Abstract: This study conducted a study of the Ethics of Local Government Apparatuses in Population Administration Services at the Mempawah Regency Population and Civil Registration Office during the Covid 19 Period. The formulation of the problem in this study is how the ethics of local government officials in the service of making Electronic ID cards at the Population and Registration Office Civil Society of Mempawah Regency during the Covid 19 period. The research method used by researchers is a qualitative approach, with data collection techniques through observation, interview documentation. The theory used to analyze in this research is the Indicators of State Administration Ethics according to Surjadi, which consists of Honesty, Fairness, Obedience to Rules, Responsibility, and Fairness. The results showed that the Honesty aspect was good; this was seen from the absence of illegal levies and did not cover up the complaints obtained from the community related to being unsatisfactory in providing services. The justice aspect is not good because there is still discrimination in providing services to the community. Aspects of Obeying the Rules are still not good; this can be seen from the apparatus that does not obey the regulations, namely the discipline of working hours. Aspects of Fairness and Property are still not good, and this can be seen from the lack of friendliness of the apparatus in serving the public who ask questions related to information on making and taking Electronic ID cards. The advice given by the researcher is that the Disdukcapil of Mempawah Regency is expected to increase awareness to be ethical in providing services by making SOPs related to being ethical in providing services during the covid 19 periods.

In terms of fulfilling the rights and obligations of the residents of Langkat Regency in the field of civil registration of birth certificates, a comprehensive arrangement is needed to serve as guidelines and guidelines for all government officials in Langkat Regency. As the Minister of Home Affairs Instruction Number 470/837 / SJ 07 concerning the Administration of a Conscious Indonesia Movement (GISA) which aims to increase public awareness in the field of population administration, effective and efficient government and a competitive state. The local government is expected to fully support the program by creating an ideal ecosystem. This study aims to see the implementation of the Administrative Awareness Movement program in accelerating ownership of birth certificates aged 0-18 years in Langkat Regency. In this study, the research methodology used by the writers was a descriptive research method with a qualitative approach with the intention of focusing on the problems or phenomena that existed at the time the research was carried out. Key research informants were the Head of the Population and Civil Registry Office and the Head of the Civil Registration Division. Based on the results of the presentation and analysis of the data, it can be concluded that the implementation of the Administration Awareness Indonesia Movement program in accelerating the ownership of birth certificates aged 0-18 years in Langkat Regency is still not optimal, such as the communication process has not been maximal, limited resources, no budget for the program and there is a transition of structural officials.

This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.

ABSTRAK Tujuan penelitian ini adalah untuk mengetahui dan menggambarkan mengenai tahap membagikan, mengoptimalkan, mengelola serta mengikutsertakan pada  pengelolaan cyber  public  relations  dalam  membentuk  corporate  branding  di PT  Len Industri (Persero). Konsep  yang digunakan dalam penelitian ini yaitu konsep  model melingkar  untuk  sosial  media  menurut Regina  Luttrell . Metode penelitian yang digunakan yaitu menggunakan metode deksriptif dengan pendekatan kualitiatif. Pengumpulan  data  yang  digunakan  yaitu dengan wawancara, dan observasi.  Hasil  penelitian dilapangan, dapat disimpulkan bahwa praktisi  humas  PT Len Industri (Persero) dalam pengelolaan cyber public relations guna membentuk corporate branding memiliki  empat  tahapan  yakni : 1) tahap  membagikan  konten terdiri dari: a) berpartisipasi  menggunakan  media  sosial , b) saling terhubung dengan publik, c) membangun  kepercayaan publik . 2) tahap pengoptimalan pesan  yang dilakukan  yakni  dengan : a) melakukan  pengecekan hashtag, b) melakukan postingan lima kali sehari, dan c) melakukan  postingan yang memiliki unsur teknologi. 3) mengelola dibagi menjadi tiga, yaitu : a) media monitoring, b) interaksi dalam waktu yang sebenarnya, dan c) memberikan respon cepat. 4) mengikutsertakan publik dengan tiga unsure yaitu : a) menjalin hubungan dengan para influencer, b) mengetahui dimana dan siapa audiens, serta c)  meraih target audiens. Kata Kunci: Pengelolaan; Cyber Public Relations; Corporate Branding. ABSTRACT The  purpose  of  to  find  out and describe the sharingstage,optimize,manage  and engage in cyber public relations management in forming a corporate branding in PT Len Industri (Persero). The concept  used  in  this research is the concept of  The Circular model of Some to Regina Luttrell. The research method using  an  adaptive  method  with  a  qualitative  approach. Data collection used in this study is by interview,and observation. The results of the research in the field can be concluded that PT Len Industri (Persero) public  relations  practitioners  in  the management  of  cyber  public  relations  to  form  corporate  branding  has  four  stages : 1) The share stage consists of: a) participating  in  social  media  (participate), b) connect with public (connect), c) build  public  trust (build trust). 2) optimize phase messages that are carried out by: a) checking hashtag, b) posting  five time a day, c) do posts that have technological elements. 3) The  manage  divided  into: a) media  monitoring, b) interaction  in  real  time, c)  provide quick response. 4) engage  the  public  : a) establish  a  relationship  with  influencer, b) where and  who  is  the  audience, c)  reach  the target  audience. DPK Gunungkidul offers local content services in the form of Karst Rocks. Information about the topography of karst rocks needs to be preserved because it represents the Gunung Kidul Region. This study aims to determine how the Karst Rock services and how the information dissemination carried out by the Gunung Kidul DPK to the community. This research method uses a qualitative approach and descriptive methods. Data collection techniques using observation, interviews, and documentation analysis. The results showed that the Karst Rocks in the Gunung Kidul DPK were served closed and placed on special racks. The provision of Karst rocks is compiled from research studies in collaboration with external parties. DPK Gunung Kidul provides information to the public about Karst Rocks through information dissemination activities. The process of disseminating information begins with collecting information from the results of research (scientists/researchers) and channeled through the media directly or indirectly so that it can be accepted by users. This activity is carried out to improve the scientific repertoire for the community and form of preservation of karst rock information.

The purpose of this research is to find out the implementation of regional disaster management policies in Sukabumi City and to find out the inhibiting and supporting factors of the successful implementation of regional disaster management policies. This research method uses descriptive analysis method with a qualitative approach. The results showed that the implementation of regional disaster management policies was not optimal. The conclusion is that the socialization activities are still lacking and equitable, human resources and infrastructure have not been added yet. The inhibiting factors are in terms of institutional, apparatus discipline, budget, resources, facilities and environment that are less conducive. Supporting factors are the existence of regulations or regulations on disaster management. for communication carried out by BPBD Sukabumi City in carrying out socialization activities or training on disaster management to the public is still lacking and uneven. The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. Performance measurement is very important in evaluating the performance of local government officials or organizations in their efforts to provide services to the public. This study soughts to provide an overview of the financial performance of the Sukabumi City Government as a region that has won the Unqualified Audit Opinion from the BPK-RI in five consecutive years. The research was conducted using a descriptive quantitative approach. Regional financial ratios were used to measure the financial performance in question. Based on the results of the analysis and discussion, it was found that the Sukabumi City Government was quite capable of financing development or operations in the government by self-financing; PAD has always increased from year to year; Others Legal PAD has the highest contribution in contributing to overall PAD revenue; the level of dependence of the Sukabumi City Government on the source of transfer income on average was in the "MEDIUM" category; the achievement of the annual target of the Sukabumi City Government's PAD has been very effective; and the capital expenditure ratio in the Sukabumi City Government was still low below the average capital expenditure ratio in the regional government.

The coronavirus spread has been the main issue among Acehnese people since it occurred.  Every day, people get infected; some people also are starting to recover from the coronavirus. The governments have been working to reduce the risked people and infected victims by providing various personal protective equipment and educating the public about the virus and its threats. Those all require society to obey them, such as wearing masks to avoid being infected or transmit to other people. Until now, the spread of the coronavirus is also very high trending. The Covid-19 task force in Jakarta on February 16th, 2021  recorded that the ratio of coronavirus cases has reached 38.34 percent. This figure shows the highest daily record since the pandemic took place. This study used a descriptive method with a qualitative approach. Data collection was performed by interviewing several communities in the Johan Pahlawan sub-district, monitoring and observing in the field, and reading relevant sources. The study found a low level of community compliance with health protocols. The use of masks is still very lacking; people only wear masks when raids are carried out on the streets by joint government officials

Applications Good Governace District Government Rasau In District Kubu Raya Jaya selected researchers are encouraged by the phenomenon is still not maximal implementation of good governance in Sub Rasau Jaya, it's still not expected because of the implementation of the principles of good governance right. To that end, the general problem of research formulated: "How Good Governace District Government Applications In District Rasau Jaya Kubu Raya". The study design used a qualitative approach. The results showed that in general the public services that promote the principles of Good Governance in Sub Rasau Kubu Raya have been implemented, although not yet fully maximized. The principle of participation as one of the principles of good governance is still visible not optimal, it's like what was said by the employees of the district office "people are less active in following the activities carried out by the district government, they tend to be busy farming". In the principle of the Rule of Law (Rule of Law) is still discrimination between Kecamtan government officials with an acquaintance. Principle responsive (responsiveness) in the implementation of public services, it is seen still lambanya work done by the sub-district employees in service delivery.

This study aimed to determining the positioning of the State Museum of West Nusa Tenggara based on visitor’s perception. The research method used was qualitative approach with data collecting through interview, observation and documentation. Informants is selected by accidental sampling technique. Data  from  interviews  with 20  informants  were  analyzed  using content analysis method. The  results  showed  that  the  State  Museum  of  West  Nusa  Tenggara  hada positioning as edutainment with dimensions of value, uniqueness, credibility, sustainability and conformity. The museum should consider the desire and needs of visitors with the main purpose of the museum, which is to present the mission of education as well as entertainment to the public. Thus, the Museum of West Nusa Tenggara is expected to be a place to gain knowledge and experience as well as recreation that reaches all levels of society. The most important contribution of this study is the positioning model of the State Museum of West Nusa Tenggara based on the perception of visitors i.e. edutainment concept to become a pioneer for further empirical research. It is expected that in the future the managerial of West Nusa Tenggara State Museum can increase visit to the museum. Keywords: Museum, positioning, visitor perceptions, edutainment
