Esta pesquisa tem como objetivo apresentar resumidamente os itens metodológicos utilizados para elaboração de um modelo de avaliação da qualidade dos serviços prestados pelas instituições de ensino superior, denominado PHERFFO (Performance Higher Education Poffo), a qual trata-se de uma continuidade à pesquisa de Poffo e Verdinelli (2017). Neste sentido, para a construção e validação do modelo de avaliação da qualidade de serviços educacionais buscou-se, primeiramente, traçar uma revisão de literatura baseada em teorias já validadas por diversos autores, como Parasuraman, Berry e Zeithaml (1985, 1988), Cronin e Taylor (1992), Abdullah (2006), Anil e Icli (2014), Dias Sobrinho (2010) e os instrumentos de avaliação do MEC/INEP, dentre outros estudos. Como resultado foi proposto um modelo que se divide em nove dimensões: Reputação Mercadológica, Segurança, Atendimento Administrativo, Relacionamento Interpessoal, Infraestrutura, Oportunidade de Carreira, Aspectos Educacionais, Aspectos Acadêmicos e Transformação Social. Conclui-se que traçar um panorama confiável, através de um modelo de avaliação da qualidade do serviço entregue, é o primeiro passo para aprofundar as discussões acerca da qualidade do Ensino Superior brasileiro. This research aims to briefly present the methodological items used to develop a model for evaluating the quality of services provided by higher education institutions, called PHERFFO (Performance Higher Education Poffo), which is a continuation of Poffo's research and Verdinelli (2017).  In this sense, for the construction and validation of the model for evaluating the quality of educational services, we sought, firstly, to draw up a literature review based on theories already validated by several authors, such as Parasuraman, Berry and Zeithaml (1985, 1988), Cronin and Taylor (1992), Abdullah (2006), Anil and Icli (2014), Dias Sobrinho (2010) and the MEC/INEP assessment instruments, among other studies. As a result, a model was proposed that is divided into nine dimensions: Marketing Reputation, Security, Administrative Service, Interpersonal Relationship, Infrastructure, Career Opportunity, Educational Aspects, Academic Aspects and Social Transformation. It is concluded that drawing a reliable panorama, through an evaluation model of the quality of the service delivered, is the first step to deepen the discussions about the quality of Brazilian Higher Education.

The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

Стремительное развитие современного рынка образовательных услуг обусловливает необходимость детального исследования тенденций и закономерностей обучения на основе средств цифровой педагогики. Система создания и предоставления образовательных услуг определяется потребностью реализации оценки их качества. Актуальность проблемы обосновывается тем, что качество данных услуг обусловливает уровень интеллектуального потенциала государства, становится одной из важнейших предпосылок его экономической и политической стабильности, залогом конкурентоспособности на мировом рынке образовательных услуг. В статье проведен анализ цифрового обучения, его сущности, особенностей, преимуществ и потенциала в контексте образования, реализуемого в условиях цифровой экономики и информационного общества. Создание и развитие оптимальной системы сбора и обработки информации о качестве образования является на сегодняшний день одной из самых актуальных задач образовательной сферы. Обучение, построенное на основе применения средств цифровой педагогики, определяется как фактор модернизации образования и повышения качества образовательных услуг. Обращение к методам и формам цифровой педагогики, наряду с общепедагогическими подходами к обучению, позволяет оптимизировать учебно-воспитательный процесс и повысить качество предоставляемых образовательных услуг. The rapid development of the modern market of educational services necessitates a detailed study of trends and patterns of learning based on digital pedagogy. The system of creation and provision of educational services provides for the need to implement a systematic assessment of the quality of services provided by educational institutions. The relevance of this problem is justified by the fact that the quality of services determines the level of intellectual potential of the state, becomes one of the most important prerequisites for its economic and political stability, and guarantees competitiveness in the world market of educational services. The article analyzes digital learning, its essence, features, advantages and potential in the context of education implemented in the digital economy and information society. Creating and developing an optimal system for collecting and processing information about the state of the quality of education is one of the most urgent tasks of the educational sphere today. Training based on the use of digital pedagogy is justified as a factor in modernizing education and improving the quality of educational services. Using the methods and forms of digital pedagogy, along with general pedagogical approaches to learning, allows one to optimize the educational process and improve the quality of educational services provided.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

The aim of the research study is the description of the information analytical system developed by the authors for the formation of an integral linguistic assessment of the quality of educational services from the perspective of three main groups of consumers: employers, students and young professionals. The computation of the integral linguistic quality assessment is based on specially structured information obtained in the course of a voluntary online survey of consumers on specialized quality criteria for groups. A site has been developed for the online survey. The algorithmic support of the information-analytical system is based on the methods SERVQUAL, SWOT-analysis and fuzzy linguistic information processing technologies. The tools of the information analytical system allow us to obtain: linguistic assessments of the quality of services from the perspective of each group of consumers, an integral quality assessment for all consumers and automatically build a SWOT analysis matrix to develop a strategy to improve the quality of the analysed services. In accordance with modern standards of quality management, the approach to quality assessment laid down in the methodology for generating results uses the assumption that the consumer assesses the quality of services based on a comparison of his/her expectations and perceptions of the service during its receipt.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

Modern society is characterized by dynamism of social and cultural interactions in the context of globalization of social and economic processes. According to the authors’ opinion this increases the importance of improving the quality of training, all education, including higher professional education. Improving the competitiveness of higher educational institution may make on the basis of conformity of quality of the educational product to the requirements of actual and potential consumer demand. One of the efforts to make our higher education institutions to be in the same level with those of other nations is by improving the quality of the lecturers and their service to students. The research was conducted at the STAI Darul Ulum Banyuwangi, with a population of 132 people and 64 people of sample. The method of data collection is by using questionnaires and the method of data analysis is by using the analysis of double regression predictors. The results of this research show that: firstly, the lecturers’ abilities significantly influence the quality of services to students. Secondly, the lecturers’ teaching motivation also significantly influence the quality of services tostudents. Thirdly, the lecturers’ abilities are related to their teaching motivations. Finally the lecturers’ abilities and the teaching motivation simultaneously influence the quality of service to students. Keywords: quantitative design, ability, motivation, and service. Salah satu usaha untuk menjadikan pendidikan tinggi kita sejajar dengan bangsa lain, diperlukan perbaikan terutama pada perbaikan mutu dosen dan kualitas layanan kepada mahasiswa. Penelitian ini dilakukan di STAI Darul Ulum Banyuwangi, dengan populasi 132 orang dan sampel 64 orang. Metode pengumpulan data menggunakan metode angket dan analisis data menggunakan analisis regresi ganda dua predictor. Hasil penelitian ini menunjukan bahwa; pertama, kemampuan dosen berpengaruh secara signifikan terhadap kualitas layanan kepadamahasiswa;kedua,motivasimengajardosenberpengaruh secara signifikan terhadap kualitas layanan kepada mahasiswa; ketiga, kemampuan dosen berhubungan dengan motivasi mengajar; dan keempat, kemampuan dan motivasi mengajar dosen secara simultan berpengaruh signifikan terhadap kualitas layanan kepada mahasiswa. This publication is devoted to the problems of digitalization of university management, which the authors consider as a universal trend aimed at improving the management system in order to improve the quality of educational services and ensure dynamically sustainable and balanced development of universities. Research objectives: to determine the impact of digitalization (digitalization) on the development of the education management system; to identify the factors hindering the development of the education management system. Methodology: Based on a systemic and structural approach, as well as on key paradigms describing promising management transformations under the influence of digitalization, the authors studied the current state and potential of digitalization of management of universities in Russia, Argentina, Chile and Brazil (Latin American countries), and compared the indicators with similar data on the control group of countries (USA, China and Germany). Assessment and analysis were carried out using the expert method and the method of cluster analysis; the leading experts involved in the problems of public administration and digitalization of management of universities in Russia acted as experts. Results: It was found that digitalization of management has a significant potential for a positive impact on the competitiveness of educational services, on the quality of its pro-vision, on the sustainable, dynamic and balanced development of universities. The study revealed that there are cases of obvious breakthroughs in terms of digitalization of management of individual universities – and on their basis it is possible to build effective digitalization projects that can be adopted locally or replicated in the interests of intensive development and increasing the competitiveness of national higher education systems. The situation with the digitalization of university management in Russia and in the countries of Latin America selected for study is characterized by the presence of numerous common aspects, which suggests the possibility and validity of the implementation of universal solutions suitable for replication. The research materials were supplemented with the results of questionnaires and interviews of administrative managers working at universities. Conclusions. The analytical data obtained indicates that the universities of Russia and selected countries of Latin America remain catching up in the trends of global development of digitalization of management of higher education institutions, while universities in Russia, Chile, Brazil have a high potential for digitalization of management, primarily technological and personnel, and the assessment of the corresponding potential in the universities of Argentina is generally positive. Guided by the relevant data, as well as the materials of generalization of the digitalization practice of individual universities, it seems possible to significantly expand the horizons set by this study.
