This study aims to determine the structure of phytoplankton communities in the pool are former coal mining Desa Kampung Baru Kecamatan Cempaka which include abundance, diversity, uniformity and dominance. Phytoplankton samples taken in two pools with a purposive sampling method with a three-point shooting at each pond. Sampling was performed three times. Phylum of phytoplankton were identified in both pools as much as 2 phylum (Chloropyta and Chrysopita) with 17 genera. Average abundance of phytoplankton in the first pool of 7174 ind / liter and 6873 ind / liter in the second pool. The average diversity index of phytoplankton in the first pool of 1.540 and 1.621 in the second pool. Average uniformity index of phytoplankton in the first pool of 0622 and 0.623 in the second pool. The average index of phytoplankton dominance in the first pool of 0271 and 0250 in the second pool. Analysis of community structure (abundance, diversity, uniformity and dominance) shows the condition of the two ponds in the state is quite stable and capable of supporting life inside the phytoplankton. Where the pool in the fertility rate is the level of contamination is, the conditions included in the category of individuals spread more evenly and there are no species that dominate other species in the extreme.

Relevance of the work. Nowadays, Russian enterprises and their employees are subjects of the labour, product, services market, and capital market. An analysis of the theory, methodology and practice of labour standards for workers in coalmining enterprises has shown that rate fixing, as one of the important institutions that regulate the quality, quantity and efficiency of labour use, restrains an employee’s subjectivity in the labour market. Lack of subjectivity is disadvantageous either to employees, or to management (to the owners of the enterprise, or the state), since it does not allow increasing labour efficiency, which is a source of workers’ dissatisfaction with the quality of working life and incomes, labour conflicts, insufficient to ensure the competitiveness of enterprises with increased productivity and labour safety, insufficient growth tax revenues to the state budget. These circumstances indicate the need to develop the theory and methodology of labour standards for workers of coal-mining enterprises aimed at increasing the market subjectivity of each employee of the enterprise by means of socio-economic standardization of his labour activity allowing the employee to satisfy his socioeconomic needs, and the enterprise to carry out socio-economic development as one of the conditions for effective functioning in a market environment. Purpose of the work – theoretical and methodological substantiation of the socio-economic standardization of labour activity of coal-mining workers as a real socio-economic phenomenon and a means to increase their market subjectivity, and for an enterprise to successfully realize the goals of socio-economic development in the conditions of high dynamics of the functioning environment. Methodology and methods of research. The methodology of socio-economic regulation of labour activity of workers is based on the theoretical and methodological provisions of the scientific organization of labour, the results of modern research on the development of labour standards in the context of the formation of a socially oriented market economy and an institutional approach that allows us studying the problems of functioning and changing the role of labour standards as one of the social and economic institutions that form the market subjectivity of the employee and the level of social -economic development of the enterprise. Results of the research. The key concepts of the methodology of socio-economic standardization are identified, the main provisions of the concept of socio-economic standardization of labour activity of coal-mining workers are developed. Conclusions. The increase in the market subjectivity of workers is ensured by the formation and adoption by the enterprise management of the socio-economic standardization of the labour activity of workers at all levels of management, which is based on the determination, establishment and maintenance of a measure of conformity of the social and economic benefits received by the employee, the results of his labour activity and the conditions for obtaining these results.

With the development of megalopolises, constant expansion of their borders and chaotic and – to a greater extent – unreasonable territorial division of lands, potential recreational areas are experiencing colossal anthropogenic load and can be found in the state of oppression, gradually moving into an industrial functional zone, from the environmental point of view. For the preservation of ecosystems and rational planning of urban development, it is necessary to pay special attention to the functional purpose and mode of use of the sites, which are the essence of zoning and governance in the field of urban development of land. This paper presents a geoecological assessment of the dynamics of changes in pollution halos among the functional areas of the Eastern Administrative Okrug of Moscow over the past 30 years. Geochemical series of pollutants were compiled with the help of methods of preliminary preparation and statistical data processing. A forecast of the spread of pollution in the surface horizon for the next 100 years is presented, taking into account the hydrogeological features of the territory of the Eastern Administrative Okrug of Moscow.

The presence in the newest Russian urban planning practice of special objects of professional activity - local urbanized formations is revealed. Their appearance is due to the adoption of new regulatory legal acts in various sectors of activity, significantly expanding the scope of the Urban Planning Code of the Russian Federation. They establish general requirements for the formation of territories with preferential development regimes and their subsequent use, which contain the prerequisites for significant changes in the state of territorial objects and their systems. However, to date, they are not fully used either at the stage of developing urban planning documentation, or at the stage of its implementation. Urban planning practice indicates the need to establish the relationship between the properties and characteristics of regional systems of settlements and local formations, depending on environmental factors. As a result of the analysis and systematization of modern experience in the implementation of projects for the development of local territories, the influence of the activity of their urban development on the parameters of the functioning of regional systems has been established. The revealed dependence is proposed to be used in the development of model schemes for the reorganization of regional systems, which characterize their susceptibility to the emergence of new centers of urban development. The expediency of using the developed theoretical models in the process of improving the methodology of territorial planning has been substantiated. Purposeful planning of local territories in settlement systems is presented as forecasting the emergence of new foci of development through a comprehensive assessment and consideration of the available resource potential. Thus, it ensures the regulated development of the territory. This is expressed in the achievement of the predicted parameters of changes in the state of regional settlement systems, corresponding to the conditions and requirements of their functioning. The main difference between the proposed methodology and traditional approaches lies in the simultaneous provision of the stability of the formed spatial structures and the innovation of the forms of regional systems due to the activity of local formations.

In Italy in the nineteenth century the bourgeoisie decreed the end of the old model of urban development which had been limited by the rules of military architecture. In the years of the Kingdom of the Two Sicilies, the Bourbons established the Consigli Edilizi. Between 1859 and 1860 Francis II established 19 Consigli Edilizi; 13 were in municipalities of an administrative district. With the decree of foundation of the suburb of Bari, Gioacchino Murat donated the state land to the city and ordered that private persons and holy places were obliged to register for assessment or to sell to the municipality any land lying within the perimeter of the suburb unless they wanted to build on it. The new regime of public ownership of the land ratified by the Murattiano decree was confirmed by the “Statutes for the regular formation of the suburb of Bari” approved on 1st December 1814. The last step for assignment of land takes place before a notary. This is the signing of the assessment contract which involves the mayor, the building commission called Deputazione del borgo and the applicant. This chapters details these steps.

Abstract This paper reviews the state of the art of surface mine reclamation for forestry in Pennsylvania, Maryland, West Virginia, Ohio, Indiana, and Illinois. Legislative constraints, socioeconomic issues, factors limiting the success of reforestation efforts, post-mining land-use trends, species options, and establishment techniques are discussed. Sources of assistance to landowners or managers are given and major publications on reclamation methods are cited.
