After the BOT road operation contract expires, generally, the road will be transferred to the government, and then the government operates the road independently without charging costs from its users. Facing the huge amount of the operation cost, Chinese government tends to continue to charge the road users to guarantee the high quality of road operation. Then, the government will have to decide whether a private firm or government itself would be suitable to operate the road. A model is presented for decision-making through balancing interests between the government and the private firm with an introduction of an intermediate variable, i.e., bidding price. Three scenarios are investigated in the model, including the optimization of government operation, the optimization of private firm operation, and government operation with an improper decision of the intermediate variable. Improper intermediate variable will result in a higher toll charged by the government than by a private firm. The method of avoiding an improper decision is investigated. The result shows that the intermediate variable should be determined to be the government operation cost, based on which the private operator could be chosen, if available. With consideration of the private operator’s profit to be guaranteed by the government, the maximum subsidy should be equal to the minimum private operator’s profit to be disclosed when the contract is signed.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

This study aims to evaluate the level of satisfaction of toll road users with regard to the tariff policy set by the government about stipulating of Becakayu Toll Tariff towards the member of vehicles passing. This study uses quantitative methods that is carried out using survey technique. The instrument used to obtain data is by questionnaire distribution. The selection of sample using purposive sampling which is delivery 164 respondents. Respondents' perceptions were measured by Likert scale 1-4. Public Satisfaction Index (PSI) is calculated based on Regulation of Minister the Empowerment of State Apparaturs Number 14 year 2017 concerning Guidelines for preparing public satisfaction survey. The result show that PSI for policy of Becakayu Toll Tariff is 69.63, which include in C category (less satisfaction), this is caused by the service element which is considered to be inadequate is Cost/Tariff compared to other service elements that get the lowest interval value of 2.36 (Dissatisfied). As the result for passing the Becakayu toll public  must expense more money and not comparable with the length of toll. Recommendation for this study ins Government should adjust the toll tariff by considesing the length, services quality, and publics capability, so that Becakayu toll tariff must be reduced or the length of Becakayu toll must be extended. The appropriate toll tariff range between Rp 5.000,00 to    Rp 10.000,00.Abstrak Penelitian ini bertujuan untuk mengevaluasi tingkat kepuasan pengguna jalan tol berkaitan dengan tarif yang ditetapkan Pemerintah tentang penetapan tarif Tol Becakayu (Bekasi-Cawang-Kampung Melayu) terhadap jumlah volume kendaraan yang melintas. Penelitian menggunakan metode kuantitatif dengan menggunakan teknik survey melalui penyebaran koesioner. Pengambilan sampel menggunakan teknik purposive sampling dengan jumlah sampel 164 responden. Persepsi responden diukur dengan menggunakan skala likert 1-4. Indeks Kepuasan Masyarakat (IKM) dihitung berdasarkan Permen PAN Nomor 14 Tahun 2017 tentang Pedoman Penyusunan Survei Kepuasan Masyarakat. Hasil perhitungan menunjukkan bahwa IKM mengenai kebijakan tarif tol Becakayu sebesar 69,63 (termasuk dalam kategori nilai C atau Kurang Puas). Hal ini disebabkan oleh unsur pelayanan yang dinilai kurang baik adalah Biaya/Tarif dibanding unsur pelayanan lain yang mendapat nilai interval paling rendah yaitu 2,36 (Tidak Puas). Sehingga biaya yang dikeluarkan untuk menempuh jalan tol Becakayu dianggap terlalu mahal dan tidak sebanding dengan jarak tempuh jalan tol. Rekomendasi dalam penelitian ini adalah pemerintah harus menyesuaikan tarif tol dengan mempertimbangkan panjang tol, kualitas pelayanan serta kemampuan masyarakat sehingga tarif tol becakayu harus diturunkan atau panjang jalan tol Becakayu ditingkatkan. Kisaran harga yang dipandang sesuai adalah antara Rp 5.000,00 sampai dengan Rp. 10.000,00.Kata kunci :    Evaluasi Kebijakan, Indeks Kepuasan Masyarakat, Tol Becakayu, Tarif Tol

The construction of the road network is carried out to support the growth and acceleration of the economic process and the development of the tourism industry. It is also projected to improve the socio-economic conditions of the community. In the last few years, the Central Java Government has built toll roads to connect several cities in Central Java in one fast lane. However, it was not followed by the construction of supporting facilities such as rest area that serves a place to rest for motorists when they experience fatigue during long trips. The existence of the place is still limited, and it was not evenly distributed along the toll road, causing long queues at the entrance of some rest area when the volume of the vehicles is overflow. Based on these problems, the purpose of this research is to study and develop the requirement of rest area that can meet the needs of motorists traveling through the toll roads in Central Java. To achieve these objectives, this research used a qualitative descriptive method to describe and explain the problems in the field, and further analyze them to get a comprehensive result. The result of this research is presented in the form of published research reports and scientific articles. It is expected to provide benefits to the relevant scientific field, especially those related to architecture in developing rest areas that suit the needs of road users.

Abstract: Traffic signs that are installed on either side of the road that we often see when driving on the highway have certain meanings and goals. The installation of traffic signs is one of the public services that the government must carry out by the relevant agencies for the convenience of road users and reduce the number of traffic accidents. Aside from being a guide, the signs also functioned as a warning for road users about the conditions and situation of the road to be passed. For this reason, road users must understand and understand the meaning of the signs installed. But for various reasons, many people have not had the opportunity to learn and understand the meaning and purpose of signs of traffic signs. With the development of computer technology and video animation, learning methods about understanding the meaning and purpose of traffic signs can be made easier and more efficient to attract the public's interest in understanding them. Because it takes the form of animated videos and tutorials, so it's easy to display and play back if the learning participants don't understand. With the community service from STMIK Royal to Porsea Sector Police, we are trying to help the police station to introduce traffic signs to the community using the animated video tutorial method. This animated video tutorial uses Adobe Flash. Keywords: Adobe Flash, Animation, Traffic Signs            Abstrak: Rambu-rambu lalu lintas yang dipasang pada kanan kiri jalan yang sering kita lihat saat berkendara dijalan raya memiliki arti dan tujuan tertentu. Pemasangan rambu-rambu lalulintas adalah salah satu dari pelayanan publik yang wajib diadakan pemerintah oleh dinas terkait demi kenyamanan  pengguna jalan dan mengurangi angka kecelakaan lalulintas. Selain sebagai penunjuk jalan, rambu tersebut juga difungsikan untuk peringatan untuk pengguna jalan tentang kondisi dan situasi jalan yang akan dilalui. Untuk hal tersebut maka pengguna jalan harus mengerti dan memahami arti dari rambu-rambu yang terpasang. Namun dengan berbagai sebab, banyak masyarakat yang belum  berkesempatan belajar dan memahami tentang arti dan maksud dari tanda rambu lalu lintas. Dengan berkembangnya teknologi komputer dan video animasi, metode pembelajran tentang pemahaman arti dan maksud dari rambu lalulintas dapat dibuat semakin mudah dan efisien untuk menarik minat masyarakat dalam memahaminya. Karena berbentuk video  animasi dan tutorial, sehingga mudah ditampilkan dan putar ulang jika peserta pemebelajaran belum paham. Dengan adanya pengabdian masyarakat  dari STMIK Royal ke Polsek Porsea ini, kami berusaha membantu polsek untuk mengenalkan rambu lalulintas kepada masyarakat dengan metode video tutorial animasi. This study aims to present the traffic conditions of one of the most congested areas in Yangon as well as the route choice behaviors of the road users in that area. It analyzes drivers’ route choice behaviors and traffic congestion according to road segments. Manual traffic counting and roadside interview methods were used in this survey. The data gathered were used in finding routes alternative to the U Htaung Bo road, which is extremely congested almost all the time. With regard to the report, it will be helpful to identify the scale of the problem that is caused by traffic congestion and to increase awareness of this issue, including amongst the government, policy makers, traffic engineers, and road users.

Since the Dhaka City's population is increasing, there is an urgency for sustainable transport policy forDhaka to retain and expand the modal share of walking trips, which share the bulk of all short tripsmade. However, pedestrian facilities are perhaps the most neglected and unattended ones in transportplanning of Dhaka city. Day by day, the rate of fatality is increasing in an unabated manner. If the ratehas to be controlled, it is imperative to know the various factors which result in the violation of trafficregulations by the pedestrians. This paper aims to know the various underlying reasons behind thepedestrians' non-compliance with the road safety regulations using both qualitative and quantitative toolsof social research. The findings of the study suggest that the existing road crossing facilities (overpass,zebra crossing) are inadequate as per demand. Poor monitoring and maintenance of the overpasses havemade them a hub for hawkers, beggars, addicts which demotivates the pedestrians in using them. Failureto provide and maintain road signs and markings, lack of education of road users, poor enforcement oftraffic regulations etc. are some of the other factors which result to traffic rules violation by thepedestrians. The study provides a modest suggestion to the government that they should think of givingroad safety issue a priority in the policy agenda. Moreover, necessary steps should be taken to increasethe current road crossing facilities along with the formation of a watchdog body that will monitor theviolations from time to time. Lastly, mass awareness building programs have to be initiated for educatingboth the pedestrians and the drivers regarding the road safety regulations.

ABSTRAK            Penelitian ini bertujuan untuk mengetahui bagaimana strategi komunikasi bisnis  PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon Dalam Penggunaan E-Toll Card di Kota Cirebon. Penelitian ini menggunakan metode kualitatif  deskriptif  tujuan dari metode desktiptif membuat deskripsi, gambaran, atau lukisan secara sistematis, faktual, dan akurat mengenai fakta-fakta, sifat-sifat serta hubungan antara fenomena yang diselidiki. Objek penelitian adalah PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon dengan layanan penggunaan E-Toll Card, subjek penelitian adalah orang-orang yang memberikan informasi mengenai PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon  yaitu Toll Collection Management, sentral komunikasi PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon  dan beberapa penggunan jalan tol.            Hasil penelitian menunjukan bahwa Strategi Komunikasi Bisnis PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon  Dalam Penggunaan E-Toll Card di Kota Cirebon sudah sesuai dengan tujuh pilar strategi komunikasi bisnis. Dengan strategi komunikasi bisnis yang dilakukan sekarang, PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon, mampu memberikan pelayanan dan tanggapan nya atas kualitas pelayanan yang telah di berikan untuk para penggunan jalan. Penyedia jalan tol dan memberikan pelayanan terbaik mampu memberikan peningkatan pelyananan penggunaan E-Toll Card.             Dari hasil wawancara dengan Konsumen penggunan jasa E-Toll Card di Kota Cirebon. Dari hasil wawancara dengan Konsumen  pengguna jasa E-Toll Card di kota Cirebon terlihat beberapa informan merasakan puas dengan adanya penggunaan E-Toll Card yang diberikan oleh pihak PT.Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City is Toll Collection Management, central communications PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City and some toll road users.             The results showed that Business Communication Strategy PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City The use of E-Toll Card in Cirebon City is in line with seven pillars of business communication strategy. With the current business communication strategy, PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City, able to provide service and its response to the quality of service that has been given to the users of the road. The provider of toll roads and provide the best service is able to provide increased use of E-Toll Card.             From the results of interviews with consumers using E-Toll Card services in Cirebon City. From the results of interviews with consumers E-Toll Card users in the city of Cirebon seen some informants feel satisfied with the use of E-Toll Card provided by the PT.Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City. The continuous increases in the numbers of road traffic crashes (RTC) over the years, especially in developing countries, have been a source of worry. The majority of the RTC are attributed to road user behaviours exhibited by the drivers. This study sets out to investigate the road user attitudes and behaviours in Abuja, Nigeria. A total of 1526 questionnaires were distributed, of which 321 questionnaires were completed and returned. The questionnaires tried to understand four major road user behaviours, namely use of seatbelts, drink driving, use of mobile phone while driving, and use of child restraints. The results after analysing the questionnaires showed that the majority of the road users in Abuja showed high non-compliance with the use of seatbelts, either when driving or when being driven. About 64% of the respondents admitted to not using seatbelts. Results from the cross-tabulation process showed that the high non-compliance to seatbelt usage was statistically associated with young, single road users. Around one-third of Abuja road users admitted to drink driving. Road users who were married engaged in more frequent drink driving than road users who were single, and the association was statistically significant. A high percentage of Abuja road users admitted to using mobile phones while driving and 55.8% of the total respondents admitted to not using child restraints while driving. A lack of child restraints was statistically associated more with male road users than female road users. It is recommended that stricter enforcement of road safety laws should be undertaken and that the government should provide road safety agents with the right equipment (e.g., speed guns, breathalyzers) that would aid road safety agents to perform their duties effectively in order to curb the excessive bad road user behaviours in Abuja.

<p><em>Malang Raya with all the trimmings is a city with intense activity. As a result, the streets in most areas in Malang became commonly used. The volume density of vehicles per day resulted in a lot of potholes. However, the slow handling of city government and county government resulted in the holes in the road more and more common. Of course this led to frustration for road users. Many victims of accidents caused fall due pit road. Not the least of casualties caused by potholes is pushing a bunch of young for forming Social Community “Peduli Lubang”. The group is moved voluntarily. Social counciosness encouraging to form this community. In its action, they make a circular mark or ledges with pylox white against the hole in every street. The goal is sign that the road users see the white markings they have made. The sign is effective because Driver can seen from distance before the hole, finally the driver can reduce speed. A lot of appreciation given to this community. Remaining so many hole in streets, and the number of "Self founding" that they have to spend for the sake of this social action. Their action also received a response from the mayor. </em><em>This research uses a case study approach and indepth interview methods to community members and resource persons also road users to recognize the existence of this grass-roots communities. Observations made to this community by following all the activities of this group. As a result, the public perception of these two groups divided into two: the pros and cons of their action. Part of the counter on the excuse that their sentences are inappropriate for display in public facilities. In conclusion the public perception of the pro-grassroots movement may be resistance to the government policy terksan slow in dealing with this issue. Evidenced by the more intense they carry out an action, response Malang city and county governments more quickly. Expected social consciousness is what will encourage Malang city and county governments to be more sensitive to sound that good netizens on social media and direct aspiration.</em></p>

Toll roads can reduce travel time to be shorter, easier, more convenient, and smooth. However, many road users neglact safety because it’s too comfortable with road conditions that are straight, smooth, and without obstacles. Many road users who drive vehicles exceed the required traffic signs, causing traffic accident. Within 10 months of the operation of the Ngawi-Kertosono toll road on April 1, 2018, until February 24, 2019, traffic accidents reached 59 accidents on the Madiun-Wilangan toll road. From these data, it’s necessary to study the causes of toll road traffic accidents in accident-prone areas. As a first step, it’s necessary to determine the black site and black spots and the relationship between the geometric factors of the road to reduce the number of traffic accidents on the Madiun-Wilangan toll road. This calculation analysis uses the Z-Score and Cusum method by finding the black spot and black site areas. Based on the results of the analysis there are accident-prone areas on the toll road that is from KM 602 to 622 where the Z-Score is 1.733> 0 and Cusum 7.64> 0 so that the accident-prone area can be found on the Black Site and Black Spot results on the road location Madiun, Caruban and Caruban-Wilangan toll road. Suggestions from research need to be conducted outreach or outreach related to traffic and road safety regulations that often have accidents.
