At present, community pension has become a new type of pension. However, with economic development and social transformation, our country has entered a special period of diversified interests and complex contradictions. Environmental mass incidents show a high incidence trend. "Dilemma." This article uses a new perspective of behavioral public management to analyze the interaction between the government and the public in the decision-making process of environmental projects, and draws the conclusion of "two transformations": the cognitive framework of "public management". Scientific understanding is needed. Transform into the cognitive framework of "public epistemology"; accordingly, the interactive mode of the one-way role of the government and the people and the intermediary influence of experts needs to be transformed into the two-way role of "public epistemology". Based on the interactive mode in which the government, the people and experts play a regulatory role, it is recommended to transform the path dependence of government decision-making led by bureaucratic experts and technical experts into completely democratic decision-making.

The features and the role of deterministic social sense in the context of the archetypical approach are considered in the article; the specifics of the existence of the above-mentioned phenomenon in relation to public administration are presented. The nature, principles of the functioning of archetypes as a direct, pragmatic decision-making factor of the personality are represented. It is argued that archetypes are significantly different from those historically established or transformed by human characters, whose senses are not mentally inherited, but transmitted from generation to generation. The emphasis is placed on the relevance of the archetypal approach for research in the management sector in general and deterministic social sense — in particular. The author emphasizes that the archetype is a direct pragmatic factor in personal decision-making, acting as a created internal complication that ensures the course of certain socially deter mined processes in the human brain. Attention is focused on the continuity of the concepts of “sense” and “culture”: from the moment of alienation of a person from the surrounding natural world, all thoughts, created things, found and used means and methods of actions are given meanings. Thus, the decision, that is, the choice, appears to be the natural basis for an individual’s being in ontological reality, acting as a necessary precondition for structuring his administrative, legal and so on needs in modern society. Further investigation of the archetypal approach to the study of the phenomenon of deterministic social sense is seen in the study of the features of citizens’ reflection on the images and symbols created by the government in order to achieve some behavioral manifestations in the latter, allowing more deeply and clearly understand the needs of the people, and also to update the relevant role of public administration in his life. At the same time, from the standpoint of social, psychological, culturological pragmatics etc., the archetype is the primary form of sense stratified according to the types described by Jung. This differentiation of this phenomenon is natural, due to its universalism, which allows us to speak about the degree of social adaptability of the latter.

The degree of infection and consequent deaths have differed vastly, but Covid-19 pandemic has spared no country. The focus of this article is not to analyse India’s success in responding to this global pandemic but rather to draw lessons from this experience for effective public management in other fields of development. There seems to be an emerging consensus that civil liberties and public management matters. In a public health emergency, the primary responsibility of the government is to balance the foundation which paves way for equity, public welfare, individual and group rights, and a smooth functioning of democratic processes. Specific to the global crisis, the article focuses on how crucial it is to have a broad and free dialogue about civil liberties. Several countries are imposing some or the other form of problematic restrictions on civil liberties of an individual during the Covid-19 pandemic, leading to changing societal scenarios in a negative manner. Therefore, the article highlights the expertise of new public management and deployment of enhanced role of society stakeholders defence of civil liberties, especially in the area of social justice and misinformation.

Principally, solid waste management is all activities of solid waste handling, from thepoint sources until the final disposal. Up to know solid waste management in urban areais still a complex problem, either from social, management, and technology aspects.The other problem of solid waste management is due to the people behaviour, whichis mostly still unaware. Social capacity is another word social capital means a socialcondition that a lot of citizens participate the process of decision making or policymaking and cooperation with government. The role of community in this system is onlyin paying the monthly fee. So that people still fully gave the solid waste managementsystem in to the government. There is no indication of solid waste sparation by thepeople them selves.

This study aims to analyze and describe the role of Malang Regency Government in improving the local economic development through the tourism sector, in this case Balekambang Beach particularly. To analyze this problem, the researchers used the perspective of the New Public Management. This research uses qualitative type of research, descriptive analysis approach, and the interactive data analysis methods of Miles and Huberman. The research results showed that in improving the local economic development through the tourism sector, Malang Regency Government has to play its role as an entrepreneur, coordinator, facilitator, and stimulator with as much as possible to be able to boost regional economic development. Despite in the fact cannot be denied that there are still obstacles or barriers that must be faced in playing the role of the government.

Organizations that operate in extreme contexts have to develop resilience to ensure the reliability of their operations. While the organizational literature underlines the crucial role of slack when facing unanticipated events, a structural approach to slack says little about the concrete ways in which organizational actors produce and use this slack. Adopting a practice-based perspective during a 14-month ethnographic study in a French critical care unit, we study the slack practices, which consist in gathering, arranging and rearranging resources from both inside and outside the medical unit. This permanent process is captured in a dynamic model connecting situations, their evolutions and slack practices. Our research highlights the importance of situational slack production practices to ensure resilience. We also argue that these micro-practices are constitutive of the context in which actors are evolving. Finally, we discuss why these slack practices, although essential for ensuring resilience, can be endangered by the New Public Management context.

To the dismay of today's social progressives, the Argentine Catholic church addresses the moral situation of its people but also shies away from specific political positions or other hint of secular involvement. At the beginning of the twentieth century, the church set out to secure its place in national leadership by strengthening religious institutions and withdrawing clergy from politics. The church struggled to overcome a heritage of organizational weakness in order to promote evangelization, that is, to extend its spiritual influence within Argentina. The bishop of the central city of Córdoba, Franciscan Friar Zenón Bustos y Ferreyra (1905-1925), reinforced pastoral care, catechesis, and education. After 1912, as politics became more heated, Bustos insisted that priests abstain from partisan activities and dedicate themselves to ministry. The church casts itself in the role of national guardian, not of the government, but of the faith and morals of the people.

This is a book about the ways in which capital markets have come to be shaped by the ubiquity of sophisticated investors. In particular, many of today’s investors have the economic might and technical capacity to play a role in the decision-making of the corporations in which they invest. This phenomenon brings with it a host of benefits, such as mechanisms to ameliorate the moral hazard that can exist when the people who bear the risk of corporate activity are different from those who make decisions. A key element of this book is an examination of the ways in which thinking about corporations and capital markets must change to reflect the prevalence of sophisticated shareholders. The book develops a concept—shareholder-driven corporate governance—to explain the role of powerful shareholders and to propose a regulatory scheme that furthers their participation in corporate decision-making. In doing so, the book considers a number of regulatory challenges that confront securities regulators. Ultimately, the book identifies an important trend in capital markets, highlights reasons for fostering this trend, and discusses the path that regulation can and should take in order to protect investors and foster well-regulated markets.

The term, 'inang-inang pasar' is referred to Bataknese market female vendors who sell basic commodities in the traditional urban markets. They have the image of hard working and tough vendors who fight against poverty in towns. Their activities as vendors in traditional markets indicate their strategic role of women as the agents of economic resilience and the agents of health security in their families. Here, their toughness in supporting their families by being vendors at Sembada traditional market, Medan. However, their toughness becomes a dilemma caused by Covid-19 pandemic. In this case, the government implement prokes (health protocol) from 3Ms to 5 Ms (wearing masks, washing hands, doing social distancing, avoiding crowd, and staying home), including in the area of the traditional markets where they sell their merchandise. The Prokes of Covid-19 in traditional markets have caused various responses from them. The reality is that they have not been ready to practice the policy on this 5 M Prokes since most of them lack of awareness of adhering to it due to the vulnerable of their health habitus. It seems that they can become the carriers and local transmitters of Covid-19. This situation worsens their condition and the people surrounding them such as their own family members. Education is a key area, the results of which play an important role in the development of each society. The role of education focused on the inclusion of children into school groups, to prepare students to enter the labour market or continue their studies in the context of tertiary education is a sufficient argument to enable beginning to look for answers and possible solutions to the difficult question of the quality of schools. Constant pressure from the public forces them to monitor and improve the provision of public services, and continually enhance their own performance in order to achieve long-term existential security. These facts consequently require a comprehensive measurement of their performance. This opens up opportunities for applying the concept of Value For Money based on the principles of New Public Management. The purpose of the scientific study is to show the potential uses of Value for Money on the example of education. The suggestion of methodology of VFM to measure the performance in education presented in this study shows possibilities to measure, evaluate, monitor and achieve necessary and especially relevant information about the situation of education and subsequent decision-making not only for public forces, but also, it can be the suitable tool for public grammar schools themselves. Global competition among universities in the world has become more challenging over years. This makes it demanding not only for universities in Indonesia to create positive improvements but also for the government to adapt with its innovations and policy initiatives. Meanwhile, New Public Management approach which was initially introduced in 1990s has been proposing administrative reforms on the old inefficient bureaucracy. In response to this, universities along with the government have been incorporating some aspects of The New Public Management theory in order for them to strive in global competition. This study seeks to analyze the changing status of Indonesian universities. It further discusses how some aspects of New Public Management are incorporated in university’s administration. This Indonesian case study argues that NPM values has influenced the changing system of universities in Indonesia. NPS still exists partially if not fully, in Indonesian universities despite the problem of public acceptance responding to the government’s policy on university reforms.
