Globalisation in Education and Development in Africa

This chapter analyses the process of globalisation, with reference to social, cultural, economic and political dimensions affecting education and policy reforms in Africa. In this chapter, globalisation perceived to be a discursively constructed Grand Narrative. The chapter analyses the opportunities and challenges that globalisation offers to Africa. Education and policy reforms in Africa confront at least two enormous challenges. The first is to fulfil the knowledge and training tasks of the 21st century, offering universal basic education and secondary coverage. The second is to improve the quality of learning outcomes, social equity and cultural integration. Attainment of these new tasks will depend on the identified measures advocated by education policy makers. The chapter concludes that there needs to be a greater focus on socially transformative globalisation policies that provide security and equipping the nation state for the future.

E-portfolio is a promising approach to develop teachers into reflective practitioners who show that they can adapt to new technologies, new criteria, and new environments. The current research explored the quality of EFL student teachers’ e-portfolios and their attitudes towards using them. The research was conducted on 30 EFL female student teachers at Princess Noura bint Abdulrahman University, Saudi Arabia. The participants were engaging in practical training at schools and reflecting their skills and experiences in their e-portfolios. This research posed further questions about the relationships between the quality of EFL student teachers’ e-portfolios, their attitudes towards using them and their teaching performance. In order to explore the possible answers, the participants’ teaching performance were observed, their e-portfolios were evaluated by a rubric, and a 24-item questionnaire was administered to them. The results proved high proficiency level of the EFL student teachers’ e-portfolios and positive attitudes towards using e-portfolios among EFL student teachers. Furthermore, the results denoted a statistically significant positive relationship between the quality of EFL student teachers’ e-portfolio and their teaching performance. The results of this study may encourage policy makers to integrate the idea of e-portfolio and reflection as an effective component in teacher education and development.

The model which was widely known and describes the concept of service quality is the Service Quality (SERVQUAL) model proposed by Parasuraman et al (1985). However, this model has a limitation, because its application merely for service providers in the business sector, not for service providers in the public sector and service providers in the education sector. In education sector, facilitators are always involved in interpersonal interaction with the training participants. Some researchers agree to uncover the relationship between the emotional intelligence of service providers and service quality. Based on the literature review, there are limited studies in the field of education and training of the Civil Service Apparatus, especially regarding the relationship between emotional intelligence and service quality. Thus, this study aims to reveal the effect of facilitators’ emotional intelligence on service quality with respondents from participants of Basic Education and Training (Diklatsar), Leadership Education and Training 3 (Diklatpim 3), and Leadership and Education Training 4 (Diklatpim 4) at HRDA Province. This study uses quantitative methods. The sample size in this study was 462 people who were collected through a survey with a purposive sampling technique. The data analysis technique used is SEM through a two-stage approach. The results showed that the facilitators’ emotional intelligence of  HRDA of Central Java, East Java, West Java,   Jakarta, Banten, Central Sulawesi, and North Sumatera Provinces,  had a significant positive effect on the quality of service with social awareness as the indicator with the highest effect.

To provide a universal basic education, Saudi Arabia initially employed a rapid quantitative educational strategy, later developing a qualitative focus to improve standards of education delivery and quality of student outcomes. Despite generous resources provided for education, however, there is no national assessment system to provide statistical evidence on students’ learning outcomes. Educators are querying the curricula and quality of delivery for Saudi education, especially following low student performances on the Trends in International Mathematics and Science Study (TIMSS) in 2003 and 2007. There is a growing demand for national assessment standards for all key subject areas to monitor students’ learning progress. This study acknowledges extant research on this important topic and offers a strategy of national assessment to guide educational reform.

Administration is a system that helps, serves, directs or manages all activities in achieving a goal. besides that, educators are professionals who are tasked with planning and implementing the learning process, assessing learning outcomes, conducting guidance and training, and conducting research and community service. Student administration is a process carried out by a group in an effort to manage students to achieve educational goals. The purpose of student administration. The administrative objectives of the students themselves are to regulate the activities of the students from the time they enter to graduate. The activities of these students are directed at improving the quality of teaching and learning activities both intra and extracurricular, so that they contribute to the achievement of the vision, mission, and goals of the school as well as the overall educational goals. And besides that, the teacher's role in student administration is as a selection committee for new students, plays a role in making it easier for students to adapt to school confusion, recording and controlling student attendance, conducting competency tests and controlling atmosphere in the classroom.

ABSTRAK                Evaluasi pendidikan adalah kegiatan yang dilakukan dalam rangka mengukur dan menilai segala hal yang termasuk dalam kegiatan pendidikan termasuk di dalamnya hasil belajar.Salah satu instrumen yang dapat digunakan untuk mengukur hasil belajar adalah tes. Namun pada kenyataannya, guru seringkali tidak mengevaluasi soal tes yang disusunnya sehingga tujuan untuk mengukur hasil belajar siswa kurang terpenuhi. Tidak dilakukannya asesmen terhadap kualitas soal tes ini disebabkan oleh waktu dan tenaga yang terbatas, juga kurangnya kemampuan dalam menggunakan alat bantu komputer. Oleh karena itu, dalam kegiatan pengabdian pada masyarakat ini dilaksanakan pendidikan dan pelatihan menggunakan program QUEST untuk membantu melakukan asesmen terhadap kualitas soal tes yang disusunnya. Mitra dalam kegiatan ini adalah guru-guru yang tergabung dalam MGMP IPS SMP Kabupaten Banyumas. Kegiatan ini diikuti oleh 40 orang guru perwakilan dari 25 sekolah. Metode diklat yang digunakan dalam kegiatan ini adalah penyampaian materi dan praktik langsung mengoperasikan program QUEST dan cara membaca hasil keluaran program. Hasil evaluasi dari kegiatan ini menunjukkan bahwa 100% dari peserta diklat dapat mengoperasikan program QUEST, meskipun hanya 75% yang mampu membaca hasil keluaran program (menganalisis hasil). Kata  Kunci : Asesmen Soal, Instrumen Tes, QUEST, Guru MGMP IPS SMP. ABSTRACT                Educational evaluation is an activity undertaken in order to measure and assess everything that is included in the educational activities, thelearning outcomes. One of the instruments that can be used to measure learning outcomes is test. However, in reality, teachers often do not evaluate the test items they have prepared so the objectives of measuring student learning outcomes are not met. The lack of an assessment of the quality of test items is due to limited time and energy, as well as a lack of ability to use computer aids. Therefore, in this community service activity, education and training are conducted using the QUEST program to assist in assessing the quality of test items. Partners in this activity are teachers who are in the group of the MGMP IPS SMP Banyumas District. This activity was attended by 40 representative teachers from 25 schools. The training method used in this activity is the delivery of materials and the directly practice for operating the QUEST program and how to read the output of the program. The results of the evaluation show that 100% of the training participants can operate the QUEST program, although only 75% are able to read the program output outcomes (analyze the results). Keywords : Assessment Of Test Items, Test Instruments, QUEST, Teachers of MGMP IPS SMP

Education is the most important vehicle for progress and overall development of individual in particular and society in general. Yearning for positive development and progress cannot come by without sound primary education background, teacher is the prime mover of education in general without whom, education can hardly be acquired. No education system can rise above the quality of its teachers, this gives important support for teacher on their role in the first place, as educators, implementers of the curriculum content and determinant factors that influence the needed learning outcomes of instruction. Primary school teachers in Nigeria suffer serious neglect in terms of their social welfare especially in the areas of salaries and allowances, in-service training, office accommodation as well as inadequate funding of primary education. The paper also brought the issues on child’s needs for education, universal basic education and suggestions were proffered.

The article attempts to answer the question: why standardization of early education can limit the development of children and disintegrate the learning process? The main topic is focused on the issue of standardization in early childhood education. The goals of education, core curriculum, expected developmental effects and learning outcomes are most often standardized. The standardization process has specific consequences that affect the quality of education and development opportunities for students. The effect of this approach, especially close to politicians, stakeholders, is limited variety of educational approaches, fragmentation, depersonalization of education and subordinating it to standards and set goals. All these activities should favor the control of results achieved. The destination is defined at the beginning of the education process. The achievement of “experts’” aims is the basis for assessments of the value of the teacher’s work and the effectiveness of educational institutions.

This research is motivated by the success of institutions in developing the quality of tutoring institutions for early childhood (AUD). This study aims to describe the performance of educators which include (1) planning learning, (2) implementing learning, (3) assessing learning outcomes, (4) guiding and training students, (5) carrying out additional tasks. This study includes quantitative descriptive research, which describes the data as it is. The population consisted of fifty-four people and a sample of thirty-eight people was determined based on the sampling technique, namely cluster random sampling technique. Data collection tools using questionnaires and data analysis using percentage formulas. The results showed that, the performance of Bimba AIUEO educators in Padang was relatively high. This can be seen in the aspects of (1) planning learning, (2) implementing learning, (3) assessing learning outcomes, (4) guiding and training students, (5) carrying out additional tasks. Suggestions that all aspects of the educator's performance can be used by other educators.Keywords: Performance of Educators, Course and Training Institutions (LKP)

Since 2009, the Indonesian government has fully allocated 20 percent of its budget on education. Though the increase of financial resources has led to an improvement of the access to education, challenges on the quality of education persist. By employing a cross-districts analysis in Indonesia during 2010–2015, this study aims to analyze the impact of government spending on the adjusted-national examination scores at the junior secondary education. This study shows that the central and local government spending have no significant impact on the scores. Whereas, the central government spending on teachers, and the socioeconomic factors such as poverty and health are significant determinants.AbstrakSejak 2009, Pemerintah Indonesia telah dapat mengalokasikan 20 persen anggaran untuk pendidikan. Peningkatan anggaran di sektor pendidikan yang signifikan di satu sisi telah meningkatkan akses pendidikan, tetapi di sisi lain masih terdapat tantangan terhadap kualitas pendidikan. Studi ini bertujuan untuk menganalisa dampak belanja pemerintah terhadap nilai ujian nasional SMP dengan menggunakan analisa cross-section di kabupaten/kota Indonesia pada tahun 2010–2015. Studi ini menunjukkan bahwa belanja pemerintah pusat dan daerah tidak mempunyai dampak yang signifikan terhadap nilai ujian nasional SMP. Akan tetapi, transfer pemerintah pusat untuk guru serta kondisi sosial ekonomi seperti kemiskinan dan kesehatan merupakan faktor yang signifikan.Kata kunci: Pendidikan; Belanja Pemerintah; Hasil Pembelajaran; Kabupaten/Kota; IndonesiaJEL classifications: H75; I22
