The current situation in the world economy is characterized by varying degrees of development of national economies and their openness to participate in international economic relations, the saturation of trade flows at different stages of cooperation between countries, increasing passenger flows, on the one hand, and insufficient economic development. base, a small number of modern studies of the methodological basis for the functioning of the transport and logistics complex in modern science, on the other hand, cause an objective need for mentioned places, the role and importance of transport services as an important economic category. The structural shifts that determine the movement of world production and international trade are largely determined by the transformations taking place in the world transport complex. No foreign trade operation can be imagined without the participation of transport, in any case, the goods must be delivered from seller to buyer. Transport service - a service for the performance of the contract of carriage of people and goods. In the implementation of foreign trade, road transport has certain advantages over other modes of transport: maneuverability, delivery of goods "door to door"; urgency and regularity of delivery; delivery can be organized according to the system "just in time" (exactly on time); packaging (required in smaller quantities or not required at all). This article examines the trends and prospects for the development of the international market of transport services. The question of the current state of the freight market is stated. The main problems of the international market of transport services are clarified. The factors influencing the further development of the market of transport services are determined. Substantiated tasks in the field of international agreements in the field of road transport. The study allows us to consider and analyze important areas of innovative development and application of modern technologies in the field of transport. Prospects for further development of freight transportation are considered and generalized.

The People’s Republic of China marks in December 2018 the 40th anniversary of the economic reform start. Its integral part was external economic openness of the country which replaced former Mao Zedong’s policy of autarky. The article deals with the main achievements of China’s foreign trade in goods and services and cross-border investment cooperation of the country during reform period. Shortcomings and problems in these spheres are shown. The article analyzes the formation of the second stage of foreign economic openness in China, which is associated primarily with the initiative to build land and sea “silk roads” and with the creation of a number of experimental free trade zones in the country. The possible prospects of further development of China’s foreign economic relations, taking into account various internal and external factors, are analyzed. Briefly summing up the results of China’s foreign economic openness policy in the years of reform, we can say that it has played a crucial and irreplaceable role in the modernization of the country and its transformation into one of the leading powers in the world, in absorbing norms and rules of the world market. China has become one of the world leaders in terms of trade, attracting foreign investment and investing abroad. Beijing has adapted itself well to the process of globalization of the world economy and has become one of its main beneficiaries. China’s official position is currently distinguished by its commitment to globalization, resistance to protectionism, and support of active economic cooperation in all areas. This position is quite natural, since foreign economic relations will remain one of the leading factors in China’s development for the foreseeable future. On the way to achieving the goal proclaimed by Beijing – to turn the country from a “big” trading power into a “powerful” – China has much to do in order to overcome the weaknesses revealed in its foreign trade and foreign economic relations in general, and also to take more fully into account the often fair claims and demands of its trade and economic partners. Beijing is working hard on a strategy for further development of foreign economic relations. Particular importance is attached to the formation of a wider network of trading partners along the routes of land and sea “silk roads”. It is necessary to significantly increase the share of China’s Western  territories in country‘s foreign trade and investment activities abroad. Beijing is planning to form a group of multinational companies with Chinese capital, which have high international competitiveness. The development of products with high value added, the struggle for the high prestige of goods of famous Chinese brands, the search for new ways of trade in services and goods, the formation of new interstate free trade zones will be continued. In practical terms, one of the most important steps is the formation of pilot free trade zones in China itself. They are designed to work out the transfer of China’s foreign trade and investment activities to advanced international standards, to prepare further opening of the Chinese market (including financial, social, educational services) for foreign investors.

Today, the state policy on export development is being improved and the export support tools are being implemented at the legislative level. Exporting economic entities form the demand for financial services, which would meet current conditions in the international market, as well as allow for unrestricted settlements with foreign counterparties, available financing of working capital and insurance provision of export operations in order to increase the competitiveness of such entities. The author substantiates importance of the centralized focus of export support efforts, determines the concept of “trade financing and insurance” as a source of resource and institutional support for export operations and highlights the positive aspects and problems arising from financing of export transactions and settlements with counterparties. The state of international cooperation on export issues and trends of the world trade are briefly mentioned. As is known, the Export and Credit agency (ECA), an institution for insurance and export support, has recently been established; however, its place, management, tasks and resource base are still being determined. Therefore, the article proposes a basic schematic model of the activities of this institution. The author emphasizes that increasing the competitiveness of Ukrainian exporters and strengthening their confidence in them in the international market are especially important given the world trend of “de-risking”. De-risking is the limitation of cooperation with certain categories of clients or states (which Ukraine is sometimes included in) to avoid the risk of financing illicit activities, a person under sanctions, terrorism, and the like. The focus of further research the author suggests addressing such issues: (i) interaction of the state and private sectors with support of exports; (ii) determination of the product range of financial institutions servicing the subjects of foreign trade, as well as the ECA; (iii) impact of sanctions and restrictions on Ukraine’s foreign trade relations. Accelerating the development of exports and overcoming obstacles when concluding the external trade agreements and settlements will ultimately help Ukraine to take a niche among the world’s exporters and strengthen its own financial security.

This study focuses on a wide range of issues related to the effects of integration process on the development of economic relations, in particular, in the road transport services market. Special emphasis is put on the critical role of integration in contributing to building circular technological supply chains, ensuring sales coordination and management, reducing unit costs and increasing labor productivity. It is argued that the outcome of integration translates into a cohesive economic mechanism which in addition to its integrated elements is characterized by the presence of a core coordination element. The article offers a definition to a public-private partnership phenomenon, identifies its advantages and disadvantages, explores the mechanisms of public-private partnership implementation as well as suggests a toolkit to optimize the partnership functioning for integrated structures. This is a pioneering study that provides a rationale for the need to use several public-private partnership patterns simultaneously together with developing a mechanism for carrying out public-private partnership which is proposed to be consolidated into the mechanism of integrated partnership viewed as the most preferable one to be implemented in the market of road transport services. It has been verified that the integrated partnership pattern provides an opportunity to develop competitive advantages of all its participants. The research findings have enabled to make the following generalizations: the existing partnerships differ in types of arrangements and institutional support; prior to making a decision to launch a specific integrated partnership project, the mechanism of its implementation should be envisaged; to enhance the efficiency of the integrated partnership project implementation, building relevant infrastructure facilities is paramount; the prospects for further integrated partnership project operation assume the utilization of a network mechanism of public-private partnership which best meets the needs and the specifics of the road transport services market.

Problem setting. The article is devoted to the study of the peculiarities of the legal regulation of foreign trade interms of doctrinal and legislative approaches. The author analyzes the basic concepts of foreign trade policy, identifies itsmain components, as well as describes the tools for regulating foreign trade, including customs tariffs. Analysis of recent research and publications. Both domestic and foreign representatives of legal and economicsciences, such as Bachylo I., Zadykhailo D., Kleshchova S., Karvatska N., Sarkisyan L., Stavytsky L. and others, devotedtheir works to the study of the legal regulation of foreign trade. Article’s main body. Presenting main material. CTD is carried out, as a rule, at the level of enterprises (sometimesthey are natural persons-entrepreneurs). The initial principle of the CTD is a commercial calculation based on economicand financial independence and self-payment. CTD – the sphere of entrepreneurship in the system of international exchangeof goods, services, works, information and results of intellectual activity, related to the preparation and implementationof foreign trade operations and agreements. Cross-border trade and free economic zones are considered as special regimesof the CTD. Each country of the world in the framework of participation in foreign economic relations (both directly and throughnational entities of the CTD) pursues foreign economic policy, including in the field of foreign trade. The foreign economicpolicy of the state is the activity of the state aimed at the development and regulation of economic relations with othercountries. The implementation of foreign economic policy involves defining the strategic goals of the state in foreigneconomic relations in general and with individual countries and groups of countries, as well as developing methods andtools to achieve the goals and preserve the results achieved later. Foreign economic policy is aimed at the whole set offoreign economic activity, the hallmark of which is the international purchase and sale of goods and services, as well asthe international movement of material, monetary, labor and intellectual resources. Foreign economic policy is inextricablylinked with the domestic economic policy of the state. Therefore, its content is due to the tasks of expanded reproduction,which the country solves within its national economy. It can be argued that the main task of the foreign economic policyof the state is to create favorable external economic conditions for expanded reproduction within the country. Within theframework of the general foreign economic policy the state carries out: a) foreign trade policy – is the state regulation of export and import operations; b) export promotion policy – a policy aimed at selling in foreign markets goods for which the country has economicadvantages, stimulating the competitiveness of domestic enterprises with foreign ones, increasing the serial productionof competitive products in order to expand its exports (to foreign markets); c) the policy of regulating the import and export of capital. A characteristic feature of capital movements at the presentstage is the inclusion of an increasing number of countries in the process of export and import of capital. At the same time,most countries of the world market economy simultaneously act as exporters and importers of investments. The influenceof developed countries on the movement of capital is carried out, for example, by stimulating the export-import of capitalat the national and interstate levels; d) monetary policy – aims to maintain economic stability and create a solid foundation for the development ofinternational economic relations by influencing the exchange rate and currency exchange operations; e) customs policy is a set of measures taken to ensure the most effective use of instruments of customs control andregulation of trade in the customs territory, participation in trade and policy tasks to protect the domestic market, stimulatethe national economy; f) free trade policy – a policy of minimal government intervention in foreign trade, which develops on the basis offree market forces of supply and demand. Conclusions and prospects for the development. The formation and implementation of state policy in the studyarea involves the possibility and necessity (not absolute) of state intervention in economic processes in order to create aneffective and efficient system of foreign trade. Fulfillment of this task is possible only under the condition of strategicplanning and conceptualization of the principles of state-administrative influence, which, in fact, is the content and essenceof state economic policy in general and state policy in the field of foreign economic activity in particular. Understanding this issue and further resolving these pressing issues at the doctrinal (hereinafter – legislative) levelswill allow the state to be an active participant in foreign trade relations, and thus – to provide national participants in theserelations with potential markets for goods, works and services, to compete effectively in these foreign markets.

In the study, the authors have identified the dominant trends in the development of the international road transport services market. These include monopolization and protectionism, structural imbalances, namely, predominance of European transport companies in the international motor transport market, prevailing of private transport companies. Hence, the researchers determined the general vector of improvement of the motor transport services market in the modern stage of internationalization of global economic relations. The current trends in the development of the international road transport services market in Ukraine are substantiated. The authors propose a competitiveness assessment methodology for transport enterprises. It is proposed to quantify the following elements as part of the competitiveness coefficient of a transport enterprise: 1) the range of offered transportation services; 2) pricing policy; 3) advertising; 4) public relations; 5) sales system; 6) employee incentive system; 7) innovative activity of the enterprise. Using the proposed methodological approach will help making reasonable management decisions to improve the efficiency of transport enterprises, to expand the information base of economic research, and to improve the quality of analysis in the context of accelerated development of the international logistics infrastructure.

The demands for transport are presently at quite high level. There are few transport branches which are used now, but in fact the road transport is the one used most. Transport actions are ought to deliver goods from point A to point B, and thus they influence the goals of logistics referred as 5R. Providing the right resource, in right place, on the right time, in right cost and in right quality, depend mostly on transport services. Using of the autonomous technology in transport allow to achieve better results in the field of logistics services. The purpose of this article was to present the benefits of autonomous transport and its influence on the logistics. Theoretical considerations were summarized with conclusions, which may become during the deliberation about the usage of autonomous transport vehicles.

Nowadays foreign trade is the most developed form of economic relations in the world. It develops dynamically and serves as one of the main factors in the development of globalization of the world economic space. The main trends in the development of foreign economic activity of the Russian Federation are associated with many different factors, the most important of which is the transition to the digital economy.Today information technologies play an extremely important role in the life of society and determine the level of its development. Such technologies are used in many areas of human activity and are indispensable for the facilitation of doing different tasks and operations. Customs authorities as a continuously developing institute of customs administration control foreign economic activity and ensure the national security of the state, timely collection of customs payments, lawful customs control and the acceleration of foreign trade. That is why the development of information-technical support of customs authorities is one of the priorities of customs policy.The article is devoted to the institute of electronic customs in the broadest sense of this term; it also includes the main problems connected with the development of electronic customs and involves the ways to solve these problems.

Increased and diversified tensions in Russian-Western relations and first Russian-American relations are not only а result of propaganda pressure. They also reflex a number of conflicting realities of the contemporary system of international political and economic relations that involve Russia as an important player. The role of Russia is especially noticeable now that the process of development of the architecture of a new global system is underway. Hostile or confrontational position of Russia could be a major risk as well as a factor that can change the strategic context of the global competition. The emerging system looks much different from the one that formed the basis on which the world developed during the last 30 years. In that environment a potential hostile position of Russia is regarded as a major risk. But the active involvement of Russia into most important recent global economic and political developments prevents the situation of surpassing the limits of the «non-zero sum game».

Modern trends of trade-economic relations of the countries within the COVID-19 pandemic have been systemized in the development of mutual relations in particular economy sectors have been identified. Direct connection between the increase of export volume to China and Ukraine GDP growth has been established in the study based on the correlation-regression analysis. Weaknesses and strengths as well as opportunities and threats of mutual relations within the pandemic have been defined. The influence of the world crisis, creating a free trade area, and other factors on foreign trade circulation between Ukraine and China have been studied with the tools of empirical gravity model of international trade. Foreign trade circulation up until 2022 with and without creating a Free Trade Area has been forecast based on the modelled data. Perspective directions of trade-economic relations have been defined; the strategy of extending the trade-economic integration of Ukraine and China within the COVID-19 pandemic and in post-pandemic time within customs tariffs liberalization, intensification of symmetric interdependence and complementarity between the countries, within creating a free trade area, diversifying trade turnovers, overcoming the pandemic, reduction of crisis consequences, and strengthening cooperation in new industries of post-pandemic time has been grounded.

Modern science proceeds from the fact that the basis of economic behavior is volitional «controllability», i.e. awareness of the possible consequences of one's action/inaction by a person, on the basis of which the most effective behavioral models, common in a particular socio-cultural community, are formed from the position of satisfying one's needs. This article analyzes the theoretical and practical properties of understanding evolutionarily stable strategies of economic behavior, which at a subconscious level determine the further development of economic relations.
