This study is motivated by the performance of the Department of Environment and Hygiene Services of Bandung City which has not been optimal. This is partly due to the poor services in the underground water mining sector, thus it is a current synthesis. This study aims to explore and discuss organizational performance through policies that have been implemented. The research method used was a descriptive qualitative approach, using data collection techniques of observation, interviews, and literature study. The results of the study indicate that the performance of public organizations has not been optimal due to low responsibility, responsiveness, and accountability, as well as internal constraints that occur structurally, the competence of human resources and non-human resources that are not appropriate so that it affects performance in the underground water mining sector that does not comply rule. This study concludes that the organizational structure and human resources in public organizations have not been effective and efficient so that the completion of public services is hampered.

Abstract: Construction management deals with planning, organizing, securing and managing resources to bring out the successful completion of specific engineering project goal and objectives. Assessment of productivity in construction industries includes identifying the key constraints to on site labor productivity and improvement measures.This study aims to identify the key constraints to on-site labour productivity and improvement measures. Using the descriptive survey method, views of some project managers, contractors and subcontractors in Kolhapur was canvassed via pilot interviews and questionnaire surveys at the qualitative and quantitative data gathering stages, respectively. Multi-attribute technique was used to analyse the quantitative data. Results showed that the key external constraints to on-site labour productivity comprise, in order of decreasing impact, statutory compliance, unforeseen events and wider external dynamics. The internal constraints were found to have much higher impact on onsite productivity than the external factors. In order of diminishing levels of impact, the internal constraints comprise reworks, level of skill and experience of the workforce, adequacy of method of construction, buildability issues, and inadequate supervision and coordination.The factors underlying each broad category of external and internal constraints are reported. The relative levels of impact of the identified constraints are expected to guide the project team in addressing the constraints in a cost-effective manner. AbstractThe mechanical balance equations for a body with microstructure are derived from an expansion of the general Noll’s axiom of frame-indifference that takes into account the behavior of measures of microstructural interactions. Next, we introduce perfect internal constraints and adopt an extended determinism principle to analyze the consequences of their presence. Finally, we define the class of continua with partially constrained microstructure to give a complete dynamical description for a broad family of peculiar materials such as suspensions of rigid rotating granules, pseudo-Cosserat continua and partially constrained micro-spins.

In this article, the influence of the European Union’s (EU) Green Deal on its energy relations with Russia is analyzed. Two models of resilience are identified in the EU’s discourse. One aims at achieving resilience at the level of the EU’s energy sector (the “microsystem” for the purpose of this study) while destroying the system of EU-Russia relations (the “macrosystem”). The other aims at achieving resilience in the micro- and macrosystem at the same time. Empirically, the study relies on EU documents and speeches by its national and supranational representatives. Three cases are studied. The first covers competition of two models of resilience in the principles that the EU defined for its relations with Russia. The second case involves investments that slow down the development of renewable sources of energy in favour of natural gas. This case demonstrates how resilience can be achieved as a return to the previous pattern (bouncing back). Although it can be achieved both at the EU-only level and at the level of the EU and its relations with Russia, it clearly favours the latter. The third case involves the import of hydrogen, which creates possibilities for resilience both at the microsystem alone and at the micro- and macrosystems at the same time. This latter option is achieved through adaptation to new challenges (bouncing forward). The author concludes by comparing the two models of resilience. The model that prioritizes the microsystem’s resilience and challenges the macrosystem is based on the synthesis of environmental and geopolitical logics. The other model is based on economic and market logics, but the EU’s normative leadership is a prerequisite. The EU’s discourse demonstrates the viability of both models and related governance practices. Most likely, the two models will co-exist, but their relative importance will vary over time. This variation will be primarily determined by the EU’s internal constraints. However, Russia’s policy can facilitate the model of resilience, achieved in both the micro- and macrosystem.

This study aims to determine the coordination carried out by the Gayo Lues Regency government in overcoming cannabis cultivation, and also how the obstacles that occur when implementing coordination in tackling cannabis cultivation both between one agency and another as well as between agencies and the community and to find out the efforts made by the government. (BNNK, Polri, TNI) in tackling cannabis cultivation in Gayo Lues Regency. This research uses qualitative research using descriptive method which is carried out by means of purposive sampling. Data collection techniques were carried out by interviews and documentation studies, with informants of several employees at the Gayo Lues Regency National Narcotics Agency, Gayo Lues District Police, Gayo Lues District Military Command, community leaders and communities who live in areas prone to cannabis cultivation. The results of this research indicate that the collaboration formed by the BNN Gayo Lues Regency, the Police and the Kodim 0113 Gayo Lues has been carried out as much as possible but efforts are still needed to change the mindset of the community. The coordination carried out by the government is for preventive activities carried out by the District National Narcotics Agency (BNNK) Gayo Lues, while the Police and Kodim 0113 Gayo Lues are more concerned with law enforcement. The obstacles experienced by the government in overcoming cannabis cultivation are divided into 2 (two), namely internal constraints and external constraints. Internal constraints such as the lack of personnel, the absence of technology in tackling cannabis cultivation and the distance of the cannabis fields, while the external constraints are more to the people themselves. The efforts made by each agency are different, such as the National Narcotics Agency of Gayo Lues Regency which emphasizes work programs, while for the Police and Kodim 0113 Gayo Lues strives by requesting an increase in the number of personnel and the procurement of technology to combat marijuana.

AbstrakPenelitian ini bertujuan menganalisis strategi yang dilakukan badan pengurus dalam meningkatkan kompetensi guru Pelayanan Anak dan Remaja Gereja Masehi Injili di Timor (GMIT) Benyamin Oebufu untuk memberikan arah pencapaian tujuan pelayanan serta mengantisipasi perubahan yang akan terjadi pada saat pergantian periode pelayanan. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Penelitian ini  dilaksanakan di GMIT Benyamin Oebufu Klasis Kota Kupang Timur dengan subyek  dalam penelitian ini berjumlah 5 orang yang terdiri dari badan pengurus  dan unit pembantu pelayanan. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara dan observasi dan dokumentasi. Teknik analisis data yang digunakan adalah Analysis Interactive yang terbagi menjadi 4 bagian yaitu pengumpulan data, reduksi data, penyajian data serta penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa strategi badan pengurus dalam meningkatkan kompetensi guru PAR GMIT Benyamin Oebufu adalah pembahasan materi ajar, pendalaman Alkitab, pelatihan, seminar dan studi banding. Keuntungan yang diperoleh dari peningkatan kompetensi guru PAR adalah lebih memahami firman Tuhan, kreatif dalam pengajaran, membantu persiapan pelayanan, kualitas pengajaran meningkat dan anak lebih memahami pengajaran yang disampaikan. Kendala internal dalam peningkatan kompetensi guru PAR yaitu kesulitan pembagian waktu antara pekerjaan, sekolah dengan pelayanan. Kendala eksternalnya yaitu terbatasnya biaya operasional kegiatan. AbstractThis study aims to analyze the strategies implemented by the governing body to improving the competence of the GMIT Benyamin Oebufu Child and Adolescent Service teachers to provide directions for achieving service goals and to anticipate changes that will occur at the change of service periods. This study uses a descriptive method with a qualitative approach. This research was conducted at GMIT Benyamin oebufu, Klasis East Kupang City. The subjects in this study were five people consisting of the management body and the service support unit. The data collection techniques used in this study was interviews and observation and documentation. The data analysis technique used is the Analysis Interactive which is divided into four parts, namely data collection, data reduction, data presentation and conclusion / verification. The results showed that the strategy of the governing body in increasing the competence of GMIT Benyamin Oebufu's CAS teachers was discussion of teaching materials, Bible study, training, seminars and comparative studies. The advantages obtained from increasing the competence of CAS teachers are better understanding of God's Word, creative in teaching, helping service preparation, improving the quality of teaching and children better understanding the teaching delivered. Internal constraints in increasing the competence of CAS teachers are the difficulty in dividing time between work, school and services. The external obstacle is the limited operational costs for activities.

BKKBN as an organizer of family empowerment of the government to create a program Families Economic Empowerment by forming a group container (UPPKS), which is in its implementation in the city of Padang Panjang still encountered a number of problems. The purpose of this research is to determine the level of program effectiveness (UPPKS) in empowering the poor in Padang Panjang city, here are also seen what obstacles are encountered during program implementation and what efforts can be made to overcome these obstacles. The method used in this research is mixed methods were used to measure the effectiveness of the UPPKS program using the model of evaluation CIPO by Stufflebeam, then to get deeper conclusions regarding the results of the study used qualitative methods through observation and interviews. The research findings indicate that the effectiveness program (UPPKS) for empowerment of the poor in Padang Panjang been effective with 70.55% good category. Although the implementation of the program UPPKS in accordance with existing procedures but has not been fully able to improve the welfare of its members. This can be seen with still found some constraints in implementation, obstacles encountered can be categorized into two forms of internal constraints and external constraints. Internal constraints such as: weak supervision of the program, the lack of capital coming from the government, coaching is not evenly distributed. External constraints such as: the use of aid funds is not maximized, the lack of creativity and innovation groups in finding and utilizing financial resources, delays in repayment of the loan. Efforts are made to overcome these obstacles is to involve family welfare III acted as a foster father in group, guidance, and constraints derived from program participants made efforts such as mentoring, conducting proactive system for members jammed in payments.

Supervisi akademik yang diterapkan kepala sekolah dapat efektif memberikan bantuan, membimbing dan membina guru agar mereka dapat bekerja lebih baik dalam membimbing peserta didik serta dapat memperbaiki kinerjanya dalam meningkatkan pembelajaran di sekolah dengan menggunakan pendekatan self-reflection sebagai kebaharuan (novelty) dalam supervisi akademik. Tujuan penelitian ini untuk melaporkan program, implementasi, efektivitas, kendala dan tindaklanjut supervisi akademik kepala sekolah. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus, yang dipaparkan secara deskriptif analitik. Pengumpulan data dengan wawancara, observasi, dan studi dokumen. Sumber data terdiri dari kepala sekolah, wakil kepala bidang kurikulum, dan 2 orang guru mata pelajaran di satu Madrasah Tsanawiyah di wilayah Kabupaten Sumedang, Jawa Barat. Teknik analisis data melalui reduksi data, penyajian data, penarikan kesimpulan. Uji keabsahan datanya dengan triangulasi. Hasil penelitian menunjukkan bahwa 1) pelaksanaan program supervisi akademik meliputi penentuan tujuan, pengembangan kurikulum, evaluasi perangkat pembelajaran, metode mengajar, kegiatan pembelajaran, pengembangan pengalaman belajar siswa, 2) supervisi dilakukan dengan pra-observasi, observasi, dan pasca-observasi, 3) pelaksanaan supervisi akademik di sekolah sudah efektif, 4) terdapat kendala dalam pelaksanaannya yaitu kendala internal dan eksternal, 5) tindak lanjut supervisi akademik dengan melakukan pembinaan secara langsung dan tidak langsung. Kontribusi penelitian ini adalah memberikan inspirasi bagi kepala sekolah untuk melakukan pembaharuan kegiatan supervisi akademik menggunakan pendekatan self-reflection.   Academic supervision by the principals could effectively help, guide, and build teachers to guide students and improve their performance in school learning through a self-reflection approach as a novelty in academic supervision. This research uses a qualitative approach with a descriptive-analytic method. Data collected through interviews, observation, and documentation. Participants consist of Supervisors, Principals, and deputy heads of the curriculum at the madrasah in Sumedang Regency, West Java. Data analyzed reduction, presentation, drawing conclusions, and testing the validity of the data with triangulation. The results of this study indicate that 1) The implementation of the academic supervision program in this madrasah consists of setting goals, curriculum development, learning tools evaluation, teaching methods, learning activities, and developing student learning experiences 2) supervision conducted at this madrasah through the steps of pre-observation, observation, and post-observation, 3) The implementation of academic supervision in this madrasah has been effective, 4) Obstacles to the implementation of academic supervision includes internal constraints and external constraints 5) Follow-up activity of academic supervision in this school consists of direct and indirect construction. The follow-up activity includes improving academic supervision instruments, consists of the learning process and supervision instruments construction. The research contribution is to inspire the principals for the renewal of the self-reflection approach in supervision activities.
