Every government's major objective is to provide the greatest services in order to establish efficiency and quality of performance. Syria's government has understood how critical it is to go in the direction of information technology. However, there are gaps and poor links across government sectors, which has tainted the image of Syrian e-governance. As a result, one of the main aims of this study is to figure out what factors impact Syrians' acceptance of the e-government system. A total of 600 questionnaires were delivered to Syrian individuals as part of a survey. The data was analysed using the structural equation model (SEM) using AMOS version 21.0. User intention to utilise an e-government system was shown to be influenced by performance expectations, effort expectations, system flexibility, citizens-centricity, and facilitating conditions. Assurance, responsiveness, reliability, tangibles, and empathy are five fundamental factors that have a major impact on government operation excellence. Behavioural Intention is being utilised as a mediator between the government operation excellence (GOE) initiative and the e-government platform.

Digital government is a new government operation mode supported by the new generation of information technology, which is based on the reconstruction of e-government and the integration of intelligent technology. In terms of the relationship between economic foundation and superstructure, digital government is an inevitable requirement and adaptation form for the development of digital economy. As an important participant of digital economy, commercial banks play an active role in promoting the construction of digital government. This paper focuses on the new roles of commercial bank of China in the construction of digital government, namely the integrator of digital government scenario extension, the promoter of digital government platform application and the partaker of cost-sharing for digital government construction. Based on the relationship between banks and governments in the new era, the paper also briefly analyzes the driving force and innovative development path of domestic commercial banks in digital construction.


Entrepreneurship is the globally accepted source for economic development in underdeveloped countries like India and Pakistan. Internet is using as a business resource for the growth and development. Internet is global network provides information and communication facilities. Shutdown of internet services has become common trend in Jammu and Kashmir to stop rumors and misinformation sharing on social media applications. But it affects the economy and social life of people living in Jammu and Kashmir. Shutdown of internet has become common in Jammu and Kashmir after the militants using social media as a tool for recruiting young generation. Government of Jammu and Kashmir snapped internet services whenever any anti military and anti government operation happened. Continues shutdown of internet in the region results the winding up small business unit which operates through internet. This paper particularly focused on how internet shutdowns affect the entrepreneur and which problems faced by entrepreneurs in Jammu and Kashmir by the shutdown of services internet in the area.

Good governance is about fair application of authority and utilization of resources in implementing coherent governing plan for the best interests and priorities of the people at large. It aims at protection and promotion of rights, welfare and well-being of the citizens through legitimized democratic governance under rule of law. It is avenues for peace, crime control, fairness of public decision with legal certainty and equality. It avails bridled governmental power, qualified administration, and a system of fraud and corruption-free state operation. In Nepali context, The Constitution of Nepal 2015, Commission for the Investigation of Abuse of Authority Act 1991, The Prevention of Corruption Act 2002, Public Procurement Act 2007 and Rules 2008, Good Governance Act 2008, Right to Information Act 2007 and Rules 2009, Local Government Operation Act 2017etc. are the primarily statutory measures to ensure good governance in Nepal. But the legal provisions and practice is not sufficient for ensuring good governance in Nepal. Some remarks on the application of these laws to an end of good governance have been overviewed by apex court in this relation. This article explores the concept as well as elements of good governance and descriptively analyzes various laws, case laws and principles developed by the Supreme Court of Nepal in the issue of good governance. This paper also aims at assessing the strengths and weaknesses of these laws and judicial practices from the internationally accepted good governance norms and principles.

After the BOT road operation contract expires, generally, the road will be transferred to the government, and then the government operates the road independently without charging costs from its users. Facing the huge amount of the operation cost, Chinese government tends to continue to charge the road users to guarantee the high quality of road operation. Then, the government will have to decide whether a private firm or government itself would be suitable to operate the road. A model is presented for decision-making through balancing interests between the government and the private firm with an introduction of an intermediate variable, i.e., bidding price. Three scenarios are investigated in the model, including the optimization of government operation, the optimization of private firm operation, and government operation with an improper decision of the intermediate variable. Improper intermediate variable will result in a higher toll charged by the government than by a private firm. The method of avoiding an improper decision is investigated. The result shows that the intermediate variable should be determined to be the government operation cost, based on which the private operator could be chosen, if available. With consideration of the private operator’s profit to be guaranteed by the government, the maximum subsidy should be equal to the minimum private operator’s profit to be disclosed when the contract is signed.

With the in-depth application of digital technology in government governance toward integration and in-depth development, government digital transformation has flourished in practice and research, which characterized by digitalization, networking and intelligentization, the digital transformation of government develops vigorously in practice and research. However, the current academic interpretation of the connotation and logic of the government’s digital transformation is mostly from the perspective of empirical research, and lacks analysis of the theoretical logic behind it. Therefore, guided by the theory of sociotechnical system, this paper constructs the theoretical logic of government digital transformation on the basis of putting forward the research framework of general digital transformation, and points out that government digital transformation is the result of the intersection of government operation value and goal and general digital transformation logic, so as to enrich the theoretical connotation of government digital transformation.

This chapter provides an overview of the birth and the military build-up of ISIS/IS in Syria, as of 9 April 2013. It aims to explain how ISIS/IS was able to gradually develop their combat capacities and the resulting combat and military effectiveness in Syria. The chapter then focuses on describing and analysing the battlefronts of Raqqa Governorate between 2013 and 2019. Raqqa City, the governorate’s provincial capital, was the first “capital” of the organisation. Arguably, ISIS/IS had shown its maximum combat capacities in Syria during its occupation of the governorate and in defence of its “capital.” The chapter is partly based on interviews with Syrian rebels and soldiers who fought against IS in eight Syrian governorates: Raqqa, Deir Ezzor, Aleppo, Homs, Hama, Latakia, Damascus, and Rif Dimashq. It is also based on documents, audio-visual and photographic releases produced by ISIS/IS in Syria. The chapter also relies on official documents released by the US government, Operation Inherent Resolve (OIR), and other open-source materials. The chapter is composed of five sections. It overviews the military build-up of ISIS/IS in Syria since its establishment in April 2013. It then outlines the details of the battlefronts of Raqqa Governorates within specific timeframes. It analyses how IS fight in Syria, using data and observations from the Raqqa battlefronts as well as others, such as Deir Ezzor and Aleppo Governorates. Finally, it reflects on the future of IS insurgency in Syria after losing Raqqa and other territories and shifting back to mainly guerrilla and terrorism tactics.

To date, public sector organisation begin to implement the digital workplace as part of their digital government initiative but yet there is proven the success of its implementation and how it impacts the government operation effectiveness. Therefore, based on a Technology-Organization-Environment (TOE) framework, this paper aims to investigate the current landscape, issues and challenges in workplace digitalization in public sector organization. A comparative analysis of the digital workplace approach was performed on nine Malaysian Public Sector organisations of the various business core function.  This study found that there are nine factors related to digital workplace implementation.  The main finding revealed that most organisation are not fully optimizing the digital workplace functionality and only using it as a digital repository.  Based on this finding, significantly it can contribute the development of a new digital workplace framework for public sector organization in ensuring its contribution to operational effectiveness
