The issue of the role of education and professional qualifications in the establishment of the highest bureaucratic elite in the Russian Empire in the 19th — early 20th centuries is considered in the article. Particular attention is paid to the availability of special (profile) education for ministers and department directors of the main civilian departments. The connection between the attempt to differentiate the requirements for the educational qualification of officials de-pending on the type of service at the beginning of the 19th century, on the one hand, and projects to abolish civil ranks, on the other are analyzed. The results of a comparative analysis of information about education and service experience of representatives of the highest bureaucracy of various departments are presented. Special attention is paid to medical and “technical” departments, the leadership of which required special qualifications.  It is shown that legal education has come to be considered a profile qualification not only for the judicial, but also for the administrative service. The age characteristics of Russian ministers at the time of their occupation of ministerial posts are given. It has been proved that the problem of raising the educational level of the Russian bureaucracy was largely solved for the upper and middle level of the Russian bureaucracy by the end of the 19th and the beginning of the 20th centuries, but the problem of professional qualifications still existed, although significant steps were taken to resolve it.

Introduction: SARS-CoV-2 (Severe Acute Respiratory Syndrome Coronavirus-2) causing COVID-19 (Coronavirus Disease 2019) continues to be widespread in Kansas.  County health departments are trying to contain this pandemic.  Methods: This second survey of Kansas county health department directors occurred from August 7 to September 7, 2020.  Since the first survey in April, there have been significant increases in the number of positive cases of COVID-19 and related deaths.  Thus, the aim of the study was to re-evaluate county-level containment efforts and assess shortfalls that were previously identified in the April 2020 survey. Results: In total, 41 out of 105 directors responded to the survey.  Generally, respondents said there were increased supplies for testing, increased testing centers, shorter time to get test results, and in some cases, increased funding.  However, the number of people involved in contact tracing had not substantially increased, which was one of the recommended changes for improving containment.  Moreover, of those persons who were tested, only a few (18%) counties inquired if they wear masks in public.  From comments reported, there was a sense of employees being overwhelmed, especially among the smaller county health departments. Conclusions: As the cases of and deaths from COVID-19 are increasing in the state, especially in high density areas, the respondents to our survey indicate there is continued need for additional  funding with easy access, increased staffing, especially for contact tracing, and significant help for effective messaging to improve adherence to public health directives.

Purpose Nearly 40 years since they first appeared, there is renewed interest in dashboards, engendered by the diffusion of business intelligence (BI) desktop software, such as Power BI, QlikView and Tableau, denoted collectively as “self-service” BI. Using these commodity software tools, the work to construct dashboards apparently becomes easier and more manageable and no longer requires the intervention of specialists. This paper aims to analyse the implementation of this kind of commodity dashboard in a university, exploring its role in performance management processes and investigating whether the dashboard affects the organisation (or not). Design/methodology/approach This paper focusses on an action research project developed by the authors, where the objective was to design and implement a dynamic performance measurement tool fitting the needs of department directors. The three authors were all involved in the project, respectively, as project manager, dashboard implementation manager and accounting manager of the studied organisation. Findings The results reveal a specific but complex change to the procedures and outcomes in the organisation studied, where the dashboard becomes a boundary infrastructure, thereby reviving technical and organisational problems that had been latent for years. Originality/value In this paper, the authors contribute to the debate on the digital age and the role of accounting with their exploration into the “revolution” of self-service BI tools. The democratisation and flexibility of these instruments put into discussion two core and somewhat controversial functions of accounting: data integration and personalised reporting.

Purpose The working group for gastrointestinal and abdominal imaging within the German Radiological Society performed a nationwide online survey in order to assess the current status regarding the awareness and application of LI-RADS, a classification for evaluation of liver lesions in patients at risk. Materials and Methods Using the website www.deutsches-krankenhausverzeichnis.de a list of hospitals was generated meeting the criteria internal medicine, gastroenterology, general and visceral surgery and radiology (n = 391). Randomly, 102 department directors were contacted, and asked to name one consultant and one resident from their department in order to participate in the survey. 177 potential participants were invited to fill out an approximately 10-minute online survey in the form of 17 questions regarding the awareness and application of LI-RADS. The results of the survey were analyzed by means of descriptive statistics. Results 77 participants were registered, which corresponds to a response rate of 43.5 %. 47 % of all participants were radiologists, 30 % surgeons and 23 % internal doctors/gastroenterologists, respectively, many with more than 13 years of professional experience (37.2 %). The majority of participants worked in a hospital with a focus (37.2 %) or a university hospital (29.1 %). Even though the majority of participants knows about or has heard of LI-RADS (73.2 %), only a minority uses the classification themselves (26 %) or within the context of tumor boards (19.2 %). Conclusion The results of our survey demonstrate that LI-RADS is relatively known in Germany, the application however quite sparse. This is in contrast to the general desire and endeavor for more standardized reporting in radiology. Key points Citation Format

Purpose Due to environmental externalities, micro-enterprises with profit-seeking features do not develop sufficient motivation for environmental governance. In a fiscally decentralized system, local environmental protection authorities perform environmental supervision, and the intensity of the regulations that they implement has an important influence on corporate environmental governance. Based on the promotion tournament framework, this paper aims to discuss the driving mechanism of corporate environmental governance using turnover of environmental protection department directors (EPDDs) as an indicator. Design/methodology/approach Using samples of A-share companies listed on the Shanghai and Shenzhen exchanges from 2007 to 2014, this paper examines the impact of EPDD turnover on corporate environmental governance and its underlying mechanism. Findings The results show that corporate environmental governance exhibits a political periodicity that changes with the turnover of the EPDD, and the periodicity remains after controlling for the influence of changes in provincial party secretary and governor. Internal mechanisms analysis indicates that, without financial independence, local environmental protection departments rely on increasing sewage charges, not environmental protection subsidies, to promote corporate environmental governance. Further, considering heterogeneity among officials, it finds that the younger a new EPDD is, the more pronounced the periodicity of corporate environmental governance. However, there is no significant difference between in-system and out-system turnover. Originality/value In general, this paper describes the mechanisms of corporate environmental governance from the perspective of political economics, and the results have implications for the potential improvement of the government’s environmental supervision functions and the development of ecological civilization in China.
