Abstract Tuna is a large pelagic fish that is widely found in Indonesian waters as one of the countries that have an important role in global tuna production. Moreover, tuna has the potential to be processed into frozen tuna. The added value as the result of the freezing process will increase the economic value of this product. Thus, it makes frozen tuna potential to be developed into an industry. One of the things that need to be considered in the establishment of an industry is location determination. The study was aimed to determine an alternative location for the frozen tuna industry in Banda Aceh city will be done. The method used in this research is the Analytical Hierarchy Process (AHP). The criteria used are Tuna Fish Production, Human Resources, Transportation Access, Institutional Support, and Availability of Infrastructure. The alternative location that will be determined is Kuta Alam Sub-district, Kuta Raja Sub-district, Meuraxa Sub-district, and Syiah Kuala Sub-district. The calculation result using the AHP method indicates that that the most appropriate location for the establishment of the frozen tuna industry is Kuta Alam Sub-districts with a weight of 0.428, thus the district was chosen as the best location for the establishment of the frozen tuna industry.

Since the late 1950s, millions of dolphins have died as bycatch in the American yellowfin tuna industry. These deaths were not caused by accidental incidents between humans and dolphins, but rather were the result of a common fishing method used to catch yellowfin tuna that fishermen called “porpoise fishing” or “fishing on porpoise.” Although fishermen had caught tuna alongside dolphins since the 1930s, mass dolphin bycatch did not begin until the late 1950s, when the fleet converted from live-bait pole-and-line fishing to purse seining. This conversion—labeled the “purse-seine revolution”—occurred in response to economic and geopolitical pressures that threatened the future of the industry and was made possible by technological advancements that made purse seining a more effective method for catching yellowfin tuna. This conversion fundamentally altered the relationship between fishermen and dolphins. This article argues that the origins of mass dolphin bycatch are rooted in the purse-seine revolution and lie in the nexus of the economic, geopolitical, and technological developments that led to this conversion.

Indonesia dalam industri tuna sangat diperhitungkan karena posisinya sebagai pemasok lebih dari 15 % produksi tuna dunia, tetapi di sisi lain daya saing perikanan tuna masih rendah. Tujuan dari penelitian ini adalah menganalisis kontribusi rantai nilai perikanan tuna terhadap daya saing industri perikanan tuna di Kabupaten Cilacap. Penelitian dilaksanakan pasa bulan April sampai dengan September 2017. Hasil analisis Second Order Structural Equation Modeling didapatkan bahwa rantai nilai berpengaruh terhadap daya saing industri tuna dengan loading factor 0.540 dan nilai p yang signifikan. Pengujian terhadap model secara simultan terbukti bahwa model telah fit dengan telah dipenuhinya semua ukuran fitting model yang diindikasikan dengan nilai Chi-Square kecil yaitu 301.252, RMSEA = 0.072, GFI = 0.907, CFI= 0.923, dan CMIN/DF = 1.814. Temuan penelitian ini membuktikan bahwa rantai nilai mempunyai pengaruh yang signifikan terhadap daya saing industri tuna. Dengan demikian strategi yang tepat untuk memperkuat daya saing industri tuna dapat dilakukan dengan cara meningkatkan rantai nilai perikanan tuna terutama dari aspek operasional, outbond logistic, dan services.Indonesia is the world’s larget tuna produser with contributing 15 percent to the world tuna market. However, the competitiveness of tuna fishery is still low. The aim of this research is to analyze the contribution of value chain of tuna fishery toward competitiveness of tuna industry in Cilacap. The study was conducted from April to September 2017. The results of analysis using using second order Structural Equation Modeling method (SEM) found that the value chain influenced the competitiveness of tuna industry with loading factor of 0.540 and significant p value. Tests on the model simultaneously proved that the model has been fit with the fulfillment of all fittings of the model. It gives indication with variables value, such as : Value of Chi-square is low with value 301.252; 0.072 for Root Mean Square Error of Approximation (RMSEA); 0.907 for Goodness Fit Index (GFI); 0.907 for (CFI); and 1.814 for minimum discrepancy (CMIN/DF). This research gives evidence that value chain has a significant impact toward competitiveness of tuna fishery industries.The best strategies to increase competitiveness of tuna fishery industries is increasing a value chain of of tuna fishery industries, Mainly from operational aspect, outbond logistic and services to raise tuna commodity productvity in global market.

Tuna is one of the most valuable fishery commodities produced in Indonesia. In a great measure of tuna production in Indonesia is exported to several destination countries such as Japan, the European Union and America. The demand for tuna in Japan and the United States from year to year has never decreased. Furthermore, the role of tuna industry from time to time is increasingly important and strategic, especially in sustaining the nation's economy as tuna plays an important role in many people’s health in which Tuna provides high quality protein. In terms of sustainable tuna consumption, <em>valuable creative activities</em> (VCA) is required to be formulated, so all resources (tangible, intangible, human resources) are able to produce prime fishery products that have high quality standard and high value content, competent, safe, traceable, both nationally and internationally. The Prime fishery products are able to be produced if the fishery industry successfully applies several standards both national and international such as ISO, SNI, CODEX, and standards from importers. In terms of applying those standards, it is worth reviewing few of benefits of standard implementation. Associated with the standards applied by the company, there are studies of the benefits of standard implementation in tuna industry in Muara Baru, DKI Jakarta. The purpose of this study was to assess the benefits of standard implementation in tuna companies. The method used was descriptive and it uses several tests including profitability ratio analysis (net profit margin, return on asset, return on equity, profit margin). The results of this study are that both companies had implemented the standard well, standard understanding by both companies still exist different, while from the financial sector the company was able to increase profits
