Introduction. Accelerated pace of development of society contributes to the accelerated generation of social risks, modern society is characterized by constant technological, natural, economic, environmental, socio-cultural changes. Therefore, minimizing social risks and leveling their consequences is of paramount importance. Methods. Diagnosis of the state of the social risk management system combined the principles of systemic, structural-functional and targeted analysis, which provided a comprehensive assessment of the whole and individual components. Results. The analysis of expenditures on the social sphere showed their stable absolute growth despite the dynamic reduction of their share in the budget. Social risks are largely due to the non-transparency of the mechanism for regulating the supply and demand of labor in the domestic labor market. A significant share of macroeconomic social risks is related to the problems of social infrastructure, which is financed from the budget. Problems with access to health care, the opacity of the pharmaceutical market, the degradation of the health care network, chronic underfunding, and the lack of health insurance also generate social risks. The task of state policy should be to prevent and prevent social risks, identify social conflicts that lead to destructive consequences. Systematization of social risks allows to methodologically substantiate the mechanisms of social risk management, to modernize the models of social protection of the population, to develop effective tools for ensuring public management of social risks. Discussion. The impossibility of reducing funding for social needs without deteriorating the quality of life and social protection of the population requires further search for alternative sources of funding for socio-cultural expenditures, rationalization in the budget structure to effectively combat the development of social risks. The article theorises how covering social risks through cash transfers and in-kind services shapes public attitudes towards including/excluding immigrants from these programmes in Western European destination countries. The argument is that public attitudes are more restrictive of granting immigrants access to benefits than to services. This hypothesis is tested across ten social protection programmes using original survey data collected in Denmark, Germany and the UK in 2019. Across the three countries, representing respectively a social democratic, conservative and liberal welfare regime context, the article finds that the public does indeed have a preference for easier access for in-kind services than for cash benefits. The article also finds these results to be stable across programmes covering the same social risks; the examples are child benefits and childcare. The results are even stable across left-wing, mainstream and radical right-wing voters; with the partial exception of radical right-wing voters in the UK. Finally, the article finds only a moderate association between individual characteristics and attitudinal variation across cash benefits and in-kind services.

AbstractThe social risk literature examines the extent to which states have provided social protection against the ‘old’ social risks of the post-war era and the ‘new’ social risks affecting post-industrial capitalist states. In this paper the contingency of the provision of informal care to people aged 65 and over is discussed. The paper deconstructs the concept of social risk to determine the characteristics and processes which contribute to states recognising specific contingencies as social risks which require social protection. This conceptualisation is applied to make the case that care-related risks associated with the informal care of older people should be recognised and treated as social risks by states. Data from a qualitative study of the English care policy system provide empirical evidence that informal care-related risks are recognised, but not treated, as social risks in England. The findings reveal informal carers, and the older people they care for, receive inadequate and inconsistent statutory protection against the poverty and welfare risks they face. Furthermore the design and operationalisation of the English care policy system generates risks for care relationships.

Social protection systems are a key factor for ensuring the long-term sustainability and stability of economies in the European Union, their reform being nowadays present in the political agenda of member states. Aging and the dependence on mandatory levies applied to the employed population on the labor market represent a threat for the sustainability of public social protection systems. In terms of sustainability, our purpose was to highlight the factors influencing social insurance budgets, considering the fiscal policies implemented in six countries of Central and Eastern Europe and their particular labor market characteristics. Therefore, a panel study based on a regression model using the Ordinary Least Squares method (OLS) with cross section random effects was used to determine the correlations between funding sources and labor market specific indicators. The data analyzed led to relevant results that emphasize the dependence of social insurance budgets on positive factors such as the average level of salaries, the share of compulsory social contributions, the unemployment rate, and the human development index, suggesting the continuing need for professional and personal development of the workforce.

The COVID-19 pandemic has exacerbated the overall risks and demonstrated the attitudes of members of society towards them. The subject is the carriers and owners of risks in the context of a pandemic from among social entrepreneurs and traditionally classified as vulnerable categories of citizens. The purpose of the work is to analyze the contradiction between the demand for a number of state support measures for traditionally allocated vulnerable groups of the population and the situation with their implementation, in which social entrepreneurs are involved along with state structures to provide services in the context of the COVID-19 pandemic. The novelty of the approach is to clarify the categories of socially vulnerable citizens based on the division of social risks in the new conditions of the pandemic. Current empirical sociological data obtained by the online survey commissioned by the relevant department allowed us to determine the urgency of the demand for state support measures. To reduce dependence on the state and develop partnerships, the income of social entrepreneurs should not be lower than the average salary in the region. To do this, it is important to create associative forms of interaction and develop cooperation with business, science, and education. A promising and difficult task for the authorities is to involve socially vulnerable citizens in innovative social activities in the format of social entrepreneurship, in interaction with social protection agencies for their effectiveness. The development of tools for stimulating cooperation between beneficiaries and stakeholders is on the agenda for further study

The focus of this paper is the interaction between social innovation and restructuring welfare state. Modern welfare states have been reconfiguring their welfare mixes through social innovation. This includes a productive integration of formal and informal actors with support and leading role of the state. This collaboration becomes significantly important since it means the integration of not only the actors, but also their capabilities and resources in today’s world where new social risks and new social challenges have emerged and no actor can overcome these by its own. Therefore, social innovation is a useful tool in the new role sharing within the welfare mix in order to reach higher levels of satisfaction and success in welfare provision. The main point here is that this is not a zero-sum competition; gaining more power of the actors other than the state – the market, civil society organisations and the family – does not necessarily mean that the state lost its leading role and power. This is rather a new type of cooperation among actors and their capabilities as well as their resources in welfare provision. In this sense, social innovation may contribute well to the debates over the financial crisis of the welfare state since it may lead to the more wisely use of existing resources of welfare actors. Thanks to social innovative programs, not only the NGOs, but also market forces as well as citizens are more active to access welfare provisions and social protection in the broadest sense. Thus, social innovative strategies are definitely a solid step taken towards “enabling” or “active” welfare state.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

The article describes the labor market as an element of the economic system that determines the direction and pace of macroeconomic development, affects the welfare of the population and social protection. The dynamics of reduction of labor force for 2010-2020 due to the increase in the level of external labor and educational migration is given. It is substantiated that the creation of high-paying jobs and the reform of the wage system are effective tools for regulating external migration, which reduces aggregate supply, unemployment and the load on vacant demand. It is outlined that the development of the market of the newest forms of employment and freelance by stimulating the population to create small and medium enterprises, providing organizational, economic and regulatory prerequisites for the development of youth business, can be considered an effective tool to curb migration. The tools of improving the state employment policy are given, namely the tools of balancing the labor market of Ukraine in the projection of the state policy of migration management. The reasons for the growth of unemployment among graduates of educational institutions, youth and skilled people, which encourage potential migration in a period of socio-economic instability and political turmoil. Means of ensuring the preservation of intellectual and human resources of Ukraine and avoiding a shortage of workers in the labor market, which encourage the development of appropriate information and analytical support for analyzing the needs of the labor market (regional, local, sectoral, professional) in the projection of labor supply. The basic vectors of development of the modern labor market which efficiency depends on realization of effective tools, and also structural transformations in the labor markets are resulted. The role of the state in ensuring positive changes and the formation of new transformational approaches in the field of social and labor relations is outlined. The main criteria and priorities for the formation of employment policy in Ukraine are highlighted and the transformation of new types of employment is emphasized. The key indicators of the new type of labor relations are given.
