In making development equitable, the Government of Indonesia issued a policy called regional autonomy. This regional autonomy is Law Number 32 of 2004 which has the function to regulate and manage governmental affairs in the surrounding area. So this regional autonomy aims to accelerate economic growth and regional development. At present there are still many developments that are still less profitable for the community, due to the lack of socialization in the implementation of development. In the absence of participation from the surrounding community, the implementation of development is not necessarily going well, because if the community does not provide participation such as proposals to the government about what is needed for life and daily life, then the government will also not know the implementation of development that is really needed by Public. As well as the factors that are driving the obstacles to the implementation of community participation. This research aims to find out the extent of the community participation in Semolowaru village in developing human resources. The method used in this research is descriptive qualitative method, the data collection technique is carried out using the literature review approach from several previous journals that can be used as a reference or reference in conducting research. The results of this study indicate that community participation in the development of human resources in Semolowaru Urban Village, Sukolilo Sub-district, Surabaya City, has resulted in a good implementation of development. With the proposals from the community and willingness to participate as well as the principle of mutual cooperation and heterogeneous living, making Semolowaru village in 2011-2012 was once one of the best kelurahans. And has a record of winning quite a lot of rewards.  Keywords: Participation, Community, Development

PTSL targets are increasing every year. Limited human resources to finish this project make the government issued a policy based on Article 42 paragraph (1) ATR / BPN Regulation No. 6 year 2018 regarding the implementation of PTSL activities that can be carried out based on community participation (PTSL+PM), and Technical Guideline Number: 002 /JUKNIS-300.UK.01.01 /II /2019 dated February 1, 2019 concerning Complete Systematic Land Registration Activities Based on Community Participation (PTSL+PM). This research objectives are: 1) to find out the implementation of PTSL activities involving the community in Ngestiharjo Village, 2) to find out the constraints and solutions in implementing PTSL+PM activities in Ngestiharjo Village, and 3) to find out the benefits of SIAP and SANTRI PTSL+PM applications in the implementation of PTSL+PM activities in Ngestiharjo Village. In conducting this research, the researcher applied qualitative method. The benefit of using the SIAP application is, it facilitates to collection of juridical data in the form of nominative lists and the data integration process. It also produces output in the form of a complete registration file.

Tourism has begun to develop in the village of Tablanusu. The community as a major component in tourism development plays an important role to develop the local potentialities of nature and culture. The purpose of this study is to identify the forms of community participation in tourism development in Tablanusu village. This study uses descriptive qualitative method, the technique of collecting data through observations, interviews and documents study. This study was conducted at the Tablanusu village. Informants in this study were 17 people selected by purposive sampling. This research uses the theory of participation. The results of the study reveal the form of participation in planning, implementation, and monitoring. The research results suggest the government to support the community to improve the quality of human resources, building infrastructures which are still lacking, and make good cooperation between tourism stakeholders including the local community in Tablanusu village.

A fixed aset is one of the elements that must be managed well in order to produce reliable information in the financial statements of the local government office. The purpose of this study is to analyze the suitability between the implementation of the management of local property in the Central Aceh District with the regulation of Ministry of Home Affairs (Permendagri), No. 17 of 2008 and identify the constraints encountered in the management of local property in the district of Central Aceh. Using the qualitative method, the study finds that the management of  local property in the district of Central Aceh in 2015 has been in line with the Permendagri, No. 17 of 2008, but in its implementation there have been many shortcomings due to non-supportive of human resources, facilities and infrastructure, and the leaderships. Thus, this study suggest the government apparatus, especially those who are in charges of management of local property enhance their ability by attending education, training, and technical workshops in the field of financial management of local government, aiming towards professional human resources. Keywords: Aset Management, Regional Property  Abstrak Aset tetap merupakan salah satu unsur yang harus dikelola dengan baik agar menghasilkan informasi yang andal dalam laporan keuangan daerah. Tujuan penelitian ini yaitu untuk menganalisis kesesuaian antara implementasi pengelolaan barang milik daerah di Kabupaten Aceh Tengah dengan Peraturan Menteri dalam Negeri Nomor 17 Tahun 2007 dan mengidentifikasi kendala-kendala yang ditemui dalam pengelolaan barang milik daerah di Kabupaten Aceh Tengah. Desain penelitian ini menggunakan metode kualitatif -deskriptif. Hasil penelitian menunjukkan bahwa pengelolaan barang milik daerah Kabupaten Aceh Tengah pada tahun 2015 masih mengacu pada permendagri nomor 17 tahun 2008, namun pada pelaksanaannya masih banyak kekurangan karena tidak didukung dengan sumber daya manusia, sarana dan prasarana dan dukungan dari atasan. Penelitian ini merekomendasikan kepadaSumber Daya Manusia, khususnya aparatur kerja di di bidang pengelolaan barang milik daerah untuk mengikuti pendidikan, pelatihan dan bimbingan teknis di bidang pengelolaan keuangan daerah agar terwujud SDM yang professional.

The government determines forests based on the main functions of: Conservation forest, protection forest and production forest. The Petungkriyono protected forest is one of the conservation areas located in the Petungkriyono, Pekalongan City. Conservation of protected forests in Petungkriyono is very much needed considering the development of the wider city, so that the forests that were originally forest areas that functioned as green open spaces have been greatly reduced, especially in areas along the river that leads to Pekalongan City. The research method used in this study is to use descriptive research methods. The data collection technique used is the study of literature. Data analysis techniques were performed using a Likert scale calculated by discriminant analysis. Type of participation contributed by the community in the protected forest area of Petungkriyono; a) participation of ideas, b) energy, c) property, d) skill e) social participation. The form of community participation in the conservation of the Petungkriyono protected forest area; a) active participation, b) passive participation. Geographical factors that serve as a reference for the importance of conservation of the Petungkriyono protected forest are: a) habitat, b) consideration of the area, c) physical and human factors, and d) economic value.

This paper aims to determine the role of Banjar Kajeng community, Pemogan Village and relationship between government, investors and local communities in the management of ecotourism attraction in Tahura Ngurah Rai, Denpasar.Research method that used in this research is qualitative method, with theoretical analysis of typology of a community participation and theory of conflict perspective and equipped by tables of tourism actors involved and the patterns of relationship among tourism actors involved in the management of tourist attraction in Tahura Ngurah Rai. The results obtained by this reasearch are the Banjar Kajeng community participation type is manipulative participation and the relationship between the Government, Investors and Local Communities in the Management of Ecotourism attractions in Tahura Ngurah Rai are at conflict stage.

Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

The availability of depleted oil reserves has made world oil prices soar. Consequently, the fuel subsidy swells. Facing this situation, the Government made a policy of converting kerosene to LPG gas. The methodology used in this study is descriptive qualitative method with data collection techniques through interviews and observations in the community by purposive sampling. Data were analyzed using reduction, display and verification techniques. The results of the study show: 1) The public perception regarding the conversion of kerosene to LPG gas is quite good. 2) The attitude of the community towards the conversion of kerosene to LPG gas is predominantly in the good category. 3) Community participation in the conversion of kerosene to LPG gas has a dominant distribution in the high enough category. Di samping dana desa yang sudah diberlakukan pada 2015, pada tahun ini 2019 marak dana kelurahan. Permasalahannya adalah belum semua kelurahan mengadministrasikan pengelolaan dana kelurahan secara penuh dan mandiri. Kelurahan Rempoa Tangerang Selatan yang menjadi objek pengabdian masyarakat belum memiliki bendahara atau Pejabat Penatausahaan Keuangan (PPK), sehingga berpotensi mengalami kendala pengelolaan dana kelurahan di masa mendatang. Studi dalam program pengabdian masyarakat ini merupakan upaya untuk membantu Kelurahan Rempoa dalam pengelolaan dana kelurahan, proses penyusunan laporan keuangan, serta pemungutan, pemotongan dan pelaporan pajak oleh bendahara pemerintah. Studi dalam program ini menggunakan metode kualitatif dengan pendekatan diskusi, asistensi, dan/atau pendampingan kepada objek terkait tiga proses tersebut. Hasil studi dalam program ini adalah terbekalinya Kelurahan Rempoa akan pengelolaan dana kelurahan, sehingga kelurahan siap mengelola dana tersebut pada saat penyerahan pengelolaan dana kelurahan dari kecamatan tahun depan (2020).    In addition to village funds that were already in implementation in 2015, this year 2019 will be full of urban-village funds. The problem is that not all urban-villages have fully and independently administered the management of urban-village funds. Rempoa Urban-Village, South Tangerang, which is the object of community service, does not yet have a Treasurer or Financial Administration Officer (PPK), so that it potentially experiences obstacles in managing the urban-village fund in the future. This study in the community service program is an effort to assist Rempoa Urban-Village in the process of, managing urban-village funds, preparing financial reports, and collecting, deducting and reporting taxes by the government treasurer. The study in this program is a qualitative method with the approach of discussion, assistance, and/or assistance to objects related to that three processes. The results of the study in this program are the completion of Rempoa Urban-Village in the management of urbanvillage funds, so that the urban-village are ready to manage these funds at the time of handing over the management of urban-village funds from the subdistrict next year (2020).

This study aims to determine the level of community participation in fire prevention and management in Tanjung Priuk Subdistrict, the City of Administration against Fire Disasters in North Jakarta,  the theory used in this research is the opinion of M. Nuh Minister of Education in the era of President Bambang Yudhoyono in Climbing the Amstein ladder to organize an ideal participation. The research method used is a qualitative method to obtain key data from interviews with legitimate sources that are directly involved in fire prevention and management and are supported by data from field observations. The data is then analyzed by the triangulation process. To find out the level of community participation. The results showed that the level of participation in fire prevention in Tanjung Priuk District had a range of information, consultations and appointments. the training program, which is carried out as an annual program, is provided for the community to provide information one way. In the management process, the community is at the second level of the seventh stage because the community is already a partner in the fire department before the fire department arrives at the fire location, the community has tried to extinguish the fire independently. To increase community participation in fire prevention and management, the Fire Department of the North Jakarta City Administration Office must optimize human resources, as well as other fire management resources, to be able to act also to provide costs for Balakar (Voluntary Fire) every month.
