This article recovers the concept of "Ideology", anathematised by postmodern hegemony; here, taken out of the theoretical opprobrium in which it is found, I use it to carry out a critique of a youth-oriented community development program in the city of Barcelona. This approach should not be an exception, given that young people are so mercilessly bombarded with social programs elaborated around clearly ideological concepts such as "resilience" or "empowerment". Contrary to a certain commonplace narrative that defends the withdrawal of the state while facing the forces of the market, that process of neoliberal ideologisation is carried out not only with the acquiescence of states, but also with their active participation. The analysis of a public program such as this one shows, empirically, how governments are complicit with market forces through programs that transmit and put into practice neoliberal ideology.

ABSTRACTIn Senegal, neighbourhood football teams are more popular than teams in the national football league. The so-called navétanes teams were first created in the 1950s. Since the early 1970s, they have competed in local, regional and national neighbourhood championships. This article considers the history of these clubs and their championships by focusing on the city of Dakar and its fast-growing suburbs, Pikine and Guédiawaye. Research on the navétanes allows an exploration of the social and cultural history of the neighbourhoods from the actor-centred perspective of urban youth. The history of the navétanes reflects the complex interrelations between young people, the city and the state. The performative act of football – on and beyond the pitch, by players, fans and organizers – constitutes the neighbourhood as a social space in a context where the state fails to provide sufficient infrastructure and is often contested. The navétanes clubs and championships demonstrate how young people have experienced and imagined their neighbourhoods in different local-level ways, while at the same time interconnecting them with other social spaces, such as the ‘city’, the ‘nation’ and ‘the world’.

This comparative study focuses on how civil society structures influence youth from a Muslim background in their upward mobility and local belonging (to the neighbourhood and to the city). Under comparison are one banlieue in Paris and one barrio in Madrid, similar in terms of social precarity and yet different in their degree of ethnic and religious diversity, their connection to the city centre, the state funding they receive and their civic participation. In the case of the neighbourhood of San Cristóbal (Madrid), a lack of state investment has resulted in a diminished capacity for civil society to connect young people to new opportunities. However, their daily contact with the city centre, the ethnic diversity in the neighbourhood and collaborative efforts between secular and religious structures work together to foster a sense of mixed belonging among young Spanish Muslims. In contrast, significant investment by the State in the suburb of Les Bosquets (Paris) since the riots in 2005 have indeed linked young people to new opportunities, but at the cost of an institutionalisation of civil society structures. In Les Bosquets, increased ethnic segregation, geographical isolation, and the estrangement of religious and ‘laic’ (i.e. secular) organisations are all responsible for the new sense of malaise felt by youths, thus severely affecting their sense of belonging.

Based on the author's empirical research carried out in 2017 and 2021, the article examines the dynamics of satisfaction of young people in Kazan with the ecological and social aspects of the quality of the urban environment. The data obtained indicate that the ecological situation and the state of the urban infrastructure retain their importance for the younger generation. While maintaining positive trends in relation to most of the indicators characterizing the ecological situation, a decrease in the share of those satisfied with the state of water bodies and the sanitary state of the city was revealed. As for the state of the urban infrastructure, a decrease in satisfaction with its general state, as well as with such components as the number of organized parking lots and the number of sports facilities, was revealed. The work also analyzes the factors that determine the attractiveness of city districts for young people and highlights the most important measures aimed at improving the quality of the urban environment.

Ras a1 Khaimah is the most northerly of the seven states comprising the United Arab Emirates and its Ruler, H. H. Sheikh Saqr bin Mohammad al-Qasimi, is keenly interested in the history of the state and its people. Survey carried out there jointly with Dr D. B. Doe in 1968 had focused attention on the site of JuIfar which lies just north of the present town of Ras a1 Khaimah (de Cardi, 1971, 230-2). Julfar was in existence in Abbasid times and its importance as an entrep6t during the sixteenth and seventeenth centuries-the Portuguese Period-is reflected by the quantity and variety of imported wares to be found among the ruins of the city. Most of the sites discovered during the survey dated from that period but a group of cairns near Ghalilah and some long gabled graves in the Shimal area to the north-east of the date-groves behind Ras a1 Khaimah (map, FIG. I) clearly represented a more distant past.

In Egypt, the term ‘urfi2 in relation to marriage means literally “customary” marriage, something that has always existed in Egypt but nowadays tends mostly to be secretly practiced among young people. Traditionally, according to Abaza,3 ‘urfi marriage took place not only for practical purposes (such as enabling widows to remarry while keeping the state pension of their deceased husbands), but also as a way of matchmaking across classes (since men from the upper classes use ‘urfi marriage as a way of marrying a second wife from a lower social class). In this way a man could satisfy his sexual desires while retaining his honor by preserving his marriage to the first wife and his position in the community to which he belonged, and keeping his second marriage secret.

The author is an active supporter and apologist of the renovation of residential development in Moscow, a direct participant in the development of justifying materials of the renovation program. The article deals with the risks of renovation, i.e. the risks of the started process of reconstruction of large areas of the city, the risks of failure of the approved program. The main risks include: first, the lack of understanding of the renovation program as the largest social project that requires the active participation of all participants; secondly, the risks of possible underfunding, and hence the failure of the city to fulfill its obligations to the residents (which should not be allowed), and, thirdly, potential errors when planning the program realization. Awareness, understanding of the risks of the renovation program will make it possible to develop and take measures for their accounting in advance, some of which are given in the proposed article.
