In the past, most managers considered total quality management (TQM) philosophy very different from human resource management (HRM) philosophy because TQM focused on incremental improvements from the bottom up, whereas the HRM functions were based on a top-down approach in the organization’s hierarchy. Their understanding of the word “TQM” not only depended on process management but also on managing the process itself as in statistical process control (SPC). Therefore, the very few managers who did pay attention to quality implemented it on the floor-level of HRM activities where the core functions of the organizations were performed. The emerging thinking of HRM, however, is that TQM complements HRM functions and provides long-term competitive advantages to organizations. Supporting these ideas, this paper reflects on the past, examines the present, and proposes an integrated framework for organizations’ overall success.

There is a vast literature on Total Quality Management (TQM), one of the most influential management concepts introduced during the twentieth century. In the TQM literature, there are multiple conflicting views on TQM’s historical popularity trajectory. In the past, commentators have debated whether TQM represents a lasting trend, or instead should be considered a more short-lived management fad or fashion. Since the 1990s, skeptics have speculated about the imminent fall, death, and burial of TQM, and even delivered eulogies. However, others claim that the level of interest has picked back up and that TQM is alive and well. Therefore, this paper attempts to synthesize and reconcile these differing views on the long-term trajectory of TQM and provide an updated picture and status report, taking into account the latest findings and developments in research and practice. The evidence reviewed in this paper suggests that, even though TQM has become much less noticeable in public management discourse compared to the heydays of the 1980s and 1990s, the concept has persisted and even to this day remains widely used by organizations worldwide.

In the article the problem of education quality management was considered in the context of general scientific methodology. The modern tendencies of implementation of higher education quality and quality management in particular, were highlighted. It is shown that the practice of implementation of quality management systems, such as the Total Quality Management, positively affects the organizational, market and financial strategies for the formation of long-term competitive advantages in higher education sphere. The modern interpretation of the essence and basic principles of education quality management was revealed. The methodological substantiation of the phenomenon of education quality management in the context of general scientific approaches was carried out: systemic, synergistic and acmeological. Such an approach makes it possible to substantiate the quality management as a complex, open system characterized by nonlinearity of transformations, allows to predict its development, proceeding from the development of each individual to the whole system as a whole. It is proved that methodological substantiation of quality management on the basis of general scientific approaches can become the foundation on the basis of which the national system of education quality assurance will develop its own model, inherent only to it, taking into account the system of public administration in the field of Ukraine’s higher education, educational policy, academic traditions.

Abstract This chapter provides an introduction to statistical process control and the concept of total quality management. It begins with a review of quality improvement efforts in the extrusion industry and the considerations involved in developing sampling plans and interpreting control charts. It then lays out the steps that would be followed in order to implement statistical testing for billet casting, die performance, or any other process or variable that impacts extrusion quality. The chapter concludes with an overview of the fundamentals of total quality management.

This paper presents the application of Total Quality Management Method using Pareto diagrams and Statistical Process Control charts (SPC). These tools can be applied to both the manufacturing and construction sectors. A Pareto diagram can figure out some of the dominant problems of the projects, and SPC can determine whether the data variation is within control limits. SPC can measure the quality of performance in learning curve using the upper-range limit and lower-range limit of the control analysis. A case study was conducted on a precast beams installation at a rental multi-story residential project in Jakarta, Indonesia. Based on the measurement, some data are outside of the control limit due to the problems identified in the Pareto diagram. Further analysis by measuring the Process Capability Ratio (Cp) produces a value <1, indicating that project management needs to be careful about process variation.

Purpose – To guide organizations toward total quality management (TQM), various models have been developed such as the European Foundation for Quality Management Excellence Model (EFQM Model). The purpose of this paper is to conduct a longitudinal investigation of whether the EFQM Model can serve as a framework for TQM in healthcare. Design/methodology/approach – Data on a national representative survey about quality management (QM) in the hospital population in the Netherlands were used to conduct this study. The survey had five measurement points between 1995 and 2011. Findings – The results of the study show that applying the EFQM Model in hospitals is related to improvement in organizational performance over time, a feedback loop in which hospitals use their results to further improve their organizational processes is established, and improvement is stronger when all the model’s elements are considered simultaneously. Practical implications – The results of the study can be applied by quality managers of healthcare institutions to achieve higher quality of care. Originality/value – Previous research on the relationship between the EFQM excellence model and TQM neglects two essential characteristics of the TQM philosophy, namely, the holistic perspective on QM and the presumed feedback loop of organizational performance that feeds a cycle of continuous quality improvement. The study provides new insights into the long-term benefits of applying the EFQM Model as a framework for TQM in healthcare.
