The number of urban residents continues to increase each year due to the mobility of the population from villages to cities (urbanization). Aims this article  to describe the development of urbanization in North Sumatra. Method of research is library research, data collection is carried out by taking from various sources such as BPS data, journals, documentation, and coupled with observational data then analyzed descriptively. This research found  that the population development of North Sumatra (North Sumatra) is still concentrated in Medan City. Although its geographical area is only 0.36% of North Sumatra's area, Medan is inhabited by 2,279,894 million people. The concentration of the population of North Sumatra in Medan is due to the ongoing urbanization or migration of people from villages to cities. The high number of urban residents can be a problem for the government, one of which is the emergence of the phenomenon of poverty, homelessness, and congestion. Often people who move to urban areas have big reasons and expectations such as wanting to get a job, high wages, prestige, and wanting to enjoy urban facilities. The conclusion is the development of the urban population in North Sumatra is in line with the rapid development of infrastructure, such as toll roads, and industries built by the government or the private sector continue to grow. The increasing level of urbanization shows the increasing number of people living in urban areas (cities) which causes the population to become denser in urban areas. The large number of people who urbanize in North Sumatra is due to economic and social factors.Keywords: Urbanization, Mapping, Development, Nort Sumatra

Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. The population in Jakarta continues to increase and the Covid-19 Virus had a huge impact when using Transjakarta buses, The government and the community participate in solving it. Solution is to increase self-awareness The Transjakarta busway corridor 1 is one of the most crowded corridors because there are several transit stops and routes are in urban areas, it’s estimated that corridor serves 500,000 - 600,000 people or more/day, after policies on Covid-19 implemented by the Government such as restrictions the number of passengers on the busway and enforcement of the Health protocol for passengers and officers. The existence of these restrictions causes the effect of transportation travel. This research was conducted to determine the level of awareness of Transjakarta Bus passengers' behavior towards the Health protocol that is applied when carrying out activities outside the home and its effect on travel patterns, the policies realized by Transjakarta busway operator officers. The research data were obtained through questionnaire, then processed by normative and descriptive analysis methods. From the results of the analysis, it was found that passengers and officers were considered to be quite aware and good at implementing existing policies and passengers revealed that this policy affected their travel patterns. ABSTRAKPenduduk di Jakarta terus meningkat dan Virus Covid-19 pun berdampak sekali pada saat menggunakan bus transjakarta, ada kalamya pemerintah dan masyarakat berpartisipasi dalam menyelesaikannya.Salah satu solusinya adalah meningkatkan kesadaran diri-sendiri terhadap hal tersebut.Pada Halte busway tranjakarta koridor 1 ( Blok M – Kota ) merupakan salah satu koridor yang paling ramai karena ada beberpa halte yang transit dan rutenya pun di perkotaan, perkiraan koridor 1 yang melayani 500.000 – 600.000 orang bahkan lebih per hari, Setelah kebijakan-kebijakan tentang Covid-19 yang diterapkan oleh Pemerintah seperti pembatasan jumlah penumpang pada busway dan pemberlakuan protokol kesehatan untuk penumpang maupun petugas. Adanya Batasan-batasan ini menyebabkan pengaruh perjalanan transportasi. Penelitian ini dilakkan untuk mengetahui tingkat kesadaran perilaku penumpang Bus Transjakarta terhadap protokol kesehatan yang diterapkan ketika melakukan kegiatan di luar rumah dan pengaruhnya terhadap pola perjalanannya, juga untuk mengetauhi kebijakan yang direalisasikan oleh petugas operator busway Transjakarta. Data penelitian didapatkan melalui kuesioner, lalu diolah dengan metode analisis normative dan deskriptif. Dari hasil analisis, didapatkan bahwa baik penumpang maupun petugas dinilai sudah cukup sadar dan baik dalam menerapkan kebijakan yang ada dan penumpang mengungkapkan dengan adanya kebijakan ini memperngaruhi pola perjalanannya.

The problem of forest fires becomes a complex problem and even impacts not only the domestic sphere, but also has an impact on foreign countries (neighbors). This problem arises not only due to natural factors, but also due to human factors. This is an extraordinary crime, which is constitutionally the responsibility of the state. This study aims to analyze how the concept of state responsibility in the issue of forest fires in the case approach and the concept of green constituency. The method used in this research is normative legal research premises library research data collection methods. Which shows that the government in the case of forest fires is constitutionally responsible, because Indonesia adheres to the concept of green constitution which reinforces the ecological position in the development of the nation and state.

The implementation of the JPT filling policy was realized by the issuance of the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 13 of 2014 concerning Procedures for Filling in JPTs at Government Agencies. The problem of this thesis is how the arrangement of the implementation of the selection of high-ranking leadership employees in the North Sumatra Provincial Government. How is the implementation of the filling of the position of Primary High Leaders according to Law Number 5 of 2014 in the Government of North Sumatra Province. What are the inhibiting factors in implementing Law Number 5 of 2014 concerning the Implementation of the Charging Selection for the High Primary Leadership in the Government of North Sumatra Province. The research is descriptive and uses a normative juridical approach and juridical empirise. Data obtained through library research (library research) and field research (field research). Based on the results of field research, it was obtained the arrangement of filling in the position of Primary High Officials by Law Number 5 of 2014 on Article 108, Article 113 and Article 115 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2014 concerning the mechanisms and requirements must be fulfilled by the prospective Primary High Leadership Position. The reform of criminal law in Indonesia, which has become one of the discourses, is the Article regarding insults to the President and Vice President in the 2019 RUUKUHP. The government re-included several articles of insulting the president in the Draft Criminal Code formulation, which the Constitutional Court deleted through Decision Number: 013.022/PUU IV/2006. So the problem in this research is how the policy formulation of offense against the President and Vice President is following the formulation of the RUUKUHP and how the comparison of articles on insulting the President and Vice President in the formulation of the Draft Criminal Code with the Constitutional Court Judge Decision No: 013.022/PUU IV/2006. The research method used is juridical normative based on secondary data through library research data collection and data analysis. The discussion results show that the policy for the formulation of offense against the President/Vice President following the formulation of the RUUKUHP is an effort to provide legal protection to the President/Vice President as a symbol in state life. Comparing articles regarding insults to the President and Vice President in the formulation of the RUUKUHP with the Constitutional Court Decision No: 013.022/PUUIV/2006 have both similarities and differences.

Silangit Airport is an air transportation infrastructure located in Silangit, North Tapanuli, North Sumatra Province. The government has set Lake Toba as a tourism destination the main attraction for local and foreign tourists. With the continued development of regional tourism, the number of passengers and the number of tourists to SIlangit Airport will continue to increase and affect the regional economic growth which will have an impact on the figure of the North Sumatra Province GRDP. Therefore, the government has begun a big plan to advance Indonesian tourism starting from the construction of facilities and infrastructure in each tourist area. Lake Toba, located in Toba Samosir Regency, North Sumatra, is the largest lake in Indonesia, which is expected to bring more visits from various regions, both domestic and foreign. The aim of the study was to identify and analyze the problems of developing Silangit airport to support the acceleration of development in tourism. The results are recommendations for developing the Silangit airport area, including increasing accessibility and transportation connectivity from / to tourist locations throughout the region of Lake Toba tourism object by building Kualanamu-Parapat toll roads, Silangit-Parapat and feeder roads as well as adequate and then traffic smooth, safe, safe.

The freedom of use of social media has been exploited by a number of people to distribute information that is questionable. The fake news or hoax is disseminated to lead public opinion related certain thing that is motivated by personal and group interests. In 2019, Masyarakat Telematika (Mastel) launched a survey result which stated that 34.60% of Indonesians had received hoax news every day through social media. Starting from this, the government’s role is needed to participate in filtering information circulating on social media. Through this study, the author wants to examine the role of government in preventing and assisting the society in filtering and clarifying hoax news on social media about elections in the political year. This study uses a qualitative approach that is library research. Reference materials are obtained from books, journals, research reports, magazines related to hoaxes, elections, and social media. After the data is collected, the author analyze the data using analysis techniques including data reduction, data presentation, and drawing conclusions. The results showed that the purpose of spreading hoaxes was to earn money and spread the ideology. The rapid development of hoaxes on social media is an urgency for the government to conduct various ways immediately to overcome this, both by increasing the capacity and security within the government and by collaborating with several expert agencies.

The research aims to classify the settlements along the river banks by province. To solve this problem, the researchers applied the K-Means Algorithm method. Where the source of research data was collected based on documents explaining the number of villages / sub-districts according to the existence of settlements on the river banks produced by the Central Statistics Agency (BPS). The data used in the study are data from 2014 - 2018 which consists of 34 provinces. The data will be processed by clustering in 2 clusters, namely the settlement level cluster on the high riverbank and the settlement level cluster on the low riverbank. The high cluster consists of 11 data, namely the provinces of Aceh, North Sumatra, Jambi, South Sumatra, West Java, Central Java, East Java, West Kalimantan, Central Kalimantan, South Kalimantan, and South Sulawesi. By conducting the research, it can provide input and as a solution to related parties in charge of dealing with settlement problems along the river banks, especially for the government, in order to get more attention in provinces with high riverbank settlement rates.

The government poured out the budget of trillions as a form of seriousness in handling the coronavirus outbreak which began to spread in Indonesia in the early of 2020. The amount of subsidized funds for the care of covid-19 patients provided by the government to hospitals is used by rogue hospital personnel to reap huge profits by convicting patients who are suffering from other diseases so that they have the status of covid-19 patients (not covid-19, sentenced to covid-19). This research is a type of normative legal research which is conducted by examining the library materials or secondary data. The secondary data in the form of primary legal materials, secondary legal materials, and tertiary legal materials used in this study were obtained through books, government publications, internal organizational records, reports, journals, and various sites related to coronavirus. The secondary data obtained are then processed by using library research data collection techniques (library research). The study is then analyzed qualitatively through the descriptive analytical method, so that a general conclusion is obtained about the coronavirus. The results showed that the form of legal protection against the determination of Covid-19 status in patients with general illnesses by hospitals in Medan was in the form of compensation. This refers to the Law Number 8 of 1999 concerning Consumer Protection and Law Number 36 of 2009 concerning Health. Keywords: Legal Protection, Covid-19

The era of the fourth industrial revolution has caused many changes in every aspect of human life. The rapid development of technology has brought many advances affecting the socio-economic aspects of the lives of people in urban areas. The impact is different in people who are adapted compared with people who cannot adjust. Therefore, the government must interfere to accommodate these different conditions to reduce socio-economic inequalities for the future. The government also plays a role in efforts to improve welfare through the Smart City program, which involves all components of society. This program involves planning, developing and implementing technology in an urban area, which creates complex and synchronized systems of interactions. The purpose of this study was to determine the strategic role of Smart City in improving people’s welfare. Kediri is one of the regions in Indonesia that has implemented a Smart City program and is continuously improving its implementation. Descriptive qualitative methods were used with a phenomenological approach. Data were collected through observations and literacy studies, to obtain a reflection of the implementation of Smart City in Kediri. The results described the implementation of the Smart City program, and showed that the quality of government services relating to the welfare of the community has improved, in terms of the economy, education, health and public facilities. The level of community participation in supporting regional activities has also increased due to the support of information and communication technology.
