The two subsystems in the state defense system that make up the civil defense system and the crisis management system have specific tasks to fulfill. The two organizational structures, guided by their systemic approach, remain independent of each other, even though they share the same decision-making bodies, executive or executive bodies, subsidiary bodies, and executive entities. Inappropriate perception of them – even by decision-makers – leads to organizational irregularities, a lack of understanding of the responsibilities of the bodies and actors of these systems. It is also a source of misregulation in this area. A systemic perspective may require an appropriate approach and the development of new solutions to improve the process of activity in this area.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

A number of scholars and media in South Korea have recently raised questions regarding the necessity of a "government administrative control tower" (GACT) for dealing with crises. This paper aims to conceptualize GACT as a crisis management system and suggests administrative methods for improving this model by examining issues raised by its operation. Since the control tower is critical in times of crisis, this paper limits its focus to the role of GACT as a crisis management control tower. In crisis, an on-site control tower focuses especially on prevention, and on-site response and management must be synchronized with a higher-level administrative decision making control tower for the system to operate properly. While a fully authorized on-site control tower should serve as the central agent, a higher-level administrative decision making control tower should mobilize additional organizations and resources to support on-site capability. The operating principle for the latter should be to create an environment in which heterogeneous parties work together to make decisions about what to do rather than the president or the prime minister directly making orders and taking control.

Abstract Article illustrates the state of the work conducted at the Faculty of Management Warsaw University of Technology on the issue of modeling hierarchical decision-making problems in the context of administrative and infrastructural conditions of the various forms of public safety. The aim is to develop a universal methodology of conduct for the management needs of the public administration, whose powers are focused on maintaining the continuity of the critical infrastructure of the State. The key issues covered by the article are: modeling of hierarchical issues and decision-making processes in the multi-layered organizational structures; harmonization of scales significance of decisionmaking areas with significance weights of elementary decisions in these decision areas; and a priori contradictions of elementary decisions from different decision areas and value assessments of taken problem decisions.

Mindfulness in decision makers has important implications for public leadership. A more nuanced understanding of mindfulness emerges from our grounded research into three national-level crises in the emerging interactive information environment, faced by the Indian government, wherein, the media, stakeholders and the interactive information environment combined to bring the visibility factor to fore, influencing significant aspects of individual, group, organisational and societal sensemaking, framing, cognition, and behavioural responses, amidst ongoing interactions. The research led to identification of a micro-level framework, comprising the antecedents and consequents of the occurrence of “heightened mindfulness” in decision makers in the emerging interactive information environment; leading to a better understanding of the process of influence of the ongoing interactions in the emerging information environment on decision making and crisis management. This “heightened mindfulness” in decision makers and its influence on crisis decision making, in turn, are particularly significant because of their wider organisational and societal implications. The research findings and the proposed framework of crisis decision making have important implications for governments and public leadership in their decision making effectiveness during similar crises.<br>

The paper presents the place of the mines rescue service in the structures of the crisis management system in Poland. The mines rescue service as one of several entities of the rescue system in Poland focuses on helping injured miners and other people trapped underground. The paper mentions existing legal regulations concerning the mines rescue service and other emergency services. An important piece of legislation for members of mines rescue teams, is the ordinance of the Minister of Energy of 16 March 2017 which introduces a number of revolutionary changes such as obligation to deliver qualified first aid and on-the-spot psychological support. In this way the mines rescue service has become more utilitarian and more universal and therefore may be efficiently used for operations in more general crisis situations and even better contribute to the smooth functioning of the state.

State defense is a concept closely related with National Defense System. Indonesian National Defense System bears following specific characteristics; universal, and involving all citizens, territories and other national resources. Meanwhile, corruption is the opposite of the nation's core values, which is against the national interest and the spirit of the nation, and does not stand in accordance with the noble values of Indonesia. Thus, corruption is a threat to the defense and security of our country. Corrupt behavior is a form of action against efforts to defend the state. The state defense program will emphasize the dissemination of the values of nationalism and love for the country. It is expected that the values instilled in the state defense program can prevent a culture of corruption from spreading to all members of society. Leadership is a series of leadership activities that cannot be separated from the position, style and behavior of the leader, as well as the interactions between the leader and their followers, in regards with the situation. UPN Veteran, which is a State Defense university, has met the aspects of consideration to become a PTN (public university) announced by the Ministry of Education and Culture. Of the three considerations of the conversion process from PTS to PTN, UPN Veteran has fulfilled two considerations, namely historical considerations and a special mission, by which UPN Veteran Jakarta has presented something novel that cannot be fulfilled by other public universities, namely as a State Defense university. The existence and progress of UPN Veteran Jakarta in the perspective of national character education is a necessity to be able to answer our various problems in society, nation and state.

Previous chapters have described the state of the art in decision making support systems (DMSS). This chapter synthesizes the views of leading scientists concerning the achievements of DMSS and the future challenges and opportunities. According to the experts, DMSS will be technologically more integrated, offer broader and deeper support for decision making, and provide a much wider array of applications. In the process, new information and computer technologies will be necessitated, the decision makers’ jobs will change, and new organizational structures will emerge to meet the changes. The changes will not occur without displacements of old technologies and old work paradigms. In particular, there will be an evolution toward team-based decision making paradigms. Although the evolution can require significant investments, the organizational benefits from successful DMSS deployments can be significant and substantial. Researchers and practitioners are encouraged to collaborate in their effort to further enhance the theoretical and pragmatic developments of DMSS.

Summary The aim of this elaboration is to recognize trends in management of multiple economic entities. The attention was focused on centralized and decentralized management system. This study has a theoretical and empirical character. It is based on the literature studies and the results of researches obtained by the representatives of the scientific community over the past ten years in centralization/decentralization of management in complex economic units. In addition, there are included the latest findings concerning the discussed issue in the mining industry, made by the author of the study. The elaboration demonstrates that the flexibility of the organizational structures of multiple economic entities is diversified and depends on the type of multiple organization. The more flexible structure, the greater tendency to decentralize management. There is also an attempt to define current trends in management of multiple organizations. The study also tries to answer the following research questions: in what direction heads the management of the complex economic units, so-called multiple economic entities? whether there is a tendency for centralization or decentralization of management? whether internal subsidiaries are carrying out ever larger scope of organic functions and decision-making powers or whether it is limited for them? The elaboration ends with a resume and a bibliography.
