In order to ensure quality of life of its citizens, the European Union member states are in the process of modernisation of their public services through utilization of information and communication technologies (ICT). In this process, each state is selecting own way to meet citizens’ demands for provision of more quality, efficient and flexible public services. One of the main interests of actual Government in the Republic of Srpska (RS) is to protect economic interests of its citizens, as well as to transform its services and functions in order to improve overall quality of life in RS. The implementation of e-Government and e-Governance is one of the main strategic commitments. In order to meet these EU trends, the Government of the Republic of Srpska made first steps in introducing new public services to facilitate communication with its citizens. The Government of the Republic of Srpska recognized benefits of these trends and their impacts on the overall development of society and economy improvement of quality of life of its citizens. With the introduction of these modern services, the citizens in RS should skip lines and shorten the waiting time for response from Governmental bodies related to their requests that will give them more time for other activities.This paper gives brief analysis of challenges and prospects for implementation of e-Government and e-Governance initiatives, as one of the pillars for successful development of the Republic of Srpska as knowledge based economy and information society with benefits that improve citizens’ life. The paper also gives brief review of main strategic document, which gives governmental vision for implementation, as well as introduction of eSrpska- public administration portal.

ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

The phenomenon of the Covid-19 pandemic has affected the whole globe, the consequences of which are long lasting and difficult to estimate. The Republic of Moldova, being a developing country, could not overcome these serious consequences, caused by the reduction of public health, the reduction of the work capacity of the population, the deplorable condition of the medical system, caused by small investments in health, etc. Human society has been put to hard tests of survival of patients with this virus, the incidence rate of diseases was about 11%. Thanks to the financial aid of the European Union, Romania and other countries, the Republic of Moldova managed to cope with things in the fight against Covid. This article presents the results of the research of the authors, participants of the national project "Assessment of health of post – COVID - 19 patients in the Republic of Moldova", which aimed to develop the Electronic Register of patients with Covid - 19 (March 2020 - June 2021), which will allow monitoring the process of treatment and recovery of the consequences of this disease, by assessing the state of health and quality of life both at admission and at discharge of the respective patients. Based on the concept of quality of life as a socio-economic category and its interconnections with health, the authors proposed the system of medical indicators to assess the health and quality of life of patients affected by covid. In the authors' opinion, a special role in the treatment and treatment of comorbidities belongs to comorbidities, so the authors selected them as separate study subjects to prove their negative impact on the form of the disease and the state of health and quality of life at discharge of patients.

Abstract Governments around the world are investing in technologies that allow citizens to participate in the coproduction of public services by providing monitoring and feedback, but there is little evidence about how these initiatives affect the quality of public services. We implemented a large-scale field experiment that involved organizing 50 citizen reporters in each of 100 neighborhoods across Kampala, Uganda, to provide weekly reports to the municipal government about the delivery of solid waste services via an SMS-messaging platform, resulting in 23,856 reports during the 9-month study period. Citizen reporting did not reduce informal waste accumulation as targeted, which would indicate improvements to formal services. Using our observations as participants in the development and deployment of the reporting platform and interviews with staff at the government agency receiving the citizen reports, we show how the public generated inconsistent information that did not fit existing decision-making processes. We generalize lessons from this field experiment by explaining how coproduction involving information sharing through information and communication technologies is likely to affect public services based on the alignment of citizen-produced data with the information problems managers face; the search costs of detecting public services failures; the quality of citizen-produced data; and the operating costs of citizen-reporting platforms.

As Botswana actively transcends to utilizing e-Government as a platform for responsive public service delivery, it is apparent that a probe is done on the role of Freedom of Information (FOI) on government responsiveness. This chapter explores the fundamental concepts of contemporary e-Government and enunciates how FOI can be embedded in the e-Government agenda in the developing world using Botswana as a case. The chapter posits that the delay in adopting FOI in Botswana incapacitates the ability of state actors to exhibit acceptable levels of lucidity and ingenuousness during their delivery of public services and in turn promotes a culture of sluggishness which serves to promote the current existing information asymmetry. The chapter further posits that FOI may help the government of Botswana achieve its commitment towards the attainment of a knowledge-based economy during the period of the National Development Plan (NDP) 10.

Introduction. In Russia, the issue of disparity in the quality of life between the regions remains urgent. To a large extent, it is manifested in the regions themselves, and is due to an objective factor of geographical location. The purpose of this study is to give a rating assessment of the quality of life in the largest constituent entity of the Russian Federation, the Republic of Sakha (Yakutia). Materials and Methods. The information base of the study includes open data from the Territorial Body of the Federal State Statistics Service for the Republic of Sakha (Yakutia), and the ratings by Profile magazine and RIA Rating agency. To assess the quality of life in the municipal districts of the Republic of Sakha (Yakutia), the sum-of-the-places rating method was adopted. Results. According to the ranking of the municipal districts of the Republic of Sakha (Yakutia), the leaders (the capital and industrially developed regions) and outsiders (areas in the Arctic zone of Yakutia) were identified. It has been revealed that despite the efforts undertaken by the regional authorities, there is a significant gap in the quality of life in the Republic of Sakha (Yakutia). The study has shown that there is no official or generally accepted system for assessing the quality of life. Moreover, there is no common understanding of indicators that comprehensively characterize the quality of life. Discussion and Conclusion. The study has confirmed the thesis that industrial development in association with development of the territory and formation of the infrastructure help improve the quality of life. On the other hand, industrial development and increased urbanization exacerbate the problem of safety of residents and make relevant the issues related to the provision of quality housing in extreme climatic conditions. The results of the rating can be used by the government of the Republic of Sakha (Yakutia) and the municipal authorities in order to provide solutions for managing the quality of life.

The strategic objective of the European Union set out in Lisbon is to become the most competitive and dynamic knowledge-based economy capable of delivering sustainable economic growth, increasing employment and developing greater social cohesion. At the heart of this strategy are businesses, and given that the vast majority of them are SMEs (less than 250 employees), policies to achieve this are focused on them. At the same time, improving the quality of work and working conditions is still an important objective on the European political agenda due to multiple socio-economic implications. In this context, the work "Quality of Employment in Small Companies" by Daniela Paşnicu and Gabriela Tănase is very current. Appeared in 2017 at the University Publishing House, the paper is structured in five chapters.

Throughout history, a substantial or often leap technological progress, was determined by the availability of new engineering materials, which usually stimulated the improvement in the quality of life. The development of engineering materials constitutes one of the most significant elements in the field of science and technology, and innovative policy in Poland and Europe as regards the knowledge-based economy (KBE). The enhancement of the product functional properties, required by the new strategies of engineering materials development, as well as materials processing technologies is frequently connected with appropriate formation of the engineering materials surface layer structure and properties. Functional properties of many products depend not only on the possibility of transferring the mechanical load across the whole element section or its physicochemical properties, but, most often, they depend mainly on the surface layer structure and properties. The application of foresight methodology in the assessment of the state and prospects regarding the development of technology related to the formation of the materials surface structure and properties provides the possibility to manage knowledge in this field. It can be achieved through a formalization of the explicit and tacit knowledge gathering and use in order to increase production competitiveness, effectiveness, and innovation, improve the quality of life and achieve sustainable development. The objectives accomplished in such a way contribute to the increase in intellectual capital by enhancing the effectiveness of using the existing knowledge, creating new knowledge, as well as increasing the level of understanding and disseminating knowledge. The implemented foresight project will result in identifying the priority innovative technologies and strategic research trends in the scope of surface structure and properties formation of engineering materials and biomaterials whose development in the country will be of key importance within next 20 years.

The new public service recognizes that those who interact with government are not simply called customers but rather citizens. In government, citizens are not only customers, they are owners of the government, therefore citizens decide what is so important that the government will do. Today, citizens expect public services to meet standards not only such as timeliness and reliability in getting the service but also they should do the services be delivered fairly and with attention to fiscal responsibility as well. More important, citizens contemplate to have the opportunity to influence the services they receive as well as the quality of those services.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government
