The Gulf Coast Study is an initiative from the U.S. Department of Transportation’s Office of Sustainability to study the projected impacts of climate change on transportation infrastructure in the Gulf Coast region. The Phase 2 portion of the Gulf Coast Study was focused on the greater Mobile, Alabama, area with the purpose of providing detailed assessments of the performance of critical infrastructure under specific climate change threats in a coastal environment. This presentation will include a discussion of the Adaptation Decision-making Assessment Process (ADAP) that was developed by WSP in conjunction with the Federal Highway Administration (FHWA), (2016). The Gulf Coast Phase 2 Pilot Study included an Engineering Analysis of Climate Change Impacts and Adaptation Measures FHWA (2014) that followed the 11-step ADAP process. The process was applied to 10 case studies. Two of these case studies are presented, highlighting application of ADAP to coastal transportation infrastructure.

Abstract:The development of national and sectoral climate change adaptation strategies is burgeoning in the US and elsewhere in response to damages from extreme events and projected future risks from climate change. Increasingly, decision makers are requesting information on the economic damages of climate change as well as costs, benefits, and tradeoffs of alternative actions to inform climate adaptation decisions. This paper provides a practical view of the applications of economic analysis to aid climate change adaptation decision making, with a focus on benefit-cost analysis (BCA). We review the recent developments and applications of BCA with implications for climate risk management and adaptation decision making, both in the US and other Organisation for Economic Co-operation and Development countries. We found that BCA is still in early stages of development for evaluating adaptation decisions, and to date is mostly being applied to investment project-based appraisals. Moreover, the best practices of economic analysis are not fully reflected in the BCAs of climate adaptation-relevant decisions. The diversity of adaptation measures and decision-making contexts suggest that evaluation of adaptation measures may require multiple analytical methods. The economic tools and information would need to be transparent, accessible, and match with the decision contexts to be effective in enhancing decision making. Based on the current evidence, a set of analytical considerations is proposed for improving economic analysis of climate adaptation that includes the need to better address uncertainty and to understand the cross-sector and general equilibrium effects of sectoral and national adaptation policy.


This is the first book to treat the major examples of megadrought and societal collapse, from the late Pleistocene end of hunter–gatherer culture and origins of cultivation to the 15th century AD fall of the Khmer Empire capital at Angkor, and ranging from the Near East to South America. Previous enquiries have stressed the possible multiple and internal causes of collapse, such overpopulation, overexploitation of resources, warfare, and poor leadership and decision-making. In contrast, Megadrought and Collapse presents case studies of nine major episodes of societal collapse in which megadrought was the major and independent cause of societal collapse. In each case the most recent paleoclimatic evidence for megadroughts, multiple decades to multiple centuries in duration, is presented alongside the archaeological records for synchronous societal collapse. The megadrought data are derived from paleoclimate proxy sources (lake, marine, and glacial cores; speleothems, or cave stalagmites; and tree-rings) and are explained by researchers directly engaged in their analysis. Researchers directly responsible for them discuss the relevant current archaeological records. Two arguments are developed through these case studies. The first is that societal collapse in different time periods and regions and at levels of social complexity ranging from simple foragers to complex empires would not have occurred without megadrought. The second is that similar responses to megadrought extend across these historical episodes: societal collapse in the face of insurmountable climate change, abandonment of settlements and regions, and habitat tracking to sustainable agricultural landscapes. As we confront megadrought today, and in the likely future, Megadrought and Collapse brings together the latest contributions to our understanding of past societal responses to the crisis on an equally global and diverse scale.

Climate change is expected to have significant impacts on hydrologic regimes and freshwater ecosystems, and yet few basins have adequate numerical models to guide the development of freshwater climate adaptation strategies. Such strategies can build on existing freshwater conservation activities, and incorporate predicted climate change impacts. We illustrate this concept with three case studies. In the Upper Klamath Basin of the western USA, a shift in land management practices would buffer this landscape from a declining snowpack. In the Murray–Darling Basin of south-eastern Australia, identifying the requirements of flood-dependent natural values would better inform the delivery of environmental water in response to reduced runoff and less water. In the Savannah Basin of the south-eastern USA, dam managers are considering technological and engineering upgrades in response to more severe floods and droughts, which would also improve the implementation of recommended environmental flows. Even though the three case studies are in different landscapes, they all contain significant freshwater biodiversity values. These values are threatened by water allocation problems that will be exacerbated by climate change, and yet all provide opportunities for the development of effective climate adaptation strategies.

Purpose A better understanding of the processes that shape households’ adaptation decisions is essential for developing pertinent policies locally, thereby enabling better adaptation across scales and multiple stakeholders. This paper aims to examine the determinants of household decisions to adapt, it is also possible to target factors that facilitate or constrain adaptation. This helps to identify key components of current adaptive capacity, which leads to important insights into households’ competence to adapt in the future. Design/methodology/approach This paper takes a full-pledged approach examining factors and processes that shape households’ climate adaptation decision-making in rural Cambodia at three levels: adaptation status, adaptation intensity and choices of adaptation strategy. The three-stage analyses are materialized by applying the double hurdle model and multivariate probit model, which provides a potential way to systematically assess household adaptation decision-making in rural settings. Findings Results show a high level of involvement in adaptation among local households who are facing multiple stressors including climatic risks. The findings suggest that perceived climate change influence households’ decisions in both adaptation status and intensity. Access to financial credit, farmland size, water availability and physical asset holdings are identified as key factors promoting the adoption of more adaptation measures. To facilitate adaptation, collective effort and support at community level is important in providing knowledge based climate information dissemination and early warning systems. Public sector support and development aid programs should focus on positive triggers for targeted community and household adaptation. Originality/value The study, to the authors’ best knowledge, is one of the first studies to investigate the determinants of local adaptation decision-making systematically in Cambodia. It also provides a comprehensive approach to improve understanding of adaptation decision-making processes by exploring how various capital assets are associated with different stages of adaptation decisions. The findings contribute to policy implications enlightening adaptation planning at multi-scales with knowledge of key factors, which enhance local adaptive capacity to reduce climate change vulnerability.

Many of the world’s most disaster-prone cities are also the most difficult to model and plan. Their high vulnerability to natural hazards is often defined by low levels of economic resources, data scarcity, and limited professional expertise. As the frequency and severity of natural disasters threaten to increase with climate change, and as cities sprawl and densify in hazardous areas, better decision-making tools are needed to mitigate the effects of near- and long-term extreme events. We use mostly public data from landslide and flooding events in 2017 in Freetown, Sierra Leone to simulate the events’ impact on transportation infrastructure and continue to simulate alternative high-risk disasters. From this, we propose a replicable framework that combines natural hazard estimates with road network vulnerability analysis for data-scarce environments. Freetown’s most central road intersections and transects are identified, particularly those that are both prone to serviceability loss due to natural hazard and whose disruption would cause the most severe immediate consequences on the entire road supply in terms of connectivity. Variations in possible road use are also tested in areas with potential road improvements, pointing to opportunities to harden infrastructure or reinforce redundancy in strategic transects of the road network. This method furthers network science’s contributions to transportation resilience under hydrometeorological hazard and climate change threats with the goal of informing investments and improving decision-making on transportation infrastructure in data-scarce environments.

<p>The ability of decision makers to respond to climate change impacts such as sea-level rise and increased flood frequency is challenged by uncertainty about scale, timing, dynamic changes that could lead to regime shifts, and by societal changes. Climate change adaptation decision making needs to be robust and flexible across a range of possible futures, to provide sufficient certainty for investment decisions in the present, without creating undue risks and liabilities for the near and long-term futures. A country’s governance and regulatory institutions set parameters for such decisions. The decision-making challenge is, therefore, a function of the uncertainty and dynamic characteristics of climate change, a country’s institutional framework, and the ways in which actual decision-making practice delivers on the intention of the framework.  My research asks if the current decision-making framework, at national and sub-national scales, and practices under it are adequate to enable decision makers to make climate change adaptation decisions that sufficiently address the constraints posed by climate change uncertainty and dynamic change. The focus is on New Zealand’s multi-scale governance and institutional framework with its high level of devolution to the local level, the level assumed as the most appropriate for climate change adaptation decisions. Empirical information was collected from a sample of agencies and actors, at multiple governance scales reflecting the range of geographical characteristics, governance types, organisational functions and actor disciplines. Data were collected using a mix of workshops, interviews and document analyses. The adequacy of the institutional framework and practice was examined using 12 criteria derived from the risk-based concepts of precaution, risk management, adaptive management and transformational change, with respect to; a) understanding and representing uncertainty and dynamic climate change; b) governance and regulations; and c) organisations and actors.  The research found that the current decision-making framework has many elements that could, in principle, address uncertainty and dynamic climate change. It enables long-term considerations and emphasises precaution and risk-based decision making. However, adaptive and transformational objectives are largely absent, coordination across multiple levels of government is constrained and timeframes are inconsistent across statutes. Practice shows that climate risk has been entrenched by misrepresentation of climate change characteristics. The resulting ambiguity is compounded at different governance scales, by gaps in the use of national and regional instruments and consequent differences in judicial decisions. Practitioners rely heavily upon static, time-bound treatments of risk, which reinforce unrealistic community expectations of ongoing protections, even as the climate continues to change, and makes it difficult to introduce transformational measures. Some efforts to reflect changing risk were observed but are, at best, transitional measures. Some experimentation was found in local government practice and boundary organisations were used as change-agents. Any potential improvements to both the institutional framework and to practices that could enable flexible and robust adaptation to climate change, would require supporting policies and adaptive governance to leverage them and to sustain decision making through time.  This thesis contributes to understanding how uncertainty and dynamic climate change characteristics matter for adaptation decision making by examining both a country-level institutional framework and practice under it. The adequacy analysis offers a new way of identifying institutional barriers, enablers and entry points for change in the context of decision making under conditions of uncertainty and dynamic climate change.</p>

<p class="NidungTmtt-Abstract"><strong>Abstract</strong>: According to Conference of the Parties 22 (COP22) statement, climate change adaptation is the concern of not only an individual but also the whole society. Since the climate change issue is a multidimensional problem, decision-making in climate change adaptation is a complex process. In this paper, we analyze the advantages and disadvantages of three main group of decision-support tools, namely Expert preference, Monetary valuation, and Multi-criteria analysis (MCA). The paper recommends MCA in general and AHP in particular as effective tools to compensate for the disadvantages of other techniques as well as to overcome the challenges and requirements from the climate change adaptation decision-making process.</p><p><strong>Keywords</strong>: climate change, AHP, MCA, monetary valuation, expert preference</p>

Global environmental change has exacerbated the vulnerabilities of pastoral communities in India, who have already been sidelined in the current development and modernization discourse. The Raikas are one of the largest groups of indigenous nomadic pastoralists residing in the semi-arid regions of Northwest India. They are facing the brunt of shrinking grazing areas, social marginalization, and economic pressures. The past two decades have witnessed additional challenges, such as water scarcity and rainfall variability, which have pushed them beyond their adaptive threshold. These churnings have led to a radical shift in their values and climate adaptation strategies. However, the role and importance of social values in shaping their response to environmental change are not well understood. This study conducted life history interviews and focus group discussions with community members to examine social values and their linkages with climate adaptation decision-making in Raikas. The findings demonstrate that the community’s livelihood, health, and social cohesion are severely affected by environmental change, entwined with social, economic, and political stressors. There is a parallel change taking place in their social values. Their values related to esteem, self-actualization, safety, and belongingness have witnessed shifts, leading them away from pastoralism. This has ramifications on their adaptation decision-making. Their time-tested and preferred choice of adaptation in the face of drought and water scarcity – seasonal livestock migration – is no longer desirable. New adaptation options, such as urban migration, have emerged, while traditional measures have declined in popularity. There is an urgent need to understand and engage with a broader set of methodologies and literature to facilitate the integration of social values in vulnerability and adaptation assessments. The inclusion of social values presents an opportunity to understand the subjective limits of adaptation better as well as to expand adaptation pathways.

This paper analyses and compares a set of case studies on ecosystem services (ES) mapping and assessment with the purpose of formulating lessons learned and recommendations. Fourteen case studies were selected during the EU Horizon 2020 “Coordination and Support Action” ESMERALDA to represent different policy- and decision-making processes throughout the European Union, across a wide range of themes, biomes and scales. The analysis is based on a framework that addresses the key steps of an ES mapping and assessment process, namely policy questions, stakeholder identification and involvement, application of mapping and assessment methods, dissemination and communication and implementation. The analysis revealed that most case studies were policy-orientated or gave explicit suggestions for policy implementation in different contexts, including urban, rural and natural areas. Amongst the findings, the importance of starting stakeholder engagement early in the process was confirmed in order to generate interest and confidence in the project and to increase their willingness to cooperate. Concerning mapping and assessment methods, it was found that the integration of methods and results is essential for providing a comprehensive overview from different perspectives (e.g. social, economic). Finally, lessons learned for effective implementation of ES mapping and assessment results are presented and discussed. Graphical Abstarcat in Fig. 1.
