In recent years, although people have paid more and more attention to the negative effects of e-cigarettes on people's health, and China has gradually strengthened the supervision of e-cigarettes in order to protect people, especially minors, from the infringement of e-cigarettes, the legalization of e-cigarettes supervision cannot be achieved overnight, and there are still some problems such as the lack of national industry standards, disputes over regulatory subjects, unclear classification management, etc. Therefore, China should speed up the introduction of industry standards, determine the regulatory body with the aim of protecting national health, especially the rights and interests of minors, scientifically define the categories of e-cigarettes and formulate different regulatory measures, so as to safeguard national health while taking into account the healthy development of the e-cigarette industry and stimulate the innovative spirit of private enterprises.

Abstract The traditional cigarette conveying system of cigarette industry adopts a one-to-one hard connection method, which has problems such as poor spatial scalability and high equipment coupling. A spatial layout method for carton conveying system based on the SOSG (Solid Orthogonal Structure Graph) matrix is proposed. Through this method, a matrix cigarette conveying system is constructed. Compared with the traditional mode, its space utilization rate is increased by 67%, equipment coupling is reduced, and the downtime rate of carton conveying line due to the shutdown of sealing machine can be reduced from 100% to 0%.

In July 2020, the Executive Power submitted Bill no. 3887-2020 as the first step towards a wide reform of the Brazilian tax system. It will replace the current PIS/COFINS (charged on turnover of companies) by the CBS (a tax on goods and services), which includes a special regime for cigarettes. The novelty is that the specific cigarette tax will be charged on the highest retail price per cigarette brand across the country. This research simulates three scenarios that differ according to the price-setting strategy of the tobacco industry in reaction to the proposed tax reform. In all simulations, the tax reform would result in considerably higher cigarette prices, lower cigarette consumption, higher tax collection, and an implicit minimum price that is far above the current official price floor. Furthermore, the price dispersion and cross-border shopping across states would be reduced because prices and tax burden per brand would tend to be the same across the country due to the dominant price-setting strategy in the cigarette industry.

AbstractThis article juxtaposes representations of Indonesia’s tobacco control as temporally backwards with a counter-discourse defending its clove-laced cigarettes—called kretek—as a form of distinctive cultural heritage. These opposing discourses, which I characterize as public health evolutionism and commodity nationalism, structure clashes over Indonesian tobacco regulations. Public health evolutionism can take the form of voyeuristic, exoticizing, and Othering representations, but it can also be used to argue for more equitable access to global tobacco control knowledge and practices. Commodity nationalists insist that the kretek industry should be a source of pride rather than shame, depicting tobacco control as a neocolonial plot to destroy an indigenous industry that benefits small farmers, factory workers, and home industries. This subaltern emphasis obscures the fact that a few large companies dominate the industry, which is increasingly foreign-owned and mechanizing to increase production while reducing employment. The cigarette industry takes advantage of both discourses by marketing supposedly safer products to consumers alarmed by public health messaging, while also promoting the cigarettes-as-national-heritage narrative and undermining regulations. The stakes of these debates are high in the world’s second largest cigarette market, with over three hundred billion sticks smoked each year and more than two hundred thousand tobacco-related deaths.

The relation between political and business is a major social relationship nowadays, it is also an significant factor affecting the regional economic development. In 2016, the state leader has also proposed to build a new type of “close” and “cleaning” political and business relationship. Under the new normal, China’s economic development has changed from emphasis on increment to quality. In the Hi-Q development, real economy is the cornerstone of the overall economic. In recent years, as an emerging real economy, electronic cigarette industry has fast-paced in China. The upstream and downstream industrial chains are mainly concentrated in China’s eastern coastal areas, what follows is the rapid spreading of electronic cigarette stores. Thus, it is essential to probe the impact of the new political business relationship on the Hi-Q development of the electronic cigarette industry, exploring ways to improve the new political business relationship, to the extent that realize the Hi-Q development of it. This study uses the empirical analysis on the influence of the new political business relationship on the high-quality development of the electronic cigarette industry. In empirical analysis, the first process is to set up the index system of Hi-Q development level of the electronic cigarette industry combined with the new development concept, according to the data of the eastern coastal areas from 2011 to 2017, then use the entropy method to assess the Hi-Q development index of the electronic cigarette industry of eastern coastal provinces, and finally use the fixed effect panel model, select the government intervention as the core explanatory variable, select the corruption index and legal environment as the important explanatory variables and human capital as the controlled variables to implement empirical analysis on the influence of new political business relationship on the high-quality development of the electronic cigarette industry. The upshot demonstrate that new political business relationship can facilitate the Hi-Q development of the electronic cigarette industry effectively. As a result, the new political business relationship can effectively facilitate the high-quality development of the electronic cigarette industry.

This research aims to identify the fairness assessment procedures of related-party transactions by the tax assessor functional at KPP Madya Surabaya as well as the resistancesoccured whilemaking the assessment. This research applies qualitative method with descriptive research type. The focus of this research is to ascertain the assessment procedures carried out by the tax assessor functional at KPP Madya Surabaya with the types of transactions in the form of machine and equipment rental for the cigarette industry between the related-party (PT ABC and PT XYZ) The assessment is achived by adopting the income approach. The results of this study indicate that the valuation of fair market rental rates is implemented by referring to the investment feasibility criteria. The rental price is said to be reasonable if it yields NPV> 0, IRR>WACC and does not exceed the tenant's maximum return level (interest rate for investment credit in 2017 is 10.29% + bank credit risk (insurance 5%)).There are no specific provisions regarding how much numbers are used as long as they meet the criteria used by the tax assessor functional of the Surabaya Tax Office. The Resistance during the assessment process arises due to the lack of taxpayers and related parties disclosure regarding to the data and required information in the assessment. Apart from that, the assessment object which is classified as special property and the conditions during the field visit were different from the day of the assessment

This study aims to analyze the reaction of the capital market to the increase in cigarette excise in Indonesia. This study focuses on cigarette companies listed on the Indonesia Stock Exchange as an increase in excise tax has an impact on the cigarette industry. There are 4 companies that are included in the cigarette industry which are the samples of this study. This study uses an event study to examine the effect of Abnormal Return, Trading Volume Activity and Bid-Ask Spread before and after the increase in excise tax. The findings of this study are that there is no difference in abnormal returns both before and after the announcement of the policy on the increase in cigarette excise in 2020. Other findings indicate that there is no difference in trading volume activity both before and after the announcement of the policy for the increase in cigarette excise in 2020. Other findings indicate that there is no difference in bids. ask spread both before and after the announcement of the 2020 cigarette excise tax increase. ABSTRACTS This study aims to: 1. Understand how the performance of the cigarette industry in the Indonesia Capital Market. 2. Understand about the best performance among the cigarette industry. The research data was obtained from published on the Indonesia Stock Exchange and information company website in the form of financial reports for the period 2018-2020. The financial statement are analyzed using profitability ratios to explain the performance of each cigarette industry. The Profitability ratio used are ROE, ROA, NPM, and GPM. The data analysis method is descriptive and comparative by comparing the results of the calculation of the profitability ratios with the industry average standart. The result of this study indicate performance of cigarette industry was very good, except for PT. Bentoel Internasional Investama, Tbk and the best performance is PT PT. Hanjaya Mandala Sampoerna Tbk.
