This paper discusses the Implementation of the Website-Based Payroll Information System at the Sukamekar Village Office, Bekasi, West Java, where this paper is a continuation of the Designing stage of the Employee Payroll Information System for the Partner. This implementation includes system testing that will be implemented, System Conversion includes Data Conversion and System Installation and Training for Users which includes Able Users and Admins. Sukamekar Village is a village located in Sukawangi District, Bekasi Regency, West Java which has a village head as village leader, Sukamekar village has employees who serve as secretaries who are tasked with recording employee data and employee attendance who still use the absent form, using the form frequently errors occur such as missing paper, there is no attendance data and the financial officer in charge of making salary data is also still manual with a letter of responsibility, therefore it is necessary to create a website-based staffing system that will be able to overcome the weaknesses and shortcomings of the existing staffing data management system . The data management system that will be created can process employee data input quickly and accurately, although the amount of data entered is relatively large and the accuracy of calculations and reports can be achieved as optimally as possible so that errors in entering data and calculating data will not occur. is the implementation of the information system, namely training, documentation and system conversion. Tulisan ini membahas tentang Implementasi dari Sistem Informasi Penggajian Kepegawaian Berbasis Website pada Kantor Desa Sukamekar Bekasi Jawa Barat, dimana Tulisan ini merupakan kelanjutan dari tahap Perancangan Sistem Informasi Penggajian Kepegawaian pada Mitra tersebut. Implementasi ini meliputi pengujian Sistem yang akan di imlentasikan, Konversi Sistem meliputi Konversi Data dan Instalasi Sistem Serta Pelatihan terhadap Pengguna yang meliputi Pengguna Bisa dan Admin. Desa Sukamekar adalah desa yang berada di Kecamatan Sukawangi, Kabupaten Bekasi, Jawa Barat yang memiliki kepala desa sebagai pemimpin desa, desa sukamekar memiliki pegawai yang bertugas sebagai seketaris yang bertugas untuk mencatat data pegawai dan absensi pegawai yang masih menggunakan formulir absen, dengan menggunakan formulir sering terjadi kesalahan seperti kertas hilang tidak ada data absensi dan kaur keuangan bertugas membuat data gaji juga masih manual dengan surat pertanggung jawaban, Oleh sebab itu maka perlu dibuat suatu sistem kepegawaian berbasis website yang akan dapat mengatasi masalah kelemahan dan kekurangan dari sistem pengelolah data kepegawaian yang ada. Sistem pengelolahan data yang akan dibuat dapat melakukan proses input data pegawai dengan cepat dan akurat, walaupun jumlah data yang dimasukan relatif cukup banyak dan keakuratan perhitungan serta laporan dapat dicapai dengan seoptimal mungkin sehingga kesalahan dalam memasukan data dan perhitungan data tidak akan terjadi kesalahan, Selanjutnya pembahasan adalah Implementasi dari Sistem Informasi tersebut yaitu pelatihan, dokumentasi dan konversi system.

Abstract The spread of COVID-19 is increasingly massive and it involves local transmission. Facing these issues, community-based risk reduction is truly needed. This study aims to describe the society-based risk communication for COVID-19 disaster prevention through “Keep the Village” program, called Jaga Kampung. This study used a qualitative approach by collecting data through interviews with COVID-19 response volunteers in the Jaga Kampung program in Riau Province, Indonesia. This study finds out that the Jaga Kampung program has the aim to prevent the spread of COVID-19, maintain security stability, and protect people's food needs. The implementation of these activities involves the collaboration of communication actors from the police and the army who works in the village, village leader, village health worker, society leader, and volunteer. The officers of Jaga Kampung convey education and socialization of health risks humanistic and persuasively to villagers and newcomers. Communication is done through face-to-face, outdoor media, and social media such as WhatsApp, Facebook, YouTube, and Instagram. This community-based risk communication can increase society's participation in the prevention of COVID-19 so that the health and socio-economy of society is maintained.

Abstract Background There is increasing recognition of the complexity underlying WASH conditions in developing countries. This article explores the complexity by assessing the vulnerability of a specific area to poor WASH conditions using a qualitative approach. Methods We present our findings for the district of East Sumba in Indonesia. This area is known as one of the poorest regions in Indonesia with inadequate WASH services, indigenous belief that hinder the practice of WASH-related behaviours, and has a high rate of children malnutrition. All the factors that contribute to poor WASH conditions were discussed through the lens of the Financial, Institutional, Environmental, Technological, and Social (FIETS) framework. We then summarised the factors and visualized the “system” using a mind map which shows how factors are interconnected and helps to find the root causes of poor WASH conditions. Results There are three main challenges that inhibit the improvement of WASH conditions in this area: inadequate institutional capacity, water scarcity, and poor socio-economic conditions. We found that a village leader is the most important actor who influences the sustainability of WASH services in this area and healthcare workers are influential WASH promoters. This study also shows how culture shapes people’s daily lives and institution performance, and influences the current WASH conditions in East Sumba. The mind map shows there is an overlap and interconnection between FIEST aspects and WASH conditions in the study area. Conclusion WASH conditions are influenced by many factors and are often interconnected with each other. Understanding this complexity is necessary to improve WASH conditions and sustain adequate WASH services in developing countries. Finally, WASH interventions have to be considerate of the prevailing cultural practices and should involve multidisciplinary stakeholders.

ENGLISHThe hilltop is located at van Dering Hill commonly named van Dering Fortress by the nearest communities in Serukam Hamlet, Pasti Jaya Village, Samalatan Sub-district, Bengkayang District. This research aimed to describe the revitalization process of van Dering Fortress. This study used a qualitative approach. It carried on in the van Dering Serukam tourism area. Primary data were collected through interviews with community elders, village leader, and sub-district head. Next, the data were analyzed qualitatively. This study resulted that van Dering Fortress was broken about 90%. It happened for a long time since the Dutch have not left Serukam yet. Both local and central government have not yet to pay attention to van Dering Hilltop as a cultural heritage. The landowner of the location of Dutch Hilltop finally built a house on the foothill. This cultural heritage abandonment caused the loss of historical asset during Dutch colonization. Van Dering revitalization was assumed to bring positive impacts for tourism development in Bengkayang District. Then, it could increase the local government income, so that it can support economic growth and local development. INDONESIAPos intai Belanda yang terletak di Bukit Van Dering biasa disebut Benteng van Dering oleh masyarakat Dusun Se-rukam merupakan salah satu peninggalan sejarah yang terletak di Desa Pasti Jaya, Kecamatan Samalatan, Kabupaten Bengkayang. Tujuan penelitian adalah menggambarkan upaya revitalisasi Benteng van Dering. Penelitian menggunakan pendekatan kualitatif dan dilakukan di kawasan wisata van Dering Serukam. Data primer diperoleh melalui wawancara dengan para tetua adat, kepala desa, dan camat. Data yang diperoleh selanjutnya dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa cagar budaya Benteng van Dering berada pada kondisi rusak. Kondisi tersebut terjadi sudah sejak lama, dimana 90% Benteng van Dering sudah hancur, bahkan sebelum Belanda meninggalkan Dusun Serukam. Pemerintah, baik pusat maupun daerah belum memberikan perhatian terhadap revi-talisasi Benteng van Dering sebagai kawasan cagar budaya sejarah. Pemilik lahan tempat berlokasinya pos intai Bel-anda pada akhirnya membangun rumah di bawah kaki bukit. Apabila kondisi tersebut terus terjadi, dapat berdampak hilangnya jejak keberadaan aset bersejarah periode penjajahan Belanda. Revitalisasi Benteng van Dering di Bukit van Dering diharapkan dapat memberikan dampak positif bagi perkembangan pariwisata di Kabupaten Bengkayang. Se-lanjutnya, hal tersebut dapat meningkatkan pendapatan asli daerah sehingga mendukung pembangunan dan pertum-buhan ekonomi.

Perbayo is a speech delivered at the coronation ceremony of a local village leader that embraces three aspects, namely: the creation of human, the Kerinci’s natural history, and the leadership. As for the third aspect, the values are often analogous to a rooster having six characters: 1) langsing kokok (good crow); 2) sibar ekor (beautiful tail); 3) kembang sayap (wide wings); 4) besar paruh (big beak); 5) lebar dada (big chest); and 6) runcing taji (sharp spur). The six characters are metaphors of the values that a leader of Sungai Tutung Village must have. This study aims to explore the practice of character education among the people of Sungai Tutung Village. Using a semi-ethnographic design, this study found: firstly, the rooster’s six characters symbolize leadership values that have been preserved from generation to generation among the customary leaders of Sungai Tutung Village; secondly, the analogy of the rooster is maintained because apart from being easy to remember, it symbolizes courage, dignity, wisdom, and responsibility. Perbayo merupakan pidato saat penobatan pemuka adat desa yang memiliki penekanan pada tiga aspek, yaitu penciptaan manusia, sejarah alam Kerinci, dan kepemimpinan. Pada aspek ketiga, nilai-nilainya seringkali dianalogikan dengan ayam jago yang memiliki enam karakter: 1) langsing kokok; 2) sibar ekor; 3) kembang sayap; 4) besar paruh; 5) lebar dada; dan 6) runcing taji. Keenam karakter tersebut adalah metafor dari nilai-nilai yang mesti hidup dan tumbuh dalam individu pemuka adat di Desa Sungai Tutung. Artikel ini bertujuan untuk menggali nilai-nilai pendidikan karakter yang terdapat dalam Perbayo Adat Desa Sungai Tutung. Dengan menggunakan desain semi etnografi, studi ini menemukan: pertama, enam karakter ayam jago merupakan nilai-nilai kepemimpinan yang dilestarikan secara turun-temurun oleh pemuka adat Desa Sungai Tutung; kedua, analogi ayam jago dipertahankan karena selain gampang diingat dan disebut, ayam jago menyimbolkan keberanian, kewibawaan, kebijaksanaan, dan bertanggungjawab.

Introduction. A village library is a public library that support rural community education activities. The village library should be transformed into a sosial inclusion-based library. The paper aims to explore  services and activities of Jendela Dunia Village Library based on sosial inclusion. Data Collection Method. This paper used a qualitatative research method with a case study approach. Data Analysis. The data collection techniques were conducted through interviews, observations, and library studies. Results and Discussion. The Jendela Dunia Village Library has been run based on sosial inclusion considering aspects of collection development to support the needs of the community with a web-based digital library. Several activities have also been conducted such as organising training of computer, making handicrafts, arts, and gymnastics, organisings innovative KOBOK services, managing mobile reading bicycles, and supporting health literacy through Posyandu and Posbindu. Conclusion. Jendela Dunia Village Library is a sosial inclusion-based library that is creatively managed and has the full support of the village leader. This  can be a model for other village libraries in utilizing the potential of the village. Jendela Dunia Village Library also  opens training sfor library managers outside the village.

Indonesia has established various types of agrarian policies in line with poverty reduction initiatives. Various policies on poverty reduction schemes that have been implemented before were not successful because many of them lacked sustainability. Most strategies on the activity of the programme called for direct assistance to the unfortunate. The Food Self-Sufficiency Village Programme (Desa Mandiri Pangan) gives support financially and offers intensive assistance to the community. The principal targets of the programme are to empower the community, alleviate rural poverty and sustain food security at the village level. Active institutions play a very important role in supporting the DMP Programme. There were institutions in the village sites before the introduction of the DMP Programme, such as the village leader, village councils, farmer groups, rice milling units, a village health station unit, a school, a mosque, a church, private lenders, village shops, and traders.

The study aims to find out the solving method for problems in the thematic tourist village of Mulyaharja and designing the development of thematic tourism village model based on a community empowerment approach. This study is qualitative with an action research method. There are five respondents, i.e. chief of the village office, secretary of the village office, manager of the thematic tourist village, leader of mature farmer group and chief of youth group organization. This study was undertaken from February, 2018 to September, 2019. The generated outcomes are a solving problem method as solving steps chart, which consists of an explanation of the problem, solving and progress report each aspect, institutional, vision, activity, amenities, accesbility and entrepreneurship aspect. Furthermore, the model designed for development of thematic tourist village based on community empowerment is a circle with series of steps of eleven steps that connected each other and continuity. The series of steps are 1) choosing the candidate of partner village; 2) deciding the category of tourist village; 3) executing  the MoU; 4) determining the program targets; 5) identifying the potentials of tourist village; 6) managing the empowerment programs; 7) implementing the assistance programs; 8) directing the college resources; 9) promoting the outcome of program; 10) evaluating the program and 11) mapping the stakeholder based on their proactive involvements.
