The paper considers the transport and logistics sector of the Kyrgyz Republic in the light of integration into the EAEU. The development of the markets for road transport services in the EAEU member states differ significantly. The level of development of the road transport industry in Kyrgyzstan is low, the maximum level of development in the union is in Russia. The paper also discusses the restrictions on the road freight market in the EAEU countries.

AbstractThis paper deals with the multi-criteria evaluation of the intermodal (rail/road) freight corridors as competing transport alternatives. For such a purpose, the methodology has been developed consisting of two main components; i) the analytical models for estimating the indicators and measures of the corridors’ physical/spatial or infrastructural, technical/technological, operational, economic, social, and environmental performance; and ii) the MCDM (Multi-Criteria Decision Making) method using the above-mentioned indicators and measures of performance as the evaluation attributes/criteria in ranking and identifying the preferred among the several mutually competing freight transport alternative corridors.The proposed methodology has been applied to two Trans-European intermodal rail/road freight transport corridors. As such, it has shown to be of use, in addition to the researchers, also to the other potential DMs (Decision Maker(s)). These could be, for example, the freight shippers/receivers as the users of the already existing intermodal (rail/road) transport services, the transport and intermodal terminal operators and infrastructure providers, and the business and policy makers facing with the problems of allocating the usually limited investments in the social-economic feasible way to the corresponding infrastructure at the local, regional, national, and international scale.

Abstract In this article, an analysis of modular truck application in the road transport in Poland has been made. Terminology has been unified. Classification and law regulations applicable in different European countries and all over the world have been discussed. An analysis of existing solutions has been made and an optimal variant for road freight transport, including the condition and parameters of the road infrastructure in Poland, has been proposed. The study presents initial conceptual assumptions of this project as well as advisability of using these modular trucks, on the basis of a selected research object – the analyzed transport company. On this example, an analysis of costs and potential profits to be generated from transport services performed using the proposed modular trucks and with reference to costs borne by the investigated company with the use of currently operated transport means, has been made.

The development of modern transport system connected with intensification of competitive struggle against the background of digitalization of transport processes requires domestic road carriers to find effective methods of increasing their own competitiveness in the international market of transport services. The article is devoted to the ways of increasing the competitiveness of domestic road transport enterprises in the segment of international road freight transport. Scientific approaches of interpretation of the term competitiveness of motor transport enterprises in terms of marketing, management, resource provision and profitability are considered. On the basis of the conducted review, a vision of competitiveness of motor transport enterprises in the segment of international cargo transportation is offered. Scientific researches devoted to the influence of management, marketing logistic methods on the competitiveness of motor transport enterprises are highlighted. The authors have compared scientific views on the choice and grouping of the factors of influence on the competitiveness of domestic motor transport enterprises and have offered the grouping of factors of influence on the competitiveness according to the possibility of their quantitative assessment. Existing methods for assessing the competitiveness of road transport enterprises were characterized. Modern tendencies of digital technologies implementation in transport systems activity have been investigated and the necessity of their implementation in the activity of domestic motor transport enterprises in the segment of international motor cargo transportations has been proved. The basic problems that hinder the implementation of modern digital technologies in the activities of domestic enterprises in the segment of international road freight transport haulage are formulated. Ways of improving the competitiveness of domestic enterprises in the segment of international road freight transport in today’s business environment have been proposed.

Objective: Assessment of the need to study the process of delivering a batch of containers from the rear terminal to the port to ensure uninterrupted communication between the rear terminal and the seaport and delivery a batch of containers exactly on time. As a primary task, the problem of analyzing the factors affecting the nature of the delivery process is solved. Methods: The methods of the theory of probability and mathematical statistics were applied in terms of determining the factors that affect the nature of the delivery process. The method of constructing process models was used to create a technological model for the delivery of containers by a block train to the port. Results: A technological model of container delivery by block train is presented. Diagrams were built showing the share of the main deviations from the schedule of container trains by types of operations for traffic, traction, corporate transport services. The main factors influencing the duration of individual operations with container block trains en route and the increase in the delivery time for a batch of containers from rear terminals to the seaport as a whole are identified. The random nature of the duration of the delivery of containers by block trains following the schedule has been established. Practical importance: The need to improve the methodology for choosing a method for delivering containers from the rear terminal to the port using simulation based on the identified factors influencing individual elements of the technological model of container delivery by a block train, deviations from the delivery time of containers, scheduled running of block trains is shown.

Transport capacity is very important indicator of country’s economic power reflecting its economic development. All means of transport must be efficient and able to transport goods and people as cheaply and quickly as possible. This requires constant upgrading of transport networks often with limited budget. This is a problem especially in rural areas, where population density is very low and there are difficulties in providing transport links between cities and rural communities. It is very expensive to upgrade transport network and also to ensure public transport services there. Individual car transport can diminish the problem, but some groups (the young, old or poor) will always require public transport service, moreover increasing car traffic put pressure especially on existing road transport. Public transport linking isolated rural regions to transport hubs towards the European and national transport networks play a crucial role in that regard. Paper presents some outputs of RUMOBIL project focusing on pilot actions testing a number of innovative applications during a period 2017-2018 how sparsely populated peripheral areas can be better linked to a primary, secondary or tertiary transport node by public transport.

Abstract The issue of quality is a very important aspect of the operation of transport companies. In relation to the area of their activity it primarily focuses on the quality of services provided, which can be verified e.g. on the basis of timeliness of deliveries or accepted complaints. This allows for examining the quality after providing the service in order to take future pro-quality actions. However, is it possible to affect the quality of services provided before their provision? The transport process itself is preceded with a range of actions taken within the framework of detailed planning and organization, which can significantly influence the quality of services. The decisions made at the management level are conditioned by many factors determining the course of future events, however, this is not always enough to make the process run uninterruptedly. Therefore, it is important to structure basic actions at the initial stage so as to allow the smooth conduct of the decision-making process for the specific task in order to subsequently focus on the detailed analysis of the actions planned. In the paper, the author attempts to characterize the fundamental factors affecting the decisions taken during the planning and organization of the transport process. The objective of the conducted research is to verify initial decisions and their significance for the improvement in the quality of transport services provided. There was conducted the algorithmization of actions and interpretation of their importance for the quality of decisions taken at the preparatory stage and during transport.

The current situation in the world economy is characterized by varying degrees of development of national economies and their openness to participate in international economic relations, the saturation of trade flows at different stages of cooperation between countries, increasing passenger flows, on the one hand, and insufficient economic development. base, a small number of modern studies of the methodological basis for the functioning of the transport and logistics complex in modern science, on the other hand, cause an objective need for mentioned places, the role and importance of transport services as an important economic category. The structural shifts that determine the movement of world production and international trade are largely determined by the transformations taking place in the world transport complex. No foreign trade operation can be imagined without the participation of transport, in any case, the goods must be delivered from seller to buyer. Transport service - a service for the performance of the contract of carriage of people and goods. In the implementation of foreign trade, road transport has certain advantages over other modes of transport: maneuverability, delivery of goods "door to door"; urgency and regularity of delivery; delivery can be organized according to the system "just in time" (exactly on time); packaging (required in smaller quantities or not required at all). This article examines the trends and prospects for the development of the international market of transport services. The question of the current state of the freight market is stated. The main problems of the international market of transport services are clarified. The factors influencing the further development of the market of transport services are determined. Substantiated tasks in the field of international agreements in the field of road transport. The study allows us to consider and analyze important areas of innovative development and application of modern technologies in the field of transport. Prospects for further development of freight transportation are considered and generalized.

The task model has been formulated for users of freight flows at a distribution transport terminal, which enables gauging vehicles possibilities (dimensions, carrying capacity), delivery time limitations, resources of vehicle time and general costs. The synthesis of the topological structure of the freight road transport regional system has been performed. It enables the evaluation of an impact on the functioning of the system exercised by various structural system characteristics, thus improving the quality of project solutions at the stage of synthesis of the system structure.

This study focuses on a wide range of issues related to the effects of integration process on the development of economic relations, in particular, in the road transport services market. Special emphasis is put on the critical role of integration in contributing to building circular technological supply chains, ensuring sales coordination and management, reducing unit costs and increasing labor productivity. It is argued that the outcome of integration translates into a cohesive economic mechanism which in addition to its integrated elements is characterized by the presence of a core coordination element. The article offers a definition to a public-private partnership phenomenon, identifies its advantages and disadvantages, explores the mechanisms of public-private partnership implementation as well as suggests a toolkit to optimize the partnership functioning for integrated structures. This is a pioneering study that provides a rationale for the need to use several public-private partnership patterns simultaneously together with developing a mechanism for carrying out public-private partnership which is proposed to be consolidated into the mechanism of integrated partnership viewed as the most preferable one to be implemented in the market of road transport services. It has been verified that the integrated partnership pattern provides an opportunity to develop competitive advantages of all its participants. The research findings have enabled to make the following generalizations: the existing partnerships differ in types of arrangements and institutional support; prior to making a decision to launch a specific integrated partnership project, the mechanism of its implementation should be envisaged; to enhance the efficiency of the integrated partnership project implementation, building relevant infrastructure facilities is paramount; the prospects for further integrated partnership project operation assume the utilization of a network mechanism of public-private partnership which best meets the needs and the specifics of the road transport services market.
