The problems linked to oil profits have been the subject of numerous studies. Few of these studies, however, have dealt with the specific problem of the impact of oil price shocks and return shocks on foreign investments in revenue-generating countries. This paper seeks to analyze the case of Nigeria which has been and still is a key country for the international oligopolies, thanks to the sheer size of its market and its oil wealth. In the face of Africa 's current decline Nigeria is, with South Africa, a potential keystone state that could in time bind together other states into a regional bloc with good prospects for growth. This possible unifying role, however, seems to depend on foreign investment picking up. It is therefore essential to understand better the extent to which foreign investment was spurred from 1973 onwards by the oil boom and what the consequences were of the crisis that began in 1982.

Resumo: Este artigo se propõe a analisar a experiência da temporalidade nos dias atuais, a partir do impacto da urgência contemporânea que ocorre, principalmente, por meio dos imperativos de desempenho. Com isso, busca- se pontuar a maneira pela qual tal problemática reverbera no sujeito, hoje, e explora-se a importância de não atrelar o tempo do sujeito ao sistema de produção vigente. Inicialmente, serão discutidos os imperativos de produtividade e o consumismo para, assim, elaborar a concepção do tempo para a psicanálise, desenvolvendo o modo pelo qual ela concebe a temporalidade em seus diferentes aspectos, tais como a atemporalidade do inconsciente, o tempo próprio da pulsão e o tempo lógico. Com esse percurso, a relevância da experiência analítica hoje será investigada; questiona-se a possibilidade de adoecimento do sujeito diante desse tempo experienciado como pura pressa. Urgência.Abstract : This article proposes to analyze the experience of temporality nowadays from the impact of contemporary urgency, which occurs, mainly, from the imperatives of performance. With this, it seeks to point out the way in which this problem reverberates in the subject today, and explores the importance of not linking the subject's time to the current production system. Initially, the imperatives of productivity and consumerism will be discussed in order to elaborate the conception of time for psychoanalysis, developing the way in which it conceives temporality in its different aspects, such as the timelessness of the unconscious, the proper time of the drive and the logical time. With this path, the relevance of analytical experience today will be investigated, and the possibility of illness of the subject in the face of this time experienced as a pure haste is questioned. Keywords: Psychoanalysis.  O presente trabalho tem a finalidade de mostrar a urgência na resolução dos problemas contextualizados sobre a homossexualidade e a homofobia na adolescência. Uma visão da perspectiva social e familiar do adolescente homossexual e que, de alguma maneira passou ou passa por situações homofóbicas decorrentes de sua escolha e orientação sexual. No cenário brasileiro atual, nos deparamos com inúmeras violências vividas e sofridas por diferentes grupos que compreendem a diversidade sexual. Esses fatos causam mudanças sociais que impactam, sobretudo, na vida dos adolescentes que definiram sua orientação sexual no âmbito familiar e social. Nesse artigo serão expostas o conceito de homossexualidade e homofobia, o princípio da proteção e os conflitos vividos face a discriminação que perduram em tempos atuais diante deste grupo. Muitas são as mudanças que protegem e amparam as vítimas de homofobia, entretanto, ainda podemos notar alguns aspectos negativos e que existem a milhares de anos dificultando todo o processo de aceitação e identidade da homossexualidade. Faz-se necessário, a correta abordagem do tema, no que concerne o respeito, a tolerância e os direitos dos adolescentes que fazem parte da diversidade sexual. Neste contexto, o trabalho foi construído a partir de pesquisas bibliográficas.---The present work has the purpose of showing the urgency in solving the contextualized problems on homosexuality and homophobia in adolescence. A view of the social and family perspective of the homosexual adolescent and that, in some way, passed through homophobic situations due to their choice and sexual orientation. In the current Brazilian scenario, we are faced with numerous violence experienced and suffered by different groups that understand sexual diversity. These facts cause social changes that impact, above all, the lives of adolescents who defined their sexual orientation in the family and social environment. In this article will be exposed the concept of homosexuality and homophobia, the principle of protection and the conflicts experienced in the face of discrimination that persist in the present times before this group. Many are the changes that protect and support the victims of homophobia; however, we can still notice some negative aspects that have existed for thousands of years, making the whole process of acceptance and identity of homosexuality difficult. It is necessary, the correct approach of the subject, with respect to the respect, the tolerance and the rights of the adolescents that are part of the sexual diversity. In this context, the work was constructed from bibliographical research.

This article addresses the issue of changes in tax legislation in our country over the last 20 months, in view of the effect they have on the level of foreign investment. The article presents, besides the actual legislative changes and the evolution registered in this period by foreign investments, also the fiscal pressure in the field of contributions, VAT and corporate income tax. The paper presents an econometric analysis that seeks to highlight the impact of the fiscal pressure of the above mentioned taxes on the FDI level recorded in Romania between January 2017 and August 2018.

The importance of foreign investment for both foreign investors and host states (i.e. the economic development of the country receiving capital) is without question. Among the motives for cross-border movement of capital are profit making, entering new markets and cheaper production1. In that sense foreign investments are suitable tools which allow companies to expand their cross-border operations and possibility to become key economic players, locally and globally. The authors deal with the impact of foreign investment on local companies/local producers in Veszprém County and the Balaton Region. The research aims to explore their attitude - advantages and obstacles they encounter due to the existence of foreign companies. There was a requirement to analyze investment disputes in which Hungary is a party, scrutinizing socio-legal aspects of foreign investment. This research consists of four parts. After the introduction, the results of the survey are shown in the second part and investment disputes in the third part. Although the survey was done just before the COVID 19 outbreak, in some parts of the paper it was necessary to address certain issues in this context. The combination of theoretical analysis and empirical research that is characteristic of social sciences is used. Finally, in the last part, concluding remarks along with recommendations are presented.

The subject, a source of long standing debate among theoreticians and practitioners in public administration, is revisited in an interesting and challenging way. In the face of a changing decentralized government role in many parts of the world, the author presents a modified classical position that proposes to deal with the impact of this on the public service. Canada and the Canadian public service are attempting to re-establish their roles in this new milieu. The author argues for a new role for public administration by drawing from an historical development of the field and introducing new arguments to support changing needs.

The onset of COVID has impacted the field of veterinary medicine and the lives of cat guardians in numerous ways, yet the subject remains largely unexplored. The purpose of this study was to better understand cat guardians’ fears and concerns pertaining to veterinary care and obtainment of pet care products and food during the initial lock down phase of the COVID pandemic to better address these concerns now and in the future. To this end, an anonymous online survey was distributed to cat guardians during the first two months of the pandemic. The survey included questions pertaining to guardians’ relationship with their cat and their veterinary related concerns and experiences as a result of the pandemic. Quantitative and qualitative data were collected from 956 participants. The results revealed that the increased amount of time guardians spent with their cat had a positive impact on their bond. Participants’ veterinary related concerns, particularly for participants between 18–29 years of age, centered around availability of their veterinarian for both emergency and non-emergency care. Other concerns included fears about the ability to afford emergency veterinary care and obtain cat food and supplies. Awareness of these concerns can help veterinarians better support cat guardians by directly communicating their continued availability and presence in the face of a pandemic as well as other challenging times.

The figure of the first Roman emperor in many ways had an impact on the Polish culture, especially in historiography and literature. In my paper I focus on some issues connected with the subject. I discuss the ideas presented by Tadeusz Zieliński, one of the most eminent researchers of the ancient world in Europe in the first part of 20th century. He devoted a significant part of his opus to present his own vision of Augustus seen as a reformer of the Roman state religion. Zieliński built the emperor’s image as the saviour of the Roman world in the face of „the end of times”. This term played significant role in Zieliński’s thinking about Roman history at the end of the Republic. For the Polish scholar celebration of the secular game in 17 BC was the final task done by Augustus. This task Zieliński defined as the sacred mission and connected with the figure of Sibyl and the impact of the Etruscan theory of saeculum. For Zieliński, Augustus belonged to the most important men of providence in Roman history. In the same way I discuss the ideas presented by Ludwik Piotrowicz and Mieczysław St. Popławski. Both scholars analised the question of imperial cult in depth. Popławski expressed original view on Augustus apotheosis seen as the development of imperial cult in transcendental perspective. Piotrowicz instead saw this problem as a purely political phenomenon. Last part of my paper is devoted to short resentation of the echos of Augustus’ bimillenium in Polish scholar activity.

La necesidad de construir un procedimiento administrativo rápido, ágil y flexible justifica la necesidad de este estudio, frente a uno de los problemas jurídicos actuales más graves, que se detectan en la práctica española, como es el silencio administrativo o de otra forma la falta de respuesta de una Administración silente en sus procedimientos con sus administrados. Para la defensa de la reforma jurídica de esta figura, ha sido necesario proponer una visión en conjunto sobre sus orígenes y la situación actual en el ordenamiento jurídico, analizando el impacto de las últimas sentencias sobre el tema. La conclusión alcanzada confirma la tesis planteada de que actualmente el fin de la sociedad , es conseguir tener una Administración eficaz, eficiente y diligente en la que no tiene cabida el Silencio Administrativo y todo ello supone buscar nuevas propuestas metodológicas como la que se plantea en este estudio. Con ello se reforzarían las garantías procedimentales, se recuperaría la confianza de los administrados, cuando se relacionan con la administración, pero además permitiría una aplicación más eficaz del Derecho Administrativo y un mejor control de la aplicación del procedimiento. The need to build a fast ,agile and flexible administrative procedure justifies the need for this study , in the face of one of the most serious current legal problems that are detected in Spanish practice, such as administrative silence or otherwise the lack of response of a silent administration in its procedures with its administered. For the defense of the legal reform of this figure, it has been necessary to propose a joint vision on its origins and the current situation in the legal system, analyzing the impact of the last sentences on the subject. The conclusion reached confirms the thesis that currently the aim of society, is to have an effective, efficient and diligent administration in which administrative silence has no place and all this means finding new methodological proposals such as the one proposed in this study. This would strengthen the procedural guarantees, recover the trust of the administrated, when they are related to the administration, but also allow a more effective application of Administrative Law and a better control of the application of the procedure.

Resumen:El presente artículo propone realizar un análisis del impacto de la apertura de la economía mexicana sobre la estructura y el desarrollo económico de las regiones. En términos generales, el debate actual sobre el tema se centra en el argumento de inspiración neoclásica de que, a largo plazo, el desarrollo entre las regiones -si bien desiguales- tenderá a converger e igualar las condiciones de desarrollo subsecuentes. En este artículo se plantea una hipótesis contraria, a saber: la apertura de la economía ha conducido al crecimiento de las desigualdades, lejos de llevar a la pretendida "convergencia" regional neoclásica. Así las cosas, al nivel más elemental de los hechos (evolución del PIB, inversión extranjera directa y generación de empleo) se verifica lo falaz del argumento neoclásico. Para llevar a cabo esta empresa, se realiza un análisis de la evolución de los indicadores a partir del estudio de la especialización productiva por regiones, así como del cambio y la participación en la estructura regional de la producción y el empleo. Finalmente, se argumenta a favor de una política económica activa por parte del Estado, en la lógica de reducir paulatinamente la desigualdad entre las regiones. Palabras clave: apertura de la economía mexicana; desigualdades; inversión extranjera; generación de empleo; especialización productivaAbstract:This article intends to analyse the impact of the opening-up of the Mexican economy on the structure and economic development of the different regions. Generally speaking, the present debate on the subject focuses on the neoclassical-inspired argument that the development of the regions, although uneven, will tend to converge and to make equal the subsequent development conditions in the long term. In this paper a contrary hypothesis is set forth, that is to say: far from leading to the so-called neoclassical regional "convergence", the opening-up of the economy has led to an increase in the inequalities. Then, at the most basic level of the events -GDP evolution, direct foreign investment, and creation of employment-, the fallacy of the neoclassical argument is verified. In order to carry out this task, the evolution of these indicators is analyzed from the study of the productive specialization by regions, as well as from changes and participation in the regional structure of production and employment. Finally, and according to the logic of gradually reducing inequality among regions, it is argued in favor of a state active economic policy.  Key words: opening-up of the Mexican economy; inequalities; foreign investment; creation of employment; productive specialization.

This is an analysis of the ethico-cultural crisis of modernity and the emergence of the so-called postmodern aesthetic expressions (and conduct), examined principally from the point of view of Frederic Jameson and its coincidence with other authors (D. Lowe, G. Lipovetsky, and P. Virilio). I also investigate the relationship between the new sensitivities of the end of the century and the notion of justice, and its moral. This is seen by the authors as a consequence of the impact that mass-media technologies have produced in individuals leading to a new form of experience: the aesthetization of life and the fragmentation of the subject. The culture of the image is omnipresent, diluting art into aesthetization and the subject into the objectivization of consumption. We can see that there is a loss of historicity in the postmodern individual-originating from the speed of audiovisual information-upon perceiving, on a screen, the world in an instanct, without references to either a past or a future. The new technologies are the product of a new stage of capitalism, even more so than in the modernity of massive consumption. As a consequence of these three factors (aesthetization, ahistoricity, consumption), there has emerged a hedonistic ethos which differentiates itself from its modern vanguardist antecedents in that it is no longer the transgressor of a religious moral, or the secularism of duty, because pleasure is no longer forbidden. This framework, which is lacking in hard principles and is sustained by 'weak and conviction free' individuals is compatible with the liberal ethic of Rawls. In the face of the contradiction of modernity, we shall reconsider, as factors of socio-political construction, the moral values provided by the world's great religions.
