, the chapter makes the case for the role that voluntary sector organisations can play in addressing social determinants of health, before drawing some broad conclusions about the way forward.

Purpose The participation of society is a valuable aspect of the governability of cities, for it strengthens the citizens’ collaborative component. Such participation, which is seen as social, is considered an essential element for the design of a smart city. This study aims to identify the factors that contribute to social participation in the definition of budgetary instruments’ planning. Design/methodology/approach Concerning the methodological instruments, this study is characterised by a quantitative and descriptive approach and uses a multivariate data analysis with a sample of 235 respondents. Findings The study’s findings identified a framework that portrays elements that collaborate with the social participation in the definition of the public administration’s budgetary instruments, which are considered as elements that are able to develop the role of the popular participation and are characterised by the definition of a smart city by enabling more assertiveness in society’s needs. Practical implications Identification of a framework that brings out elements that are able to develop the popular participation in the definition of budgetary instruments. Then, one scale of elements that contribute to social participation in the definition of the public administration’s budgetary instruments theoretically represented and statistically validated, thus contributing to the continuity of studies on social participation. Social implications Through studies on social participation in budgetary planning, it is possible to guarantee a better allocation of public resources through intelligent governability. Originality/value The research can bring theoretical elements about social participation in the definition of budget instruments for a statistical convergence through the perception of the sample.

AbstractAcademic careers in French science during the mid-nineteenth century were made within the Université de France, an integrated state system of secondary and higher education controlled by a centralized Parisian educational administration. Among the most respected members of thecorps universitairewere Charles d'Almeida and Pierre Bertin, two historically obscurephysicienswhose significance derives from their substantial contributions to the social organization, teaching and communication of French experimental physics. This two-part comparative biography uses their entwined careers to make a case for the emergence of a discipline of French experimental physics from the corps during the tumultuous politico-cultural transition from the Second Empire to the Third Republic. Of fundamental importance are disciplinary regimes of teaching and inspection within the corps, the foundation of the Société française de physique and theJournal de physique, and the diversification of the traditional pedagogical role of the Ecole normale supérieure, which, from around 1860, began to offer a career pathway for aspiring scientific researchers. Having established in this paper the socio-institutional mechanisms for the stabilization of a distinct field, in part two I characterize the epistemological–methodological aspects of French experimental physics.
