The article examines the features of the application of federal legislation in terms of limiting its action in certain regions of the Russian Federation. The practice of land and town planning regulation under such restrictions is analyzed. Proposals are given for further improvement of the law in terms of creating special conditions for the selection of land plots in the conditions of the "Far Eastern hectare program".

The article reveals the relationship between migration processes and the state of social and engineering infrastructure in the cities of modern Russia. It is noted that the continuing outflow of the population from the regions of the Far North, Siberia and the Far East to the central and southern European parts of Russia creates very serious problems both for the cities where migrants move and for those places from where they leave. The necessity of a radical change in the migration and urban planning policy is substantiated.

The article discusses modern and promising approaches to the introduction of their digital counterparts into the practice of modern cities. Based on the analysis of modern threats, conclusions are drawn about the need to improve the system of protecting the population of cities from various kinds of dangers. One of the directions in creating a system for preventing and minimizing threats, the authors highlight the prospect of creating and implementing digital twin cities. A brief historical and international analysis of the development of technologies for the creation and functioning of digital twin cities is carried out and recommendations are made on the legal support of the process of introducing digital twin cities in the process of developing cities of the future.

The author analyzes the meaning of the term ‘housing’ in doctrine, in sectoral legislation, in international documents on human rights, in decisions of intergovernmental organizations. It is concluded that the unequal meaning of the concept of ‘housing’ in various branches of law is one of the most important guarantees for the protection of the right to housing. If it is necessary to provide protection for the inviolability of the home, then the criminal and criminal procedure legislation enshrines the broadest possible meaning of this term. And if the housing legislation aims to improve the living conditions of citizens, then in the interests of the population, on the contrary, to narrow the meaning of this term.

The article continues the topic of good neighborliness as an important direction for the development of neighboring and local communities. It is devoted to practical issues and social technologies of good-neighborliness, primarily the use of good-neighborly technologies in the modern housing sector, and, especially, in the housing and utility sector, given the important changes that have occurred there in the last 15 years after the adoption of the Housing Code of the Russian Federation, first of all — the emergence of private management organizations and new "collective customers" — residents of apartment buildings. The activity of modern management organizations, introducing their own "rules of good neighborliness" in the management of modern apartment complexes in Kirov, Nizhny Novgorod and other cities, is considered as a new model of the activity of the educational institution.

A very difficult issue in the theory of constitutional law is the correct definition of subjects and those legal relations in which they participate. Some can be identified immediately, seeing, for example, the passport of a citizen of the Russian Federation, but the state in its physical or other expression is more difficult to identify. This is despite the fact that most scientific literature is devoted to the relationship of these particular subjects among themselves. Collective subjects, some of which are such only in relation to the territory in which they carry out their functions, are very important in contemporary reality. This issue is devoted to this work.
