Managing Corona

As a result of the Corona pandemic, far-reaching regulations and laws intervened in the shaping of people's lives, the economy and social life in 2020. A variety of legal, economic and sociological questions arise concerning the political-administrative crisis management of the Corona crisis. These concern, for example, fundamental aspects of the separation of powers and legal control by means of ordinances, or questions of public procurement law concerning the procurement of protected goods. In this work, researchers from the University of Police and Public Administration NRW analyze the corona management of the first months of the pandemic in Germany from an administrative science perspective. The article points out on the consequences of the pandemic in everyday social life, in online mode. So, the informants were asked questions connected to significant changes during the onset of Covid-19 in various social spheres. The methodology of the analytical approach is based on a qualified assessment of the situation according to the results of large-scale field research by the largest survey and analytical centers (Public Opinion Foundation, Higher School of Economics, Russian Presidential Academy of National Economy and Public Administration, etc.), as well as valid publications of Russian scholars on the topic in peer-reviewed publications. Within the framework of the study, the methodology of mini-interviews with university age and status strata directly associated with the educational process is involved in relation to the problems posed. In the article several statements are given, so they reveal the opinion of representatives of the senior group of respondents – Doctors of Sciences who teach at the university, who have experienced new realities personally and within students’ interaction. According to the results of the new social reality lessons, in the analytical content of the informants` answers there is still expectation of returning to the daily life.

Rather than being exceptional for Māori and Pacific Peoples, Covid-19 is the latest iteration of virulent disease that arrived with European colonisation. The various pandemics are connected; they exacerbate and intensify existing conditions of colonial inequality and injustice. The political and economic marginalisation of Māori and Pasifika within Aotearoa New Zealand ensures that Covid-19 will have disproportionate impacts upon them. Covid-19’s impacts will be felt in the academy as everywhere else. The immediate issue will be the culling of less popular ‘uneconomic’ courses, and of precarious instructors (where Māori and Pacific teachers are over-represented). Colonisation never ended. Ongoing domination is secured through the reproduction of social life, including via social institutions like the university. While sociology likes to think of itself as the critical edge, it often fails to be so in relation to its own assumptions. In order for sociology to be part of the solution, instead of simply perpetuating the problem of racism as it is wont to do, its practitioners must recognise our place in the world, must speak to our ways of knowing and being, and must validate the aspirations of Māori and Pacific communities, Māori and Pacific students and Māori and Pacific staff.

Public procurement is a mainstream of today. We can observe as the scientific field of public procurement continues to expand, since academicians in law, public administration, finance, management and information technology tend to apply their knowledge to study public procurement. Progress in public procurement is equally evident in the political and economic fields, where public procurement is closely linked to problems of social integration, economic growth and environmental sustainability. This raises important questions as to how and by which methods we should research this area. Based on the results of the study, we conclude that applying existing theories to practical challenges has great potential to generate new possible ways of solving problems in the field of public procurement. At the same time the scholars’ will help generate data for the development of new ideas, concepts and even certain theories in the field of public procurement.

Commentary on the typology of Andrzej CzajowskiThe political sphere of social life creates not strictly political actions undertaken by policy-holders specialized in the struggle for power and the art of governance, constituting or changing the political order, regime, but also quasi-political actions undertaken by big social groups, communities and social movements, even by individuals interested in certain decisions, exerting pressure on the governing and other political forces also for non political purposes and peri-political actions undertaken in politically-inspired or controlled and programmed offices, public institutions in the course of management, judgment,enforcement of the legal order. Quasi-political actions include: politically-motivated actions, politically-important actions also relevant irrespective of the subject’s motives and intentions and politicized actions — politicized by how they are perceived and exploited by the Perpetrator’s surrounding entities. So is the typology of Andrzej Czajowski, which is worth complementing the meta-political actions — related to the establishment and enforcement of rules and standards of the political game, governance, forms of social and legal control and self- or mutual limitation of political forces?

Zakhiriddin Muhammad Babur is a historical figure, king and poet who founded the Great Mughal Empire in India. His work "Baburnama" is a unique source that describes the political and social life, geographical location, culture, as well as his own experiences and feelings of the peoples who lived and worked in the 16th century. He left a unique legacy as a literary critic. In his book “Babur”, Eiji Mano compares Babur to Nobunaga Oda, the hero of Japan at the time. Babur, the founder of the Mughal Empire in India, was born in Uzbekistan, and the secret of Babur's popularity at that time lies in the book "Baburnama". In “Baburnama”, Babur described the real image of the Silk Road, in which the political and social way of life of his time originated and grew. The author of this book, Eiji Mano, was born in 1939 and graduated from the literature department of Kyoto University. Honorary Professor of the University, received the title of Doctor. He mainly conducted research in the field of the history of Central Asia. He is currently a Professor at Ryukoku University, Professor Emeritus and Doctor of Kyoto University. In 2001, he was awarded the Japan Film Academy Award for his book “Babur and His Time”. We consider it necessary to refer to the translation of his brochure "Babur" in this issue. After all, the assessment of our ancestor Zakhiriddin Muhammad Babur and his works, as well as the opinion of foreign scientists should not go unnoticed for us.

The process of formation of representative bodies in the regions of the Russian Federation, provided by the Russian legislation, is considered. The analysis of the influence of the federal authorities on the formation of regional parliaments is presented. The restrictions of the real possibilities of regional parliaments to influence the political process in the space of their regions are analyzed, as well as their great dependence on the executive branch. The practices of regional parliaments of the Russian Federation are studied. The change in the structure of regional government legislation, including regional parliaments, based on the author´s analysis of changes, amendments to the Federal Law «On general principles of organization of legislative (representative) and executive bodies of state power of the subjects of the Russian Federation» is examined. It is proved that the regional parliaments have greater possibilities to structure and intensify the political space of the subjects of the Russian Federation, in the organization of social life, increasing the responsibility of the entire system of public administration. Some recommendations for improving the formation of regional parliaments in Russia are given.

Despite all the circumstances accompanying the drafting of the constitution, it is the first constitution to be drafted by an elected Constituent Assembly. The Iraqi Constitution adopted the parliamentary system of government and approved the principle of flexible separation of powers in order to achieve cooperation and balance between the authorities.

In order to codify the political and partisan activity in Iraq, after a difficult labor, the Political Parties Law No. (36) for the year 2015 started and this is positive because it is not normal for the political parties and forces in Iraq to continue without a legal framework. Article (24) / paragraph (5) of the law requires that the party and its members commit themselves to the following: (To preserve the neutrality of the public office and public institutions and not to exploit it for the gains of a party or political organization). This is considered because it is illegal to exploit State institutions for partisan purposes . It is a moral duty before the politician not to exploit the political parties or some of its members or those who try to speak on their behalf directly or indirectly to achieve partisan gains. Or personality against other personalities and parties at the expense of the university entity.

The article presents the questions of reviewing models and mechanisms of public administration in the procurement of goods, works and services in the field of construction. A comparative analysis of the types of public procurement mechanisms in construction, based on a set of features, has shown the superiority of a centralized type of mechanism that facilitates the introduction of efficient and flexible procurement methods, for example, the conclusion of framework agreements. The author’s vision of the mechanism of state building purchases, in the form of a conceptual model and system differences, is proposed. It is determined that a decentralized model of public procurement management involves the independent implementation by purchasers of procurement, that is, allows each customer to procure goods, works and services in the field of construction. The centralized model of public administration is characterized by the implementation of public procurement in order to provide the general needs of a single body on public procurement, that is, customers commission the implementation of public procurement on their behalf, a centralized body. According to the combined model of management, public procurement in the construction industry takes place under contracts implemented under the centralized model, and the direct ordering and receipt of goods, works, or services takes place according to the rules of a decentralized model. It is noted that according to the system-wide understanding of the mechanism of public administration in the procurement of goods, works and services in the field of construction, it represents a set of specialized management technologies (methods, techniques and tools) that ensure the organization of the process of public procurement of construction products by authorized agents. The direction of this process is determined by the need to implement the principles of vali- dity and innovation, fair choice of the best bidding, prevention of corruption and ensuring the high efficiency of the implementation of public public procurement.
