One of the duties of the Office of Religious Affairs (KUA) refers to the Regulation of the Minister of Religion No. 2 of 2019 is to register marriage. The registration process is free if the marriage is carried out at the KUA office. This article answers the inhibiting factors from the resource aspect of the free marriage program at KUA Pakal District. Because based on marriage data from 2019 to 2020 people prefer to carry out marriages outside the KUA office. This article uses a qualitative method with a descriptive approach in the case of KUA Pakal District. Data collection techniques were carried out through observation, in-depth interviews with KUA employees, and secondary data in the form of KUA Pakal profiles and KUA documentation. This article finds the obstacles to free marriage services at the KUA due to the lack of resources for implementing the program. The resources are viewed from four main components, namely: (1) human resource problems related to the lack of number of employees. (2) limited budget resources for renovation of buildings in poor condition. (3) inadequate equipment resources in providing convenient services. (4) information resources and authority. The earth is getting hotter. Extreme climate change occurred globally in the era of the industrial revolution 4.0. Global warming is a threat as well as human responsibility as the perpetrators of environmental damage. Waste and population growth threaten the function of ecosystem sustainability. From this issue, arises awareness for young people to reconcile with themselves and nature, through a green lifestyle. Green lifestyle is an effort of the youth to contribute, in order to save the ecology. This study's aim is to determine the sensitivity of the youth of the Evangelical Christian Church in Minahasa (GMIM) to environment, by carrying a tumbler as part of a green lifestyle. This research uses a qualitative method, with a descriptive approach through ecological studies. The data obtained are primary data through observation and in-depth interviews with 4 GMIM youths aged 16-30 years, then secondary data through books, journals, and the internet. The results of this study indicates that the green lifestyle of the youth of GMIM by carrying a tumbler, can reduce plastic waste, which also supports the success of youth reconciliation with nature. Apart from oneself, Minahasa social and cultural factors also play a role in preserving the environment.

The purpose of this study is to analyze the effectiveness of public complaints services through Doorstops, to find out the supporting and inhibiting factors for the point of public protests services through Doorstops, and efforts to overcome barriers to the effectiveness of Public Complaints Services through Doorstops in Kebayoran Baru District, South Jakarta Administration, DKI Jakarta Province. The method used in this study is a qualitative method with a descriptive approach. The data needed in this study include primary data and secondary data. This research used data collection techniques through interviews, documentation and observation. Informants were determined using purposive sampling and incidental sampling techniques. According to Gibson, Ivancevich, Donnelly (1995), the theory used is the basis for developing a framework of thinking and research instruments. It appears that there are several problems, including the number of complaints received is still very small and even decreased from 2017-2019, the amount of budget used is not proportional to the number of services provided, the service process is still prolonged, there are still some repeated complaints, human resources still lacking, the facilities and infrastructure used are still minimal, and socialization has not been maximized so that it has an impact on decreasing public complaint services. Suggestions to increase productivity and quality of general complaint services, re-evaluate the budget used, increase Human Resources, fulfil infrastructure, and socialize, as well as optimize online-based public complaint services.

The existence of the potential for heritage tourism in center of Kota Serang is now almost eliminated and forgotten, whereas if it is managed optimally, many benefits can be generated. The purpose of the research is to reveal the potential of heritage tourism in center of Kota Serang to be developed as a tourist destination. The research method used is a qualitative method. Primary data collection through observation techniques and in-depth interviews. Secondary data through library research. Data analysis uses an interactive model, through three activities namely data reduction, data presentation, and drawing conclusions. The results of the study indicate that there is no clear strategic policy and the lack of efforts in achieving optimal utilization of potential inheritance for tourism development. The synergy of all stakeholders and decision makers is needed to run in line with the vision and mission of development. The proposed development model is community-based heritage tourism. This study discusses the commodification of local wisdom in health sector as the attraction of wellness tourism in Ubud Tourism Area. This research addresses the problem about the forms of commodification of local wisdom in health sector as an attraction of wellness tourism in Ubud Tourism Area. The method used to analyse the data is descriptive qualitative method with qualitative data. Types of data used are primary and secondary data with data collection techniques such as in-depth interviews, observations, documentations and literature studies. Based on the results of this study it can be explained that the development of commodification of local wisdom in health sector as a health tourism attraction in the Ubud Tourism Area occurs in the form of commercialisation, profanisasi and modernisation. Commercialisation is identified in the form of place arrangement, product packaging and marketing. Then the profanisation occurs causes the decline in the sacred value of local wisdom into economic-oriented activities. Modernisation also has changed the local wisdom into modernised products.

This research aims to determine the potential of tourism based on supporting and inhibiting factors of rural tourism development in Desa Kemetul and analyzing the strategy of community-based tourism in Desa Kemetul. The research was conducted in Desa Kemetul Kecamatan Susukan Kabupaten Semarang. This study uses qualitative method which the data obtained through depth interviews with Kepala Desa Kemetul, Chairman of POKDARWIS Sekar Kanthil, Local Communities, and Dinas Pariwisata Kabupaten Semarang, and then the data were analyzed using SWOT analysis. The study concluded that Desa Kemetul has a lot of tourism potential to become tourist attraction. Desa Kemetul needs to consider strengthening flagship product, the strategy of sustainable development of a tourist attraction, and strategies for institutional development and human resources.

This study examines two cultural forms of livelihood in coastal communities Dukuh Tapak, Kelurahan Tugurejo, Semarang. This research purpose is to identify the conditions of each individual and family livelihood, a reason to the dualism of livelihood, and the influence of industry on the social and economic life. This research use a qualitative method, collecting primary data through in-depth interviews and observation, secondary data obtained from study of literature and documents. The results showed that Dukuh Tapak's people have a livelihood as factory employees while managing the fish farm as a sideline. Most people who work in factories are women and youth as a bid to shore up their family economy. Industrialization did not significantly affect the socio-economic conditions, in which a sense of kinship and mutual help are still well preserved. While in terms of economic, a family with two types of livelihood tend to be more established than a family with only working either in the industry or the agricultural sector.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

In village tourism developing, it is necessary to have cooperation carried out by tourism Stakeholders, both Government, Community and Entrepreneurs or private parties. The collaboration must be balanced according to the status and role of each stakeholder so that harmonious cooperation can be created that is impartial to anyone. The research method used is a qualitative method with qualitative data analysis techniques, The source of data from this study comes from primary and secondary data. Data collection techniques are carried out by observation, in-depth interviews and documentation. Determination of informants is done by purposive sampling procedure. The results of this study indicate that based on the characteristics, tasks, objectives and functions of the BUMDES ( Badan Usaha Milik Desa ) are still not optimal, it can be seen that a number of things that have not yet fulfilled and still need to be reviewed so that BUMDES ( Badan Usaha Milik Desa) can collaborate and coordinate tourism village units optimally. The main focus of this research is the development of policy implementation and empowerment of institutions of social communication (KIM) in the district of West Java Cirebon City. Restrictions issues identified as follows: (1) How is the implementation of government policy in the empowerment of social communication media in Cirebon City of West Java; (2) What factors are supporting and inhibiting the implementation of government policy in the empowerment of institutions of social communication (KIM) in the district of Cirebon City, West Java; (3) Measures are implemented by the Office of Communications and Information Provincial / District / City in realizing the government's policy in the empowerment of social communication in public institutions. The research method used in this study is a qualitative method of data collection techniques through participant observation and in-depth interviews. Based on the results that in the implementation of government policy on the development and empowerment of institutions of social communication in the district of West Java Cirebon City through approach of policy implementation factors found another dimension, namely the importance of supervision and coordination.

This research examines the two components of the Slippery Slope framework, power, and trust, in influencing formal tax compliance in the West Sumatera and Jambi region. The supervision factors: Notice of Tax Warning and Notice of Tax Collection are used as a proxy of power, and public education program is used as a proxy of trust in the authority. Secondary data collected through documentation study is presented in panel data and then analyzed using panel data regression analysis. As this study uses a mixed quantitative and qualitative method, we conducted in-depth interviews with key informants to get a more robust analysis. This study shows that together and partially, these three factors have a positive and significant effect on formal tax compliance. Notice of Tax Warning and Notice of Tax Collection effectively deliver law enforcement's message as a coercive power through supervision efforts. At the same time, tax education programs are practical to encourage awareness and trust in the authority that ultimately improves tax compliance. This study recommends some improvements in administrative issues and strategies to reach more taxpayers, perform more fair treatment, and enhance compliance.
